Good morning. >> Good morning. Honorable Mayor, Vice Mayor, members of the City Council, Madam Manager, Mr. Deputy Manager, Mr. Attorney, Madam Clerk, and members of the audience, Edgar Distraught, Compliance Director. This month we are pleased to recognize Sanctuary Doral for their outstanding commitment to keeping Doral beautiful. The property for which they're being recognized is located at 9420 Northwest 41st Street. Sanctuary Doral was built in 2020 as a mixed use commercial residential property. The commercial portion of the Property is approximately 30,000 square feet. The property has become a highlight along one of the city's prominent thoroughfares, Doral Boulevard. The regular maintenance includes daily sweeps, blowing of entrance and garage area, monthly painting of curbs, quarterly pressure washing of walkways, annual change out of tree lights, and annual pressure washing of garages. It is with great pleasure that we name Sanctuary Doral for their keep the RA Beautiful business award for their continued efforts to keep the RAO beautiful. And Madam Mayor and council, we do have here the community manager, Joe Chan, as well as the Shoma president, Stephanie Shojahi, here to accept the award. >> Thank you very much. Please oppose the podium. Joe, Stephanie, welcome. Thank you for your investments in our community and for keeping it so beautiful. Would you like to say a few words? >> Sure. This is a very big honor for us, and Shoma is very, very proud to be able to help shape Doral. We, as you guys know, love, love, love Doral. So thank you so much for this honor. >> Thank you. Same as Stephanie mentioned. We are proud to be part of the community, and we are great. We can do our part to keep it beautiful. >> Awesome. Please come up for a photo, which is. Come right up here. >> Thank you. Thank you. >> Thank you. All right. Thank you very much for keeping Doral beautiful. We'll now move into our discussion items. Madam Clerk, please read Item 9A into the record. >> Item 9A. A resolution of the mayor and the City Council of the city of Doral, Florida, approving the reversion of the title of a position currently titled Chief of Staff to Council member back to Legislative Analyst staff. Establishing guidelines for salary range and adjustments for writing for implementation. Incorporation of recitals on an effective date. >> Okay, thank you very much. This is my item. I think the memo pretty much states what we're doing here. I think it's important that there be clear distinction and also that we revert back to the way that this has been done for many years. I think the salary also is important to. To correct from what had been happening previously for employee morale. If there's any discussion. If not, I'll take a motion. >> Motion to approve. >> Motion to approve by Councilman Pineyro. Need a second. >> Second. >> Second by Councilman Reinoso. Is there any questions? None. Madam Clerk, please call the roll. >> Motion to approve made by Councilwoman Pineyro. Seconded by Councilwoman Reinoso. [ CALLING ROLL ] >> Motion passes. >> All right. Thank you very much. We move on to item B. Madam Clerk, item B. >> A resolution of the may of the City Council of the city of Doral, Florida amending the city of Doral's public records request policy, providing for public records request policy providing for implementation, incorporation of recitals and an effective date. >> Okay. This is also my item. Again, this is to clarify the record. Section 2, 376 of our Code provides guidelines on how to handle requests to staff from council members. I don't think that we should have any additional privileges over what would be common for a member of the public or a business owner. Therefore, I'm asking that this be reverted back to its original form so that everyone can be treated equally. There's any questions? >> Motion to approve. >> Motion to approve by Councilman Pineyro. >> Second. >> Second by Councilwoman Reinoso. If there's no questions, Madam Clerk, please call the roll. >> Motion to approve by Councilman Pineyro. Seconded by Councilman Reinoso. [ CALLING ROLL ] >> Motion passes. Okay, thank you very much. Item C. >> Item C. A resolution of the mayor in the city council of the city of Doral, Florida, amending the city of Doral's mayor and council member initiated events policy, providing for implementation, incorporation, recitals and an effective date. >> Okay, thank you very much. This is an item that I said I would be bringing back after the moratorium that was passed at the December 18 council meeting. The policy is attached. I think everybody had time to see it. There is one change that I am asking to be made under section 5, event criteria. Item B. We're going to strike out where it says not for profit. And so it shall read. The event cannot benefit a private organization. Additionally, in section sorry 7, under city logo, in the added area. In any event organized. I'm sorry. Any event organized and paid for by a council member through the use of personal funds is restricted from the use of the city logo. And we're going to add and seal for the advertising, promotion and association with said event. So with those two changes, that's the policy that will be implemented. If anybody has any questions, now would be the right time. >> Motion to approve. >> Motion to approve by Councilwoman Reinoso. >> Thank you. >> Second by Councilman Pineyro. Any questions being none, Madam Clerk. >> Motion to approve. Me by Councilwoman Reinoso. Seconded by Councilman Pineyro. [ CALLING ROLL ] >> Yes. This would also now lift the moratorium. >> Correct? >> FYI to everybody. >> Mayor, if you can, please provide me with those additional changes incorPorrasted in the policy. >> Yes. Thank you. Okay. >> Item D. Item D, a resolution of the man, the City Council of the city of D, Florida, banning all camping and overnight sleeping on city owned buildings or parks pursuant to Florida statute 1250231, providing for instruction to the city manager and city attorney, providing for implementation, incorPorrastion of recitals and an effective date. >> Okay, Councilman Pineyro, this is your item. >> Thank you, Mayor. As you might all know, during the 2024 Florida legislative session, the State of Florida adopted amendments to Florida statute 1250231, titled Public Camping and Public Sleeping, which provides that a county or municipality may not authorize or otherwise allow any person to regularly engage in public camping or sleeping on any public property, including but not limited to any public building or its grounds and any public right of way under the jurisdiction of the county or municipality as applicable. As you know, we. We have been dealing with more homeless presence in our city for the past year. It's something that since last year, I have been very vocal about it. I'm sure we all receive emails or calls or text messages about