CITIZENS' INPUT CONCERNING CITY TOPICS {AGENDA ITEM Ill) Commissioner Battie left and returned to the Dais at 9:21 A.M. 9:21:55 A.M. Jose Fernandez, City Resident, displayed a PowerPoint presentation on the Chambers monitors entitled "Workforce Housing You can't skip the first step", indicating the stated objective of the project was to create workforce housing for approximately 400 individuals off of Main Street and the questions are "Why? Is there a shortage of nurses, firemen, etc. on Main Street, or is this an attempt of social engineering?" and 192 apartments will not solve the so-called workforce housing crisis. 9:25:08A.M. Citizens' Input continued from individuals in the Chambers at City Hall. 9:33:45 A.M. Theodore "Ted" Beilman, City resident, displayed a photograph of individuals lawn bowling on the Chambers monitors, indicating the Sarasota Lawn Bowling Club is asking for Commission support for allocating funds from the City's fiscal year 2025 Budget to help complete all of the improvements to the City's property immediately surrounding the green which will complete the Lawn Bowling facility . 9:35:19 A.M. Citizens' Input continued from an individual in the Chambers at City Hall.

9:37:31 A.M. John Garton, City resident, displayed the "Bobby Jones Golf Club Master Plan" on the Chambers monitors, indicating in the original Bobby Jones Golf Club (BJGC) Master Plan 2021, a new single lawn bowling green was seen near the Clubhouse which has restrooms, and was near the parking lot, however this location was deemed unsuitable for the construction of a lawn bowling green, therefore a second location closer to the Clubhouse was identified in the BJGC Master Plan for July 2022 and the $466,000 donation by the Gulf Coast Community Foundation was based upon, however a decision was made after funding was in place to move the Sarasota Lawn Bowling Club to a location opposite side of Circus Boulevard which is half a mile south of the Clubhouse and a third of a mile south from the nearest available restroom, therefore as a result Sarasota Lawn Bowling Club is looking for additional financial assistance to complete the final improvements to City land, which will make the Sarasota Lawn Bowling facility one which the City can truly be proud of. 9:40:05A.M. Charles Krips, non-City resident, displayed on the Chambers monitors printed material entitled "SLBC Our Request of the City Commissioners", indicating the desire is to present a request to the Commission since currently with no money left to build restrooms with potable water, sidewalks, fencing, classroom space and shade structure, the facility will not be safe, secure, or comfortable for members, especially potential new members from the community, those with strength and mobility issues and seasonal visitors and the first priority is fencing around the green, the second priority is the concrete apron around the green as well as the walkway to and from the parking lot, the third priority is a permanent building for equipment storage, lockers and a classroom on a concrete slab with a shade structure, and lastly, restrooms with septic field and potable water. 9:42: 11 A.M. Jeremy Thayer, City resident, provided a signed petition to the City Auditor and Clerk for distribution to the Commission and the record, indicating he is present today representing all of the merchants and restaurants of Palm Avenue which have signed the petition to discuss the disastrous metered parking experiment on Palm Avenue which is literally crushing business since customers cannot find parking spaces and the request is to return parking back to two-hour parking which worked fine. 9:46:07 A.M. This Agenda includes all matters scheduled to come before the Commission at this meeting. It is prepared to help you follow the proceedings of the meeting. Your interest is appreciated, and we invite your comments. Input from citizens is important; we need and welcome it. If you wish to address the Commission, please fill out a "Request To Speak" Form located on the table at the back of the Commission Chambers. Fill out the form completely, indicating the Agenda Item to which you intend to speak, and place the form in the box on the table. If you intend to speak under Citizens’ Input Concerning City Topics, the subject should also be noted on the "Request To Speak" Form. Agenda Items for which citizens' comments are not permitted are noted. In general, these will be items on which a public hearing has previously been held. Listed below are the time limits established for speaking: Public Hearings - Quasi-judicial: A reasonable amount of time to be determined by the City Commission will be provided to Applicants and Affected Persons desiring to speak. Public Hearings - Legislative: Citizens desiring to speak are allowed five (5) minutes. We will ask you to take an oath that all evidence and testimony presented during the public hearing are truthful. Citizens’ Input Concerning City Topics - Citizens desiring to speak are allowed three (3) minutes. Remember, appearances before the Commission are not a substitute for attempting to resolve your issue(s) through the appropriate administrative channels. Questions and answers shall not be permitted. Matters presented to the Commission may be referred by the Mayor, with consensus of the Commission, to the Administration for action and possible follow-up at a future Commission meeting. We expect that citizens have first attempted to speak directly with the City’s Administration.
