>> THE MEETING OF THE OAKLEY PLANNING COMMISSION IS CALLED TO ORDER. ROLL CALL. COMMISSIONER CHUKKO. >> HERE. >> COMMISSIONER HARVEY. I'M VICE CHAIR PRICE, PRESENT. CHAIR VERDUSCO AND CHAIR OLIVERAS IS ABSENT. WE WILL NOW DO THE PLEDGE OF ALLEGIANCE. AT THIS TIME WE'LL CALL FOR PUBLIC COMMENTS ON ANYTHING THAT IS NOT IN THE AGENDA. DO WE HAVE ANY CARDS THAT ARE SUBMITTED OR ANYONE WHO WISHES TO SPEAK? WE NOW MOVE ON TO THE CONSENT CALENDAR. IS THERE ANY DISCUSSION OR WOULD SOMEONE LIKE TO MAKE A MOTION TO APPROVE THE CONSENT CALENDAR? >> I SECOND THIS MOTION. >> WE WILL NOW CALL FOR A VOTE. >> AYE. >> COMMISSIONER HARVEY. >> I'M SORRY? WHAT WAS THAT? >> CALLING FOR A VOTE ON THE CONSENT CALENDAR. >> I APPROVE. >> OKAY. AND I ALSO. WE NOW MOVE TO THE PUBLIC HEARING AND AT THIS TIME WE'LL HEAR OUR REPORT FROM STAFF. >> YES, THANK YOU, CHAIR. GIVE ME ONE MOMENT TO GET IT LOADED UP. THANK YOU. ALL RIGHTS. THANKS FOR YOUR PATIENCE. TONIGHT I'M PRESENTING TO YOU THE STAFF REPORT FOR 3370 MAIN STREET. MY NAME IS EVAN GORMAN. I'M ASSOCIATE PLANNER FOR THE CITY OF OAKLEY AND TONIGHT WE HAVE A DESIGN REVIEW APPLICATION, SOME ALTERATIONS TO A DESIGN REVIEW APPLICATION THAT WAS APPROVED LAST YEAR, THE APPLICATION NUMBER IS DR 09-23. AND WE ARE GOING TO START WITH THE LAY OF THE LAND. WE ARE HERE IN DOWNTOWN, SHOWING YOU WHERE THAT STAR IS. WE'LL GET YOU A CLOSER LOOK. HERE WE ARE EASILY WITHIN WALKING DISTANCE OF WHERE THIS MEETING IS TAKING PLACE. WE HAVE MAIN AND NORCROSS AND THEN TO THE NORTHEAST OF THAT, WHERE THE STAR IS, IS OUR SUBJECT PROPERTY, 3370 MAIN STREET. HERE WE GET EVEN CLOSER AND WE CAN SEE THE TWO SUITES, SO IT'S A COMMERCIAL PROPERTY WITH TWO COMMERCIAL SUITES. WE HAVE SUITE B UP IN THE FRONT. WE HAVE A LEAN-TO THAT HAS SINCE BEEN DEMOLISHED SINCE THIS PICTURE WAS TAKEN AND THEN WE HAVE SUITE A IN THE BACK. HERE WE HAVE A PHOTO FROM LAST YEAR AND THE BUILDING LOOKS SIMILAR TO THIS, MAYBE NOT WITH CHRISTMAS LIGHTS, AND JUST TO GIVE YOU AN IDEA OF WHAT STRUCTURE WE ARE TALKING ABOUT. ALL RIGHT. THE OAKLEY MUNICIPAL CODE PROVIDES A LIST OF PROJECTS THAT REQUIRE DESIGN REVIEW. IT STATES THAT SIGNIFICANT MODIFICATIONS OF THE FACADE OR COLOR OF A COMMERCIAL STRUCTURE REQUIRE DESIGN REVIEW. THE DESIGN REVIEW PROCESS ALLOWS FOR THE REVIEW OF A PROPOSED PROJECT'S DESIGN FOR CONFORMANCE WITH THE REGULATIONS OUTLINED IN THE DOWNTOWN SPECIFIC PLAN, THE OAKLEY MUNICIPAL CODE, AND OAKLEY'S COMMERCIAL AND INDUSTRIAL DESIGN GUIDELINES. ON FEBRUARY 6th, 2024, THE PLANNING COMMISSION REVIEWED AND APPROVED THE DESIGN REVIEW REQUEST TO REMODEL THIS PROPERTY. THE PROPOSAL INCLUDED A NEW FRONT ENTRANCE CONFIGURATION. THIS NEW ENTRANCE CONFIGURATION WOULD'VE REMOVED ONE OF THE TWO EXISTING ENTRANCES TO THE SUITES CLOSEST TO MAIN STREET. 