homeless in the area now that we are facing a crisis like the City of Miami or any other municipality. But we have to be realistic about what we're dealing with. And yes, there is an increasing presence of homeless in our area. There are different reasons. Why is that happening? I believe last year, from the economic perspective, it has impacted a lot of people. So now we have an increase in homeless population countywide. It's not just the city of Doral and actually around the country as well. So, having said that, I thought that was going to be appropriate to move forward with this resolution, which, by the way, I want to thank our city attorney and the administration because they have been working with me on this part. And I also want to take a moment to recognize our police department because they're the ones that have been dealing with this situation. Every time that we get a text message, message or picture of a homeless around the area or sleeping in one of the trolley stops, they're the ones that are acting immediately. However, I know that is very limited what we have been doing or what the police department can do on this situation. That's why when the Florida legislation back in October 2024 approved this new legislation, I thought that was going to be important for us to address this matter so that we can also help our police department and also for the residents to realize that we're working on that. We are aware, we know what's happening because I'm driving, we all drive around the city and we see it. So it's an issue that yes, it's affecting our city, but please know that we're taking the necessary steps to address it as well. So my request to my colleagues is to support this resolution which certainly will ban any and all overnight sleeping or camping in our city when it comes to public spaces. However, the resolution also add to instruct our city manager and city attorney to prepare legislation that will codify the city's position on overnight sleeping or camping. And also provide for the instruction to our city manager and attorney to present solutions or partnerships with community or faith based organizations in order to help our homeless population. Because we also have to be sensitive about it. We don't want to certainly punish our homeless population, but we have to address it. I believe that by doing this we're taking proactive steps. I also working on a roundtable discussion not only with the homeless Trust, Camilo's House, Miami Dade County Community Action and Home Human Services, which I believe is we need to find a common ground or solution to address this issue not only in the city, but countywide. We will be or we will be becoming the first city in the county to host some such a roundtable discussion to address this issue. So I think that again we're taking the right steps. I also would like to for you guys to consider. The city of Miami has a hotline. Homeless assistance page is under the city website. Maybe we can do it under the police department website sometimes or hotline where people can immediately reach out either by calling that number that we that we post. But also I believe that we need to start doing an educational campaign as well so the residents know what to do when they see a homeless either sleeping or walking around the city. So I think that this is the first steps that we're taking but are very productive steps. And I look forward to continue the discussion and the conversation with my colleagues. Thank you. >> Thank you, Councilman Pineyro. Any comments or questions additions to his item? Councilman Reinoso. >> Thank you, Madam Mayor. Through the mayor. Thank you, Councilman Pineyro, for bringing this item. I think it's very important to educate as well the community as to what can be done with this type of situation. My office also receives several concerned residents calling, texting, asking what can be done. And it's more of a safety issue. Right. But I also think as a city we need to Find a way to help the people that are less fortunate, that are spending their nights in public areas. We can't just abandon them. And I would hope to do some further research as to how the city can also be of help and of service to those that are less fortunate. But thank you for your item, and I am in support. >> Thank you. Any other comments? Okay. Being none, I think that we need a motion. >> Motion. >> Motion to approve by Councilman Pineyro. >> Second. >> Second by Councilwoman Reinoso. Thank you, Councilman Pinero, for bringing this forward and for taking on this initiative. I think it's extremely important, and I. I love the idea of doing an educational campaign on what resources are available to the community to provide support. So it's. It's absolutely very warranted. Thank you very much. Madam Clerk, please call roll. >> Motion to approve made by Councilman Pineyro. Seconded by Councilwoman Reinoso. [ CALLING ROLL ] >> Motion passes. >> All right, thank you. We'll now move on to Item 9F. >> Item 9F. A resolution of the mayor and the City council of the city of Doral, Florida, providing the city manager with instructions to explore the possibility of offering staff the opportunity to work remotely one day a week, providing for implementation, incorPorrastion of recitals, and an effective date. >> Okay, Vice Mayor Porras, this is your item. >> Thank you, Mayor. Good morning and welcome back, everyone. Happy New Year. This is an item that I really thought would help a lot of our staff members who are eligible or would be eligible to maybe work remotely once a week. This isn't a directive. I don't want it to be, you know, a directive from the city council, because ultimately the decisions regarding supervision, hiring, and firing of staff are under the city manager. So what this really is, is a way for us to maybe pre approve that, you know, exploring that if it's something that the city manager would like to do at any point. And so I wanted to present this and have that be one of the options to again, just initiate a conversation regarding that. But ultimately, it's, you know, the deferral, the. The decision's going to be deferred to the city manager. So I just wanted to again, start a conversation about it and see if you would all be supportive of supporting the city manager if that were her, you know, if she were to make that decision. >> Thank you. Thank you very much. Would you like to say something through the mayor? >> Yes. Councilwoman, thank you for bringing this forward. We appreciate the suggestion. It's my understanding that it has been an administrative function in the past. And while I. I'm not opposed to looking into flexible working schedules, um, I don't think it's also a one size fits all proposal. We need to look at each department, what will work for those departments, because again, we provide service to the public, There are people that have to