We're pausing not just 2 share with your resolution, but to recognize a revolution of courage that began with one man service and became a legacy for generations. Couple George MacGyver is more than just a Marine. He's a monument of perseverance. A proud graduate of Stanton, High School here in Jacksonville. He left the familiar streets of our city. To move into an uncharted chapter of American history is one of the legendary Monfort point Marines in a time when segregation still scarred the nation's conscience, those Marines trained under conditions. The tested both the mind, the body and the spirit. They broke barriers with discipline with integrity, with intelligence and with valor showing the true bravery knows no color. Yesterday at the Jacksonville Veterans Day Parade this and I've got say this, probably this centenarian hero was there alongside the genre, both senior high school during court rotc cadets. The next generation of defenders inspired by his path. Now the site of 100 year-old corporate maciver being escorted by young Marines was a living bridge between the battles of the past. The promise is that we are realizing today. Now today he's taking a little bit of well earned rest. We know he's watching from home. He is not here with us. He was supposed to come but at 100 years old, I think he deserves to do whatever he wants at this time. Corporal please know at this moment that your city sees you, you're states salutes. Also the North Florida building, Construction Trades Council PRESIDENT. I'm here tonight with some brothers and sisters from the building tries and I wanted to personally thank council woman Clark Murray Council COUNCILMAN. Yeah, co-sponsor legislation, but that apprenticeship goes on the Jaguar Stadium Project. And I want to thank the entire council. We're supporting him passing these goals. I'm proud to report tonight and we're going to smash those goals. You will see it. You'll sheet metal workers, plumbers, pipe fitters are workers operating engineers, Electrician Apprentice union and non-union all working together on this project because when it comes to apprenticeship, it is not about a union versus non-union divide. It's about lifting people. It's about providing opportunities. Then it's up to that individual to take that opportunity and run with it. Apprenticeship changes lives. It changed my life and it's changed. Many lives in this room. I want to let the council know and the Jaguar that we are grateful for, including apprenticeships language in that agreement. We'd also like. To see these conversations continue and to work towards future legislation that expands these goals, went on other projects. We understand the state MAY push back what requirements, but if we can continue the set, aspirational goals. Something to strive for boards. Jackson, will we be stronger, more skilled and better for it? Thank you for your leadership and support. Thank u next step will stop. After Wells title be David. >> Again, first name be from zip code. 3, 2, 2, 1, 0, Good evening. My name as well as Tottenham with taking down Jax. Leave. Earlier this week, one of the city council members. The emergency meeting. And said legislation would be presented Orr. The City Council. Regarding. Beating those people. Would not be re service. Are receiving snap benefits. We asked for. 2 million dollars. I have no idea. With that emergency legislation is right now. But I do know those people. Going hungry. And whether or not the shutdown is over, it's still going hungry. I think one of the things that we have to look at in this town. Is who comes first. Is that the people? Go out and work every day. Or is it those to live comfortably? Off the switch? Of those people who work every day. There are some in this town working 2, 3, jobs. And still have to receive that benefit. This city council has proven time and time again to me. It's I've been coming here. Around 2001. That the rich come first. And whatever is left over. We fight over. Benefits have been cut. Housing market is deplorable. People being evicted. More and more every day. Schools being taken over. By charter schools moving towards privatization. How kids are going hungry. Because of the elimination. Programs that are needed for people to survive. I want you to think about this. Profits come first. But do the needs of the people come first? It's up to you. And you show in the city time and time again. Whose side you're on. Next up, David b. >> Little Wednesday about Rwanda excuse. Sorry, sir. Well, COUNCILWOMAN A clerk, Mary, like to meet with the in the Green Room. >> Sorry, certain. Go ahead and restart clock to 3 months. We spent a bedroom addresses. 51. 