New Business Type Resolution 091824-A In support of Proposition 2, The Kindergarten Through Grade 12 Schools and Local Community College Public Education Facilities Modernization, Repair, and Safety Bond Act of 2024 CATEGORY: New Business Background: Proposition 2, known as The Kindergarten Through Grade 12 Schools and Local Community College Public Education Facilities Modernization, Repair, and Safety Bond Act of 2024, authorizes a $10 billion General Obligation bond for facilities at K-12 schools and community colleges be placed on the November 2024 ballot. Currently, the State of California has no sustainable funding source for school infrastructure needs, and there has not been a successful state bond for K-12 school facilities since 2016. Proposition 2 will maintain the current state funding program for facilities and allocate $8.5 billion of the $10 billion specifically for K-12 school facilities. New Business Type Action BOARD OF EDUCATION LONG BEACH UNIFIED SCHOOL DISTRICT _________________________________________________________________________ SUBJECT: DISTRICTWIDE SUSTAINABILITY PLAN __________________________________________________________________________________ CATEGORY: New Business Reason for Board Business Services Consideration: ____Action__ Date: September 18, 2024 __________________________________________________________________________________ BACKGROUND: On August 1, 2022, the Board adopted Board Policy 3510.1 – Green School Operations – Energy and Sustainability Policy (‘Policy’). This policy addresses the District’s responsibility to be a good steward of the environment and the Board’s desire to integrate environmental accountability into all district programs and operations. The stated objective of this policy is: “LBUSD will aggressively minimize Greenhouse Gas Emissions by 2045 in alignment with the current State goals and transition to zero-emissions vehicles and machinery as rapidly as recapitalization cycles and budgets allow.” In alignment with Vision 2035, which recognizes our responsibility to mitigate the effects of climate change upon our students and the larger community, the District commenced the task to develop a long-range Sustainability Plan. Collaborating closely with various members of our local and regional community, educational leaders, and environmental industry experts, the attached District-Wide Sustainability Plan was developed to enhance its ongoing sustainability initiatives and guide progress towards a more environmentally sound future. The highlights of the plan were also presented to the Board as part of the August 7, 2024 Board Workshop. This plan identifies two key categories of sustainability strategies to achieve the District’s Vision 2035 goals: (1) GHG Reduction Strategies and (2) Programmatic Strategies. GHG Reduction Strategies identify several actions that can be implemented related to facilities with the specific goal of reducing GHG emissions. Programmatic Strategies are designed to address impacts from activities and programs that are focused on campus operations or the District community through initiatives supported by the Vision 2035 planning effort. The execution of the District-Wide Sustainability Plan will be guided by an Implementation Framework which details a five-step process that facilitates decision-making and prioritization of actions for both the GHG reduction and programmatic strategies, as well as any strategies the District may choose to integrate into its sustainability efforts in the future. RECOMMENDATION: Approve the District-Wide Sustainability Plan.