be here, et cetera. So we are going to definitely look into it. And again, I appreciate the suggestion. >> Thank you very much. Any other comments? >> I have a comment. >> Okay. Yes, Councilor. >> Through the mayor, Vice Mayor Porras, I appreciate this item. I'm in support of it. I believe when feasible, we should look into having that opportunity available for our employees again, if the city manager so sees it fit. I think it's a traffic solution. I think it helps alleviate also pressures for expenses. And I believe it helps morale at some point as well, having that flexibility. So if it's something that the city manager sees, that is an opportunity that certain departments or certain personnel can have, I am in favor of this. Thank you so much. >> Thank you, Councilman Reinoso, Any other comments? Yes, Councilman Pineyro. >> Thank you, Mayor. I certainly. I also echo what Councilwoman Reinoso mentioned, and I want to thank the vice mayor Porras as well. However, I want to add. Well, I know you already. The city manager already expressed her feelings about it. Do we need a resolution to move forward with this? Because if we move forward with a resolution, I'm afraid that we are asking her to. Okay. To come back to us, which is not. I don't think is appropriate. But I also want to live on the record that the new sheriff that was elected, by the way, Rosie, she actually is ending the remote work for staff. I think that we have a lot of priorities that we have to take care here in the city. We need to fill a lot of the positions before we move forward with something like this. But again, I appreciate the fact that we're considering this and that you're going to look into this for. For into the future. >> Yeah. Yes. Thank you, Councilman. Yeah. I'd just like to add that I think being here for. For a bit and watching how the administrations have functioned, some more than others, I think there traditionally has been flexibility in allowing the discretion to the supervisors and the directors to allow for those flexible schedules without compromising efficiency and operations. And that's really important. I don't think this is something that needs to come back to us unless the manager feels that there is a policy that should be codified or should be A function of the council. So I have full faith in the administration in allowing for flexibility and creating a welcoming working environment and raising morale. And I think that this is a great way to also attract talent, is to know that we have flexibility. And I have full faith in the directors as well as our administration in allowing for that and creating that environment. So thank you for bringing it forward. And I think that they've gotten a clear picture of what we expect to create for our employees. All right, thank you very much. >> Thank you, Mayor. >> We'll move on to item G. Item. >> G. Resolution of the mayor and the City Council of the city of Doral, Florida, authorizing the hiring of a qualified arborist to oversee the tree management preservation and to identify opportunities for permitting and enhanced enforcement. Providing direction to the city manager and city attorney. Establishing Doral's independence, entry permitting and regulation such separate from MD county, providing for implementation, incorPorrastion of recitals and an effective date. >> Okay, Council Reinoso. So this is your item. >> Thank you, Mayor. Through the Mayor. Well, this item came about through the time that I spent with the community, walking, knocking on doors and hearing the feedback through my office. My main priority is to definitely address first the concerns of the residents. And this was one of the concerns, how our trees are managed, what has been done to our trees, certain issues that have happened around the community. So I felt that this addresses some of the concern and has the ability to provide constituent services in regards to landscaping, tree protection, tree concerns. And this is my item. Thank you, Madame Mayor. >> Thank you. Councilman Reinoso, any comments or. I think through the mayor. >> We had a conversation within the staff, and I believe one of the things that we discovered is that there was a feasibility study conducted in 2019 that addressed some of these. These concerns. However, in reviewing that, I feel that the scope was limited. I would like to be able to move forward rather than with an actual creation of a position or hiring of an individual to conduct this study with a little bit of a wider scope so that we can look at different things. Also involving the building department. Seeing what. Because this is a regulatory capacity that the city doesn't currently have. So that is being provided through DERM when it comes to permitting and all that. So I would like to see how that affects the building department. So what I would like to do is to propose that we go ahead and reconduct that feasibility study. I. I don't think that we're going to be able to have the study back by March. So what I would like is to bring you all an update in March of how we're proceeding with that. We're going to go ahead and look for a consultant that we have on our list and conduct that. And then I will bring back an update during my comments in March for you to be able to tell you where we are. That will give us a path forward. Once we have that, we'll work with you in your office to with that and bring back the report to council with a path forward. >> Thank you very much, Madam City Manager. Any other comments or questions? Councilmember, are you okay with that? >> Yes, through the mayor. I'm not opposed to best practices being informed in the best way possible for this item. Definitely don't want to create any extra work or unnecessary burdens to our employees. So through the mayor, Madam City Manager, whatever you see fit to get this item going, for lack of better words, go for it. Thank you. >> Thank you, Councilwoman. >> Yes, Mr. City Attorney. With that in mind, Councilwoman, I would suggest that a motion be presented that amends the part of section one, which it discusses part time, and then strike that and put consultant. Qualified >> Okay. Can you repeat that again, a little bit clearer the microphone. Sorry. >> So on Section 1, which talks about authorization, it discusses the hiring of a part time worker, a part time employee. So instead of a part time employee, I would strike that and instead place a qualified consultant. >> Okay with that to the mayor? Yes, that's fine with me. Thank you. >> You want to place a motion? >> Motion to approve. >> Okay. So motion to approve with the recommended. With the recommended changes of the City attorney. Thank you so much. >> Second by Councilman Pineyro. Sorry, just helping, Madam Clerk. Any other questions, Comments? No. Madam Clerk, please call roll. >> Motion to approve as amended. I will obtain the amendments