21 cut on the street. I'm a journeyman. Are at a local fallen under 7 here in Jacksonville. Also like to echo Lance's sentiments about the gratitude, the building trades feel for. The requirements, including Perez is on the upcoming jag. Also just like to express important going through the depression was for me individually. More than I mean, the apprenticeship teachers, you the skills requirements of the job but more than that, it taught me about. The principles that are you stands for. Tell me about loyalty. An acting in solidarity, solidarity, concepts and And a group that's larger than myself. And talking about brotherhood and the importance of standing beside. Each other. And doing what it takes to get the job done, being committed to the project, each project and strength of of our construction community. So I like to just express gratitude to the council for, including those numbers and and protecting concept into the future like it's. It will be instrumental recruiting more apprentices for the future of our. >> Local in our the building trades in our community so that we are able to participate in these large projects in our city. Thank you again. Thank you. And next up a thing Clark. Hello, my name is that they news Clark. My address is 6, 6, 5, 0, corporate Center Parkway. Apprentice with local 5, 7, We have a four-year apprenticeship program currently on my last year. >> The apprenticeship is give me so many opportunities over the past 4 years, we had all the structural elements from. Crucial parts of our community, anywhere from the buildings to building and maintaining the hospitals around the city. The biggest venture we're looking forward to is a renovation of the Jaguar Stadium. Landmark project that everybody involved have. Some will have a huge semblance of pride within. Ashley for the natives that live here in Jacksonville. I myself, not a Jacksonville native. I came from Atlanta in the midst of covid. And the apprenticeship has opened up many pathways for me and these trying times we are art is to try to look towards the future. But being in the apprenticeship is giving me the essential tools and knowledge to be able to be a proud and upstanding member of our society. We do know we do have lots of long days and hard work, but I want to have it any other way. And I just want to give thanks to everybody involved and the apprenticeship committee keeping it going forward. Thank you. Thank you, Next step is Shane Trim blamed in the next 5. After that. Please come on down or John Milford. >> David Bryant. Lottery Harris, Dana Sanchez and Haley Collins, MISS Crumbley. >> Centrica address on file. I come to the council today to express my gratitude for the apprenticeship language that was included in the stadium agreement and support the use of similar language in future agreements. Earlier this year, I had the great honor of graduating from the electrical Training Alliance of Jacksonville Apprenticeship program, the joint effort of the International Brotherhood of Electrical Workers, local, one 77 and the national electrical Contractors Association. This achievement, Grammy, the title of journeyman electrician provided me with a bright future in a booming industry. And most of all left me with no debt. It's rare for a week to go by where I don't pitch the electrical apprenticeship to at least one person in my life, including total strangers. That pitch usually includes the statement starting the apprenticeship was the best decision I ever made. And I mean, that wholeheartedly. Not only did I receive media employment, great benefits, but it provided me with and continues to provide me with top education and a skilled trade that will benefit me for the rest of my life. I pitched the apprenticeship to people not only because of the transformation as made in my life, but because I believe that the bolstering of the trade apprenticeship programs of the city means the bolstering of the city itself. Jacksonville's the city of Industry, City of development, a city of growth, such a city needs a skilled workforce to meet demands of this growth. There's no better way to accomplish that than with apprenticeship programs. I'm speaking as an electrician, but the same is true for all of the building trades. Friendship program, solve many problems that once they provide fantastic career opportunities for freshly graduated high school students, those transitioning out of the military. Even folks just looking for a career change, they increase the overall skill level of our workforce as a whole. >> Making us more capable of building a man maintaining the city. Are increased ability to take on new construction projects as well as providing good paying jobs for citizens makes for some major economic wins. I again want to express my gratitude for the apprenticeship language that was included in the stadium agreement and herds. This council to continue this pattern. I believe that the overall overwhelming benefits of the apprenticeship programs even calls for stand-alone committee to support the expansion of these programs and the use of apprenticeship, labor in city projects that committee could help make these already great programs even greater and in turn our city even greater. Thank you for your time. Thank you, John Milford. John know for my addresses on file. >> Good evening. My name is John Milford. I'm a journeyman electrician with the International Brotherhood of Electrical Workers. Local one 77. And as of earlier this year, a graduate from the electrical Training Alliance of Jacksonville's apprenticeship program. I would first and foremost this evening like to express my gratitude. 