# MINUTES OF THE AUBURN CITY PLANNING COMMISSION MEETING August 16, 2016

The regular session of the Auburn City Planning Commission meeting was called to order on August 16, 2016 at 6:45 p.m. by Chair Luebkeman in the Council Chambers, 1225 Lincoln Way, Auburn, California.

COMMISSIONERS PRESENT: Luebkeman, Vitas, Willick

COMMISSIONERS ABSENT: Amara, Dowdin Calvillo

STAFF PRESENT: Reg Murray, Senior Planner

## I. CALL TO ORDER / ROLL CALL

Commissioner Amara excused herself from the meeting due to a conflict with the Public Hearing item for the Variance at 1890 Vista Del Lago.

II. APPROVAL OF MINUTES

April 19, 2016 July 19, 2016

## III. PUBLIC COMMENT

None

## IV. PUBLIC HEARING

A. VARIANCE – 1890 VISTA DEL LAGO (COGNATO PAVILION) – FILE VA 16-2. The applicant requests approval of a Variance to construct an approximate 400 square foot outdoor pavilion that will increase the lot coverage to 37% (2% above the allowed 35%) and encroach 3’-6” into the required 10’ setback from the main structure.

Planner Murray presented the staff report, reviewing the property, the scope of the request, and staff’s support for the request.

The Commission asked questions regarding whether there were any safety issues caused by the lowering of the grill chimney; and, whether the variance would be required if the pavilion were attached to the house.

Chair Luebkeman opened for public comment.

Robert Wallis, applicant, requested the Commission’s support of the request.

Commissioner Dowdin Calvillo MOVED to adopt Planning Commission Resolution 16-9 to approve a variance for a ±400 square foot rear yard shade pavilion at 1890 Vista Del Lago.

Commissioner Willick SECONDED the motion.

AYES: Dowdin Calvillo, Luebkeman, Vitas, Willick NOES: None ABSTAIN: None ABSENT: Amara

The motion was APPROVED.

Planner Murray informed the Commission that a meeting will be held on September 6, 2016.

IV. PUBLIC HEARING

A. DESIGN REVIEW PERMIT – 12845 BILL CLARK WAY (FLYERS HANGAR) – FILE DRP 16-1. The applicant requests approval of a Design Review Permit for the construction of an 8,400 square foot aircraft hangar with office and observation tower and site improvements that include a 9,000 gallon above ground fuel tank.

Planner Murray presented the staff report, reviewing the scope of the request and staff's support for the request.

The Commission asked questions about notification given to groups at the airport; the possible need for a wall between the road and the proposed fuel tank; the loss of tie-down sites due to siting of the project, and the term of the lease.

Chair Luebkeman opened the hearing for public comment.

Tom Wilson, architect, addressed the Commission question about the fuel tank and noted that bollards are included for protection.

Commissioner Amara asked about security lighting.

Planner Murray commented on project lighting and existing airport lighting.