made by Councilman Reinoso. Seconded by Councilman Pineyro. [ CALLING ROLL ] >> Motion passes. >> All right, thank you very much. Okay. >> Item H. Item H. A resolution of the Mayor and the City Council of the City of Doral, Florida, approving a special event permit and use of the city logo and marketing support requested by Derek Hodes to host the Downtown Doral Arts Festival at 5252 Paseo Boulevard, FL 33166, along Northwest 53rd street between Northwest 87th Avenue, Northwest 84th Avenue from November 15, 2025 through November 16, 2025, from 10:00am to 6:00pm providing for implementation, providing for incorPorrastion of recitals and providing for an effective date. >> Okay. Madam City Manager, would you like to. >> Yes. If Michelle Cook yes, our planning and zoning director. >> I have a presentation just. Good morning everyone. Thank you for your time. Today. The applicant, Derek Hodges is seeking approval of a special event permit for the Downtown Doral Arts Festival. The festival is planned to be located on Paseo Boulevard along Northwest 53rd street between Northwest 87th Avenue and Northwest 84th Avenue on Saturday, November 15th through Sunday, November 16th of this year. The times proposed are 10:00am to 6:00pm on both days. The intent of the special event is to bring forward an arts festival similar to the Coconut Grove Arts Festival, which we're all really familiar with in city of Miami. The idea is to promote arts and culture to professionals, families, young adults and visitors and then showcase the city of Doral at the regional, state and national levels by giving exposure to city merchants, businesses and artists from various areas. There are a number of associated fees, police services, the $10,245.96 and then minimal fees for planning and zoning processing of the application for a total of grand total of 10610.96. The applicant is requesting use of the city logo and some marketing and communication support in the manner of advertising on our city website, through our social media portals, et cetera, which was coordinated through Public Affairs. And we can absolutely accomplish that goal if that's the council's will. The applicant estimates that there will be approximately 8,000 attendees and parking will be available at the Codena garage. So here's a schematic of the proposed site plan and the road closure. So in the image up on the screen, the blue are the artists areas and then in between you'll see red for sponsorship tents and then the yellow in the central area is an interactive area for the community and the attendees. The applicant has hosted a similar event in Bay Harbor Islands, or they're planning to apologize February of this year and they're estimating 10,000 attendees at that event. And so with that, the Planning and Zoning Department special event section requests that the mayor and council approve the proposed downtown do do arts festival special event permit subject to the conditions set forth in the corresponding resolution. Thank you so much. >> Thank you, Michelle. Okay, so I. I just want to mention I. I did speak to Lee from Downtown Doral. I have a pending meeting with the applicants and I discussed with them that Doral has been involved with the Doral International Arts Festival, which actually I believe is suggested to take place on the same weekend. And so we're going to work together to collaboratively make sure that we're kind of like feeding off of each other. Because the city has invested quite a bit into that festival already. So I think it's a good compliment. And I have no problem with the use of the city logo. But at this time, I would not be supportive of any fee waivers. You know, they're not asking for any at this time. Okay. So just making sure. Cause I think it's important that we see the success of the fair before the city actually gets involved financially. >> Mayor, through the application, the applicant did initially request fee waivers. However, I explained to them that that's not something that I could include in the item. But if they came here today and asked the council, that would be up to them to do that. >> Okay, thank you. Yeah, I did speak with them, so I have no issues with that. I look forward to it. I think it's gonna be great. And look forward to collaborating with the investment that the city's made in the Doral International Art Fair, which will now be taking place for the third year. And I think would be a great compliment to what you guys are looking to continue to do throughout the county. So with that, if there's any other questions, then we just need a motion. >> Motion. >> Motion to approve by Councilman Pineyro. >> Second. >> Second by Councilwoman Reinoso. Madam Clerk. >> Motion to approve made by Council Pineyro. Seconded by Council Reinoso. [ CALLING ROLL ] >> Motion passes. >> All right, thank you very much. Move on to the next item. >> Item 9. I, a resolution of the mayor in the city Council of the city of Doral Ford approving a special event, permanent use of the city logo, requested by Romina Filip Pon to host a Miami Soccer Kids Skill Challenge at Doral Central park, located at 3000 N. 87th Ave. D, 433166, from April 26, 2025 to April 27, 2025, from 8:00am to 7:00pm providing for implementation incorPorrastion of recitals on an effective date. >> Michelle, thank you. >> So, to repeat what Connie just said. Thank you, Connie. The applicant is seeking the approval of special event permit for the Miami Soccer Kids Skills Challenge at dural Central Park, April 26th through the 27th from 8am to 7pm the event goals are to bring together soccer players ages 6 to 19 and showcase their soccer skills. They seek to create an inclusive environment where young soccer players and their families can partake in different competitions, lessons, scrimmages, et cetera. It's a family friendly event and the sports event encourages the health and wellness that's important to our city. There are fees associated for police $13,696.92. Parks has a rental fee of 7,768.13, plus a $5,000 refundable deposit and then the nominal planning and zoning fees of 365. The applicant is requesting use of the city logo. They anticipate an attendance of 1500 people. And the hours again are 8am to 7pm on the screen is the proposed event site plan. The area to the red is food trucks. And then just below that are eating stations. And then below that you'll see two soccer fields. One is for the younger age group, ages I think it was 6 to 10. And then field two, which is closer to the bleachers, which are in the gray area. That is for ages 11 to 19. And then there is a stage. And then the blue tents are for vendors and sponsors. Applicant hosted a successful event, the flag ceremony Inter Miami at Chase Stadium in March of 2023. And so that was successful for them. And Planning and Zoning Department special event section request that the Marin Council approve