Special Order Agenda Subject 4.1 Presentation of the Proclamation Observing Disability History and Awareness Weeks During the First Two Weeks in October 2020 Meeting Sep 22, 2020 - Regular School Board Meeting - 10 a.m. Type Action, Proclamation Recommended Action Approve the proclamation observing Disability History and Awareness Weeks during the first two weeks in October 2020. BACKGROUND : Section 1003.4205, Florida Statutes, entitled Disability History and Awareness Instruction, was signed into law in 2008. It requires school districts to designate the first two weeks of October as Disability History and Awareness Weeks and also promotes providing instruction for students in all public schools to expand student knowledge, understanding and awareness of individuals with disabilities, disability history, and the disability rights movement. Throughout these two weeks, schools should support activities that: Promote positive attitudes toward the successful inclusion of students with disabilities; Increase respect and acceptance of individual differences; Increase understanding of disabilities and related social issues; and Facilitate the development of literacy and language arts skills through activities about disability awareness. Disability History and Awareness Weeks are an opportunity to celebrate and focus on the abilities and positive contributions of students and adults with disabilities. It is also a time to thank individuals for the positive difference they make in the Pinellas school district and in the local community. Special Order Agenda Subject 4.2 Presentation of the Proclamation Designating October 2020 as Dyslexia Awareness Month Meeting Sep 22, 2020 - Regular School Board Meeting - 10 a.m. Type Action, Proclamation Recommended Action Approve the proclamation designating October 2020 as Dyslexia Awareness Month. BACKGROUND : Pinellas County Schools recognizes the importance of addressing the unique educational needs of children with specific learning disabilities resulting from dyslexia. According to the International Dyslexia Association, dyslexia is the most common learning disability and affects 80 to 90 percent of all individuals with a learning disability. Early diagnosis of dyslexia is critical for ensuring that individuals with dyslexia receive focused, evidence-based intervention that leads to the promotion of self-awareness and self-empowerment and the provision of necessary accommodations to ensure school and life success. In accordance with the U.S. Department of Education and U.S. Senate, the Exceptional Student Education (ESE) department recognizes Dyslexia Awareness Month during the month of October in our schools. The district has assembled a team of general and special education leaders, along with Student Services team members to address dyslexia needs. The team trains staff, researches and strengthens curricula and strategies provided to students in order to meet the needs of students with dyslexia across the district. This school year, the district celebrates the successful first year of the Center for Literacy Innovation at Elisa Nelson Elementary. This 1st-5th grade program provides a systematic, multi-sensory, structured approach to literacy instruction for students with dyslexia and other reading difficulties. Recent state legislation has brought a greater focus to dyslexia and provided additional resources to support students with dyslexia. The ESE department, as well as our general education colleagues, are proud to support our students in overcoming dyslexia. Pinellas County Schools currently employs 22 physical therapists and physical therapist assistants to serve 575 students in all grade levels at 92 schools. The district recognizes the important role physical therapists and physical therapist assistants play in the success of students accessing the curriculum, learning daily and promoting success in transition programs. National Physical Therapy Month affords the district an opportunity to acknowledge a sincere appreciation and thanks for the efforts and work of each physical therapist and physical therapist assistant within Pinellas County Schools. Nonconsent Subject 8.2 Request Approval of the Teacher Salary Distribution Plan Meeting Sep 22, 2020 - Regular School Board Meeting - 10 a.m. Type Action Fiscal Impact Yes Budgeted Yes Budget Source House Bills 641 and 5001 created and funded a new categorical allocation (Teacher Salary Increase Allocation) within the Florida Education Finance Program (FEFP) focused on increasing compensation for full-time classroom teachers, assisting school districts in their recruitment and retention of classroom teachers and instructional personnel. Recommended Action Approve the Teacher Salary Distribution Plan. Goals 4 - Strategic Direction 5. Effective and Efficient Use of Resources BACKGROUND : The General Appropriations Act adopted as part of the 2020 Legislative Session provided $500 million to increase teacher compensation. Pinellas County School Board’s proportionate share of this allocation is restricted and must be used to raise the minimum base salary for full-time classroom teachers, as defined in Section 1012.01(2)(a) F.S. plus certified prekindergarten teachers to at least $47,500, or to the maximum amount achievable with any residual amount used to increase the salaries of all instructional personnel as defined in Section 1012.01(2)(a)-(d) F.S. The statute requires that the district submit its school board-approved salary distribution plan to the Florida Department of Education (FDOE) on or before October 1, 2020. RATIONALE : The district’s proportionate share of the amount allocated for the Teacher Salary Increase Allocation equals $17,050,220. After reduction of the amount payable to charter schools, the amount is $15,900,000. HB 5001 and HB 641 prescribe the