Work Session Minutes February 6, 2024 Dunedin City Commission 2.g. Award the construction repair work for the WWTP east sludge wet well and grit removal pump station to TLC Diversified, Inc., in the amount of $124,700 MOTION: Motion was made by Commissioner Gow and seconded by Vice Mayor Freaney to approve the Consent Agenda except Item 2.f. Public Input Mayor Bujalski opened public input on any Consent item. Hearing and seeing no one wishing to speak, Mayor Bujalski closed the public input. VOTE: Motion carried unanimously. Mayor Bujalski advised that , while a video presentation was being pulled up for item 2.f ., they would discuss that item after they discuss item 3.a . 3. ACTION ITEMS 3.a. Award of Bid #24-1252 - FY24 mill & Overlay Contract to Asphalt Paving Systems, Inc., of Zephyrhills , FL, in the amount of $1 ,3 98 ,884.34 Staff Presentation Utilities Assistant Director/City Engineer Sheets advised : Every year, the City prepares a paving plan which is awarded to a company to perform the milling and overlay in conjunction with some minor curb and drainage repairs. The roadways were evaluated by Agile Assets to determine the highest priority of streets the City could do with the available funding. The project received six (6) submittals ranging in cost from $1 ,398 ,884 to $1 ,656,080 . Asphalt Paving Systems , Inc. (APS) provided the most responsive , responsible , and low-cost bid ; however , due to some budgetary constraints , there is a subsequent Change Order (under Agenda Item #3. b.) to this award of bid , which will be recommended for approval immediately follow ing this Commission action . APS has successfully completed several projects of similar size and scope ; therefore , staff hereby recommends Commission approval of the award of Bid #24-1252 to Asphalt Paving Systems in the amount of $1 ,398,884 . Commission questions , concerns , and comments were addressed to include: It was clarified that the brick streets in the City are separate from this paving program. There is an evaluation of brick streets done in 2022 indicating the highest priority streets : Wilkie , Locklie, Wood , and Richmond Streets. The evaluation is based on the condition of the road with a visual inspection. Currently , there is approximately $300 ,000 available in FY2024 , which is not enough to do more than one or two of these streets ; they have not been prioritized yet. Staff will bring the brick streets projects back to the Commission. Deputy City Manager Quintas provided the explanation regarding the Agile Assets program used to determine the priority of the paving based on the available funding that is 2/3 from the Penny-for- Pinellas Fund and 1/3 from the Gas Tax. Essentially , approximately $1 Million a year is budgeted for asphalt roadways ; a sepa ra te line item is for brick streets based on the extent of the work to be done. He cont inued with detailed information regarding the determinat ion of funding and the amount of work that can be done during the year , as well as the utilization of the Gas Tax and the Penny. Concern was expressed regarding the number of cars in relation to the wear and tear on the roadways , the cost to the community , and lack of multi-modal options. 24-2

Work Session Minutes February 6, 2024 Dunedin City Commission The relation between the price of oil and asphalt as a petroleum-based product was noted. It was clarified that this was the minimum requirement requested and bid. Public Input Mayor Bujalski opened the item to public input. Hearing and seeing no one wishing to speak , Mayor Bujalski closed the public input. MOTION: Motion was made by Commissioner Tornga and seconded by Commissioner Walker to award Bid #24-1252 -FY24 Mill & Overlay on various street locations in Dunedin to Asphalt Paving Systems , Inc. , of Zephyrhills, FL , in the amount of $1,398 ,884.34. Commission Comments The Mayor and Commissioners expressed their support for the award of bid and for the importance of maintaining the City 's roadways. VOTE: Motion carried unanimously. ITEMS PULLED FROM THE CONSENT AGENDA - 2.f. Purchase of the Ultimate Bagger sandbag machine, supplies , and training in the amount of $69,206.50 A video was presented regarding the Ultimate Bagger sandbag machine. City Manager Bramley advised staff 's research found this machine to be the most efficient. Staff is working on the standard operating procedure for deploying the sandbags , including first and foremost consideration of the areas of the City prone to flooding and to have everything up and running by the beginning of hurricane season. This will make the operation more efficient and help City residents . The funding is coming from Reserves , as it was not budgeted this year. Public Works Director Bartlett added this will enable City employees to pre-fill the bags , put them on pallets, and deliver them to sites; it is a great efficiency for citizens and distribution should be realized , as well as doing them in advance at the Hurricane Expo to some