the proposed Miami Soccer Kids Challenge special event permit subject to the conditions set forth in the corresponding resolution. The applicant is here if you have any questions for them. >> All right, thank you very much. I have no questions. Additional questions. I don't know if you want to add anything, but if not, there's no other additional requirements. We would ask for a motion to approve. >> Motion. >> Motion to approve by Councilman Pineyro. >> Second. >> Second by Councilwoman Reinoso. Madam Clerk, please call the roll. >> Motion to approve. Maybe I. Council Imperial. Seconded by Council Reinoso. [ CALLING ROLL ] >> We look forward to the event. Thank you. Thank you. Yes, sure. Absolutely. >> Thank you. So we heard what you just said about the fees not being waved, but we also want you to consider, please, that obviously we're trying to put something together that's going to be a festival for something that's very popular. You know, soccer is like probably the most sport in. Fastest growing sport, along with volleyball. And so everyone's pretty much involved, especially in this city. And, you know, trying to do an event without passing along the cost to the kids and to the families is hard to do when you have $26,000 just for the venue. And so we ask you to consider that we're not looking for any type of monetary sponsorship, but if you can help with some of the fees, and we. It would help us put the event together without passing on the fees to the families. >> So we've already taken a Vote on it. That would have had to been done before, but I believe my chief of staff is in the room. We will make sure to get your contact and have a conversation. Thank you. >> See how we can help. Thank you. All right. Okay. We move on now to the Mayors Report, item 6. >> Oh, that's right. I'm sorry, I forgot your item was pulled. Councilman Pineyro, my apologies. >> 6C. A resolution of the man, the city council of the city of Doral, Florida, adopting a city branded human trafficking public awareness signed pursuant to Ordinance Number 2024 30, providing for implementation, providing for incorPorrastion recitals and providing for an effective date. This was pulled by council Pineyro. >> Thank you, Mayor. As you all know, on October 23rd last year, we adopted ordinance number 2024 30, which requires specific establishments to display human trafficking public awareness signs at their place of business. The ordinance also allows for the design specifics, including color, graphics and additional verbiage, to be adopted via that resolution that was approved. The reason why I decided to pull this item is just to make a few observations on design that has been proposed or by a code compliance department, which I want to take the moment to recognize the city attorney, the city administration and the code compliance department because they have been working on this since we approve it back in October of last year. One of the recommendations that I would like for the council to consider as well is so that we can modify the poster. I don't know if you get the chance to see it, but my suggestion is to swap the city logo to the city seal, which I thought was going to be important. You have it. And also if we can keep the logos from the Department of Health as well as any state logos, since usually it's a state. The one that print and use this type of posters. I believe the poster is very worthy. It has a lot of information. So if it's possible to separate the numbers, the phone numbers from the text to make it more visually and more easy for people to actually see it, I think that will be important. And also maybe to rearrange the text and prioritize making the resources number bigger so that people can less wording, less words, and maybe more to make the phone number more visual, I think that will help. I mean, those are my suggestions. That's the only reason why I pulled the item. Yeah, I don't know if you have any other. >> Thank you, Councilman Pinero. I actually looked at the. At it as well and I think if they make the right under the photo. I agree. I think the Seals make it more official, and then if you actually create, like, a bolder resource with the number being more prominent, it's really what we want people to know is that there is a hotline in the place that they can call. And then I think the information should be secondary website places where people can go find more resources. But I agree. I think it's a little wordy. Any other comments, Councilwoman? There you go. >> Through the mayor. Councilman Pineyro, I think this is a very important item. I agree that the more simple the message, because we really don't know how long somebody that may be in distress or despair has to read a message like this. Right. So the quicker that we can get out the message as to where they can seek help, the better we're doing our job. And I agree, based on the severity of what this is, using the seal, in my opinion, would fit what the subject matter of this item is. So I agree. Less wordy, more direct. Something simple, so whoever is actually needing this information can use it. Thank you again for this item. >> Thank you. Okay. I think staff has a message. >> Through the mayor. So, Councilman, we can certainly work to redo the flyer. We want. We do want to work with legal with respect to the logos, just to make sure that we can use them and all of that, but we're. I'm happy. Do you want us to just work directly with your office to. To do that, or does it need to come back or? >> I think it has to come back. Yeah. >> Okay. So we'll work with your office, with code compliance in your office to redo the flyer. >> As long as legal is okay with how we're advertising it. I think you can work with the councilman's office. And we've all given direction of what I think should be seen more than anything. Okay with that? You're good with that? Thank you. >> Okay, great. So thank you. I have a motion to approve just in case, so that. That way the item is approved since it was on consent. Motion to approve by Councilman Pineyro. >> Second. Second by Council Reinoso. >> Madam Clerk, motion to approve may by council Pineyro. Seconded by Council Reinoso. [ CALLING ROLL ] >> Motion passes. >> All right, thank you very much. Now we can report Mayor's report. All right. Okay. Well, everyone, hope everybody's off to a good start to the new year. Welcome, Madam City Manager, to your first meeting. I want to thank Deputy Manager Rios for taking on the responsibility for the first two weeks of the year in. You know, in making sure that things got accomplished, that this agenda got accomplished, because really it was overseen by you. So thank you very much and Fernando as well, our citizen city manager. You guys have been wonderful and we look forward to continuing to create a strong team here in the city of Doral. I want to congratulate our Chief of