Assistant City Manager Metzler provided an overview of current City-wide Housing Programs promoting affordable housing within the City. The presentation covered the topics of affordable housing legislation, funding sources, program implementation procedures and the accomplishments achieved by the City to date.

Mr. Metzler explained that the programs are funded by grants which dictate how the funds can be utilized.

California Development Block Grants (CDBG), HOME and CalHome funds are used to address a wide range of unique community development needs. The City of Victorville utilizes these monies for Senior Home Repair (SHR), Owner-Occupied Rehabilitation (OOR) and for funding the Mortgage Assistance Program (MAP).

Neighborhood Stabilization Program (NSP) funds are restricted to HUD approved “target areas” and are typically used for acquisition, rehabilitation and resale of single-family homes. Once a NSP property has been sold, the proceeds of the sale can be re-used for future acquisitions.

To date, the City has assisted over 390 low income senior homeowners in making health and safety repairs, 509 low income and moderate income first time homeowners have been assisted with down payment assistance through the MAP program, and 10 low income owner-occupied households have been assisted.

Through the NSP program, the City has purchased and rehabilitated 35 single-family residences, all of which have been sold with the exception of one (1) property currently for sale. The City has also partnered with San Bernardino County to rehabilitate a multi-family apartment complex.

Discussion ensued as to how the programs are marketed to the public in which staff explained that some programs are word of mouth and some are utilized through an individual’s lender in which the lender was educated through the City’s lender training sessions. The City plans to launch a new campaign to advertise the programs more extensively.

Discussion ensued with regards to NSP funds being reallocated for sidewalk and curb and gutter infrastructure on vacant parcels. It was explained that these funds were restricted to the rehabilitation of existing structures and that a better funding source for concrete infrastructure would be an excess of local transportation funds.

Discussion ensued as to the reallocation of OOR funds to target areas of the City used for recreation and tourism. It was explained that the Old Town area would be the best candidate for a reallocation of funds pursuant to SB107 legislation.

Councilmember McEachron recommended, and the Council agreed, that the item should be brought back after the first of the year for Council direction as to future implementation of the programs.

PUBLIC COMMENT

Bruce Young, Set Free Church of the High Desert, spoke to their purpose of creating a campus in the Sheep Creek area of Phelan to assist homeless individuals.
