The SPSA integrates the purposes and requirements of the Title I program. The template for the SPSA has been designed to meet the content requirements of Education Code Section 64001. The development of the SPSA requires collection and analysis of student performance data, setting priorities for instructional and program improvement, rigorous use of evidence-based strategies, and ongoing monitoring of results. For schools operating a Title I School-Wide Program (SWP), the SPSA must describe the strategies that provide all students opportunities to reach Standard Exceeded and Standards Met levels of academic achievement, as required by the Every Student Succeeds Act (ESSA). Each site's SPSA has been developed with the review, certification, and advice of applicable school advisory committees and approval by each school's School Site Council. Each SPSA must have Board approval to authorize expenditures proposed in the plans. A copy of each school's SPSA is available for review in the Educational Services Office. Business Services Subject 7.06 Authorization to Use Multi-Year Bids – 2023-24 Fiscal Year (Master Agreements) (Other Contracts) Meeting Dec 13, 2023 - Regular Board Meeting Type Action (Consent) It is requested that the Board of Education approve the use and renewal of the following competitive bids and the orders and purchases by the District thereunder for the 2023-24 fiscal year: Agency Contract # Commodity/Company National Association of State Procurement Officials (NASPO) Naspo # MNWNC-125/CA Addendum 7-15-70-34-019 Computer Equipment – Storage (Pure Storage, Inc.) (New) National Association of State Procurement Officials (NASPO) Naspo # MNWNC-108/CA Addendum 7-15-70-34-003 Computer Equipment – Desktop, Laptop, Tablet, Server, & Storage (Dell Marketing, L.P.) (New) National Association of State Procurement Officials (NASPO) Naspo # MNWNC-109/CA Addendum 7-15-70-34-004 Computer Equipment – Storage (EMC Corporation dba EMC Peripherals, Inc.) (New) Funding: Various Department and Site Accounts All orders placed for services and supplies against these bids will be fully funded before purchase is made. Rationale: California Public Contract Code Section 20118 authorizes school districts to order against competitive bids prepared by other school districts (commonly referred to as “piggyback orders”) and public agencies, provided such authority is granted by the governing board of the piggybacking school district and by the originating agency at the time of bid preparation and award. Approval to utilize other districts’ and agencies’ approved bids is in the best interest of the Pomona Unified School District and will enable the District to benefit from favorable prices obtained elsewhere, as well as reduce District ordering times and advertising costs. All vendors listed above for approval have performed satisfactorily in past years and have been recommended by District staff for additional work. The use of approval options saves considerable time and expense of advertising for new requirements and allows the District to continue to order at earlier bid prices. Business Services Subject 7.07 Authorization to Use or Renew Multi-Year Bids – 2023-24 Fiscal Year (California Multiple Award Schedules) CMAS Meeting Dec 13, 2023 - Regular Board Meeting Type Action (Consent) It is requested that the Board of Education approve the use and renewal of the following competitive bids and the orders and purchases by the District thereunder for the 2023- 24 fiscal year. Supplier CMAS# Equipment AMS.NET Inc. 3-11-70-0291V Information Technology Goods & Services (new) Epson America, Inc. 3-23-01-1034 Information Technology Goods and Services (new) RGB Systems, Inc. dba Extron Electronics 3-16-70-2382B Information Technology Goods and Services (new) Funding: Various Department and Site Accounts District staff will confirm the availability of funds prior to placing orders against these bids. Rationale: The State of California established the "Multiple Award Schedules" (CMAS) in response to Assembly Bill 1727, which was signed into law in 1993. Many of the agreements are established with contractors that offer products and/or services which are currently with the Federal General Services Administration or other competitively awarded multiple award contracts. CMAS contracts include technology products, computer systems, and other network products, as well as related installation and connecting service requirements. California Public Contract Code Section 10299 authorizes the State to make this package of qualified products and services available to other governmental agencies and school districts, and Education Code Section 17595 and 17596 authorizes the governing board of any school district to purchase materials, equipment, or supplies under Public Contract Code Section 10299.