Police. He's celebrating our two year, his two year anniversary with the city as well. We had Law Enforcement Appreciation Day with the PBA which was very successful and a wonderful first opportunity to really appreciate and value the work that our police officers do day in and day out in protecting us. I also wanted to circulate a letter that I was asked to provide to PP4K. They are currently trying to apply for several grants and they had asked me to put a resolution on the agenda, but they asked a little bit late to get our support and the deadline for the grant closes. So I provided them this letter from my office. I just wanted to share it with you all on my support for them hopefully getting this grant. We're going to be working on trying to get more funding for PP4K. And then I also wanted to just remind everybody that Government center will be closed on Monday for MLK for Martin Luther King Day. And I had a request from the council and I want to do it with plenty of time. I would ask please if we can move our June council meeting, which is scheduled for June 11 to June 4, which is one week earlier. I just wanted to have the clerk move it on everyone's agenda with time, if everybody's okay with that. >> To the mayor. I have no issue. >> Okay. >> I'm fine with it. >> I'm okay. >> Perfect. And then lastly, the chairman of the County Commission yesterday put out a communication that the Board of County Commissioners will be having a workshop on the incinerator on June 28th. I'm sorry, January 28th. My apologies regarding the discussions and options that will be presented. And so I encourage all of you to be there. I know that there will not be opportunity for the public to participate, but it will be a great opportunity for us to sit and listen to. What are the suggestions? I will be having several meetings from here to there. I do have a pending call with the mayor's office and Jimmy Morales to talk about what some of those proposals will be. And we are very hopeful that there's going to be a resolution and that it will be something that will leave Doral off the table. So we will be very engaged through, through these conversations and we encourage those who have an interest to please participate. I would ask kindly that the Public Affairs Department also support us in getting that information out. I have shared my and expressed my desire to do that. And I know that we're working on policies and stuff to improve communications, but I think it's really important that we do a campaign on information to the public regarding the workshop that's taking place and what that means for our community. And I believe the final decision is going to be placed on the February agenda. So we'll continue to monitor that and I'll continue to provide information through the mayor. >> Absolutely, Mayor, we will work with your office to do that. >> Thank you very much. That is all for my mayor's report. The only other thing I do want to mention, I was going to wait till the ordinance in the evening, but we have to appoint advisory committees. However, I am in the process of reviewing some of the advisory committees to make a recommendation to maybe consult, consolidate a little bit, because I know it is a lot of work for staff and the clerk's office. So I may be bringing an item in February to make some recommendations for consolidation, if that's something that's the will of the council. And then I think that let's strive to, by March, make those appointments, if everyone's okay with that. I know it takes a little bit to vet people and come up with members to the committees, and there's a lot of them. So I would. In February I'll bring an update, but I think we should strive for March to have those appointments. >> Mayor, if I may. Yes, I will be happy to circulate. I updated the application with the new requirements, so I will happy to circulate that application. >> Thank you. And. And I will also work with public affairs to make sure we put an advertisement out for people to apply so that would get circulated to everyone. Okay, that's it for my mayor's report. Do we have any council comments through the mayor? Yes, Council Moreno. So you're recognized. >> Thank you. Well, first, thank you so much, colleagues, for the support of my items. Environmental issues are important to me because they're important to our residents. And this item furthers the city's commitment to bettering our community and showing our residents that we do listen to their concerns. Second, my heart goes out to those in Venezuela. I believe democracy is something that we should all be fighting for, especially when you don't have it. My husband, my children, they're Venezuelan. The blood that runs through the veins of my children is Venezuelan. So this is a cause that is very dear and near to me. And I know too many of our Residents who have left their country for a better future here in the United States and yet still believe and hope for one day to see their country free. So I wholeheartedly condemn what is happening in Venezuela. I know that we must continue to support our residents, our community, because they are also suffering from. From the harm and the injustices that are happening currently in that country. I want to also thoughts and prayers to those in California who are suffering from the fires. I know that there are certain places here within Doral that you can donate to help those in needs in California. I'm going to be posting some of those places within my social media as to where residents can go and give certain things that they're looking for, particularly for those who are in need. Next. Zeta, I'm so thrilled to be able to work with you for the future of our city. I know that your knowledge and your integrity is definitely going to help our city of Doral progress and thrive. So thank you for being who you are and for joining us on this journey of making Doral better. And personally, I am now an aunt. My brother and his wife, well, she gave birth yesterday to my new niece, Claire. She's happy and healthy and she is in Utah. So I'm going to be making several visits over there. So I'm excited about that. And lastly, I just want to reaffirm my commitment to my city. It's an honor to serve this wonderful community and I am dedicated to working towards its ongoing success. I'm also very excited over the attendance that we have today. This is our first meeting of 2025, so I really hope that we continue to augment the amount of people that are interested in the things that are discussed here at the city. And with that, may God always guide our decisions here and God bless our community. Thank you. >> Yes. Yes. Thank you. Beautiful. Any other comments through the mayor? Yes, Vice Mayor. >> So, again, good morning, everyone. Welcome back and happy New Year. And to our new City manager. Again, we're so happy that you're here. Welcome. And I look forward to working on great things for the community and continuing that work. Thank you to our Deputy City Manager, Frank and also Fernando as well, for all the great work that you guys have done throughout the last 2? 