Recognition Subject 4.03 NNHS Science Bowl State Champions Meeting Mar 24, 2025 - Business Meeting 7:00 p.m., Closed Session 5:00 p.m., Kennedy Junior High School, 2929 Green Trails Road, Lisle, IL 60532 Type The Naperville North Science Bowl team, consisting of Emily Hu, Michelle Xiang, Adi Bawiskar, Jeffery Tong, and Kyle Wang won their 9 th consecutive State Championship this past weekend held at Naperville North H.S. The competition was fierce, as the team accomplished amazing victories against William Fremd HS, Stevenson H.S. IMSA and then beating Neuqua Valley H.S twice to earning them the State Championship. This accomplishment earns them an all expense paid trip to Washington DC to compete in the National Science Bowl. The Energy Department created the National Science Bowl in 1991 to encourage students to excel in mathematics and science and to pursue careers in these fields. More than 200,000 students have participated in the National Science Bowl throughout its 23 year history, and it is the nation’s largest science competition. Most teams are coached by teachers from the students’ schools and spend several months preparing for the regional competitions. The first page compares the current month to the same month from last year with the corresponding percentage change for both revenue and expense. It is then further broken down by showing the actual current month’s activity in each individual fund. The second page looks at previous and current year to date revenue and expenditures and compares them against last year’s actuals and the current year budget along with corresponding percentages for each. Also included are the two dashboard reports that show high-level results: one for revenue and one for expenses. Both reports visually compare the current year actuals against the prior year as well as how we compare against monthly projections at this point in the fiscal year. Revenue: The month of January is typically a month of not much revenue collection, with the district receiving just over $6 million, or less than 2% of all budgeted revenue. These receipts include our State monthly Evidence Based Funding as well as the second categorical reimbursements for transportation and special education. Local funding consisted mainly of the fifth of eight distributions for Corporate Personal Property Replacement taxes as well as investment income, which again is earning than higher than budgeted levels due to short term interest rates remaining high. To date, we’ve received almost 95% of the budgeted revenue and monthly revenue receipts will continue to be low until the end of the year. Overall, there are no concerns with revenue projections to the end of the year. Expenditures: Salary expenses are tracking right on budget while benefit costs are below expected levels again this year. All other expenses are tracking at a similar pace against last year at this time. There are no other concerns to report for this period. We will continue to watch spending through the end of the year and report any significant budget variances. BACKGROUND: In March of 2020, we entered into a three-year agreement with Sunrise Transportation. In June of 2022, the Board of Education approved a two-year extension, which carries us to the end of the current fiscal year. Recent legislation allows for contracts to be awarded for up to ten years, giving us the ability to extend up to an additional five years. We asked Sunrise to provide five different options for renewal, from 1 to 5 additional years. We have recently negotiated and are recommending a five-year extension of the current contract that allows for daily route rate increases of 4.5% for FY26 and FY27. The last three years of the contract are tied to CPI with a floor of 3% and ceiling of 5% annually. Attached is the proposed contract amendment. BACKGROUND: Annually, the Board of Education has the option to abate all or part of the debt service levy if it is determined that the District has adequate resources to make the required bond payments without the tax levy. The 2024 levy year required bond and interest payments total $151,000. Since the district is estimated to receive $52,850 from the Federal Government for offset on the Build America Bonds, the abatement is for $98,150. FISCAL/PERSONNEL IMPACT: Abating the 2024 debt service levy requires a transfer from the Education Fund to the Debt Service Fund. BACKGROUND: Administration, in consultation with the Board and the Citizen Finance Advisor Committee, has planned to abate the 2024 Debt Service levy. In order to provide funding to the Debt Service Fund for the bond and interest payments, we must execute an inter-fund transfer from the Educational Fund to the Debt Service Fund in the amount of $98,150 to provide funding for the bond payments in lieu of collecting the 2024 debt service taxes. The attached resolution meets all legal requirements. FISCAL/PERSONNEL IMPACT: The levy year 2024 bond and interest payment is $151,000 but we have an offset of Build America Bond revenue estimated at $52,850.
