Thursday, December 4, 2025 · Government meeting record

The 30-second read

Record incomplete

The Largo Planning Board approved two new business training facilities and narrowly voted to recommend a controversial land use change for a property on Bradford Street. The board also elected new leadership for the upcoming year.

Why it matters

The board's decision to approve a land use change for 2179 Bradford Street allows for more intensive commercial development, such as gas stations or drive-thru restaurants, in a residential-adjacent area, which will now proceed to the City Commission for further review.

CU-25-0003: ADULT DAY TRAINING FACILITY (PRIVATE SCHOOL IN IL) Alec Bryant, Planner I, gave a presentation to the Planning Board regarding a request for a Class II Conditional Use proposal. The property at 13710 49th St N is a parcel that is approximately 1.12 acres. The Future Land Use Classification of the site is currently Industrial Limited (IL). The proposed use will occupy a 1,563 square foot tenant space. The proposal would allow an adult day training facility to be established within a 1,563 square foot tenant space on a currently developed property. Private schools are conditionally allowable within the Industrial Limited use per Table 6-1 of the CDC. Staff have determined that this use is allowable based on the criteria outlined in CDC Section 4.2.4 and recommend approval of the proposed use. Conditional Use approval would apply to the proposed use as defined in the staff memo. Expansion or change of operational scope would require further Conditional Use Review. After a few clarifying questions from the Board, the Chair entertained a motion related to the item. Moved by Kathleen DeNardi, seconded by Debra Hall, Ms. DeNardi moved to approve CU-25-0003. Motion carried 7-0 4. CU-25-0004: FLORIDA BARTENDER TRAINING (COMMERCIAL TRADE SCHOOL IN IL) Alec Bryant, Planner I, presented the proposal for a Class II Conditional Use approval. The site is located at 12600 Belcher Rd S and is approximately 1.97 acres. It currently has a Future Land Use Classification of Industrial Limited (IL). The proposed use will occupy a 300 square foot tenant space. The proposal would allow a bartending trade school to be established within a 300 square foot tenant space on a currently developed property. Commercial Trade Schools (dance, martial arts, diving, crafts) uses are conditionally allowable within the Industrial Limited land use per Table 6-1 of the CDC. Staff have determined that this use is allowable based on the criteria outlines in CDC Section 4.2.4 and recommend approval of the proposed use. Conditional Use approval would apply to the proposed use as defined in the staff memo. Expansion or change of operational scope would require further Conditional Use review. After a representative of the applicant answered a few clarifying questions, the Board voted on the approval of CU-25-0004. Moved by Erik Eifert, seconded by Kathleen DeNardi, Mr. Eifert moved to approve CU-25-0004. Motion carried 7-0 PLANNING BOARD/LOCAL PLANNING AGENCY PUBLIC HEARINGS- ADVISORY 5. FLUMA-25-0007 (Ordinance No. 2026-14) - 2179 Bradford Street Future Land Use Map Amendment Whitney Clark, Planner I, gave a presentation to the Planning Board related to a proposed Future Land Use Map Amendment for the property located at 2179 Bradford Street. The subject site occupies approximately 1.45 acres and is currently developed with a duplex and single-family home. The property is classified as Residential/Office Limited (R/OL) and is within the Largo Tri-City Special Area Plan (LTC-SAP) Multimodal Corridor (MMC) Overlay. The applicant is proposing to reclassify the property to Residential/Office/Retail (R/O/R). No properties within a quarter mile radius are classified as R/O/R. Several properties nearby are classified as Commercial General, however, these properties have direct access to Roosevelt Blvd, while the subject property does not. No site work has occurred on the property since the 2007 FLUMA was approved to change the property to R/OL. Finding it difficult to find potential buyers interested in developing the property with use types allowed in R/OL, the property owner is seeking a FLUMA to Residential/Office/Retail (R/O/R), which would allow higher intensity uses. Since 2019, staff have discussed redevelopment options with the property owner. Due to some of the more intense auto-oriented uses allowed under R/O/R, staff would not support a FLUMA without a voluntary deed restriction or development agreement restricting the property from developing