Public speakers have a right to their own opinions, and neither Board Members nor staff will be responding to those opinions or answering questions. E. Public Hearing Session

1. Public Hearing for the Proposed 2026-2027 Local Control and Accountability Plan (LCAP) Presenter: Mr. Brooks California Education Code Section 52060(d) requires that, on or before July 1 of each year, the Governing Board of each school district shall 1) hold a Public Hearing on the Local Control Accountability Plan (LCAP) to be considered for adoption during the subsequent fiscal year; and 2) adopt an LCAP after the Public Hearing. Following the Public Hearing tonight, the LCAP will be on the June 23, 2026, Board agenda for adoption. Furthermore, the LCAP and supporting documentation must be available for public inspection at least three working days before the Public Hearing. That requirement has been met with the posting of this agenda. The proposed 2026-2027 Local Control and Accountability Plan (LCAP) for the Jurupa Unified School District has been prepared in accordance with California Education Code Sections 52060 and 52066, outlining annual goals for all students. The LCAP will outline specific activities to address state and local priorities, including descriptions of expenditures and services to implement these actions. The LCAP will reflect the anticipated annual progress using benchmarks to monitor the plan's progress. The 2026-2027 school year will be the third year of the three-year LCAP cycle. The components of the LCAP for the 2026-2027 LCAP year must be posted as one document assembled in the following order:  LCFF Budget Overview for Parents  2026-2027 LCAP  Action Tables  LCAP Instructions A copy of the LCAP is included in the backup material. Please select the item attachment to view the associated backup material. The Board President should formally open a public hearing on the LCAP to be considered for adoption at the June 23, 2026, Board meeting. 2. Public Hearing on Proposed District Budgets for 2026-2027 Presenter: Mrs. Ford Per Education Code Section 42127(h), the District must adopt a budget for each fund on or before July 1st. Prior to adoption, a public hearing must be scheduled at which time the public can address the Board on proposed budgets. The major annual operating budget called the General Fund, includes two sub-funds (restricted and unrestricted). Several other items are required of Districts to present at the Public Hearing and are highlighted below. The State Budget has not been approved at the time of this public hearing. However, the District’s proposed Adopted Budget includes projections based on the Governor’s Proposed Budget as presented in late May 2026. The District is projecting a decrease in enrollment of 451 students from the 2025-26 CALPADS enrollment certification. For the budget year 2026-27, the District will be funded under the LCFF “prior 3-year average” ADA funding option. The decrease in enrollment will affect LCFF revenues for the 2026-27 fiscal year and has been reflected accordingly in the Multi-Year Projection. The May Revise LCFF Funding Formula statutory Cost of Living Adjustment (COLA) is projected at 2.87%, which is a 0.46% increase from the January budget proposal of 2.41%. Once Average Daily Attendance (ADA) adjustments are factored in, the net year-over-year LCFF funding increase for the District is an effective COLA of 1.41%. Education Protection Account (EPA) Pursuant to Article XIII, Section 36 of the California Constitution, all school districts, charter schools, community college districts, and county offices of education are required to determine how funds received from the Education Protection Account (EPA) are spent within the schools under their jurisdiction. The District allocation of the Education Protection Account (EPA) funds in the 2026-27 fiscal year will be used for instructional salaries. Budget Reserves Transparency Requirements In accordance with Ed Code section 42127(a)(2), the District discloses information at the time of the public hearing regarding the ending fund balance for each fiscal year identified in the budget. The local reserve cap is in effect in the following fiscal year when Proposition 98 reaches statutory thresholds. The local reserve cap is operative in 2026-27.

2026-27 2027-28 2028-29

Minimum 3% Required Reserve $10,707,177 $10,839,042 $10,913,169

Combined assigned and unassigned ending fund balances above the minimum recommended reserve for economic uncertainties are as follows:

2026-27 2027-28 2028-29

ETA System $ 296,236 $ 246,642 $ 197,048

Lottery 2,389,445 1,936,112 1,446,015

TOTAL $ 2,685,681 $ 2,182,754 $ 1,643,063

Statement of Reasons:  The ETA System balance is assigned for the future cost of the District’s Electronic Time and Attendance (ETA) System.  Lottery is used for districtwide instructional goals and school site-based programs. The revenue and expenditures in Fund 21 are in connection with the approved projects and activities related to that funding. Capital Facilities (Fund 25) – The income in this fund is generated from Developer Fees. This revenue is used for portable classroom rental payments and other facility growth-related expenditures. Some of these fees must be held on reserve, pending Community Facilities District (CFD) formation and bond issuance, at which time the fees are required to be refunded to the developer(s). County School Facilities Fund (Fund 35) – This budget represents funds allocated by the State Facility Program to construct school facilities projects as approved by the Office of Public School Construction.
