COUNTY OF MODOC PLANNING DEPARTMENT MODOC COUNTY PLANNING COMMISSION FOR WEDNESDAY APRIL 23, 2025 10:00 AM Planning Commissioners Susan Gibbons, District 1 Danny Parker, District II Richelle Ratliff, District III Carolyn Carey, District IV Dennis Fanning, District V Interim Director, Sean Curtis 1. Call to Order The meeting was called to order by Commissioner Carey at 10:06 am. Commissioners Fanning, Gibbons and Parker were present. Commissioner Ratliff was absent. Staff present were Senior Planning Jackie Froeming via Zoom and Administrative Assistant Jill Titterington. Also Present was Gary Price from Gary Price Consulting via Zoom. 2. Approval, Deletions or Modifications to the Agenda A motion was made by Commissioner Parker to approved the Agenda. This was seconded by Commissioner Fanning. In favor were Commissioners Carey, Fanning, Gibbons and Parker. All in favor. The motion passed unanimously. 3. Minutes The Minutes from the March 19, 2025 Meeting were approved as presented. A motion was made by Commissioner Gibbons to approve the minutes. The motion was seconded by Commissioner Fanning. In favor were Commissioners Carey, Fanning, Gibbons and Parker. All in favor. The motion passed unanimously. 4. Public Forum No Public attend. Opened and closed. 5. Public Hearings Opened at 10:10 1. 2024-2029 Modoc County Housing Element (7th Cycle) Update Consultant Gary Price gave a brief summary on the General Plan Amendment (GPA 2024-01). Upon adoption, the 2024-2029 Housing Element will become part of the Modoc County General Plan. No Public No Public Comments. Close the public hearing at 10:16

2 | P a g e Resolution to Approve to adopt the General Plan GPA 2024-01 Commissioner Parker moved that the project is exempt from environmental review and that the Board accepts Resolution 2025-03. Commissioner Gibbons seconded it. In favor were Commissioners Carey, Fanning, Gibbons and Parker. All in favor. The motion passed unanimously. Commissioner Ratliff was Absent. Gary Price answered a question on what qualifies as a housing unit. Gary Price left the meeting at 10:22. 6. Planning Staff Reports Senior Planner Jackie Froeming gave an update on the non-conforming Lot Line adjustments and Parcel maps and ROS. She also updated the Planning Commissioners on the progress on the ARC GIS Maps. The housing element will go before the Board of Supervisors on May 13, 2025. 7. Commissioner Reports - None June 25th for the next Planning Commission meeting agreed upon. Jackie reminded everyone Form 700 forms must be done online. 8. Adjourn The meeting was adjourned at 10:29. Commissioner Gibbons motioned to adjourn. Commissioner Fanning seconded it. The motion passed unanimously. In favor were Commissioners Carey, Fanning, Gibbons and Parker. All in favor.