2 smart, local union 4.35 to MR. Lance Fouth. To the North Florida building and Construction Trades Council to the City council and to all the other advocates and working people who came together, help establish the mandate to make local trade apprentices. Top priority and the construction of our new stadium here in Jacksonville. It is really impossible to overstate the critical importance of having priority access, these types of projects for our local tradespeople. Are pretty ships and for our community as a whole. This work will not only provide jobs and income for our local residents and economically challenging time. But will also provide access to an unparalleled learning environment for the apprentices will serve as the backbone of our working class here in Jacksonville for many years to come. The skills knowledge and affix learned by our young tradesmen and women on this job will echo back into the city as we continue to build around us. And reverberate in the foundations of the future we build for ourselves. The infrastructure that are apprenticeships build is not just one of concrete metal and glass. But a framework of community solidarity, cooperation. And local identity. So considering the importance and impact of this mandate, I extend not only my heartfelt thanks to the city Council. But also urged to consider these standards to be a critical component. And any construction agreements and negotiates in the future. To that end, I would also advocate for the creations of the committee Underwood under the direction of this council dedicated to the sport and growth of Jacksonville's local apprenticeship programs and their continued involvement and serving the community that serves them. Thank you, MR. David Brent. >> Good evening. David Bryant. 8, 8, 5, 3, at or Lane 3, 2, 2, 1, 6, I would like to thank the council for their consideration of a partnership like the apprenticeship language in the new stadium deal that we will be constructing. I just wanted to give my own personal testimony over what apprenticeship does in the late 1980's. When I was graduating high school, I had no idea what I wanted to do. A lot of us did. We had no idea. College wasn't as easy to obtain as it is. Now 3 student loans. My family didn't have savings to send me to such. We were told a lot in those days that if you don't go to college, you're never going to amount to anything. You're just going on work. And just keep working. I joined the apprenticeship program. At the International Brotherhood Electrical Workers now is known as the Little Training Alliance of Jacksonville. In 1993. I did a five-year apprenticeship. Graduated in 1998. Since then, I have been able to go on and raise a family. Purchase, a home pay taxes here in Duval County. Raise my own child and send her to college where she does not have to have. Student loan debt like a lot of. People do at the young people do right now. To me is my pride. Of doing my apprenticeship program and doing our apprenticeship. Today. I stand before you. I'm now the assistant business manager of the International Brotherhood Electrical Workers, local one 77. I tend to think I'm out at to a little bit of something. And I appreciate it now will appreciate it. If this council will in the future, consider this apprenticeship partnership. With our union and non-union pretty ship programs. In city contracting. Thank you very much for what you've done and please keep up the good work. Thank you, sir. Next up, I believe it's Latavia Harris. >> pronounce the >> my name is Latavia Heres. My address is on file. I do want to say that I'm so proud to see some of the local union members that are you here in a Prentiss members? Because I am no tournament apprentice. But with that being said, also want you to look at what this just said. That's just how he worked to put his kids through school. He took his taxpayer dollars and he wants them to be used in the wise is what? Here we have a cba. That council refuses when they say they're here in the community. There are not all we're asking for us to take all of these people tax dollars in here and put them under shadow or at least 2 years instead of giving that type of mining of all of these hardworking people to a Bible, one c 3. Yesterday we had a press conference. What we unveiled this one entity has just been ranch in all 5, a one c threes on a daily basis. These people in this building who work deserves accountability for that money. The Culture Council model with that small insight is not enough. You're giving this harbors community. That is saying we need you guys to watch the money. We have the administrative funding order, we? We hear council people get on the screen every day and say not every day. We'll listen in to the community. You are not. I would like you guys to Estes taxpayers what they want. 40 million of aid dollars just being put into a battle. One c that nobody looks it. That makes absolutely no sense. When you have heart working, gentlemen, you have hardworking operators, apprentices. That's in this room. Union local number 91 usw that we stand in the paint when we work We want a minute ago it was supposed to we are appreciative that this money is dedicated to the but we do not appreciate that pool coach accounts, a model. That model has had at least 8 to 9 versus as you see how allegations can start with all due respect, some of you guys have just recently been in the news. More allegations. We don't want that when it comes to the funding of all of these hardworking people. And I was at a just going somewhere where there's no shadowing. We understand the Culture Council has oversight oversight doesn't work too well. It was just 200 million dollars worth not oversight about in this system. We don't want that to be with the money that we have. We want these people who put their money to that. Initiative to help our community. We need oversight. 