a. Update on Status of Green Building Code Revisions Project: i. Green Building Code Draft Revisions will be submitted to the SRTF for review, comment and consideration prior to the June Meeting. ii. Mayor Streitfeld asked that the City Planning Staff also be included, and for stormwater to be prioritized in the revised draft. iii. Board member A. Graham mentioned that she has language about greywater to consider for the new draft. 4. New Business a. OilKontrol Presentation. i. OilKontrol's biodegradable fiber product, which absorbs hydrocarbon. ii. The product can be used in various forms including bags, barriers, booms, and pillows, and is particularly effective for marine and industrial applications. iii. While the village staff discussed potential local uses, Board member D. Doebler questioned the specific use cases for North Bay Village, suggesting it might be more suitable for larger organizations like Miami-Dade County or boating communities. iv. Commissioner Acosta emphasized the importance of spreading awareness about the technology and its potential for environmental cleanup, particularly in addressing bay contamination issues. v. Board member D. Doebler expressed skepticism about the product's ability to remove nitrogen and phosphorus, suggesting that live plants could do so but not agricultural waste products. Fanny Marino acknowledged the ongoing research and testing being conducted in Spain to determine how long the barrier can remain effective in water. vi. Board member A. Graham proposed that the OilKontrol barrier might be a solution to filter hydrocarbons out of stormwater (especially at construction sites) before the water goes into the City’s storm drains (which then flow into Biscayne Bay). vii. Board member D. Doebler questioned the product’s ability to absorb nitrogen and phosphate, and Fanny replied that there are studies she can share that support this claim. viii. The OilKontrol technology could potentially be useful for marine patrol, but the advisory board noted they had no voting power and could only make recommendations to the commission b. Presentation on Transitioning into Private Waste Services i. The Village is considering switching from its current in-house solid waste collection service to a private provider due to aging trucks, high maintenance costs, and zoning restrictions that prevent storing trucks in North Bay Village. ii. Leo Cosio presented two options: piggybacking on Coral Gables' contract with Waste Management or conducting a competitive bidding

process. The discussion revealed concerns about recycling performance and contamination rates, with Board member D. Doebler emphasizing the need to focus on improving recycling rather than just trash collection. iii. Board member N. Krasner expressed concerns that 3 bids are usually required for new contracts, but Steve from Public Works confirmed that the City Charter allows the City to “piggy back” off already existing third party contracts with other local municipalities, specifically in this case utilizing the Waste Management contract with Coral Gables as an example. iv. Board member D. Doebler asked if we have evaluated how (waste reduction, diversion and contamination rates) Waste Management has performed in their current contract with Coral Gables, and said this should be an important consideration if we are to pursue “piggy backing” off this contract. v. Board member O. Pfeffer questioned the City’s claim in their presentation that “all options have been explored” in terms of keeping the solid waste collection in-house versus going to a 3rd party, and asked again about the possibility of looking into having City owned solid waste trucks stored offsite at zoned locations outside the City, but closer to the actual dumping grounds. The Village staff agreed to look into this in more detail and to further evaluate the costs and performance of all options before making a decision, with town halls planned for summer and a commission vote expected by September. 5. Staff/Commission Liaison Updates i. Mayor Streitfeld welcomed Steve Buckland, the new Public Works Director, and Roger Hogg, the Capital Improvement Projects Manager, highlighting their roles and recent contributions. ii. The Mayor also discussed the village's decision to hire a Chief Resilience Officer, emphasizing the need for a licensed engineer with expertise in sustainability and green infrastructure. iii. Board member O. Pfeffer suggested having the future Chief Resilience Officer meet the Sustainability and Resiliency Committee, but the Mayor clarified that the Village manager makes hiring decisions. iv. Board member N. Krasner expressed interest in learning more about the termination of the contract with Black and Veatch, and the Mayor offered to provide further details offline. 6. Public Comments: None. 7. Next Meeting scheduled for June 25, 2025 8. Adjournment: a. Motion to Adjourn: Board Member N. Krasner motioned to adjourn, i. Second: Board Member D. Doebler seconded.

