Goals BACKGROUND : School Lunch Hero Week is an opportunity to promote school lunch, recognize and thank the many dedicated and talented members of the Food and Nutrition team and acknowledge the contribution of a nutritious lunch in the physical and academic development of children and teens. For many children, school meals are the only meals they receive each day. School Lunch Heroes encourage the importance of a healthy school lunch and the development of life-long healthy eating habits. Parents can also learn about school lunch and be confident that we are serving healthy meals to their children. The Food and Nutrition department is proud to participate in and recognize the accomplishments of our School Lunch Heroes. Special Order Agenda Subject 4.2 Presentation of Proclamation Acknowledging the Contribution of Our Teachers During Teacher Appreciation Week, May 2-6, 2022 Meeting Apr 26, 2022 - Regular School Board Meeting - 5 p.m. Type Action, Proclamation Recommended Action Approve the proclamation acknowledging the contributions of our teachers during Teacher Appreciation Week, May 2-6, 2022. Goals BACKGROUND : Teaching is one of the oldest professions and since 1984, the National PTA has designated one week in May as a special time to honor the men and women who lend their passion and skills to educating our children. This year, May 2-6, 2022, is designated as “Teacher Appreciation Week” with “Teacher Appreciation Day” celebrated May 3, 2022. Brad Henry stated, “A good teacher can inspire hope; ignite the imagination and instill a love of learning.” This is especially true of our teachers in Pinellas County Schools, who go above and beyond each and every day, from the minute their students enter the campus until they return safely at home each night. This year has been a challenging year, but once again our teachers continue to inspire their students to never lose sight of their individual goals. They encourage their students to imagine the endless possibilities available to them, while instilling a never-ending love of learning. Our students are excelling because of our teachers' dedication to not only their students, but to our families and community. We request the School Board of Pinellas County adopt the attached proclamation designating the week of May 2-6, 2022, as "Pinellas County Schools Teacher Appreciation Week" and May 3, 2022, as “Pinellas County Schools Teacher Appreciation Day.” The School Board of Pinellas County recognizes and thanks all our dedicated teachers for their commitment to the highest academic standards, safe schools and preparing students for life. Special Order Agenda Subject 4.3 Recognition of the 2022 Family and Community Engagement Award Winners Meeting Apr 26, 2022 - Regular School Board Meeting - 5 p.m. Type Recognition Goals BACKGROUND : As the district continues its efforts to promote 100% student success, we wholeheartedly embrace our core value that we are committed to children, families and the community. We recognize that families and community members bring a depth and breadth of learning to our students, staff and schools. Continued efforts to build trusting relationships with families, by providing opportunities to conference with teachers and participate in trainings to support students at home, is the overarching goal of family engagement. Two district schools have been chosen to receive the 2021-2022 Pinellas County Schools Family and Community Involvement Award. This award promotes and recognizes schools that have implemented innovative school programs to increase family and community involvement in the following categories: Elementary School (PreK thru 5) and Middle/High School (6 -12). The award winner in the Elementary School category is Starkey Elementary School. The Starkey Bears Family Engagement Night project is designed to streamline the school's engagement efforts to be resulted-oriented so that parents are provided with the necessary tools to support their child’s learning at home by building stronger relationships between school staff, students and families; increasing student academic performance; building a positive school culture; and cultivating partnerships with community businesses and organizations. The night included three areas of focus: Literacy, Student Data Chats and Parent-Teacher Collaboration. The Bears Family Engagement Night reiterated the importance of reading and how reading impacts all core courses. Students, parents and families learned reading strategies to work on at home as well as received books. The data chats were designed to help parents understand their child’s data and understand strategies for academic support. The award winner in the Secondary School Category is Pinellas Gulf Coast Academy (PGCA). PGCA is a credit recovery school for students in grades 9-12. It has historically been a challenge to engage families. In the 2021-2022 school year, the principal and English Speakers of Other Languages (ESOL) teacher contacted the district Hispanic outreach coordinator for assistance in planning the PGCA Family Engagement event. This event assisted in connecting families to community organizations that could support them in a myriad of ways - healthcare, social services, college and career opportunities, and other related areas. This event allowed families to get some of their everyday needs taken care of which gave them an opportunity to focus on what their student needed to ensure academic success. Multiple families attended, dinner was