areas prone to an inundation of flooding. This will also keep City staff fresher for the storm and storm recovery without the labor-intensive operation. City Manager Bramley advised Communications Director Burness developed a pamphlet to provide to residents when the sandbags are deployed , explaining some type of waterproof covering so that the combination should protect property better than currently used. Ms. Bartlett noted the pamphlet also provides information on how to dispose of the sandbags once contaminated, and the informa tion is also available on the City and County websites. Public Input Mayor Bujalski opened public input on this Consent item. Hearing and seeing no one wishing to speak, Mayor Bujalski closed the public input. MOTION : Motion was made by Commissioner Gow and seconded by Commissioner Tornga to approve Consent Agenda item 2.f. Commission Comments The Mayor and Commissioners expressed their support for the purchase of the Ultimate Bagger sandbag machine . Mayor Bujalski related hearing about this at the Mayor 's Council from the Mayor of Oldsmar , who said their bagger machine was wonderful for employees and residents . 24-3

Work Session Minutes February 6, 2024 VOTE: Motion carried unanimously . Dunedin City Commission 3.b. Approve Change Order #1 to the prior award of Bid #24-1252 - FY24 Mill & Overlay contract with Asphalt Paving Systems, Inc., of Zephyrhills, FL, in an adjusted contract amount of $1,181,045.30 Staff Presentation Utilities Assistant Director /City Engineer Sheets advised: As noted in the preced ing Agenda Item #3. a., this project was competitively bid and six (6) submittals were received. To remain within the existing budget for the project , City staff has worked with APS to Value Engineer the scope ; this was done by removing an area from the paving plan which was the lowest priority and will be immediately put into the 2025 budget. The total adjusted cost of the project , with the Value Engineering (VE) incorporated , is $1 ,181 ,045 , which brings the project within budget. Staff recommends the approval of Change Order #1 to amend the prior award of Bid #24-1252 to Asphalt Paving Systems , Inc ., of Zephyrh ills, FL , resulting in a total adjusted contract price of $1,181 ,045. MOTION: Motion was made by Vice Mayor Freaney and seconded by Commissioner Gow to approve Change Order #1 to the award of Bid #24-1252 -FY24 Mill & Overlay on various street locations in Dunedin to Asphalt Paving Systems , Inc., (APS) of Zephyrhills , FL, resulting in a total adjusted contract pr ice of $1 ,1 81 ,045.30. Questions for Staff - None Public Input Mayor Bujalski opened the item to public input. Hearing and seeing no one wishing to speak , Mayor Bujalski closed the public input. Commission Comments Vice Mayor Freaney noted support for the change order in that the value engineering made sense as well as the roads being deferred. Commissioner Tornga explained his concerns that the value engineering is really cutting some of the project out understandably , due to concern about the budget. He would like to request staff review and continue with the plan that was at nearly $4 Million because of the requirements to continue with road maintenance . He would like to find the funds within the City 's system to continue on that project. He is supportive of the previous presentation and wished even more was done. In response to the request from Mayor Bujalsk i, Ms. Sheets advised the projects removed was the area of Marjon Avenue , Joan Street , and Manor Drive West between Patricia Avenue and Virginia Street. She visually inspected all the streets put into the program this year and determined that if they were deferred for a year , it will not be disastrous , but will be at the top of the 2025 prog ram. In response to the question from Vice Mayor Freaney , Ms . Sheets explained those roads are actually in fairly good shape and would not have significant addit ional damage for 5 to 6 years . Commissioner Gow discussed the concerns regarding the impact on the 2025 budget , which has not been determ ined yet. Deputy City Manager Quintas noted his previous recommendation was to increase the funding for the paving program for 2025 , and he also noted the reasoning for the recommendation to defer those roads specified , including the current budget. 24-4

