AGENDA ITEM NO. D.2 Item Cover Page DATE: August 6, 2024 SUBMITTED BY: William Barrs, Fire ITEM TYPE: Presentations AGENDA SECTION: PROCLAMATIONS, RECOGNITIONS, CERTIFICATES OF APPRECIATION SUBJECT: Exemplary EMS Performance Award BACKGROUND: Our fire/EMS crews, county ambulance crews, and our counterparts in neighboring communities train on the same protocols for managing medical emergencies in order to provide seamless patient care during out of hospital medical emergencies. This training was evident in the way in which crews from three different agencies worked together to save a life. POLICY/PURPOSE: E24 and T23 arrived on scene simultaneously to find a 51- year-old male in cardiac arrest. Immediately the crews initiated CPR efforts on the patient. Shortly after our arrival, SS 926 arrived on scene and took over patient documentation and scene choreography. The patient was found in a small patio and was defibrillated multiple times on scene with return of spontaneous circulation (ROSC) achieved. The patient was then cardioverted on scene due to a rapid and unstable heart rate. The patient went in and out of cardiac arrest for the duration of the call with multiple defibrillations and antiarrhythmic drugs given with the patient again regaining ROSC. Following ROSC, a 12-lead confirmed the patient was suffering from an anteroseptal MI & was transported to Palms of Pasadena under a STEMI-alert. This patient was discharged after three days in the hospital with no remaining deficits. STRATEGIC PLAN Goal 2: Maintain a safe community BOARD OF COMMISSIONERS AGENDA ITEM REPORT 6

RELEVANCE: ANALYSIS/DISCUSSION: Although we train regularly with our neighboring departments, the emphasis is typically fire related. We do not often we run these critical EMS calls with our neighbors but on this call, you could not tell these responders were from separate agencies. These members utilized the pit-crew method & all assumed a crucial role in this patient’s outcome. Although these members wore different department uniforms, it was very evident that these members were operating together as Pinellas County EMS First Responders. Chief Barrs, I would like to take this opportunity to recognize some of our first responders for a critical call they ran last week. On June 11 th , our Engine Company (Lt. White, FF Dahlstrom, FF Golden, & LT. Rowland) was dispatched to a cardiac arrest within our city limits. With the new GPS mapping in the county, we were assisted by T23 (Lt. Hehenberger, FF Sweeney, & FF Vail). T23 & E24 arrived on scene simultaneously to find a 51-year-old male in Cardiac Arrest. Immediately the crews initiated CPR efforts on the patient. Shortly after our arrival, SS 926 arrived on scene. Paramedic Llanes immediately took over patient documentation and scene choreography. Simultaneously, EMT Lebron assisted our crews with patient care. The patient was found in a small patio, and EMT Lebron’s situational awareness was evident with the proper placement of the stretcher to ensure a safe and effective transport of the patient. The patient was defibrillated multiple times on scene & ROSC was achieved. The patient was then cardioverted on scene due to a high-unstable heart rate. The patient went in and out of cardiac arrest for the duration of the call. After multiple defibrillations and antiarrhythmic drugs were given, the pt regained ROSC & RONF. Following ROSC, a 12-lead confirmed the pt. was suffering from an Anteroseptal MI & was transported to Palms of Pasadena under a STEMI- alert. The hospital staff found an acute occlusion of the pt. LAD (left anterior descending artery) and his RCA (Right Coronary Artery). The patient received stents in both and was discharged Friday June 14th. Although we train regularly with our neighboring departments, the emphasis is typically fire related. On top of that, it is not often we run these critical ALS calls with our neighbors. On this call, you could not tell these responders were from separate agencies. These members utilized the pit-crew method & all assumed a crucial role in this patient’s outcome. Although these members wore different fire department shirts, it was very evident that these members were operating as Pinellas County EMS First Responders, together. It was a privilege to work with these individuals from St. Pete Beach Fire Rescue, as well as the Sunstar crew. I have no doubts that the patient’s positive outcome is solely because of the dedication and professionalism from all the members on scene that day. Professionally, Steven Rowland Training Lieutenant Treasure Island Fire Rescue City of Treasure Island | 120 108th Ave. Treasure Island, FL 33706 | 727-547-4575 | mytreasureisland.org 8