12 NEW STOREFRONT ALUMINUM WINDOWS WERE INCLUDED, WITH A DARK FINISH. TWO NEW ALUMINUM DOORS WITH GLASS INSERTS AND A DARK FINISH, NEW STONE VENEER WAINSCOTING ALONG THE FAR FACADE, A NEW METAL ARMING WITH A DARK FINISH, A NEW PAINT SCHEME, AND THE REMOVAL OF THAT SMALL LEAN TO STRUCTURE BETWEEN THE TWO TENANT SPACES. HERE IS AN IMAGE FROM THAT APPROVAL FROM THE ORIGINAL PLANS. NOW FOR 10 NIGHTS APPLICATION, WE HAVE A REQUEST TO ALTER SOME OF THAT APPROVAL. SINCE RECEIVING PLANNING COMMISSION APPROVAL, THE APPLICANTS AND THEIR CONTRACTORS HAVE BEEN PROGRESSING WITH CONSTRUCTION. DURING THIS PROCESS THEY IDENTIFY THE NEED FOR DESIGN MODIFICATIONS TO ACHIEVE TWO GOALS POINT THE FIRST GOAL IS TO IMPROVE THE FACADE'S COMPATIBILITY WITH EXISTING BAKERY AND ITS FLOOR PLAN. THAT VICKERY IS IN SUITE B THERE ALONG THE SIDEWALK. THE SECOND GOAL WAS THE NEED TO BETTER ALIGN ITS APPEARANCE --SORRY, THE STRUCTURE'S APPEARANCE WITH THE ARCHITECTURAL STYLES OF OAKLEY'S DOWNTOWN. ONCE THEY GOT UNDERWAY, THEY FOUND THAT THEY WANTED TO BETTER MATCH THE LANDSCAPE THAT'S OUT THERE. THEY HAVE RESPECTFULLY SUBMITTED PROPOSED ALTERATIONS TO YOU TONIGHT, WHICH INCLUDE AN ALTERNATIVE CONFIGURATION OF THE FRONT ENTRANCE TO BETTER ACCOMMODATE THE EXISTING BAKERY'S LAYOUT. HERE THE DOOR HAS BEEN SHIFTED OVER TO THE RIGHT IN THEIR PROPOSAL WHEN COMPARED TO THE 2024 APPROVAL. READ BRICK VENEER WAINSCOTING ALONG THE FRONT FACADE, TO BETTER MATCH MAIN STREET'S EXISTING LANDSCAPE, IS PROPOSED. A NEW PARAPET TO ACCOMMODATE BUSINESS SIGNAGE. A MORE TRADITIONAL AWNING LIKE YOU WOULD SEE ON MAIN STREET. A CHANGE IN WINDOW SIZE ON THE FRONT FACADE. BUT THE PAINT COLORS, WINDOW COLOR, AND MATERIAL AND/OR DESIGN WILL REMAIN THE SAME AS LAST YEAR'S APPROVAL. AS STAFF, WE PROVIDE AN ANALYSIS FOR ALMOST ALL THE APPLICATIONS WE ARE GIVEN. NOW THE ORIGINAL PROJECT WAS FOUND TO EITHER ENHANCE THE SITE WITH HIGH QUALITY IMPROVEMENTS OR IT MAINTAINED WHAT WAS THERE. THE ORIGINAL PROPOSAL CLOSELY ADHERED TO THE DESIGN PRINCIPLES OUTLINED IN THE DOWNTOWN SPECIFIC PLAN AND THE COMMERCIAL AND INDUSTRIAL DESIGN GUIDELINES. FOR INSTANCE, THE REMOVAL OF THE SECONDARY ENTRANCE ON THE FACADE SIGNIFICANTLY APPROVED ALIGNMENT WITH DOWNTOWN DESIGN