Work Session Minutes February 6, 2024 Dunedin City Commission City Manager Bramley related she had the same concerns when reviewing the agenda and that she was proud of staff for staying within budget. There are times when it is impossible to stay within budget ; in this case , there is a choice to stay within budget without impacting the neighborhood detrimentally. In this case , the impact to the neighborhood is negligible as far as rolling to next year , putting that at the top of the list and including other roadways. Commissioner Tornga expressed concerns for the future budget in terms of the price of petroleum in relation to the asphalt and companies being over flooded with work due to the ARPA funding . Mayor Bujalski commented that she first thought it was not that much money , and why not just go forward with it ; however , after hearing the explanation , she was comfortable with staff's recommendation . She discussed the pros and cons , including concerns regarding increasing prices and increasing the funding for the program . VOTE: Motion carried 4-1 with Commissioners Walker , Gow , Freaney , and Mayor Bujalski voting aye. Voting nay : Commissioner Tornga. 3.c. Fiscal Year 2024 Fleet Replacement Plan - Vehicle and Equipment Purchases of Sixteen (16) Assets, Totaling $1,771,494.90 Staff Presentation Public Works Director Bartlett advised : This item is the entire Fleet Replacement Package for the Commission 's review . The package is extensive with sixteen recommended purchases ; not all are replacements . Three are from the Solid Waste Fund and thirteen are from the Fleet Replacement Fund . The assets were evaluated against the criteria established and reviewed in 2021 ; assets were deferred from replacement this year. This recommendation includes some assets that were deferred in prev ious years. In each case , Fleet Services Manager Caterson has done a thorough assessment in collaboration with the Department Directors both on use and condition of those assets to get the right purchase at the right time . This recommendation includes three additional assets that align with the budget approval for three positions : one in Parks and two in Facilities Management for pickup trucks . An example of an adjustment made due to core service need changes is in the Fire Department ; it is for the replacement of an existing SUV-based Command Center vehicle . Subsequently deemed inadequate for its intended purpose , it was moved up one year . The funding was provided in the budge t and approved by the Commission for the change . The Command Center , with the associated tools and equipment , is estimated at approximately $100 ,000 , and as previously mentioned , it will be brought before the Comm ission for approval at a future date in FY24 ; it is not part of the approval for this agenda item. The criteria were established last year with the ass istance of Sustainability Program Manager Gass to look for fuel-efficient vehicles to meet the Dunedin Resiliency Energy Action Master Plan (DREAM) goals and looking at Electric Vehicle replacements. Commiss ion questions , concerns, and comments were addressed to include : Explanat ion and significant discussion ensued regarding the "purpose " of the vehicles in terms of the changing needs for the various departments and determining the appropriate sizes and types of veh icle for a particular job. Quest ion regarding the Budget Amendment/Budget Transfer forms , Exhibit E (E1 -E4 ), was addressed by Ms . Sheets with Fleet Services Manager Caterson provid ing detailed information 24 -5

Work Session Minutes February 6, 2024 Dunedin City Commission regarding the adjustment based on need at the time. They explained that as costs change over time and the conditio ns of existing vehicles change , while individual assets are coming in a little higher , the amount in total is significantly under budget for the planned spending for vehicles. Clarification regarding Department contributions to the Fleet Replacement Fund, including incorporating the contributions from the Solid Waste Fund. Discussion continued regarding the criteria within the replacement program and determination of deferr in g or replacing a vehicle listed on the annual replacement package. Public Works Director Bartlett provided information regarding the new software in use , making future replacement packages more data-driven with detailed information input over the next year , and providing for more efficiency . Public Input Mayor Bujalski opened the item to public input. Hearing and see ing no one wishing to speak , Mayor Bujalsk i closed the public input. Ms. Crist addressed the question regard ing balancing the workshop results with other things the City has done , for example the citywide survey that is statistically significant and provided a lot of information. That information and data should be considered by the Commission , along with the data being provided here . Ms . Delfino noted the results of those citizen and business survey results were provided to USF to review in their data analysis . Acknowledgement of their opinion that the data collected in th is exercise represents a good cross- section of the community , a good base of information to move forward. City Manager Remarks City Manager Bramley explained that in her discussions with Ms. Delfino and Ms. Crist , she also conveyed to Department Directors that they are Operations, i.e . the day-to-day running of the City. Ms. Crist is looking for input from the Commission as far as the Vision and the Mission and the core values and the general direction , not from the Department Directors. This is not to say that they won 't speak at the forum . At the end of the day , it is the Comm ission 's strateg ic plan , which will provide City staff the direction of the City , and for which staff will provide the support. BREAK approx. 