Questions and Comments 10.a Questions and Comments from Mayor and City Commission Holmes Beach 75th Anniversary Celebration Mayor Titsworth announced that staff has been working hard for the Friday, December 5th, Holmes Beach 75th Anniversary Celebration on the City Field. The celebration will be held from 5:00 p.m. - 9:00 p.m. and is open to the public. Manatee County Tax Commissioner Schaefer explained that if a property owner pulled a demolition permit or their home was classified by FEMA for substantial damage and were unable to occupy the home after the 2024 hurricanes, their tax bill will be greatly reduced. Any resident falling under that category that has not had their tax bill reduced should contact the County Assessor's office. Speed Tables - Key Royale Drive Chair Whitmore noted she had driven over the speed tables on Key Royale Drive and found that they were not bad at all. She noted the City had approved three but only two were installed. She suggested if the additional third speed table was not installed that the budget be adjusted accordingly. Mayor Titsworth explained that only two were installed to appease residents on the other side of the Key Royale Bridge. Chief Tokajer confirmed that vehicles are now adhering to 25 mph or lower. The top speed so far has been 45 mph but prior to the speed tables it was consistently around 62 mph. The Police Department will continue monitoring the area. Commissioner Schaefer stated he had driven over the speed tables several times in the past two to three days with his golf cart traveling 20 mph and 25 mph. Noting there was barely a bump at 25 mph, he was glad the City was getting the desired effect but did not see how it would slow anyone down.

4 Commissioner Oelfke said he had tested the speed tables on 6th Avenue, so he had a concern about installing them on Key Royale Drive. However, he was pleased with the outcome. Chair Whitmore confirmed there had been no major complaints from the Key Royale Drive residents. Commissioner Diggins explained the difference between speed tables versus speed humps. 10.b Questions and Comments from City Attorney Traffic Signal Agreement City Attorney Augello discussed the May 2024 Agreement between the City and the Florida Department of Transportation (FDOT) relating to their traffic signal maintenance. The current 20-year agreement places traffic signal maintenance responsibilities on the City. The City now wants to get out of the Agreement but there's a two-year termination requirement at the end of FDOT’s fiscal year. Though not required since there is no expenditure, Mayor Titsworth asked that the cancellation request come before the City Commission for their consensus. The cancellation would be effective July 1, 2028, unless FDOT agrees to release the City from the agreement earlier. The City's letter of cancellation would be dated November 19, 2025. Commissioner Schaefer pointed out that the agreement only affects the maintenance of the traffic signals. The City was granted the rights to set the controls for the traffic signal timing. Mayor Titsworth stated that after former Public Works Director/City Engineer Kamiya left, the Public Works staff have indicated they no longer want the maintenance responsibility. Any maintenance requires the Public Works individual on-call to do the work. The employees have had some training and certification but lack experience. Action: There was unanimous consensus for City Attorney Augello to write a letter for the cancellation of the Traffic Signal Maintenance agreement between the City of Holmes Beach and FDOT. City Clerk Johnston will send out the letter once finalized. 10.c Questions and Comments from Staff Manatee County Headliners Luncheon: State of the County The City Commission is invited to attend the Monday, December 8, 2025, Luncheon to be held from 11:30 a.m. - 1:30 p.m. at the Bradenton Area Convention Center - Grand Ballroom North. Those wishing to attend should confirm with City Clerk Johnston. City Attorney Augello advised that the City Commission should adhere to the Sunshine Law while attending the luncheon. City Field Update Director of Development Services Minor presented a quote from Dieter's Sod and Landscaping for sodding on the baseball field. He announced that the clay for the baseball field had been ordered and should be installed this week or next. The home plate is in, and the pitcher's mound will be raised. Additional details relating to the status of the baseball field were presented by Project Manager Gorman. Mayor Titsworth noted that the update with information will be added to the Public Works section of the City's website.

5 Commissioner Patel said the kids are grateful for the use of the baseball field and there are teams at GT Bray wanting to play in Holmes Beach. Mayor Titsworth pointed out that the baseball field did not have lighting so would only be available prior to dark. Building and Code Compliance Department Updates Director of Development Services Minor announced that since the 2024 hurricanes, 3,600 permits have been issued and 76 demo permits. Out of the 76 demo permits 18 have applied for new home permits. There have been 9,000 plan reviews and 12,000 inspections. There are currently 1,652 active Vacation Rental Certificates. Code Compliance will be coordinating with the adopt a senior event again this year. A tree will be placed in the City Hall lobby that includes items the different individuals need. The public is welcome to take one of the requests and return the gift by placing it in a bag under the tree. The gifts will be picked up and delivered by the residential living organization. 10.d Questions and Comments from the Public and Press Mark Hebden, 4605 42nd Avenue, stated that it was good to hear that the Key Royale speed tables were going as planned. Mr. Hebden noted many people will cut down 2nd Avenue between 52nd and 43rd Streets to beat the Gulf Drive traffic. An additional stop sign has been placed there which has been helpful, but he felt another one was needed. However, the area is unsafe and there's a speeding issue at that location and Mr. Hebden felt something different needed to occur to address the situation. Details and the location followed. Mr. Hebden proposed two or three speed tables be installed in that area. He also spoke relating to the swales that had been filled in on 2nd Avenue, suggesting they be dug out and restored. Mayor Titsworth explained that the Public Works Department is currently in the process of working down the list to restore the former swales. Mr. Hebden asked if his area could be moved up as a priority. Chair Whitmore stated she will ask the Mayor to add the item to a future Work session agenda to discuss the issue. --Commissioner Diggins was noted leaving. Margie Motzer, 305 56th Street, said she had requested a listing of the platted unimproved roads so they could be utilized for bicycles and pedestrians to get off the beaten path. Not every unimproved road was included with the response she received so she asked that the inventory be completed. 11. Adjournment Chair Whitmore adjourned the meeting at 3:10 p.m. _________________________ Stacey Johnston, MMC, City Clerk