way this categorical fund must be spent requiring that 80% of the teacher allocation be used to raise the minimum base salary for full-time classroom teachers plus certified prekindergarten teachers as defined by Section 1012.01(2)(a) F.S. to at least $47,500 or to the maximum amount achievable from the allocation. The balance of the 80%, if any, together with the remaining 20% is restricted for salary increases for full-time instructional personnel as defined by Section 1012.01(2)(a)-(d) F.S. The cost of raising the minimum base salary to $47,500 as required for all classroom teachers as defined by Section 1012.01(2)(a) F.S., is $3,192,590. The amount remaining after raising the minimum base salary as stated is $12,706,757. An offer was presented to PCTA on September 14, 2020, to use this amount to raise the salary of all instructional personnel as defined by Section 1012.01(2)(a)-(d) F.S. to $47,500 or an increase of 3.3%, from their 2019-2020 salary, whichever is higher. The offer was taken under advisement by PCTA. The district will continue to negotiate with PCTA on the distribution of this amount for classroom teachers and other instructional personnel. The district's Teacher Salary Distribution Plan to be submitted to the FDOE by October 1, 2020, deadline is attached. DATA SOURCES : Laurie Dart, Staff Attorney Kevin W. Adjournment Subject 10.2 Public Participation Meeting Sep 22, 2020 - Regular School Board Meeting - 10 a.m. Type Procedural Meeting Procedures: The Board welcomes public comment. For those who wish to speak to the Board, please note the following: You are given three separate opportunities to speak. The first is during "Public Comment" on a topic not included in the agenda but pertaining to the general business of the district, and this opportunity occurs after adjournment of regular meetings. The second is on one or more agenda items upon which the Board will vote, and this opportunity occurs after the special order agenda at regular meetings and as appropriate at special meetings. The third is at public hearings, such as budget hearings, and second readings on Board policy, when you are able to speak to the Board before it takes action. In each case, (1) you must register to speak with the Superintendent’s designee at the entrance to the meeting room as described below; (2) you will be called in the order you registered with the Superintendent's designee; (3) you will be allotted three (3) minutes, which may only be extended with the approval of the chairperson; and (4) you may not yield your time to any other person. To avoid repetition, speakers supporting or opposing the same issue are encouraged to designate a spokesperson and have the spokesperson request that members of the audience supporting the position stand during the presentation. If you wish to speak to agenda items, you must register prior to the time the Chairperson calls for speakers or before the last speaker on agenda items concludes his or her comments whichever is later. If you wish to speak during the Public Comment period, you must register prior to the time the Chairperson calls for speakers or before the last speaker concludes his or her comments, whichever is later. If you wish to speak during a Public Hearing, you must register prior to the time the Chairperson calls for speakers or before the last speaker during the Public Hearing concludes his or her comments, whichever is later. The following additional procedures apply depending upon the specific speaking opportunity: Public Comment. The Board will hear public comment on the general business of the district after adjournment of regular meetings. The Board will not act on any matter you may raise during your presentation. Numbered Agenda Items. Time will be set aside immediately following the special order agenda at regular meetings and as appropriate at special meetings for you to address numbered agenda items upon which the Board will vote. You may address as many agenda items as you wish during your three (3) minute period, other than items pertaining to employee or student discipline, or any other matter listed in Section 286.0114(3), F.S., such as ministerial acts or emergencies. Public Hearings. Time will be set aside at each public hearing for you to speak on the agenda item. You must confine your comments to the agenda item. Regulation of Disruptive Speech Board meetings are a limited open forum for First Amendment purposes, and your exercise of your First Amendment right of free speech in that context will be recognized and protected, subject to reasonable restrictions as to time, place, and manner. Applause is permitted only when awards are granted. To ensure the expeditious and orderly process of Board meetings, the Chairperson may: Interrupt or terminate a speaker when his/her statement is not relevant, exceeds the time allotted, or is abusive, threatening, defamatory, obscene, profane, loud, interruptive, or otherwise of a disruptive or disorderly nature; and Order the removal of any person interfering with the expeditious or orderly process of the meeting, provided the Chairperson has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. Nothing herein is intended, nor shall anything be construed, to limit or restrain negative, positive, or neutral comments about the manner in which Board employees, agents, the Superintendent, and Board members carry out their duties in public employment or office. Recording of Board Meetings Recordings are permitted under the following conditions: No obstructions are created between the Board and the audience. No interviews are conducted in the meeting room while the Board is in session. No commentary, adjustment of equipment, or positioning of operators is made that would distract either the Board or members of the audience while the Board is in session.
