Review Approval to Participate in the Florida Educator Health Trust (FLEHT) - Mr. Green Meeting Mar 16, 2026 - Superintendent's Workshop Type Information, Presentation Goals Focus Area 5: Organizational & Fiscal Responsibility Approval is recommended for the District's participation in the Florida Educator Health Trust (FLEHT) and to authorize the Superintendent (or designee) to execute the Participation Agreement, complete all steps necessary to transition the District into the trust, and to authorize the Superintendent to pay the associated fees required to be a member of the Trust. The Florida Educator Health Trust (FLEHT) is a non-profit health insurance trust under the Florida Association of District School Superintendents (FADSS). Its purpose is to provide school districts with transparent, cost-efficient, and stable health insurance management through collective purchasing power and enhanced oversight. All programs and strategies implemented by the trust are evaluated by industry experts and approved by regulators. The primary goal of FLEHT is to reduce costs while enhancing financial stability for member districts. Some of the program benefits include: access to FLEHT’s risk-sharing program, full autonomy over employee benefits programs, economy-of-scale purchasing for maximum savings, actuarial services, financial reporting, and funding recommendations, annual analysis and marketing of medical, pharmacy, and stop-loss programs, independent oversight and audits for compliance with state, federal, and local regulations, procurement services, contract negotiations, vendor management, and a consolidated data warehouse for improved transparency and efficiency. The FLEHT fees are based on a per employee / per month rate which fluctuates based on the number of active employees participating in the medical benefits plan. A one-time $10,000 initial payment is due within 60 days of signing the Participation Agreement to secure membership in the Trust and to allow for the Superintendent (or designee) to retain a seat on the FLEHT Board. The estimated membership fees from April through June of 2026 are approximately $95,000, with an estimated on-going annual cost, based on current employee enrollment, of $375,000. These membership fees are expected to be offset by long-term savings and reduction in existing expenses. On 3/6/2026, the District’s Health Insurance Advisory Task Force (HIATF) approved recommending to the Superintendent that the District join FLEHT as a long-term solution to the overall management of the District’s health insurance program. The Superintendent is recommending that the District execute the Participation Agreement to become a member of FLEHT and to begin paying the membership fees as of April 1, 2026.