2 years worth oversight in shadowing is not a I understand you guys say that the the general counsel can't do that. We have administrative fine thing. It doesn't take nothing but 2 people. What the board of the mega, some members of the Senate to make sure that these types care doctors are quitting the correct plates. Thank you. Thank you. >> Dana Sanchez. In a sense of various are good. >> My name is Dana I just on file. Come talk about profits off of poverty. What does that mean? For over a year now? The chickens are coming to rules. Many people have been coming. The city hall. We have 2 people even here now. We'll have been mostly coming along with very little support, but they have been speaking up. Now. We have been uniting with them. There's a lot of stories coming out that weren't being paid attention to. So that to chickens are coming to roost. Now on Monday, there was a major press conference where we release major information like this. And information like this, which we can share with you as well. But it's public information now as well. Action news Jax reported among many others and many others are going to start following up on this as well. So what I'm calling on here is for accountability, right? Now as colleague care let a view from together. He said coalition incorporated mentioned there's a raid, many allegations being made between. >> City council members in general. And even other major ones, which without kids Alliance. And he's a serious charges. And we have a not a position that is considered, you know, another voice of >> the east side. This is what we're finding on them. And they have been considered voice of the east side by even the council that's in charge of that district. The work we what we have come here now is to really advise all 19 council, not just the cba committee to be involved. To be to understand, to get informed over what is happening over here because if there's no proper oversight, no proper shoddily with this 40 million dollars and eventually does 150 million dollars, which hopefully will get there right? But according to how things are going in the allegations, we might not even get there, we might even lose the funding if it's not properly dot. So are coming out here. To give that advice. City Council to be accountable. City dollars. Thank you. >> Thank u. Next up is Haley Collins and then the 5 after that, he's going come on down to me. Scott James match it a tree. Spell Kim Pryor, Andres Pier. It's called. >> Good evening. I'm Hayley addresses on file. I'm here as a current the pregnant with smart for 35. I feel like our best mentor Lance Felt has talked. They're usually up on what's going on. We thank you very much for the verbiage that you put inside of the bill. But as a current print, I want to talk to you about what the apprenticeship has done for me as a person as member of the city. And as a mother. Within 6 months of being in a Prince, I've been able to afford health care for my daughter and I. I've been able to join not only a job but a career that wants what's best for me. That increases my skill and best in my scale and wants me to learn more and more every day. And as I do within the apprenticeship. I want to think our teachers. But I most want we want to thank the press ship itself. Because without it I would any other job. Just making ends meet. Instead, I get to build more and more every year. It does not only better myself being in apprenticeship, but in apprenticeship, bettors, people who come in every single year. It's going to better us every more year-on-year. Everyone that joins. We would join harder. We will come stronger. For every development that we produce. For every project that we are on. We provide more and more education. Towards our apprentices that way. They did. They have the ability. To enhance their skills to become journeyman, Ormond and more and more. That's all I want to say. Thank you. Thank you. >> All right. Like to recognize COUNCILWOMAN Pittman, thanks for joining us. Good to have you here. Next up, the nice guy. >> Good evening. My name is Denise Qaeda. My addresses on file. The measure of a civilized society is how it treats its most vulnerable. Right now the city is failing. White supremacy is the root of this whole thing. White supremacist has never been held accountable. That has never been a time. Were you corrected the wrongs of white supremacy. You teach your children young at a young age to pledge allegiance to a flag that has never pledged allegiance to all people. Let me start off by that lately, both