City Manager Miller provided the report before City Council regarding the agenda item. City Manager Miller and Finance Director Jen Lee provided responses to inquiries and requests for clarification from City Council. Vice Mayor Okamura sought clarification regarding the projected operating maintenance expenses. City Manager Mi ller provided the following explanation: 1. Staff analyzed and determined that the repayment of the interfund loan to the General Fund could be done via the City's existing operations and maintenance budget but was not specifically included. 2. Adjustments should not be made due to Proposition 218 ballot process and guidelines. 3. Staff's recommendation considered and is in the City's adherence to Proposition 218 guidelines. 4. Staff's recommendation also took consideration that financial conditions and future costs could change year after year. Despite these factors that could cause expected slight deviations from the staff's estimated figures, staff is confident that repayment could still be made through the City's existing operations and maintenance budget.