with these auto-oriented uses. To expand the number of allowable uses on the site, staff have also expressed that they would be willing to consider an amendment to Residential/Office General (R/OG). Despite staff's guidance, the applicant is seeking an amendment to R/O/R with no restrictions. The Largo Tri-City Special Area Plan (SAP) has goals to expand access to transportation options and to redevelop underutilized properties. Properties within this area are granted higher base densities and intensities than their underlying Future Land Use Classifications would typically allow. To enhance the urban form in the area, the SAP also requires adherence to specific design standards and places additional restrictions on more auto-oriented uses, such as drive-thru restaurants, car washes, and gas stations, in accordance with Forward Pinellas Countywide Rules. The main difference between the current classification of the property, which is R/OL, the proposed classification, R/O/R, is that R/O/R would allow car washes, drive-thru restaurants, self-storage facilities, and gas stations. The subject site does not have direct access to Roosevelt Blvd. It only has access to Bradford St, which is a dead-end local roadway servicing single-family homes and medium density multi-family residential properties. Staff found the proposed FLUMA to be inconsistent with some of the goals, objectives, and policies of the City of Largo Comprehensive Plan and Comprehensive Development Code, Forward Pinellas Countywide Rules, and Chapter 163, Florida Statutes. Staff recommended denial of the proposed amendment. First Reading of the proposal will go before City Commission on January 6, 2026. Should the City Commission approve, staff will transmit the proposed Tier I FLUMA to Forward Pinellas for a consistency review. A representative of the applicant gave a presentation to the Planning Board advocating in favor of approval of the proposed FLUMA. The representative maintained that the proposed classification amendment was consistent with the goals, objectives, and policies of the Largo Comprehensive Plan as well as the Countywide Rules. He also contended that any allowable uses by an R/O/R classification would be consistent with the uses on the adjacent properties. Planning Board Members asked several clarifying questions of the applicant, his representative, and staff. After discussion, a motion was made to deny FLUMA-25-0007, which was approved. Due to some confusion about the voting, there was a motion to reconsider the vote by Ms. Robshaw, which was not seconded at the time, and the motion died on the floor. Once the Board Attorney clarified the proper procedure for reconsidering a vote later in the meeting, however, another motion was made for reconsideration, which was carried. Finally, a new motion was put forward to approve FLUMA-25-0007. This motion was carried in a vote of 4-3. Moved by Kathleen DeNardi, seconded by Matthew Faustini, Ms. DeNardi moved to deny FLUMA-25-0007.Motion carried 4-3 (opposed: Brad Graham, Debra Hall, and Erik Eifert). Moved by Kathleen Pabst Robshaw, seconded by Debra Hall, Ms. Robshaw moved to reconsider the vote on the motion to deny FLUMA-25-0007. Motion carried 4-3 (opposed: Matthew Faustini, Tywanna McGee, and Kathleen DeNardi). Moved by Erik Eifert, seconded by Debra Hall, Mr. Eifert moved to approve FLUMA-25-0007. Ms. Hall nominated Erik Eifert as Vice Chair of the Planning Board, and Mr. Eifert accepted the nomination. Ms. DeNardi needed to leave the meeting early, so she was not present for the vote. Moved by Kathleen Pabst Robshaw, seconded by Brad Graham, Ms. Robshaw made a motion to approve the nomination of Erik Eifert as the Vice Chair of the Planning Board. Motion carried 5-1 (opposed: Erik Eifert). 7. Election of New Chair. Ms. Hall nominated Matthew Faustini as the Chair for the Planning Board, and he accepted the nomination. Ms. DeNardi was not present for this vote. Moved by Kathleen Pabst Robshaw, seconded by Debra Hall, Ms. Robshaw moved to approve the nomination of Matthew Faustini as the Chair of the Planning Board. Motion carried 6-0 8. Chair Faustini suggested that a line item be added to the Planning Board agendas for approval of the agenda for ease of pulling items that may need to be pulled. REPORT: PLANNING MANAGER Jared Austin, Principal Planner, was sitting in for the Planning Manager. He informed the Board that the next meeting will be January 8, 2026, due to the holiday on January 1, and that it will be an important meeting. ADJOURNMENT Chair Faustini adjourned the meeting at 7:25 PM.