11: 20 A.M . - 11 :30 A.M. 4.b. FY 2024 General Fund Update City Manager Opening Remarks City Manager Bramley advised : As part of the budget process , the City Commission requested to see the General Fund every quarter just to get an overview of the City 's position. This is the first report of the General Fund . City staff is not asking for any consensus direction on these figures or even looking toward a discussion that staff would be involved in , as far as direction regarding the General Fund. City staff is simply not ready for that discussion at this point ; it is the very beginning of the budget process , and these numbers will change . Therefore , they are not ready to make any recommendations. Staff Presentation Finance Director Tyler referred to the PowerPoint (Exhib it C) provided in the staffing and advised : The focus today will be on FY2023 to provide the Commission with information on how the General Fund ended for that year. These are preliminary actuals , as staff is still working on year-end adjustments . The auditing firm later this month will beg in the audit and they might have adjustments as well. 24-12

Details will be discussed , including that one of the largest expenses is the Carry-Over of $2.2 Million , which is the majority of the variance At the bottom of the page in the Preliminary Actuals 2023 column is a Projected Carry-Over in the General Fund in 2023 of $15.4 Million ; the Ending Unassigned Fund Balance shows $15.422 Million . That is what the Fund Balance would be before the Carry-Over ; in doing the math , the Carry-Over is reduced by the $2.26 Million , and the Ending Unassigned Fund Balance is $13.1 Million after taking the Carry-Over into consideration . The $13.1 Million is right at $3 Million more than the Estimated Available Fund Balance in the Estimated column , which is $10,180 ,808 . The $13.1 Million is a 36% Reserve ; the budget when estimated was at 28.5% Reserves due to the $3 Million difference. The 2024 Adopted Budget Estimate is the 28.5% Reserve. No changes have been made to the 2024 - 2029 columns . Budget Shortfall - The Carry-Over does have an impact on the Budget Shortfall in that the Adopted Budget was estimated at $1.1 Million ; now , with these revised numbers , the Budget Shortfall is $500 ,000 annually , dropping more than half with the Carry-Over from 2023 increasing. Work Session Minutes Dunedin City Commission February 6, 2024 PRELIMINARY BUDGET ESTIMATED ACTUALS REVENUES 2023 2023 2023 VARIANa: Property Taxes $ 14,054,191 $ 14,050,000 $ 14,108,271 $ 58,271 Other Taxes 5,082,200 5,217,200 5,741,997 524,797 Licenses, Permits , Fees 2,944,075 3,203,075 3,412,938 209,863 I nte rgove rn men ta I 6,127,673 6,140,100 6,985,374 845,274 Charges for Services 6,984,535 7,363,097 7,926,863 563,766 Fines 119,100 387,400 397,110 9,710 Miscellaneous 442,051 1,028,034 1,842,039 814,005 Debt Proceeds Transfers In 28,400 28,400 28,400 TOTAL REVENUES $ 35,782,225 $ 37,417,307 $ 40,442,993 $ 3,025,686 Other Taxes : The majority of the Variance is the Electrical Utility Tax, which is the funding received through the Duke Energy bills . This was budgeted at a fairly conservative number; the estimate was increased by approx imately $225 ,000 during the budget process. Even with that increase in the estimate , it ended up at $266 ,000 more than the estimate. The Estimate for 2023 was $3 .750 Million , and the Actual Revenues were just over $4 Million. The increase in 2023 was due to the Duke Energy rate increases ; the City has paid a lot more during 2023 as a result of those increases that were over 10% . However , the Revenue side of that is being reflected here , which is the 10% or 12% increase put into effect in January/February 2023. Also , the Simplified Communications Services Tax Actual Revenues were approximately $134 ,000 more than the Estimated Revenue. That is another State-allocated revenue source. The estimate was $1.3 Million for that funding source and the Actual Revenue was $1.434 Million. The increase in 2023 was due to the increase in the State allocation. Licenses , Permits, Fees Electric Franchise Fee with Duke Energy was adjusted up in the estimate. The Actual Revenues were $93 ,200 more than the estimated $3 ,050 ,000; the Actual Revenues were $3 ,143 ,000 due to the over 10% that took place last January. Natural Gas Franchise Fee revenues were more than estimated by approximately $38,000 more ; that fee has increased in 2022 and 2023 and has been trending a little higher; therefore, that budget will be increased moving forward . Intergovernmental The primary one here is the State Revenue Shar ing Program ; this is a funding source received from the state and is based on an 81% Sales Tax and 19% One-Percent Fue l Tax (approximately). The Actual Revenue came in at $339,000 more than estimated in 2023 at $1.4 Million ; Actual Revenue was $1,789 ,000. This revenue source has a true-up every August after paying monthly. The true-up fluctuates significantly for this revenue source ; in August 2023 , $270 ,000 was received, and two years ago it was about $23 ,000. There was a very large true-up this year , which was part of the variance. 24-14