provided, and parents had opportunities to win prizes. Moreover, they were connected to resources. Each school is to be commended for their efforts in providing innovative programs which bring families and communities together that support the success of Pinellas County students. Recommended Action Approve the professional services contract with Fearless Solutions, LLC for student data modernization. Goals BACKGROUND : Fearless Solutions, LLC (Fearless) is a Federal 8(a)-certified non-traditional digital services firm with over thirteen (13) years of experience leveraging agile development processes to implement digital transformation. Fearless specializes in design, engineering and delivery with experts in design research, user experience (UX) design, product design and management, development, security, testing, data science, DevOps and agile management. Fearless has a proven history of working with a variety of government agencies across the nation including with the federal Small Business Administration, the United States Air Force, the United States Digital Service, the General Services Administration, the Centers for Medicare and Medicaid Services, government agencies in the state of New Jersey and many others. PCS entered a discovery professional services contract with Fearless in July 2021 to examine the Student Data Systems (SDM) across the district as existing technologies within the district are not optimized to provide valuable insights and analysis of student progress across the PCS enterprise. Currently, PCS has 44 different applications/platforms which collect or report student data. These platforms are not currently aligned or integrated to provide an efficient, accessible or optimized ecosystem for actionable on-demand data. PCS needs the capability and capacity to connect systems to integrate data such as demographic, grades, attendance, extracurricular activities, assessments, enrichment, interventions, etc. Building on the findings of the SDM discovery phase with Fearless, which were shared during the School Board Workshop on March 8, 2022, the district intends to begin an iterative process to transform our data systems. This professional services contract will allow PCS to move forward in modernizing and integrating our data through a multi-faceted approach to design and development in the following areas: Development and implementation of systemic data governance strategy for data storage, use and reporting; and Strategy for migration to cloud-based services for data storage, governance, reporting and automation. As outlined in the scope of work, these services will be delivered through ongoing development utilizing a ‘proof of concept’ design process. Throughout the scope of this professional services contract, Fearless will serve in partnership and an advisory role focused on supporting PCS to build systemic capacity for modern approaches for data collection, storage and reporting through agile coaching, paired/mob programming and DataOps processes. This modernization will engage staff at the district- and school-levels throughout the development and implementation process to ensure that the data needs of all stakeholders are known and met. RATIONALE : Student data modernization is an approved project within the state-approved district plan for American Rescue Plan (ARP) funding. Within the PCS ARP budget, $8.1 million has been allocated for this initiative. This annual professional services contract for $2,678,447, with options to renew, will support ensuring the district completes the modernization process prior to the sunsetting of APR funds in September 2024. Costs are expected to go down in years two and three as the district builds expertise to develop and maintain the modernized systems. The total project cost is expected to come in under the total budgeted amount. An intent to sole source this professional services contract project was posted for seven (7) business days in the manner prescribed by the State Board of Education SBR 6A-1.012 (12) (d). No additional proposals were received by the district buyer. DATA SOURCES : David Koperski, School Board Attorney William P. Nonconsent Subject 8.1 Request Approval of the Memorandum of Understanding With Innovation Foundation Corporation Meeting Apr 26, 2022 - Regular School Board Meeting - 5 p.m. Type Action Recommended Action Approve the Memorandum of Understanding with Innovation Foundation Corporation. Goals BACKGROUND : Through this partnership, Pinellas County Schools and the Innovation Foundation (IF) will launch an innovative middle school science curriculum that centers around emerging technologies. As discussed during the April 19, 2022, School Board Workshop, this partnership will begin as a sixth-grade pilot in seven (7) middle schools geographically across the district (Bay Point, Carwise, Lealman Innovation Academy, Palm Harbor, Pinellas Park, Sanderlin and Seminole middle schools). The embedded curriculum will center around scientific problem-solving, authentic assessment and content experiences that bring the state science standards to life in the most engaging ways. Examples of the pilot modules include using drones to understand storms, building longer-lasting batteries and do-it-yourself water purification. The development and implementation of this initiative will be done alongside classroom science teachers, district staff and education staff from the Innovation Foundation. The planning for this initiative includes targeted feedback