Approve Agreement with University of California Riverside EDS 2024-25-059 Meeting Oct 17, 2024 - Regular Board Meeting and PINCO Meeting Category 12. Consent Agenda - Category: Educational Services Type Action (Consent) Recommended Action It is recommended that the Board of Trustees approve the agreement with UC Riverside. Submitted by: Jennifer Slater-Sanchez, Director, Categorical and Special Programs Summary Statement: Section 132 of the Education Omnibus Trailer Bill (Assembly Bill 130) within the 2021–22 California State Budget allocated funds to be distributed among school districts, county offices of education, charter schools, and state special schools serving students in grades nine to twelve. This Ethnic Studies one-time funding is designated for specific purposes, including supporting curriculum development, instructional resources, professional development, and other activities that facilitate the establishment or expansion of ethnic studies courses. These courses may draw inspiration from the state-adopted ethnic studies model curriculum. In October 2021, the Legislature passed Assembly Bill 101, a landmark legislation subsequently signed into law by Governor Gavin Newsom. This historic bill positions California as the first state to mandate Ethnic Studies as a high school graduation requirement. The legislation mandates that students from the class of 2030 must complete one semester of ethnic studies, with schools required to offer these courses starting in the 2025/2026 school year. To address this mandate, Antelope Valley Union High School District partnered with the University of California, Riverside (UCR) Extension Certification Program in Ethnic Studies for three cohorts of educators in 2024. This program offers an extensive two-course curriculum to prepare educators to teach ethnic studies in K-12 settings. Due to the overwhelming success of the first three cohorts, we are looking to offer a 4th cohort. This expansion reflects the growing interest and need for trained educators to support the district’s implementation of ethnic studies, ensuring all students receive a rich, diverse educational experience in line with the new graduation requirement. Budget Implications : $47,650.00 funded by Ethnic Studies Grant Recommendation : It is recommended that the Board of Trustees approve the agreement with UC Riverside. Submitted by: Jennifer Slater-Sanchez, Director, Categorical and Special Programs Summary Statement: Expanded Learning Opportunities Program (ELO-P) funding is provided to California schools to support enrichment programs beyond the regular school day, such as after-school or summer learning opportunities. It must be used to enhance academic, social-emotional, and physical development, with a focus on offering activities that complement the core curriculum. The funding specifically targets students in TK through 6th grade, with an emphasis on serving low-income students, English learners, and foster youth, ensuring equitable access to quality extended learning programs. Elevo offers a comprehensive solution that combines academic, physical, and enrichment activities to enhance student learning beyond the classroom. Submitted by: Shandelyn Williams Deputy Superintendent Summary Statement: The Medi-Cal Administrative Activities (MAA) program is a federally funded program administered by the Department of Health Service (DHS). The program allows schools to be reimbursed for some of their administrative costs associated with school-based health and outreach activities that are not claimable under the LEA Medi-Cal Billing Option or under other Medi-Cal "fee for service" programs. In general, the school-based health and outreach activities funded under MAA consist of referring students/families for Medi-Cal eligibility determinations, providing health care information and referral, coordinating and monitoring health services, and coordinating services between agencies. Individual claims for each service rendered to or on behalf of a student and the service documentation is notspecifically required under the MAA program. However, it is necessary to determine the amount of time school staff spend performing MAA activities. Time spent by school staff on MAA is identified using a time survey. The results of time studies are then used in a series of calculations to determine the percentage of school costs that can be claimed under MAA. MAA reimbursement to school-claiming units is made from federal Medicaid funds.
