Annual Renewal of the Resolution Regarding Self-Certifying Increased Federal Micro-Purchase Threshold - Fiscal Impact: No Meeting Jan 28, 2025 - Meeting of the Bakersfield City School District Board of Education Category K. Consent Agenda Type Action (Consent) Recommended Action It is recommended that the Annual Renewal Resolution regarding Self-Certifying Increased Federal Micro-Purchase Threshold for 2024/2025 Fiscal Year be adopted. Prepared by: Bea Corral, Director, Fiscal Services Staff Analysis: On November 12, 2020, the Office of Management and Budget made a revision to the Uniform Guidance, which allowed school districts to increase the micro-purchase threshold from $10,000 to $50,000. The formalized increase permits any purchase of supplies or services, up to $50,000, specified in Title 48, Code of Federal Regulation, Section 2.101 without the solicitation of competitive quotes, provided that the district considers the price as reasonable and maintains written evidence of reasonableness in the record of all micro-purchases. On January 23, 2024, the Board approved an increase in the micro-purchase threshold from $10,000 to $50,000 for the 2023/2024 fiscal year. Increases to the micro-purchase threshold must be approved on an annual basis. The District continues to qualify to annually self-certify a micro-purchase threshold of up to $50,000 as the threshold is consistent with state law. The Board's approval to renew the $50,000 micro-purchase threshold would provide flexibility when making purchases with federal funds and allow for better consistency in the purchasing procedures between state and federally funded activities. Consent Agenda Type Action (Consent) Fiscal Impact No Prepared by: Brooke Smothers Strizic, Executive Director of Data and Assessment Staff Analysis: By February 1st of each year, every school in California is required by the state law to publish a School Accountability Report CARD (SARC). The purpose of the report card is to provide parents and the community with important information about each public school. Under the Local Control Funding Formula (LCFF), all Local Educational Agencies (LEAs) are required to prepare a Local Control and Accountability Plan (LCAP), which describes how they intend to meet annual school-specific goals for all pupils, with specific activities to address state and local priorities. Additionally, data reported in an LCAP is to be consistent with data reported in the SARC. In February, the SARCs will be posted on the district webpage. Also, parents and guardians may request a hard copy of SARC through their school's front office. For more information, refer to the CDE SARC webpage for a complete description of the requirements and information contained in the SARC. See the CDE LCFF webpage for more information about the Local Control Funding Formula.
