Consent Agenda Subject 1.02 Sole Source #24034-ATS-IV Agreement for Technical Services with the University of Florida Board of Trustees (Academic Services) Meeting May 7, 2024 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve Sole Source #24034-ATS-IV Agreement for Technical Services with the University of Florida Board of Trustees. Goals Academic Excellence DESCRIPTION : On December 12, 2023, Hillsborough County Public Schools (HCPS) was awarded the Science of Reading Literacy and Tutoring (SoRT) Program grant through the Just Read! Florida office. The purpose of this funding is to provide literacy support to students grounded in the science of reading as well as supplemental support to educators in the form of professional learning to promote the implementation of explicit and systematic instructional strategies based in the science of reading. The district proposes to use these funds to contract with the University of Florida Lastinger Center (UFLC) to provide two options of professional learning grounded in the science of reading to support 600 Grades K-5 educators over multiple days of learning in May 2024. The UFLC will provide Flamingo Science of Reading Professional Learning for 300 Grades 3-5 educators, during a four-day professional learning experience. Participants will gain access to six online Literacy Playbooks as well as receive a spiral-bound Literacy Playbook. The UFLC will also provide 300 sets of manipulative letters, 1,500 letter trays, and 300 manipulative letter cases to support implementation of explicit and systematic instruction by HCPS teachers, Grades 3-5. In addition, UFLC will provide a one-day professional learning experience for 300 Grades K-3 educators who previously completed an institute focused on the Flamingo Literacy Small Group Instruction model. This “Flamingo Small Group Literacy Instruction Mini-Institute” will offer a variety of session options to provide participants with the opportunity to deepen their knowledge and skills in effective implementation of the UFLC Flamingo Small Group Literacy Instruction Model. Per Florida Administrative Code 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements. When a district school board believes that commodities or contractual services are available only from a single source, the district school board shall electronically or otherwise publicly post a description of the commodities or contractual services sought for a period of at least seven business days. The description must include a request that prospective vendors provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the district school board, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the district school board shall provide notice of its intended decision to enter a single source contract in the manner specified in Section 120.57(3), F.S., and may negotiate on the best terms and conditions with the single source vendor. Sole source purchases are reposted annually to verify there are no new suppliers in the applicable industry. This purchase was posted by Procurement Services from F ebruary 21, 2024, through March 1, 2024. GAP ANALYSIS : Although the district has provided core and supplemental programs to support teachers with the delivery of reading instruction, the scores continue to be stagnant in this area. As research around the science of reading becomes more prevalent, it is apparent that those instructional strategies and practices are not being used with confidence and fidelity by teachers in our elementary classrooms. This professional development would fill the gap and provide educators with professional learning to promote the implementation of explicit and systematic instructional strategies based in the science of reading. PREVIOUS OUTCOMES: On the Florida Assessment of Student Thinking (FAST) PM3 in the Spring of 2023, 53 percent of fourth and fifth grade students were a Level 3 or higher whereas only 46 percent of third graders were a Level 3 or higher. The reading difficulties reflected in our Grade 3 proficiency rates are rooted in the reading instruction students are provided in Grades K-2. Fall data from both the Dynamic Indicator of Basic Early Literacy Skills (DIBELS) and the Standardized Tests for the Assessment of Reading (STAR) show high numbers of students in need of intervention. The beginning of the year DIBELS benchmarking data showed that 38 percent of students in Grades K-2 needed intensive intervention. The middle of the year DIBELS data showed the same. On the FAST fall of 2023, 21 percent of third graders scored at a Level 3 or higher, and 55 percent of third grade students scored at a Level 1. The FAST 2024 January data showed 38 percent of Grade 3 scoring a Level 3 or higher, and a drop to 37 percent scoring at a Level 1. EXPECTED OUTCOMES: Scores across Grades K-2 will show that only 20 percent of students will need intervention in early literacy and foundational skills as measured by the Fall DIBELS and STAR scores. In addition, 53 percent of Grades 3-5 students will end the 2024-2025 school year at or above grade level on the final FAST assessment. A feedback survey will be provided to teachers at the conclusion of the training showing that at least 80 percent found the professional learning session improved both their content and pedagogical knowledge. Consent Agenda Subject 1.03 Purchase of Previously Adopted Instructional Materials for K-12 Science Gap Year 2024-2025 (Academic Services) Meeting May 7, 2024 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve the purchase of previously adopted instructional materials for K-12 science gap year 2024-2025. Goals Academic Excellence DESCRIPTION : In 2018, the Board approved the adoption of science instructional materials for Grades K-12 for five years to expire June 30, 2023. In 2020, the state revised the adoption schedule adding one additional year to the science adoption and creating a gap year for the 2023-2024 school year. In 2023, the Board approved the purchase of the previously adopted instructional materials for gap year 2023-2024. As of March 28, 2024, the state adoption process for new K-12 science materials for 2024-2025 has not been completed. This request is to allow for the purchase of the previously adopted titles from the 2018 science adoption for continued use in the 2024-2025 school year. The purchase includes consumable workbooks and digital access. GAP ANALYSIS : Due to changes in the state adoption schedule for Grades K-12 science and the delay in the current state adoption of new science materials , an additional gap year purchase is requested to provide sites and educators with uninterrupted access to print and digital science instructional materials previously adopted in 2018. PREVIOUS OUTCOMES: Grades K-12 science teachers and students had access to these print and digital materials under the original adoption and were able to utilize materials to provide high quality science lessons and instruction. EXPECTED OUTCOMES: It is expected that educators will continue the use of previously adopted and purchased science materials to support their instruction. Under the proposed gap year purchase, science students and teachers will have access to both print and digital materials based on schools needs and inventory. Final inventory will be conducted prior to purchase and license distribution to avoid surplus. RECOMMENDATION: That the Board approve the purchase of previously adopted instructional materials for K-12 science gap year 2024-2025. Consent Agenda Subject 2.03 Statement of Work with Vision Computer Programming Services, Inc. (VCPS) for Consolidated Campus Information System (CIS) (Innovation and Strategic Planning) Meeting May 7, 2024 - Regular School Board Meeting Type Action (Consent) Recommended Action Approve the Statement of Work with VCPS for CIS. Goals Academic Excellence DESCRIPTION : On July 25, 2023, the Board approved the Master Service Agreement with VCPS. This Statement of Work for the Hillsborough Technical Colleges and Adult Education campus information system. The campus information system is a real-time hands-on system with abilities to manage and distribute federal (Title IV), state, and local financial aid including Veterans Administration, Bright Futures, Florida Prepaid, and other local sponsoring agencies. Additionally, the campus information system provides an effective means to track student attendance, student grades, apprenticeships, class scheduling, and accreditation reporting. GAP ANALYSIS : The current district mainframe system does not have the capability to generate the reports, create the technical and adult class schedules, monitor, and report federal financial aid, or track the accredi tation reporting required by various entities in the Florida Department of Education. PREVIOUS OUTCOMES: During the 2023-2024 school year, the campus information system was able to manage over 20,000 student records and distribute over $1.75 million in federal financial aid. EXPECTED OUTCOMES: This Statement of Work is expected to manage over 20,000 student files and disburse $2 million in federal financial funds. If additional federal dollars are allocated, then it will help manage and disburse these funds. RECOMMENDATION: That the Board approve the Statement of Work with VCPS for CIS. CONTACT: Warren S.