PRESIDENT Cavaco in Councilmember airs new names have come up in a lot of conversations in situations that seem to be a little bit shady. And the first thing both you have to say is that you're not aware of it, but you didn't give it wasn't done with your permission. I just want to say that the law tells the rest of us out here that ignorance is no excuse for the low and that same to apply to both of you. I heard the statement say that when you're born, you look like your parents. But when you die, you look like your decisions. Every decision that you MAY cause a domino effect on your life. Here's another thing that to get out to the reason why Jacksonville will never have the word progressive in front of it. This because of the leadership that we have. Y'all have made it very evident that you can't stand black, joy and you pull in that you can't stand excellence. Sick and tired of the up rock pop to see and the double standards. Shame on this council with 470 million dollars that you all have in the city's reserve. Want making sure that folks that even then folks off the streets, it that you're gonna vote on $200,000 to assist the needy $200,000 for this city and this time and poor folks, I'm hungry. Shame on you. That number should at least be 5 million dollars. We veterans yesterday. How many veterans do we have the slack and and We have the funds to make the city sucessful. We just don't have the leadership is willing to make it happen. That pass to this morning this evening. He mentioned in his invocation, place that you all seek wisdom in unity and peace and the price that granite wisdom that is prudence to see it. The word says Improv road 26 8. That is the poor man who walks in his integrity. Then he was cooking in to face in Mitch. Next up, James mentioned. >> Good named James Magic address on file. Before I begin. I like to say 2 was a tradesman. Which I did for those tradesmen is abnormal. And it also reassure me that this body can and does do good work from time to time. That was a good job. And you to be commended for that. However, what brings me here today is a little bit jumping the gun, but it's a precedent. Urgent matter. I sent all 19 of you and the mayor email with some pitches as it related to the state. Of Bowlen and Taos and flat apartment. I was informed that some of the pitches been come out. So I would like to submit this that would have the pitches so that people can see the deplorable condition that we are allowing people to stay in under auspices of funding. Of taxpayer dollars. It is reading in the disarray as a community advocate all across the knowledge that trying to get and help get communities to work with council to get things done. I worked with several you up there who are genuinely hard work in and trying to make things right foot ascent. This is their view, immediate attention. This is bigger than the cba and whose taken charge of the money. This go to the core of the problem. The currency corporation and working together is trust without trust. It is hard to pull people together. This is a breach of trust and ethics to take funding and have people who live in a squall. Rhett Roach infested. Units. This is running on the wall and out into the parking lot. Don't take my word for it. I anchored anything that I say be vetted. Code enforces was out there on Thursday. They have reports that would tell you what I'm telling you in here in chamber. The decision to bring this to the change chain. But again is because I don't want any pull a well as the tonight, Bill. It. I want every it to hear it. I want every hard to feel it. I want everybody with a conscience in a Seoul to react. Don't. Because I'm a free when people get desperate, they do desperate things. Thank Tree spill. The tree spell here. Beatrice unveiled my address is on fire. >> Council members, the gate. It's still a lot. >> Representative George created breach fishing pier State pot. The gates are still a lot. My zip code is 3 to 2, 5, 4, 3, 2, 2, 5, 4, I have put 27 calls to Mask City Council woman. As of today, I have not received one bank. Sadly, that is really say it because come to meet at the meeting. And I the person we have not took time to return over 20 some calls. Severe say it. The gate is the a lot. And we want to know why. Because we stop in. $35,000 but the maintenance and upkeep of a closed bridge. The Texan Doge committee met. Any talk about weeks. We're giving away money. And I think it needs to be investigated. 