Arab American Heritage Month is a time to formally recognize the contributions and accomplishments of Arab Americans and to honor their community's rich history and heritage. Business Services - Adoption of Resolution #24/25-31 Approving the Surplus Property Advisory Committee Recommendation Meeting Mar 19, 2025 - Regular Board Meeting Category 3. ACTION ITEMS - GENERAL Type Action, Discussion, Information Recommended Action Adopt Resolution #24/25-31 approving the Surplus Property Advisory Committee Recommendation, as submitted. Goals Goal 1: Implement targeted actions and services that support conditions for optimal learning, equitable access, and positive student outcomes. ISSUE: Should the Board of Education adopt Resolution #24/25-31 Approving the Surplus Property Advisory Committee’s Recommendation to Declare the 975 Evenstar Ave., 703 Rancho Conejo Blvd., and 711 Rancho Conejo Blvd. Properties “Surplus Properties” under the Education Code? INFORMATION : Education Code Sections 17387 et seq . require the District’s Board to appoint a committee (the “ 7-11 Committee ”) to advise the Board in the development of district-wide policies and procedures governing the use or disposition of school buildings or space in school buildings which are not needed for school purposes – in other words, surplus property. The 7-11 Committee is charged with reviewing and evaluating the surplus space and real property within the district and developing a report for the Board recommending uses for the identified surplus space and real property. The intent of establishing the 7-11 Committee is to involve key members of the community in decisions involving the district’s properties to avoid conflict and to assure use or disposal that is compatible with the community’s needs and desires. On November 20, 2024, the Board adopted Resolution #24/25-17, which authorized the formation of a 7-11 Committee to review three properties: 703 Rancho Conejo Boulevard, Thousand Oaks, California 91320; 711 Rancho Conejo Boulevard, Thousand Oaks, California 91320; and 975 Evenstar Avenue, Westlake Village, California 91361 (collectively, the “ Properties ”). Subsequently, the district publicized an application for participation on the 7-11 Committee, evaluated the applicants for eligibility on the committee, and randomly selected members of the committee who satisfied the criteria set forth in Education Code Section 17389 (which requires that the committee have at least seven members and no more than eleven members and contain persons who are representative of the ethnic, age group, and socioeconomic composition of the district; the business community; landowners or renters, with preference to be given to representatives of neighborhood associations; teachers; administrators; parents of students; and persons with expertise in environmental impact, legal contracts, building codes, and land use planning in the local area). The 7-11 Committee met on January 29, 2025, and February 26, 2025, to review the Properties, projected school enrollment, capacities, and other data provided by the district; evaluate whether the Properties should be declared surplus; provide for hearings of community input on the acceptable use of the Properties; and discuss the potential sale, lease, or exchange of the Properties. After careful deliberation, the 7-11 Committee recommends that the Board declare the Properties surplus and offer them for lease. The 7-11 Committee’s full report, inclusive of its reasoning, is included with this agenda item. By adopting the attached Resolution, the Board will officially declare the Properties surplus under the Education Code. While the Board can accept the committee’s recommendation to offer the Properties for lease, the Board may explore other options for the Properties, including sale. By adopting the attached Resolution, the Board authorizes administration to research and bring proposed minimum lease (and sale, if desired) terms for each of the Properties to the Board for review and approval at a future meeting. Business Services - Approval of Quitclaim Deeds for Newbury Park and Thousand Oaks High Schools Meeting Mar 19, 2025 - Regular Board Meeting Category 3. ACTION ITEMS - GENERAL Type Action Recommended Action Approve the Quitclaim Deeds for Newbury Park and Thousand Oaks High Schools, as submitted. Goals Goal 1: Implement targeted actions and services that support conditions for optimal learning, equitable access, and positive student outcomes. ISSUE: Should the Board of Education approve the Quitclaim Deeds for Thousand Oaks High School and Newbury Park High School to the correct Title Ownership ? INFORMATION: During the 1970s unification of school districts and subsequent redrawing of school district boundaries, ownership of Thousand Oaks High School and Newbury Park High School was transferred to the Conejo Valley Unified School District (CVUSD) from Oxnard Union High School District. However, it was recently discovered that the necessary deed adjustments were not recorded at the time, and the title deeds for both properties still reflect ownership by Oxnard Union High School District. CVUSD, in coordination with legal counsel, has prepared quitclaim deeds to formally transfer ownership of the properties from Oxnard Union High School District to Conejo Valley Unified School District. These deeds ensure that the district’s property records accurately reflect current ownership. Board approval is required to authorize the execution and recording of the quitclaim deeds. Approval of this item will finalize the correction of title ownership for Thousand Oaks High School and Newbury Park High School.
