By sharing the position, this allows the Coordinator to bridge the gap between HCPS Career and Technical Education (CTE) course work and HCC's Associate in Science (AS) and certificate programs. GAP ANALYSIS : Leadership from the Workforce Education departments of both HCPS and HCC identified a knowledge gap in students, educators and community members in reference to the career pathways opportunities between HCPS and HCC. These promotional programs and shared position were created to close this knowledge gap with continual communication for these three stakeholder groups. PREVIOUS OUTCOMES: By the end of 2021-2022 school year, it is expected that over 30 guidance counselors and over 400 students will discover information of career pathways initiatives. EXPECTED OUTCOMES: In the 2022-2023 school year, it is expected that over 35 guidance counselors and over 450 students will discover information of career pathway initiatives. STRATEGIC PLAN GOAL: Academic Excellence X Supportive Organizational Culture Exceptional Talent Fiscal and Operational Responsibility RECOMMENDATION: That the board approve the Memorandum of Agreement with Hillsborough Community College for 2022-2023 Career Pathways Initiatives. Consent Agenda Subject 6.04 Grant Applications to be Submitted Between April 20, 2022 and October 31, 2023 by the Department of Exceptional Student Education and Accept all Grant Funds Generated Through Awarded Grant Application During that Time Period (Diversity, Equity and Inclusion) Meeting Apr 19, 2022 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve grant applications to be submitted between April 20, 2022 and October 31, 2023 by the Department of Exceptional Student Education and accept all grant funds generated through awarded grants during that time period. DESCRIPTION : The Florida Department of Education (FLDOE) Bureau of Exceptional Student Education requires school districts to submit proposals for annual entitlement grants and Hillsborough County Public Schools (HCPS) Department of Exceptional Student Education (ESE) is requesting approval to submit for and receive the following grants (2021-2022 award amounts included): Individuals with Disabilities Education Act (IDEA) Part B, Entitlement ($46,304,876–Project 0231) and IDEA Part B, Preschool Entitlement ($845,501–Project 0208); IDEA American Rescue Plan of 2021 ($11,609,627-Project to be determined upon award). In addition, we are requesting approval to submit requests and cooperative agreements when required with the FLDOE and accept awards for the following discretionary grants: Florida Diagnostic and Learning Resources System (FDLRS) ($1,275,529-Project 0283 and 0296); Multi-agency Network for Students with Emotional/Behavioral Disabilities (SEDNET) Project ($128,000–Project 0262 and 0279); Florida Instructional Materials Center for the Visually Impaired (FIMC-VI) ($2,254,503–Project 0216 and 0217). Should a funding agency release a new grant opportunity during the specified time frame and for which no information is available at the time of this item’s submission, the Department of Exceptional Student Education is requesting approval to apply for and accept grant funds for such new opportunities that align with the Board’s Strategic Plan. In these cases, the average turnaround time for applications is 30-45 calendar days from the time an application is issued. Since the process for submitting items for Board consideration exceeds this time frame, approval of this item will allow the Department of Exceptional Student Education to continue to develop grants that meet each established deadline. GAP ANALYSIS : The IDEA grants provide funds needed to meet the excess costs of implementing special education and related services to students with disabilities (SWD). SWD require specially designed instruction, therapies, specialized instructional techniques, adapted materials and equipment to access the general education standards and access points and to successfully transition to post-secondary life. There is a high demand for diagnostic and instructional support services for SWD and their families. The FDLRS grant provides a wide array of instructional and technical guidance services to school staff and families to support the implementation of IDEA and enhance outcomes for SWD. The needs of SWD are supported by the four central functions of FDLRS Hillsborough which include Child Find, Human Resource Development, Parent Services and Technology, as well as targeted supports to schools through the Florida Inclusion Network. Students with Emotional and Behavioral Disabilities (E/BD) and their families require intensive educational, residential, mental health, and behavioral services t o improve graduation rates, post-secondary outcomes, and