and development sessions with science teachers and school leaders. Through this partnership funded by IF, teachers will be provided a stipend and be compensated at the PCS hourly training rate for all professional development activities. In addition, opportunities for parent and family experiences aligned with the emerging technologies curriculum will occur. As outlined in the scope of work within the Memorandum of Understanding (MOU), programmatic evaluation of this initiative is a priority for both the district and IF in order to build upon this partnership to scale to all middle schools in the future. RATIONALE : Approval of the MOU ensures this initiative to enhance middle school science curriculum can successfully launch in the 2022-23 school year. There is no cost to the district as IF commits to cover all costs associated with staff training, curriculum resources and family experiences aligned to the emerging technologies modules. Adjournment Subject 10.2 Public Participation Meeting Apr 26, 2022 - Regular School Board Meeting - 5 p.m. Type Procedural Meeting Procedures: The Board welcomes public comment. For those who wish to speak to the Board, please note the following: You are given three separate opportunities to speak. The first is during "Public Comment" on a topic not included in the agenda but pertaining to the general business of the district, and this opportunity occurs after adjournment of regular meetings. The second is on one or more agenda items upon which the Board will vote, and this opportunity occurs after the special order agenda at regular meetings and as appropriate at special meetings. The third is at public hearings, such as budget hearings, and second readings on Board policy, when you are able to speak to the Board before it takes action. In each case, (1) you must register to speak with the Superintendent’s designee at the entrance to the meeting room as described below; (2) you will be called in the order you registered with the Superintendent's designee; (3) you will be allotted three (3) minutes, which may only be extended with the approval of the chairperson; and (4) you may not yield your time to any other person. To avoid repetition, speakers supporting or opposing the same issue are encouraged to designate a spokesperson and have the spokesperson request that members of the audience supporting the position stand during the presentation. If you wish to speak to agenda items, you must register prior to the time the Chairperson calls for speakers or before the last speaker on agenda items concludes his or her comments whichever is later. If you wish to speak during the Public Comment period, you must register prior to the time the Chairperson calls for speakers or before the last speaker concludes his or her comments, whichever is later. If you wish to speak during a Public Hearing, you must register prior to the time the Chairperson calls for speakers or before the last speaker during the Public Hearing concludes his or her comments, whichever is later. The following additional procedures apply depending upon the specific speaking opportunity: Public Comment. The Board will hear public comment on the general business of the district after adjournment of regular meetings. The Board will not act on any matter you may raise during your presentation. Numbered Agenda Items. Time will be set aside immediately following the special order agenda at regular meetings and as appropriate at special meetings for you to address numbered agenda items upon which the Board will vote. You may address as many agenda items as you wish during your three (3) minute period, other than items pertaining to employee or student discipline, or any other matter listed in Section 286.0114(3), F.S., such as ministerial acts or emergencies. Public Hearings. Time will be set aside at each public hearing for you to speak on the agenda item. You must confine your comments to the agenda item. Regulation of Disruptive Speech Board meetings are a limited open forum for First Amendment purposes, and your exercise of your First Amendment right of free speech in that context will be recognized and protected, subject to reasonable restrictions as to time, place, and manner. Applause is permitted only when awards are granted. To ensure the expeditious and orderly process of Board meetings, the Chairperson may: Interrupt or terminate a speaker when his/her statement is not relevant, exceeds the time allotted, or is abusive, threatening, defamatory, obscene, profane, loud, interruptive, or otherwise of a disruptive or disorderly nature; and Order the removal of any person interfering with the expeditious or orderly process of the meeting, provided the Chairperson has first issued a warning that continued interference with the orderly processes of the meeting will result in removal. Nothing herein is intended, nor shall anything be construed, to limit or restrain negative, positive, or neutral comments about the manner in which Board employees, agents, the Superintendent, and Board members carry out their duties in public employment or office. Recording of Board Meetings Recordings are permitted under the following conditions: No obstructions are created between the Board and the audience. No interviews are conducted in the meeting room while the Board is in session. No commentary, adjustment of equipment, or positioning of operators is made that would distract either the Board or members of the audience while the Board is in session.
