Thanks, Magen. Welcome once again. Item number one, is there any public comment on any non agenda items? Seeing none With the subcommittee's permission, we're going to move item number four to the beginning. Gender with our eye test there is out by 11. There's a enough to make it easy on us. So I apologize. Not everybody has the large copy, but I think most of you have seen this before. With the exception of the subcommittee members and the chamber to the subcommittee, I want to walk you through the monthly ARPA general fund surplus measure and update from here for repeat a simple vote. What's been presented to you in the past, which had a lot of great information, but there's a lot of information about projects at different buckets. What's been funded? Partially funded. We are now in 2024, so we are up against the deadline. We have to allocate all of ARPA money. This calendar year has to be spent by the end of 20 suits, but it has to be allocated now. And so what that means is projects that were not 100% certain can be allocated this year or completed by 2026 need to be moved around. So at this point we're not proposing necessarily any projects go away, but we have reorganized how we could potentially pay for some of this stuff. So what I want to do is walk you through these spreadsheets, which hopefully are a bit simpler and answer any questions you have. So starting with this one that says American Rescue Plan Act up at the top and make it as large as possible on a screen for everybody, our ARPA allocation was $16.2 million. Ten of that, and this has already been reported to the feds went to revenue replacement. So that leaves us with about $6.2 million of that 10 million. We noted here that 5.75 has been allocated to dream courts, 4.25 is still to be allocated. But again, this is revenue replacement. We've already reported it. So we are not under the gun on this moment of the 6.2 that we are under the gun for. 812,000 has been allocated and spent and reported to the feds for the frontage road trail. 599,000 has been allocated, spent and reported to the feds for the hotel grant the courtyard by Marriott Hotel grant that totals 1.4 million a little bit more, leaving us with a balance of almost 4.9 million. Of that 4.9 350,000 has been spent and we need to report it. But it's already been spent so no longer in our coffers. 350 for local business coaching, a.k.a. it's bird needs and 388,000 for revival of the heart in Pittsburgh Pride. We will be reporting that in the coming weeks. So consider that done. That leaves us with about 4.1 million, which has been allocated to it and we need to spend 1.1 basically 1.2 to enterprise resource planning, the ERP project that all Indians or Tendra are working on 270,000 for Fleet. This was really the fleet study which was reported on by the engineering division to the Traffic and Infrastructure Subcommittee earlier today and then 200,000 for year. I know I'll go through this a little bit quickly, but what we basically are left with is 2.5 million, which needs to be decided allocated spend. We got to do something with it. And now we're entering the crunch time. So what we've done as a staff working with the city manager is figure out how we can spend as close to that 2.5 million on projects that are already anticipated in order to free up money elsewhere. What are some projects that we know from precedent? Pass the smell test with the feds and we can spend money on because these are projects we already want to do. So what we've come up with is $1 million to PD servers. If you'll recall, we allocated general fund surplus at the beginning of this fiscal year for PD servers. That is at ARPA our eligible expense. So what we can do is we can take ARPA money to backfill for those PD servers, freeing up $1,000,000 in general fund money, which is more discretionary. 1.25 million was allocated for restrooms. You can't park in City Park again. It was general fund surplus. It was a transfer in this budget cycle. If we use ARPA funds for that, it frees up 1.25, gives us a little bit more opportunity to have discretion, take the time that's necessary and not have to worry about things that we wanted to do with ARPA that maybe may not be eligible. And then the balance right here, we're proposing would go to the ERP, which is about 284,000, and that gets us basically to zero. I mean, I can make those $284,038, but that really gets us to where we need to be. The ERP money can be allocated and spent or allocated this year and spent the restrooms can be allocated this year and constructed by the end of 2026. The PD servers are already being installed. We would be backfilling that cost before we move on to general fund surplus and measure M Are there any questions from the subcommittee or the Treasurer? Yes, Nancy, I'm not sure I'll come out of that. But originally the GSA was not allocated. The number of is $400. So now all of a sudden it's 200,000 and it's spent so it's not spend it allocated and there's actually additional fund balance available through Persio to be used as a council program. So it balances. And I guess while I'm pausing for questions, I should note that as we go through these, you'll see where it's been removed from the other spreadsheets in order to fill in for our mayor. Vice Mayor, any questions before I move on to general fund surplus? Now, just when we had the initial conversation with the measure surplus, Ann Arbor at that point, was it defined in terms of what projects and what buffers they were coming from and just how they're trying to match what we're looking at here and trying to move towards projects that we were can be funded before the deadline versus what we had on that list. Yeah, it was you know, there was a list of general fund surplus projects that the council approved as well as ARPA and Measure M Probably the biggest challenge has been the move around did not come in nearly as best as we wanted. So it's really about general fund surplus and ARPA projects. What we're seeing is some of the general fund surplus problems have happened, but they're also eligible. And so it just makes more sense of our ARPA pay for them to bring out the the general fund surplus so the council can again, as flexibility, stand spend and so on and so jump into the general fund surplus and then I'll go back to the questions about Arbor. You'll see as I go through this in a minute, where some of these costs Buchanan Park, restroom, city Park restrooms, these were a general fund surplus. And so now we've just backed it out of there. We freed up 125,000. So as part of ARPA, the council's original plan was that you wanted to put X dollars towards an art project or an economic development project. That money is still there. We're not necessarily taking any money away from any of the buckets. We're paying for them out of a different tab, if you will, as a surplus. I don't do this. Mayor. No. Okay. So I may need to get up and actually coin some of this. This is the general fund surplus. Again, trying to simplify a little bit here, We have shown what his budget is and what was spent during the fiscal years. Of course, right now we're fiscal year 23, 24. So our starting balance at the beginning of this year was $6.6 million of that 6.6 we have allocated. Oh, I'm sorry, I need to go back here. I apologize because I need to remind myself sometimes we're always spending the previous fiscal year surplus. So we're actually looking at 20 to 23. So we had 7.8 with a additional 146,000 that came in as surplus 435 went to the skatepark design, 200,000 went to public art. So this is the mural project that is happening throughout the city as we speak. 500,000 to streetlight replacement, 62,000 to the skatepark trees. The removal of the eucalyptus trees around the potential skate park is a site that totals about 1.2 million $30,000 for park safety trees and again, removal of eucalyptus at City Park and 116,000 for the additional library hours. This seems low. And the reason it is is because on this spreadsheet I've already taken out the money that was allocated for PD servers about $1,000,000, and the money that was allocated for the restrooms, basically 2.25 million. We've shifted this crowd general fund surplus to Measure M and we've freed up 2.25 million not necessarily prepared today to talk about exactly what that's going to go to, but want to give you the snapshot of where we are. And again, that 2.25 million being a general fund surplus is the most flexible funding source for this. I will note down here and this is just information we did use some money to fund the emergency expenditure was related to last year's storm, but we fully expect that the vast majority of all of it will be reimbursed through FEMA. So we've noted it here. So we don't forget about it and we want to make sure that we are putting that out there. But we're still looking at the numbers as if that money is going to be reimbursed because we believe there will be