STANDARDS, WHICH FOR EXAMPLE, FOR THE DOOR, CALLS FOR YOU TO HAVE ONE CENTRALIZED AND EASY TO LOCATE ENTRANCE INTO DOWNTOWN. NOW FOR THESE NEW MODIFICATIONS, THE NEW MODIFICATIONS RETAIN KEY DESIGN ELEMENTS THAT ENHANCED THE BUILDING'S CONFORMANCE WITH CITY DESIGN GUIDELINES INCLUDING THE ENTRANCE RECONFIGURATION. THE NEW CHANGES FURTHER STRENGTHEN THE PROJECT'S ALIGNMENT WITH THE ORIGINAL FINDINGS FOR APPROVAL. THEY DO THIS BY IMPROVING COMPATIBILITY WITH SURROUNDING DOWNTOWN DEVELOPMENT. THE ADDITION OF REDBRICK MATERIAL WIDELY USED BROUGHT THE DOWNTOWN AREA WOULD ENHANCE THE PROJECT'S VISUAL INTEGRATION WITH THE BROADER STREETSCAPE. THE TRADITIONAL AWNING ALSO INCREASES COMPATIBILITY WITH EXISTING DEVELOPMENT ALONG MAIN STREET THAT ALSO HAS AWNINGS. FOR ENVIRONMENTAL REVIEW, THIS PROJECT IS CATEGORY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO SECTION 15 301 POINT THIS IS CALLED EXISTING FACILITIES. SECTION 15301 OF THE GUIDELINES EXEMPTS PROJECTS FROM THE PROPOSED PROJECT INVOLVES LITTLE OR NO EXTENSION OF USE THE ON THAT EXISTING AT THE TIME, PRETTY AGENCY'S DETERMINATION. THE PROPOSED EXTERIOR ALTERATIONS WOULD NOT REPRESENT A SIGNIFICANT CHANGE IN THE USE OF THE PROPERTY AS A COMMERCIAL BUILDING WILL REMAIN THE SAME. NOW FINALLY FOR OUR RECOMMENDATION, STAFF RECOMMENDS THAT THE PLANNING COMMISSION ADOPT THE PROPOSED RESOLUTION APPROVING THE PROJECT TITLE THREE 370 MAIN STREET REMODEL DESIGN REVIEW, HAS CONDITIONED. I CAN ANSWER ANY QUESTIONS YOU HAVE AND I ALSO HAVE THE APPLICANT, MR. COSGROVE HERE TODAY, WHO CAN ANSWER YOUR QUESTIONS SHOULD YOU HAVE SOME. AND YOU, THANK YOU FOR THE CHANCE TO PRESENT THE STAFF REPORT. >> ANY COMMENTS FROM THE COMMISSION? YEAH. JUST QUICK WE WANTED TO SAY, LOOK, FIRST OF ALL, WE TRULY APPRECIATE ALIGNING WITH THE EXISTING KIND OF FEEL AND FIVE OF THE DOWNTOWN. THAT'S REALLY GOOD. IF MR. GORMAN, YOU CAN --OH YEAH, YOU ALREADY HAVE FIGURE 3 , THEN WE PROPOSED CHANGES. I JUST HAVE A QUICK QUESTION. WHAT ARE THESE TWO SMALL RECTANGLES IN BETWEEN ON EACH SIDE OF THE WINDOW ON THE LEFT? >> I HAD THAT SAME QUESTION AND THE OWNERS PROBABLY LAUGHING IN THEIR HEAD AT THAT BECAUSE I ASKED THE SAME THING. MY UNDERSTANDING IS THAT'S THE SPOT FOR THE ADDRESS NEAR THE DOOR. ONE OF THOSE IS THE SPOT FOR THE ADDRESS AND THE OTHER IS A DIRECTORY FOR THE SUITES, IS MY UNDERSTANDING. >> GOTCHA. AND THAT AWNING, FROM MY UNDERSTANDING IT'S GOING TO BE LIKE ONE OF THOSE TRADITIONAL FABRIC AWNINGS, RIGHT? >> YES, THAT'S EXACTLY