1,2 years and keeping us up, you know, on up to speed. And again, I can. I look forward to continuing that great work and to the rest of the city staff and the departments, I also look forward to a new year of great initiatives. And I know you guys are all professionals and you are always answering our emails. And the emails of residents and the increase of residents. So I appreciate that as well. And again, happy New Year to everyone. Thank you. >> Thank you, Vice Mayor Councilman Pineyro. >> Thank you, Mayor. I also want to welcome our new city manager, someone that I had the privilege to work with years ago. So it's good to see you again back to your home. So welcome back. And I certainly look forward to four years of great work together. I also want to thank the administration, the rest of the staff. I know 2024 was a good year for the city, but this year is going to be an even better year for us. So I look forward to working with each and every one of you to keep making Doral a great place to live, work, learn and play. I also want to thank Councilwoman Reinoso for speaking about Venezuela. As you know, I'm Venezuelan, so thank you for doing that. I appreciate it. Certainly, we're going to continue supporting our Venezuelan community here in Doral, and not only the Venezuelan community, because we're all together in this fight when it comes to regimes like Cuba, Venezuela and Nicaragua as well. And I also want to mention, speaking about Cuba, I think that we all have to come forward as well based on the decision that the Biden administration took regarding to Cuba by removing Cuba regime from the US List of state sponsors of terrorism. So I made a statement yesterday and I take the opportunity to make it public now. I think it's important for all of us who defend democracy and believe in. In liberty and freedom that we come together and also stand against the decision that the Biden administration took yesterday. So again, happy New Year to all of you. It's going to be a great year for us and I look forward to continuing the work that we have been doing. Thank you. >> Thank you, Councilman. >> Through the mayor. I forgot to mention our city attorney, of course, all of our departments. Thank you. The great work. >> Thank you, Vice Mayor. All right. Madam City Manager, do you have anything in your report? >> Yes, through the mayor. Thank you. Well, certainly thank you so much for all the welcoming remarks. Thank you to staff, who has been incredibly welcoming as well. I'm looking forward to taking Doral to the next level, which is what, um, I have promised to do. So I'm looking forward to all of that work, completing our team and taking us where we need to go. I, as the mayor said, I just wanted to reiterate, we are going the. We have a national holiday. Martin Luther King on Monday. City hall will be closed. And I also wanted just a housekeeping item. There is A community workshop regarding the Lake Drive roadway, which is scheduled for January 29th. We want to move that to February 19th. So I think Public Works is going to take care of the signs and making sure that they get changed. So there's just a schedule conflict, and we would like to change that. >> Thank you, Madam Manager. >> Thank you. >> I have no problem. Is everybody okay with that? >> Sure. >> Yep. Okay. All right, Mr. City Attorney. >> Thank you very much. Madam Mayor. I need to ask for a series of executive sessions. I'm going to read the case numbers. The first one is 2023, 18115, CA01 24cv 20286, JB. 2024-02-3977. CA01, 2023-0115, CA01 and 2020:000433, CA01. The last two that I mentioned are with regards to two litigants, Doral 10. And a separate matter, and I'd like for that one. I think you've all received notices that I'd like to see if we can meet this Friday. I think you've all received to receive to meet at 10, but if possible, if we can meet like around 10, 20, 20 minutes afterwards, that would be okay with your schedules? >> No problem. >> Through the mayor. Yeah, could we just round it up to 10:30? >> That would be perfect. >> Yeah. All right, great. >> Yes, I have another meeting at 11:30, so I'll take part for the first hour. >> Yeah. Unless we can get through stuff. >> I think we'll get through the majority of the stuff. Yeah. Within that time. That's fine. And I have nothing else to report but to say thank you. >> Thank you, Mr. City Attorney. All right, City clerks, report. Brace yourselves. >> I have nothing to report. The report is attached. Welcome back, Madam Manager. It's a pleasure to have you here again. >> Thank you, Madam Clerk. >> All right, I need a motion to recess for the afternoon. Motion to recess by Councilman Pineyro. >> Second. >> Okay. Second by Councilman Reinoso. All in favor, say hi. We are recessed till 6:00pm thank you, everybody, for joining us. Oh, at 5:30. Sorry. Yes, thank you. >> Good evening, everyone. We're now calling this meeting to order. It is now 6:12pm this is our evening session of our regular scheduled January council meeting. Today is January 15, 2025. Madam Clerk, please call the roll. [ CALLING ROLL ] >> You have quorum. >> All right. We have special guests today that will be doing our pledge of allegiance. So please rise for the Pledge of Allegiance led by the Boy Scouts. Girls are here today. 552. >> Please join me in the Pledge of Allegiance. >> Pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you, ladies. Thank you very much. All right. We now have our agenda order of business. I do believe there may be an item that needs to be pulled by the city attorney. >> Yes, Madam Mayor. If all of you would allow, I'd like to pull item D, which is the ordinance modifying the midtown flood phase two. This will be coming back before you in February as an ordinance again. >> Okay, perfect. If there's no other changes additions or deletions to the order agenda business. >> Yeah. I also want to make just one small comment before you. I placed and the city manager employment agreement, and it's placed before you because it was mentioned that we would be bringing it back for all of you to be able to review. It's already been fully executed and we have our manager up and running. >> Thank you very much. Mr. City Attorney. >> Yes, if the council is okay with it, I'd like to move my item 1920 discussion item to right before the budget amendment to allow our special guests, Mr. Eric Trump, that's who's here with us, to hear his item first. And, and then, you know, mine would be right before the budget amendment. If that's okay with all of you. >> No problem. Okay. It's okay with everybody. All right. If there's no more items to move on the agenda, we'll move into public comments. The public comments portion of this meeting is now open. Anyone who would like to speak on any item germane to this council or on this agenda, please approach the podium. If you filled out a common card, give me a chance to call the common cards out. You have three minutes to speak in a respectful manner to this council. Please state your name and address for the record and for the first comment card. And the only comment card I have today, I have Mr. Bruce Kaplan. >> Thank you, Madam Mayor. Bruce Kaplan. 