24 years we've been given this money away. Missy Fund. It's going somewhere, but he's not going to the maintenance and upkeep. Of that bridge. And it is still closed. I'm not angry. I'm not make it. I'm just in Keene. >> Thank you, Kim Pryor. >> My name is Kim Pryor and my addresses on file. >> I am here Show my support for the to face model of the cba agreement that we've been working on for the East side. Our model. Advocates for city oversight. And advocates for. We would like the opportunity to 2 to get this rolling with some city assistance, which I think is a fantastic idea. And after a little while then we'll transition to a true 501, c 3 nonprofit. We're going to give you some examples of why we're asking for city oversight. Example of a property it 14, 10 Florida Avenue. It was dated from the city of Jacksonville, too. The east side, cdc. In AUGUST of 2023. Along with 8 other properties. Then OCTOBER of 23, he said cdc sold that property, although it hadn't affordable housing deed restriction on it. They sold that property to the Hardman Company for $14,327. That doesn't sound like it's affordable housing to me. It. And when they did do that deed, they removed deed restriction requiring affordable housing. And then in MAY of 22,024 the Hartman company sold that property to its current owner. We're almost $285,000. What is going on here? And then the other 8 properties that were deeded to historic Eastside. Cdc. We're just recently given back to the city. And those 8 properties. Then AUGUST and finalized in SEPTEMBER of this year, there was a bill produce that then assigned all 8 of those very same properties to a different. Nonprofit. Called the the East Side Housing Collaborative llc. Which is managed by lift Jax and Lift. Jax has brought in the old director of the historic Eastside. Cdc. So what's going on here? I don't know. Maybe maybe guys didn't realize that this new nonprofit was formed less than a year ago. And that's why 8 of these properties were given back to them. I don't know. Maybe they couldn't develop properties because they just didn't have funds of the time. But the gave him back. But now we're going to reset the clock and give them another 2 years. This is the type of digging that we're doing to try to justify our request for more oversight and more transparency in what happens with this 40 million dollars of funding that is allocated for the east side. Thank you. Next up is Rose Pier and then the next to please come on down to Lisa Robinson. >> And Jamie Travis Rose Pierre, you're up next. >> Good evening. My name is Rose Pierre, my address is on record and I am here in support of the 2 phase model. >> I am currently the ceo of East Coast riding in painting. I have been here in support of the cba when it first was coming out. I attended every meeting. >> And I just wanted to say that the community out East. Want transparency. Example on. The community does not trust Lyft. Jacques. As a subcontractor live for Jax gave us some painting work. But they also took that painting work away from us because we refuse to cut corners. And the thing is about live for Jax's. They have a network that they keep everything in. And I would like the city council to dig a little deeper. And so the organizations that they feel like our the voice of the community or that they would like to work with. Because there's a lot going on, especially with that organization. And with the historical cdc. The community out East. Likes the idea of the 2 phase model. I'm not sure if everybody read that or if everybody has heard about it. But we are in support of it. I'm not sure if you guys have something better. But we just want to let you guys know that we do not trust live for Jax. We do not trust the historical cdc and we would like that to be on record. Thank u next up to Lisa Robinson. >> All right. Hello. As a proud business zone. Name and address. Please, My address is 13, a team member and Street. Thank you. As a proud business on these. I live and I work here in this community. Let's be real. Many of us have lost trust with project. I've been saying it since I've been coming up at this We have seen the money and the promises, but not the result. Given access to the money. I've been preaching this for a long time. More funding would be a mistake. Look for Jackson needs to show accountability for already been given to them. We have went nowhere. We steal at point we support the 2 phases model because it keeps families in place and puts the community first again, we support the tool, but he's model because it keeps families. And place and puts the community first out East doesn't media for Jags to define future. We can lead sales with transparency, respect and real collaboration coming up here for the last year. So Santa, same thing to you guys opened at Tower Bridge. This gap. I have failed bite from the scene. And let let a few hairs take blow. And as she take as she's taken the flow and she's doing a good job. But what she's doing and I'm here to support that and I'm not backing down hoping you guys stand up and do what John need to do as bridging this gap when it comes to outings. Thank you Thank you. Jamie Travis wondered. I don't know which Mike to use. I'll be honest. Moline towards the side. Good evening. City councilmembers. My name is Jamie Travis Leonard, my addresses on file. >> gonna be a little different topic. I apparently didn't get the memo. So my apologies to my left people out I don't come out next time. But I believe that helping or renters become owners and excellence on the most meaningful ways we can stabilize neighborhoods and build long-term opportunity in our city. According to hud. In 2019, the Jackson Area homeowner ship rate in Duval County. Sub market was estimated at 53.6%, which was down from 61.6% >> In 20 to now we've recovered some of those numbers, at least according to the Census. So we're at 58.1 still down