Interview, Selection and Appointment of One Member to Fill “Community Member with a Background in Finance/Accounting" Vacancy on the Citizens’ Bond Oversight Committee for Proposition U/Measure BB Meeting Nov 14, 2023 - SPECIAL Governing Board Meeting - CBOC Interviews Type Action Recommended Action Select and Appoint One New Member to Fill “Community Member with a Background in Finance/Accounting" Vacancy on the Prop U/Measure BB Citizens’ Bond Oversight Committee, and Establish First Term as December 1, 2023, Through November 30, 2025 On March 2, 2004, voters of the Grossmont Union High School District approved Proposition H, a $274 million bond. Accordingly, the Governing Board of the District established an independent Citizens’ Bond Oversight Committee (CBOC) pursuant to Education Code section 15278. Subsequently, Proposition U, the $417 million general obligation bond measure passed in November 2008 and Measure BB passed in November of 2016 to continue the modernization of all District schools. All Proposition H funds have been expended and that program has been dissolved. The CBOC currently oversees the Proposition U/Measure BB program. One vacancy currently exists on the eleven-member committee in the category of Community Member with a Background in Finance/Accounting. Background: On September 6, 2007, the Governing Board approved Financial Executives International (FEI) as a local financial organization designated to appoint one of its members to the CBOC to fill the category of Community Member Active with a Background in Finance/Accounting. In July 2019, FEI appointed Jennifer Rios as their representative on the CBOC and Ms. Rios left the CBOC in July 2023 after completing two terms. Because FEI was not able to subsquently provide another of its members to serve on the CBOC, at its October 10, 2023, meeting the Governing Board approved the rescission of FEI as an organization to appoint a CBOC member in favor of a community outreach and Governing Board interview/selection approach. Therefore, staff reco mmends that the Governing Board interview and select one new CBOC member to serve in the category of Community Member with a Background in Finance/Accounting. Thirteen applications were received and screened by a committee composed of Governing Board President, Rob Shield; Executive Director, Communications, Collin McGlashen; Internal Auditor, Susan Freedman; and Executive Assistant, Business Services, Monica Osterloh. Four applicants were selected for a Governing Board interview. Update on 11.13.23: Manuel Posadas has withdrawn his application.