RIGHT. >> THANK YOU. THAT'S ALL. >> ANY COMMENTS? THIS IS OPEN FOR PUBLIC HEARING? ANY COMMENTS FOR THE APPLICANT? >> THANK YOU FOR REVIEWING THIS. I DON'T HAVE ANY COMMENTS OTHER THAN WE MADE SOME CHANGES BECAUSE WHEN WE ORIGINALLY PLANNED IT FOR REDEVELOPMENT OF THIS BUILDING, WE WERE GOING TO USE IT FOR A DIFFERENT ENTITY. BUT AFTER SPENDING TIME WITH THE CURRENT TENANTS, WHO HAVE BEEN WITH US FOR ABOUT 20 YEARS, WE REALLY EXCITED ABOUT THEIR TRANSITION FROM A GENERATION TO THE YOUNGER GENERATION THAT'S TAKING OVER. WE ARE SUPER EXCITED ABOUT THE CHANGES THAT THEY'RE MAKING. SO IT GOT US THRILLED, AS WELL, WHICH CREATED US TO SAY, LET'S MAKE SOME BIGGER WINDOWS AND LET'S MAKE IT MORE OF A BAKERY FEEL AND LOOK, AS OPPOSED TO WHAT IT WAS ORIGINALLY GOING TO BE WITH THE RE-MODIFICATION. SO WE COULDN'T BE MORE THRILLED, THEY COULDN'T BE MORE THRILLED, AND THAT'S WHAT GOT US LOOKING TO SAY LET'S MATTIMORE OF DOWNTOWN, LET'S DO THE AWNING. I DON'T THINK WE'RE GOING TO DO THAT GREEN, IT'S KIND OF CHRISTMASY. I THINK IT WAS JUST COLORED IN THERE FOR EFFECT. PROBABLY MORE LIKE BLACK. THAT PARAPET PROBABLY WON'T BE THAT COLOR BUT FOR THE MOST PART YOU CAN PICTURE THE LOOK. IT'S GOT A NICE BAKERY FEEL AND I'LL FINISH WITH WE ARE SEEING SO MUCH TRANSITION WHEN THE CITY DOES A FANTASTIC JOB AND THEIR CUSTOMER BASE HAS CHANGED DRAMATICALLY OVER THE YEARS. VOLUME HAS GONE UP. THE DIVERSIFICATION, AND THEY'RE FEELING IT, AND I REALLY EXCITED ABOUT THE THINGS TO THE POINT THEY ARE MAKING A LOT OF CHANGES INTRANASALLY WITH THE ITEMS THEY ARE BAKING AND I'M EXCITED TO BE AROUND FOR THEIR AGE, MAYBE 40 YEARS, WHO KNOWS, ANYWAY, THANKS AGAIN FOR YOUR GUYS TIME. IF YOU HAVE ANY QUESTIONS I'LL BE HAPPY TO ANSWER THEM. >> THANK YOU VERY MUCH. IS THERE ANY -- AT THIS TIME ANY COMMENTS FROM THE PUBLIC? HEARING NONE, THEN IT WOULD CLOSE THE PUBLIC HEARING. SO WOULD ANY COMMISSION OR LIKE TO MAKE A MOTION TO VOTE ON THIS RESOLUTION? >> YES. MR. CHAIRMAN, I WOULD LIKE TO --I MOVE TO APPROVE ADOPTION OF THE DESIGN REVIEW ALTERATIONS HAS CONDITIONED. >> SECOND. >> A VOTE? AYE. >> AYE. >> AND ALSO >> NEW REGULAR CALENDAR ITEMS SO WE MOVED TO REPORTS. ANY REPORTS FROM MEMBERS? >> MR. VICE CHAIR, WE DO HAVE SOME REPORTS FROM STAFF. >> YES. >> FOR ITEM 6.1 POINT I HAVE TWO REPORTS TO PRESENT. THE FIRST ONE IS AN ANNOUNCEMENT OR A REMINDER THAT ON MARCH 20, THIS THURSDAY NIGHT AT 6:00 P.M. RIGHT HERE IN OAKLEY CITY HALL, WE WILL HOLD THE OAKLEY CLIMATE ACTION PLAN, PUBLIC WORKSHOP NUMBER TWO