reduce the rates of restraint and expulsion for this population. T he Multiagency Network for Students with Emotional/Behavioral Disabilities ( SEDNET) develops partnerships and interagency collaboration among families and p rofessionals in the education, mental health, substance abuse, child welfare, and juvenile justice systems to address the needs of students with E/BD in schools and the community. Approximately 3,200 Florida students who are blind, visually impaired, and/or deaf-blind require accessible instructional materials for equitable access to learning. FIMC-VI ensures Florida students have high-quality and accessible instructional materials and statewide assessments in the proper format. Braille and large print textbooks are cost, time, and labor intensive to procure or produce and warehouse. FIMC-VI serves as the central depository and loans materials to students and schools across the state. PREVIOUS OUTCOMES: In 2021-2022, the grants in the Department of Exceptional Student Education have totaled $50,808,409. EXPECTED OUTCOMES: In 2022-2023, it is expected that grants in the Department of Exceptional Student Education will equal approximately $62,418,036. The large increase in grant funding is due to the addition of the American Rescue Plan Act grant. This may be a one time grant. STRATEGIC PLAN GOAL: X Academic Excellence Supportive Organizational Culture X Exceptional Talent X Fiscal and Operational Responsibility RECOMMENDATION: The Board approve the grant applications to be submitted between April 20, 2022 and October 31, 2023, by the Department of Exceptional Students Education and accept all grant funds generated through awarded grant applications during that time period. Consent Agenda Subject 7.01 Approve Education Plant Spot Survey 5.9 for Sligh Middle Magnet School for Security Upgrades (Operations) Meeting Apr 19, 2022 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve Education Plant Survey 5.9 for security upgrades at Sligh Middle Magnet School for administrative lobby improvements and canopy over the entry drive into the school campus. DESCRIPTION : The District is recommending to remodel a portion of the Administrative area in Building 1 at Sligh Middle Magnet School to upgrade the security access to the campus. These improvements will include a new 1,000 square foot lobby to the Reception Area and SRO Office and a 40 foot long drop-off canopy. The new entry plaza will consist of a waiting area, landscaped plaza, and new sidewalk. The existing driveway will be modified and repaved and an additional ten parking spaces with sidewalk installed. Florida Statute 1013.31 requires that each School Board conduct an educational plant survey at least every five years. The Board approved the District's current survey on May 7, 2019. The survey recommends new facilities as well as additions, remodeling, disposition, and renovations at existing sites. As exceptions to the survey recommendations arise, the Board is required to submit a "spot survey" to the Department of Education for each facility. GAP ANALYSIS : As exceptions to the education plant spot survey arise, a spot survey is required. PREVIOUS OUTCOMES: All previous spot surveys submitted to the School Board have been reviewed and approved for submission to the Department of Education to grant the District permission to move forward with proposed renovations, remodeling, or improvement projects. EXPECTED OUTCOMES: After submission of Spot Survey 5.9 to the Department of Education for the security upgrades at Sligh Middle Magnet School, the District will move forward with the survey recommendations and proceed with the project. STRATEGIC PLAN GOAL: Academic Excellence Supportive Organizational Culture Exceptional Talent x Fiscal and Operational Responsibility RECOMMENDATION: Approve Spot Survey 5.9 for the security upgrades at Sligh Middle Magnet School for submission to the Department of Education for approval to move forward with the security and site improvements. Consent Agenda Subject 7.02 Approve Pride Elementary School Utility Easement for T-Mobile South, LLC (Operations) Meeting Apr 19, 2022 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve the Pride Elementary School utility easement for T-Mobile South, LLC. DESCRIPTION : T-Mobile South, LLC requests use of an approximate 0.25-acre utility easement at Pride Elementary School, which is located at 10310 Lion's Den Drive, Tampa. The purpose of this easement is to install new conduit containing communications fiber, as well as to maintain, repair, and replace the new communications fiber and/or conduit as needed within the easement area. There is an existing telecommunications tower at this site. GAP ANALYSIS : This is a new easement at Pride Elementary School.