Work Session Minutes February 6, 2024 Dunedin City Commission The Fire Department Grant for the SCBA Air Pack Replacements was purchased last year . The purchase was made in December 2022 at approximately $370 ,000 ; there was a FE MA-reimbursable grant for $230 ,000 associated with that purchase . The grant came in September 2023 , and the line item was not budgeted ; FEMA grants are not often budgeted because it is never known when the funding is actually going to take place . Charges for Services Parks & Recreation Program Revenues for the various centers and locations was approximately $300 ,000 more than the estimate of $1 ,737 ,000 ; Actual Revenues were just over $2 Million. Parks & Recreation Revenues dropped dramatically during COVID and rebounded quicker than expected due to new programing and staff . The Actual Program Revenues increase year over yea r. Parks & Recreation staff expects the revenue growth to level off moving forward . Fire Department Other Charges includes EMS Services for Special Events at the City , the Blue Jays , and so forth at $74 ,000 more than the estimate in 2023 , which was $40 ,000 ; Actual Revenues were $114 ,000 . The reason for this , which needs to be adjusted moving forward , is because the EMS Serv ices hourly rate used to be charged at the employees ' rate ; then , in mid-2022 , the agreement changed and the City is now charging a flat $51.00 per hour. It is a simpler method and billing more for the time at a flat hourly rate , which is more than the actual hours worked and increased the Charges of Services in 2023 and future years . Miscellaneous The Library received a large donation in FY23 for $515 ,348 .00 that will be put as a Restricted Fund Balance for Library requests for various projects moving forward . It is not part of the General Fund Available Fund Balance . That donation was not budgeted in 2023 . Interest Income / Investment Earnings rate of returns has increased dramatically with the short -term rates that went up beginn ing a little over a year ago. The estimate was $500 ,000 for Interest Revenue in 2023 ; Actual Revenue was $638 ,000 , which was about $138,000 more than the estimate . Other Miscellaneous Revues Actual was $65 ,000 more than the estimate for a Sponsorship Donation from Duke Energy for the Trail park benches for $65 ,000. Other Contributions and Donations Actual Revenues were $95 ,000 more than the estimated amount due to Duke Energy also having donations total ing $60 ,000 in FY23 for the Gladys Douglas Preserve the Life Program. City Attorney Profess ional Fees were $245,000 under budget in Actual for 2023 ; Attorney Fees have been under budget for 2023 and 2022. Staff did reduce this line item during the 2024 Budget by $100 ,000 knowing it has been trending under; that is the department with the biggest savings in 2023 . Personnel The Labor sa vi ngs in the General Fund due to vacancies was about $412 ,000 for 2023 . Overall , looking at the General Fund , the Departments did a really good job of staying in budget. Almost every department was under budget ; the ones that were not were sl ightly over. The economy is still in an inflationary period dur ing 2023 and it is not always easy to stay with in budget in that environment. Estimated Large $ Carryforward Items (Page 9) • Encumbrances FY 2023 • Roof Replacement Library • HVAC Replacement Community Center • Patricia Corridor Enhancements • Community Center Floors • Ready fo r 100 Energy Audit • Land Development Code Update • Marina Master Plan • Court Resurfacing $308 ,000 $350 ,000 $250 ,000 $156 ,000 $110 ,000 $100 ,000 $100 ,000 $99,000 $90,000 $1,563,000 These are the larger items that drive the Carry Forward. Commission questions, concerns, and comments were addressed to include : Conce rn regarding the staffing vacancies was addressed by City Manager Bramley , noting about 10 of the 45 vacancies are recruited and in various stages of onboard ing. In response to the request , Finance Director Tyler explained the difference in "estimated " and "budget. " 24-16

