Tourist Development Advisory Committee Proposed FY2026 Budget Reference: City Manager memo dated August 5, 2025 Recommendation: That the Tourist Development Advisory Committee (TDAC) recommend to the City Council approval of the FY2026 TDAC budget. The City Manager presented the proposed FY26 budget and a projected $555,000 (21%) decrease in bed tax revenue due to softer tourism activity, reduced bookings, increased competition, and broader market trends. Members also discussed potential weather-related impacts and the need for additional review of historical data. The City proposed a reduced FY26 budget of $580,000, including expense reductions and coordination with the Santa Rosa County budget office. Members discussed unpredictable hotel booking trends affecting occupancy forecasting and pricing. The proposed FY26 spending plan includes reduced repayment for the Mariners Landing hurricane repair interfund loan, continued funding for synthetic turf replacement reserves, sports tourism, Chamber support, Arts Fest, recreation center maintenance, Hurricane Ivan debt service, and splash pad operations. Spring Fest funding was reduced to $14,000, and fishing pier maintenance funding was paused in FY26 following planned major repairs this year. Staff also discussed funding for synthetic turf replacement, noting that turf lifespan estimates may extend beyond initial projections. The current $100,000 reserve allocation was maintained pending updated cost estimates. Recreation maintenance priorities include community center stucco and water intrusion repairs, a backup generator, flooring and carpeting improvements, exterior lighting upgrades, and parking lot restriping.
