The District’s food service program utilizes lunchroom supplies and equipment to maintain efficiency in their cafeterias. The demand for these items is reviewed on an annual basis. Food Services request to enter into a contract with Ekon-O-Pac, LLC to provide custom packaging products. All Lake County Schools, are equipped with an Ekon-O-Pac System to allow fruits and vegetables to be bagged quickly and prepped ahead of time. Ekon-O-Pac supplies are the only supplies that fit in the system, they are ordered in bulk and sent out to the schools when needed. With approximately 43,000 students being served the bagging systems are used every day to stay prepped ahead. Other alternative packaging methods would result in manually packing foods which is slower and more expensive. Procurement Services posted this in accordance with F.S. Statute requirement without receiving a response; therefore approval of a sole source contract is requested. If approved, the contract will commence, November 10, 2025 and will expire November 10, 2030. DISCUSSION Subject 11.01 Direction regarding rebuilding Eustis Elementary School on the existing site (Chad Farnsworth, Deputy Superintendent) Fiscal Impact: None Meeting Nov 10, 2025 - Lake County Schools - Regular School Board Meeting-Revised Type Action BACKGROUND and RATIONALE: In January, 2025, SchenkelShultz Architecture (SSA) and DACG were hired as the architect and construction manager, respectively, for Eustis Elementary. They were charged with a master planning process to look at multiple options for replacement of the Eustis ES capacity, a sales tax project priority. In conjunction with district and school staff and a committed group of community members, the team reviewed the district’s goals for the school, developed multiple sites and options, and narrowed it down to two options, which were presented to the Board at the September 3 rd workshop. The first option was rebuilding on-site, utilizing more land area gained through a long-term lease with St. Thomas Episcopal Church, and asking the City of Eustis to vacate the portions of Salem Street and Howard Lane that intersect the current site. The second option was building a new school on an alternate site adjacent to Eustis Middle School. Based on questions at the workshop, additional research and design development were conducted for both sites, as well as reviewing the potential for the Curtright Center to act as a “swing school” once the addition at Eustis High School opens in 2027. Continued discussions with St. Thomas Episcopal Church regarding the long-term lease of their land resulted in a framework for future negotiations that opened up the possibility of more land for joint use and allowed flexibility in the revised site plan. The results of this study resulted in a revised site plan that maintains the historic front of Eustis ES along Citrus Avenue while placing the new entrance to the school on Lemon Avenue, rebuilding all but Building 7 and a small portion of Building 1. The study also determined that Curtright Center is feasible for use as a swing school beginning in 2027 with relatively minor alterations and the addition of approximately 4 relocatable classroom units. This plan (attached) was presented to the faculty and staff of Eustis Elementary School and received a very positive reception. If the concept of rebuilding Eustis ES on the current site is approved by the Board, the next steps are to: Enter into the design development process with SSA, supported by DACG with pre-construction services. Enter into formal negotiations with St. Thomas Episcopal Church for the long-term lease of their land, potential for relocating the thrift store to the southwest corner of the property, and future joint use of the parking lots. Apply to the City of Eustis for vacation of Salem Street and Howard Lane. Work through any zoning and Future Land Use applications required for the properties west of Salem Street with the City of Eustis. Conduct some design work and renovations at Curtright Center required to utilize it as a swing school for Eustis ES. If this option is approved, Eustis Elementary would move to the Curtright Center for the start of school in August, 2027 and remain there until the renovations are complete in August, 2029. This item supports Goal 3 of the School Board’s Strategic Plan and is beneficial to the students because it is the next step in providing for safe, educationally appropriate, educational facilities for the students of Lake County. ALTERNATIVES: Approve the concept plan for rebuilding Eustis Elementary School on the current site on Citrus Avenue and the use of Curtright Center as a swing school for the 2027-28 and 2028-29 school years, and also direct staff to begin the design development process and enter into negotiations with St. Thomas Episcopal Church and the City of Eustis as outlined above. Do not approve the concept plan for rebuilding Eustis Elementary School on the current site on Citrus Avenue and direct staff to develop other options for review. RECOMMENDATION: I recommend approval of the concept plan for rebuilding Eustis Elementary School on the current site on Citrus Avenue, and that the Board direct staff to begin the design development process and enter into negotiations with St. Thomas Episcopal Church and the City of Eustis as outlined above. FISCAL IMPACT: There is no additional fiscal impact caused by approval of this concept plan. All future actions that result in a fiscal impact will come back before the Board for approval.