overall, though, and I bought my house in 2020 and the reason about my houses because I run did from Jwb which anybody his rented from them knows. And mire. It was going to go up more than my current mortgage payment. So 5 years ago. Buying a house and having a mortgage was cheaper, then are in and it's still 5 years later, cheaper. Then their end Jwb was going to charge me. I'm gonna mention them a few times. And you know why? What can we do? Well, you know, also according to uf, uf Study, almost half the renters in our city, which is estimated around 40%. So 4 out of every 10 homes are renters. Are cost burdened, meaning they're spending more than 30% of their income on rent. Some even up to more than half. >> In case you're wondering why. Its investors. >> Private investors buying up all of our single home properties. >> And then charging a bunch rent and cornering the market. How do we fix this story of come with some action items? We're coming up on the new year. I'm excited to see you all implement these. What you can do, expand access to down payment assistance. And first time home buyer programs targeted to renters. Who are ready, but need a little help with that bridge for financial education, home by readiness program, specifically for renter households. Most of all address the structural issues, especially large scale investors. >> Purchases of single-family homes in 2021. Duval County property Appraiser Jerry Holland told Action Jax News. We have about 20% of our homes that are owned by investors. That is too many. Increasing home home ownership is not just a nice to have and I'm excited to see you all address this issue. Thank you. >> Thank you, MR. PRESIDENT that completes public comments. I'm 31 2025 re 1, 1, I have one speaker card, Jamie Travis Leonard. >> It appeared speech for this. I saw this bill and I tentatively oppose it. I volunteer in rescue id, rescue transport. I have fostered several animals myself and one of the big issues that I see locally with. Animal control is resources. We do not have enough resources. I actually have a prime example. But a month ago, I thought a dog wandering in the road. Running around. I was able to catch it. Thankfully was uninjured. I took it animal Karen Protective Services. They scanned the dog know. No loss claim form. Nothing. I already have 2 dogs, one of which is reactive to cats to kids and husband House is very full. What can I do? Nothing. They have no space. They have no resources. I don't blame them. I want to make this clear. I support our animal control personnel. I think they do the best they can with what they're given reading through this bill. It seems like we will have shorter deadlines with no additional resources and that concerns me because we already have a scarcity of resources I'm not going take you through the entire tribulations with this dog. Can happily report. I found a home for her yesterday. Actually. So she is safe and loving home. Finally. But it took a month of which animal care was not able to provide new resources because they're overburden. The Humane Society was unable to provide the resources because they're overburdened. I just want to make sure that when your amending rules related to animal care and control. You're not putting additional stress on an overburdened system. Please consider that when you're looking at this all. So I'm not really sure why we're amending the leash law to only talk about dogs when we do have other animals in the city. And I think that the leash laws as written acceptable. So I don't really understand that. >> Change. >> But maybe there's stuff going on behind the scenes. I'm not aware of. So please just keep that in mind. And if those things can be addressed, I would switch my tentative opposition to full support. Thank you. >> I have no more speaker cards, right? Counselors that you want to go to the green room or just on say work with them. They're going to say something very quick. I MISTER PRESIDENT. So I've numerous people reach out via Facebook of had a lot of conversations over the weekend regarding this legislation. >> And while it is a little bit scary to see it. You know, reducing from 6 ac 3 days. >> Trust me. I've adopted both. My dogs have had $5 in my life and I've always adopting them. So I understand where you're coming from. Needless to say, I've already encountered re-engage with some community leaders. And so we're going to have a national meeting this week at the end this week. This is coming up to committee next week. So you're going hear more from not only a cps, but also the Humane Society. And the way I see it is I'm here to to make sure that we do something positive for our community, especially for our pets. All the years on this part. And so I want to see what company communication goes and whether I was dry or whether we continue with the day. I haven't made my mind up yet by at the very least, want to assure that we all hear from MR. Baker, and that means the site as well as from you guys. So I will be having more public meetings on this part that we really could be unaware of what's going on. >> Thank you all. Keep eyes out for those. Appreciate that. >> We're now on Page 32 tweet MR.