Wo rk Sessio n Minutes Febr uary 6, 2024 Duned in City Commissio n In response to the question of how much of the City 's revenue is still being affected by the pandemic , Finance Director Tyler explained that of the six major revenue sources that make up about 80% , for the past 3 years since COVID , they have grown at a much higher rate than before COVID . He did expect some will level off somewhat. "Preliminary " Actuals is used due to staff still do ing year-end entries , which may affect these numbers . Also , the auditors might have some entries that may affect the numbers . In terms of any concerns for the 2024 Budget , in lookin g at the Revenues with the 4 months of Ac tual in 2024 , Mr . Tyler thought there would be Revenues in 2024 that will be about $1 Million more than the City has now . On the Expense side , taking the Carry -Over and the Labor savings into consideration , the City was clo se to Budget Plan with tho se that are fact ored in . Mayor Bujalsk i noted the importance of acknowledging the hard work City sta ff and employee s have done regarding staying within budget , which is evidenced by the informati on in the report . 5. INFORMATIONAL ITEMS 5.a. Comm ission Discussion POW/MIA Flag Commissioner Tornga explained : There is a Federal Law on a flag that was signed by President Clinton in November 1997 and mandated that certain locations would fly this flag . He wanted to bring awareness to the subject , which the Commission would be hearing more about soon. Weybridge Bridge (by Curlew Trails) Vice Mayor Freaney advised : The Weybridge Bridge has a long history and there have been discussions by the City , the Weybridge neighborhood , and the townhomes . Much of the discussion was that when the walkway is no longer safe , the bridge will just be demolished since it will not be cost-effective to replace it. She thought it might have been an acceptance regarding just tearing it down . The bridge had to be closed a couple of weeks ago as it was deemed not safe . This restarted the conversation . Public Works Director Bartlett and Utilities Director Bennett went out and looked at the br idge with concerns for the safety . It was determined that the bridge was not going away because it is holding up some significant pipes , which shifts the conversation about when the City should be doing an assessment of the bridge . The verbiage asked whether the bridge is holding up the pipes or if the pipes are holding up the bridge . It seems that sooner rather than later is when the assessment should be done , and that part of the assessment includes the residents because it seems there is a desire to potentially keep it as a walkway . It is in the City 's Multimodal Plan as a Bike Path , even though it is not functional as one . The option might be different now in that the bridge is not going to go away ; as it is decided as to how structurally sound it is , then the quest ion become s how affordable is fixing the bikeway /walkway part of it? Discussion ensued with Utilities Director Bennett and Publ ic Works Director Bartlett advising rega rding the research done on the history of ownership of the bridge and of the area , not ing that it is a complex issue . 24 - 17

Work Session Minutes February 6, 2024 Lawn Bowling Cha ll enge Commissioner Gow advised : Dunedin City Commission Clearwater Lawn Bowling , which is on Edgewater Drive in Clearwater just south of Sunset Point Road , has a group that is attempting to organize a challenge between the Dunedin City Commission and the Clearwater Commission . He inquired if there is any interest from the Commission to become involved . This is not a formal request from the City of Clearwater , but from the group that is managing the lawn bowling . He suggested opening it up to a City of Dunedin team , not necessarily the City Commission. 5.b. City Clerk's Update - None 5.c . City Manager's Update City Manager Bramley advised : EnerGov is not live ; there was an issue with cashiering for the Billing Module . She and IT Director Nagy have expressed great displeasure with the timing . Implementors will be in the City prior to going live , during going live , and after . The City will not be dedicating any additional funds to EnerGov . She is confident they will be here and go live in the time specified . There was a meeting with the North Douglas neighborhood residents on January 31 , 2024. The City was able to articulate what has been done in the intervening period and what was yet to be done , shared some videos , and receive d their input. There was also a meeting with a consultant to talk about remedies in the North Douglas area looking at short-term , long-term , and mid -term remedies for their sunny day flooding as well as what kind of funding. 5.d. City Attorney's Update - None 5.e. Commission Comments Vice Mayor Freaney : Noted the Welcome Back Blue Jays will be on February 17 , 2024 , with many activities included . Advised she was with Commissioner Walker and Mayor Bujalski at the Duned in International Film Festival Gala , which was great. Commissioner Tornga : Advised the Dunedin Golf Club appears to be ending the "season " very strong . Advised the Suncoast League of Cities had a meeting at which they reviewed some of the key Legislative issues to bring forward to the various Senators and Representatives . Reported he went to Tallahassee and spent time with a number of people and in some cases for Dunedin alone , mostly relating to Home Rule . They met with Representatives Anderson and Berfield and Senator Hooper , as well as other members of Congress.