POINT THIS IS OPEN TO THE PUBLIC. THOSE OF DAYS WILL BE THINGS SUCH AS NOTIFICATIONS ABOUT UPCOMING HEARING DATES AND REMINDERS ON OTHER ITEMS. THE SECOND ITEM THAT STAFF WANTED TO REPORT IS THAT ON APRIL 12th, SATURDAY, APRIL 12th AT 8:00 A.M. TO 12:00 P.M. IS THE OAKLEY DATE OF SERVICE. THIS IS AN EXCITING DAY FOR OAKLEY. AND THE FLYER ONLINE SAYS JOIN US FOR OAKLEY'S DAY OF SERVICE FEATURING FUN COMMUNITY SERVICE PROJECTS SET UP AROUND THE CITY FOR LOCAL RESIDENTS TO GET INVOLVED. INTERESTED INDIVIDUALS CAN REGISTER ON OAKLEY'S WEBSITE AT WWW.OAKLEY CA.GOV. ON THE RECREATION DEPARTMENT AND THEN SEARCH FOR OAKLEY DAY OF SERVICE AND IT WILL POP UP RIGHT THERE ON THE MAIN PAGE, AND THAT CONCLUDES STAFF REPORTS POINT THANK YOU. >> THANK YOU. ANY OTHER --FROM THE PLANNING COMMISSION REPORTS? >> WE ARE GOOD. I HAVE ONE REPORT TO MAKE. ATTENDED THE EAST CONTRA COSTA TRANSPLANT MEETING AND THERE WAS TWO ITEMS THAT CAME UP THERE. ONE OF THEM WAS A COUNTYWIDE TRANSPORTATION PLAN TO LOOK AT FLOW OF TRAFFIC THROUGH THE EAST COUNTY. THEY ARE LOOKING AT SPEED, FATALITIES, THEY'RE LOOKING AT TRAFFIC VOLUME, ROAD SPEED MANAGEMENT, AUTO MOVEMENT. IT'S THIS THREE-PHASE PROJECT THEY'RE DOING. THE FIRST ONE IS TO LAY UP A BLUEPRINT. THE SECOND ONE IS THE ACTUAL DEVELOPMENT, AND THE THIRD WOULD BE AN IMPLEMENTATION PLAN. THIS IS A LONG-RANGE THING. THIS LOOKS TO BE FINISHED BY 2050, SO IT'S GOING TO BE A WHILE. THE OTHER ITEM ON THERE WAS COUNTYWIDE EMERGENCY EVACUATION PLAN. WITH ALL OF THE THINGS THAT YOU SEE GOING ON IN THE DIFFERENT AREAS, WITH FIRES, FLOODS, AND HOW DO YOU EVACUATE PEOPLE, AND WHERE DO THEY GO, THEY GOT A GRANT FOR THIS AT ONE POINT FOR $9 MILLION. TOTAL COST $1.7 MILLION AND IT'S SOMETHING THAT'S GOING TO BE THREE YEARS IN THE MAKING. BUT THEY WANT TO COME UP WITH A PLAN ON WHAT TO DO IN CASE A LEVEE BREAKS, YOU'VE GOT A FIRE, THE DIFFERENT THINGS THAT COULD HAPPEN HERE THAT WOULD CAUSE ALBUMS CRICKET BECAUSE SOME AREAS YOU GET INTO, WE DON'T HAVE A LOT OF ROADS TO GET OUT OR COULD YOU HAVE ONE ROAD AND IF YOU LOOK AT ETHEL ISLAND COMING OUT THIS WAY, THEY GOT ONE ROAD ACROSS THE BRIDGE AND THEN THEY'RE ON ONE ROAD TO GET OUT OF THERE, FOR THAT WHOLE COMMUNITY. THIS IS TO LAY OUT A PLAN FOR THAT, PLANNING AHEAD COMMA AND THIS IS FOR FISCAL YEAR 24-25 POINT AND THAT'S ALL I HAVE ON THAT ONE. >> AT THIS TIME I ASK FOR FUTURE AGENDA ITEMS FROM THE COMMISSION. OKAY. SINCE THERE ARE NO WORK SESSION, THERE BEING NO FURTHER BUSINESS, THE MEETING IS ADJOURNED.