11410 Northwest 20th Street, Miami, 33172. Thank you, Madam Mayor. Madam Vice Mayor. Welcome to the Republican Party council members. I'm here today to support the Trump Organization development. Having just served on the city's continual charter review commission, I understood that Doral was founded to become the Coral Gables of West Miami Dade County. As a former county commissioner, I also was very well aware of that. The Trump Project as conceived by the president and Eric Trump, paying exquisite attention to every detail. The angle of the sun, the reflections of views, the environment. And then to have this magnificent project designed by Mario, Andrew and Peter. Peter will be a catalyst for that. Earlier today, watching our very good friend Pam Bondi's confirmation hearing, I was struck by a comment made by a Democrat senator giving her a stern warning to not become the Roy Cohn to President Trump. Well, I worked for Roy Cohn as a law student and as a young lawyer and proudly represented the president in what was the first deployment of an air rights exemption, allowing big, beautiful buildings to be constructed skyward. In the first case ever, it was a big, beautiful, bold Hyatt hotel sitting high above Grand Central Station, spurring the westward Renaissance of the blighted 42nd Street Times Square area. The formula was used many times from river to river by the Trump Organization building unique, big beautiful marquee buildings in Manhattan. The project in Doral will be a similar example. As many of you know, I've brought a lawsuit against the operator of the incinerator that caught fire in February of 2023 and spewed carcinogens into the air across our city. County Mayor Levine Cava campaigned for reelection on never allowing the incinerator to be rebuilt in Doral, then did a 180 degree. And after winning quickly citing Doral as the only logical choice for rebuilding, Eric Trump stepped in and the item has been deferred at the county for now. Thank you very much, Mr. Trump. Phenomenal. My team and I have spent almost a million dollars proving that carcinogens and toxins fell on us for almost three months. All we have asked Covanta to do is be a good neighbor and clean the affected areas and pay for DNA testing for residents and those who work in Doral getting a clean bill of health or having a prevention or treatment regime designed for them. Covanta has blamed the victims for living or working here, saying any damages are somehow our own faults and should have been expected. Not good neighbors like the Trump Organization is a very good neighbor. So as you approve every aspect of this big beautiful project, please do not let Covana or Mayor Levine Cava off the hook. Covanta must pay to fix what they have done to us, what they broke. The plant must never be rebuilt and preferably the dump landfill closed forever. Otherwise, how can we expect responsible developers of unique properties like this one before you this evening to be built until remediation quickly takes place. Thank you very much and again, congratulations on everyone's election. Fantastic council, thank you. >> Thank you, Mr. Kaplan. Anyone else would like to speak in public comments? Please remember that we do have public hearing for each public hearing item. If you'd like to speak at that time, you can as well. Okay. Being none, went once, going twice, three times. Public comments is now closed and we'll move into our public hearing items. Madam Clerk, item A. And if you could please, please swear in. >> Yes. If you will be presenting in any of the public hearings here tonight, all of them, please stand up, raise your right hand and repeat after me. [ SWEARING IN ] >> Thank you very much. I will read the first item which is item 20A a resolution of the mayor and the city council of the city of Doral, Florida approving the site plan for Trump Endeavor 12 LLC for plus and minus 56 acres of property located at 4400 Northwest 87th Avenue DRA Florida pursuant to section 53, 184F of the city's Land Development code providing for incorporation of recitals and providing for an effective date. Madam Mayor, I believe that everybody. All the Trump items. >> Correct. That was going to be my next comment. If we could please read in also the to the record 20J and 20K, since they all have to do with the same topic. We're going to take them all up at the same time. But I believe we do have to take individual votes. >> That is correct, Madam Mayor. >> Here. Okay. Item J, second reading. Ordinance number 2024 23, Trump Endeavor 12 LLC rezoning an ordinance of the mayor of the city council of the city of Doral, Florida approving an amendment to the city's official zoning map for multi-family residential for MF4 and industrial commercial IC to downtown mix use DMU for the property located at 4400 Northwest 87th Avenue, Doral, Florida providing for servability, providing for conflicts and providing for an effective date. Item K, Ordinance Number 22504 TRUMP Endeavor 12 LLC Master Development Agreement. An ordinance of the mayor and the city council of the city of Doral, Florida approving the Trump Endeavor 12 LLC Master Development Agreement in order to develop approximately 1,498 residential units and 141,694 of commercial units in addition to the existing hotel and golf resort uses, providing for incorporation recitals and providing for an effective date. >> Thank you, Madam Clerk. I will now take. I will now open up public hearing for items A, J and K. Public hearing is now open. Again, we are taking public hearing for items 20 A, J and K, also known as 25-5998, 24-5774 and 25-6003. If anyone would like to speak on these items now would be your reasonable opportunity being none. Public hearing is now closed and I will take any ex parte communication from any members of the council before we hear presentations. Do we have any ex parte communications? >> I've met with the applicant and that does not influence my decision. >> Thank you, Vice Mayor. >> Mayor, I also met with the applicant. It doesn't affect my decision. >> Okay. I met with the applicant and I and also does not affect my decision. Okay, Madam Clerk, we're ready to hear from our presentations which I believe we'll start with staff Michelle. >> Madam Mayor, members of the City Council, Michelle Lopez with the Cordino Group Pl

I'm not opposed to best practices being informed in t