Solid Waste Management: Challenges and Next Steps North Bay Village – Heart of the Bay May 2025 27

Agenda for Discussion •Introduction and Background •Problems with the Current System •Proposed Solutions •Implementation Timeline •Community Engagement Plan •Next Steps After Community Feedback 28

Introduction and Background 29

Current Waste Collection Service North Bay Village Solid Waste Management Services Currently, NBV owns and operates two garbage trucks and employs staff to handle waste collection services across the Village. Our two trucks break down regularly and have cost the Village $XXX in the last two years. As a result, we are currently leasing (1 or 2?) trucks to sustain our regular garbage pick-ups. Until recently, the sanitation staff worked out of the NBV Public Works Facility on Galleon Street. That building was demolished in September 2024 to make way for the new NBV Community Center Project. The two garbage trucks are still stored there but will be removed shortly to make way for our new Community Center. There is no other public land in the Village or nearby to house our Public Works Department or our trucks and other required equipment. Our Public Works Department currently operates out of trailers in the parking lot at the Grove by the Bay building, which is private property that Sunbeam allows us to use at no cost. The Village is currently hunting for warehouse space to house our Public Works equipment, but storing garbage trucks is infeasible due to zoning prohibitions. 30

The Need for Transitioning Waste Collection Services 31

Why Privatize Solid Waste? Switching to a private waste collection provider is essential for several reasons: 1. The site of the future NBV Community Center will soon be developed, leaving no space for our garbage trucks to be stored. 2. Additionally, there are no suitable locations available for purchase or lease due to County zoning restrictions on this type of use. Village Staff has explored all options. 3. The garbage trucks are also located in a residential area, which is not ideal. 4. The decision made by the Commission several years ago to build a Community Center was made based on a long-term vision for public amenities, community programming, and the need for a central gathering space to foster a a more dynamic, thriving NBV. 5. High costs to maintain NBV-owned services. 32

High Cost The maintenance costs for our garbage trucks have been significant, straining the Village's budget. From October 2022 to today, the Village has spent approximately $258,091.12 on regular maintenance for the two trucks. In total, our current waste collection expenses amounted to $387,568.38 in Fiscal Year 2024, and so far for Fiscal Year 2025 we have paid $209,137.42. 33

Benefits of a Private Waste Hauler Enhanced Service Quality Private waste handling can lead to improved service quality through better management practices. Freeing Up Valuable Land for Community Spaces No garbage trucks will be stored in Treasure Island’s residential neighborhood, freeing up valuable land for public spaces. Cost Savings for Our Community By outsourcing waste collection, we can save money and allocate resources to other vital services, such as recycling. Ensuring Job Security for North Bay Village Employees All North Bay Village waste collection employees will be offered positions within the Village to ensure job security. 34

Proposed Changes 35

Option 1: Leverage Coral Gables Waste Collection Contract Currently, Coral Gables has a waste collection contract with Waste Management Inc. of Florida. North Bay Village could use their contract as a template to establish our own agreement with the vendor. This service includes backyard trash pickup, a service our residents currently enjoy. The waste will be picked up, brought to the front for disposal, and then the empty bins will be returned to the resident’s yard. This approach is cost-effective, maintaining expenses at a level comparable to current costs. Additionally, the agreement will include recycling services through the vendor. Clear labeling on recycling bins and public education will reduce recycling contamination and NBV will be on its way to setting the bar for local recycling. 36

Option 2: Solicitation of Proposals for Contractual Services The solicitation of proposals for contractual services involves requesting and evaluating proposals from various private waste collection companies. This competitive process allows the municipality to compare different service providers, assess their offerings, and select the one that best meets the community's needs in terms of cost, service quality, and specialized services. Cost Reduction Engaging multiple bidders can lead to more effective cost management and potentially better service options. Specialized Services Private waste collectors can offer specialized services tailored to the unique needs of our community, such as recycling and hazardous waste disposal. Innovative Waste Diversion Strategies Private companies often implement innovative waste diversion strategies to reduce landfill waste and promote recycling. 37

Implementation Timeline 38

Step 1: Discussion SRTF Meeting - May 2025 The Sustainability and Resiliency Task Force (SRTF) will discuss at their May 2025 meeting whether they recommend to go out to bid or leverage the existing Coral Gables contract for changing the waste collection services at North Bay Village. The SRTF will provide their input on which option to pursue, and North Bay Village staff will gather their recommendations to present to the Commission. Additionally, the SRTF will discuss how best practices for environmental sustainability can be incorporated into the contract. 39

Step 2: Community Engagement - June 2025 Community Engagement Plan The Village will host three town hall meetings to discuss this topic. One will be in person and two will be virtual. The virtual meetings will be recorded and posted on the Village’s website. Communications staff will also prepare a messaging campaign for the Village’s social media channels as well as a one-page FAQ document. The Mayor recommends advertising this public engagement campaign through a physical, paper advertisement inserted into resident water bills. During the town hall meetings, we will cover the following topics: • Our current waste collection services • The reasons for the proposed changes • The two options available for the new waste management contract Encouraging Open Dialogue The goal of these meetings is to foster an environment for open dialogue and feedback from community members. We aim to ensure that the proposed changes align with the needs of our residents and address any questions they may have. Resident Involvement Encouraging residents to voice their opinions is essential for a successful transition and acceptance of the proposed changes. We will maintain an open line of communication at the Village to facilitate ongoing engagement and feedback from the community. 40