STAFF REPORT City of Oakley | 3231 Main Street, Oakley, CA 94561 O (925) 625-7000 | F (925) 625-9859 | www.oakleyca.gov DATE: March 18, 2025 TO: Joshua McMurray, City Manager FROM: Evan Gorman, Associate Planner SUBJECT: 3370 Main Street Remodel Design Review (DR 09-23) Summary This is an application by Daniel Cosgrove (“Applicant”) requesting modifications to an existing Design Review Approval (DR 09-23), which was originally granted by the Planning Commission on February 6, 2024 (“Project”). The applicant originally received approval to remodel the exterior of two commercial tenant spaces on the property. The approved renovations included remodeling the exterior, but the applicant now proposes replacing the approved stone veneer with brick to align with the architectural style of surrounding buildings on Main Street. Additional proposed changes include modifications to window size and door position, along with the installation of a new parapet and an awning. These updates are designed to support the ongoing operations of the existing bakery on the premises. The project site is located at 3370 Main Street and is zoned SP-4 (Downtown Specific Plan) District. (APN: 037-160-011). STAFF REPORT 2CITY HALL | 3231 Main Street, Oakley, CA 94561 O (925) 625-7000 | F (925) 625-9859 | www.oakleyca.gov Background GENERAL PLAN AND ZONING • The General Plan Land Use Designation for the project site is Commercial Downtown (“CD”) as depicted in the Oakley 2022 Focused General Plan Update Figure 2-2 (Land Use Diagram). • The site is zoned SP-4 (Downtown Specific Plan) District as depicted on the City of Oakley Zoning Map. • The site is within the DSP-DC (Downtown Core Area) Subarea, as depicted in the Downtown Specific Plan Figure 2.1. PROJECT SITE The primary structure at 3370 Main Street is a commercial structure with two suites, which were likely originally built as separate structures, implied by the different envelopes and roof styles. There is an exterior pathway between them. Suite A at the rear of the property is larger than the other suite at 1192 square feet and it has a gable roof. Suite A also has a small lean-to structure attached to the southern wall that sits between the two suites. Suite B is the portion of the structure along the sidewalk, closest to Main Street. Suite B is 881 square feet, and it has a flat roof. The façade has two entrances and a stucco awning. The subject property is less than 5,000 square feet in area and the property slopes down from Main Street. There is a driveway along the west side that leads to the trash enclosure for the property. STAFF REPORT 3CITY HALL | 3231 Main Street, Oakley, CA 94561 O (925) 625-7000 | F (925) 625-9859 | www.oakleyca.gov PREVIOUS APPROVAL Oakley Municipal Code Section 9.1.1604 provides a list of potential projects that require Design Review. That section states that significant modification of the façade or color of a structure requires Design Review. The Design Review process allows for the review of the proposed project’s design for conformance with the regulations outlined in the Downtown Specific Plan, the City’s Municipal Code, and Oakley’s Commercial and Industrial Design Guidelines. The exterior changes proposed for 3370 Main Street were significant enough to require Planning Commission review. On February 6, 2024, the Planning Commission reviewed and approved the request to remodel the property. The 2024 approval included proposals for: • A new front entrance configuration. This new entrance configuration would remove one of the two existing entrances to the suite closest to Main Street. • Twelve (12) new storefront, anodized aluminum windows with a dark finish. • Two (2) new anodized aluminum doors with glass insert and a dark finish. • New stone veneer wainscoting along the front façade. • A new metal awning with a dark finish. • New Paint Scheme. • The removal of a small lean-to structure between the two tenant spaces. Project Description Since receiving Planning Commission approval, the applicant and their contractors have been progressing with construction. During this process, they identified the need for design modifications to achieve two goals: 1) improving the façade’s compatibility with the existing bakery; and 2) better aligning its appearance with the architectural styles of Oakley’s Downtown. To achieve these goals the applicant is requesting the following list of alterations to the original approval: • An alternative configuration of the front entrance to better accommodate the existing bakery’s layout. The door has been “shifted over” to the right in their proposal when compared to the 2024 approval. • Red brick veneer wainscoting along the front façade to better match Main Street’s existing landscape. The veneer will wrap the sides of the building to the same extent as the 2024 approval. • A new parapet to accommodate business signage. • A more traditional awning. • A change in window size on the front façade. • The paint colors, window color and material, and door design will remain the same as the 2024 approval. 9

The original project was found to either enhance the site with high-quality improvements or maintain existing conditions. The original proposal closely adhered to the design 10

STAFF REPORT 5CITY HALL | 3231 Main Street, Oakley, CA 94561 O (925) 625-7000 | F (925) 625-9859 | www.oakleyca.gov principles outlined in the Downtown Specific Plan and the Commercial and Industrial Design Guidelines. For instance, the removal of the secondary entrance on the façade significantly improved alignment with downtown design standards. The new modifications to the 2024 approval retain key design elements that enhanced the building’s conformance with City Design Guidelines, including the entrance reconfiguration. The new changes further strengthen the project’s alignment with the original findings for approval by improving compatibility with surrounding downtown development. The addition of red brick, a material widely used throughout the downtown area, would enhance the project’s visual integration with the broader streetscape. The traditional awning also increases compatibility with existing development along Main Street. Environmental Review The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 – Existing Facilities of the State of California CEQA Guidelines. Section 15301 of the State CEQA Guidelines exempts projects when the proposed project involves negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The proposed exterior alterations would not represent a significant change and the use of the property as a place for commercial activity will remain the same. Findings Draft findings for the Design Review application can be found in the proposed resolution. Consistency with the Oakley Strategic Plan 27+ Approval of this application would be consistent with the goals in the section of the Oakley Strategic Plan 27+ entitled, “Community and Economic Development Goal”.
