I came today to speak >> an issue that a council person Curtis is bringing up and that's additional funding for the Carter g Woodson, you see him. This museum is not a. Only a gift to the dew says area to the black community. It is a gem in the city of St. Petersburg which is an asset. Their mission is incredible for the whole city and every citizen in the city. I read this morning that the county was funding additionally for. Several of the museum's downtown which very famous and big tourist traps I mean tourist attractions. And it would be nice Carter Woodson Museum would also be one of the tourist destinations in the city. I thank each and every council member for their vote on this issue. I hope everyone here today. Appreciates the museum and understands the mission that they put forth not only the black community but the community in general. I happened to be a member of one minority community. The community their Has been also to our community in specific as well so thank you very much. Thank you Susanna waimea. >> Good afternoon. Thank you very much for letting me address you today I just wanted to go back for a minute and talk about doctor Carter g what son. No one played a greater role in helping all Americans know the black past then doctor Carter g Woodson. We all know he created black history week back in 1926. He was also the second black American to receive a phd in history from Harvard following w e b dubois by a few years to doctor Woodson, the black experience was too important simply to be left to a small limited group. All these many years later I'd like to say I think this is a lesson that's more important than ever. I feel that we have a responsibility here in this community to embrace this opportunity for the museum that carries on the legacy of doctor Woodson and to have it be equipped for the 21th century. So that it May provide a resource that can help our community to be educated and to gain knowledge of history. History is about story telling without a proper African American museum. Our community will suffer from a lack of facts and truth is and perspectives on the powerful stories of black experiences that are critical to all American history and culture and will be more likely to fall victim to implicit bias toward a narrow definition of history and memory that has largely ignored minorities and that has led to inequality misunderstandings and divisions and that adversely affect our economy. Our society and the well-being of all of us. We need a new and expanded doctor Carter g what's an African American museum to tell the stories that inform and edge Cape and reflect the unique cultural contributions by african-americans to all of our shared history. We need to invest and the doctor Carter g what's an African American museum because history opens doors, it opens doors to the future. We want that future to be one. That is full and inclusive and a democracy that more closely reflects a broader definition. And a broader diversity of our history and of our identity, how we got here why things are the way we are they are and where we're going. Ask you to please invest and in new and expanded Woodson African American museum. So that history does not remain dead and distant. And that it's not just about the past but to inspire us and to show us what we can do to change the narrative of inequality and give us a common denominator for coming together to share the stories learn from them and build a better future for all of us. Thank you. To make Farley. Hello afternoon good afternoon. I'm a to make far Lee. And I'd like to speak on the expansion of the Carter Woodson Museum, first of all I'm a native daughter of St. Petersburg and I'm really Saint Pete pride out and I think that you guys have a very powerful wall to help us in making a legacy of expanding and having an African American museum in the city of Saint Pete, as a mother as a Grandma, I'm raising my 6 year-old grandson. I have such pride taking him on 22th, and showing him mercy hospital where his Nana was born. The sun really would shine on the city of St. Petersburg if you would be a part of the decision-making in acts banning the footprint of the Carter what a museum have a great day. I want to tell our. Hi thank you for the opportunity to speak. I've been a volunteer at the Woodson and a corporate donor now for 3 years and I've been engaged with the with the leadership through each step of planning for a new museum. I was not able to attend the 2 recent psni committee meetings I understand that there May be some missing pieces and information and wanted to provide some clarification and the second to the last psni meeting it was noted that the city had asked the architects for restrooms and storage and while with architects and present it was stunning and aspiration ul it was not what the city had asked for there's a little bit of missing information here that I'd like to speak to him the whats and was awarded $250,000 from the state and in the initial discussions, the with the density carefully considered the best use of the Senate Finance before they would expire. One of the possibilities contemplated at that time was new restrooms and expanded storage. However we quickly came to the conclusion that this is a waste of critical funding as the whats and was still have a building with leaky windows and the inability to House are due to security issues and high humidity levels the discussion turned up what would be needed to create a proper museum that could house the robust programming plus art exhibits over the following months there were meetings with city staff council members County commissioners that then head of the tourism board. This body and together with the city was struck on a direction at the recommendation and funding approved by the council we engaged in months of community visioning regarding a new museum that included meetings with community nonprofit leaders foundations corporations, private funders and minister Alyssa station museum directors from both sides of the bay and arts leaders. It was out of this process that the specifications for the cities are of q was based. The city rq specified the scope of services that included renovating the existing Museum and adding a 2 story edition with a not a Tory am equity center visitor center galleries gift shop administrative offices in prep kitchen. Through an objective committee process with the majority of seats held by city staff. The architects for this project were selected, we've been engaged in another 2 months of intensive discussions with the city Museum stakeholders and the architects all at the table out of this can the beautiful renderings already presented to you and sort through a city-issued are of q and a clearly defined scope of service. The selected architects delivered what was requested. Yes once we started the design process that were incremental changes as the size we anticipated was not large enough to accommodate the back of House needs haven't we did not ask for rest of the story it only to be given plans for fun Museum. Further in the most recent psni that was a reference to the African American museum built in Charleston. And a note that it taken 20 years to get off the ground as for the caisson. The Charleston Museum is 40,000 square feet and a $92 million project much larger than the what Sen for their that Charleston Museum was an idea that did not exist in any form the with an already exists is a vibrant community center and Museum. Lastly if we are going to compare these let's look at the whole picture. The city of Charleston stepped up with $58 million which represented over 63% of the total cost of the building project 5 respectively ask respectfully asked the council to put the $2 million for the whats and thank you. Good afternoon. Thank you. >> Good afternoon City Council members Mary kriseman deputy mayor Tomlin, many of his doctor Lindsey growth, I'm a city of St. Petersburg resident in the lovely Roeser Park neighborhood and I'm the proud President Of the League of Women voters here in St. Petersburg I'm here to ask the city of Saint Pete to support any referral to the budget finance and taxation committee to a proposal to discuss and approve the commitment of the general fund reserves in excess of fund balance target threshold to fund the development of the Carter g with some museum. The Carter g would cent is an institution dedicated to the preservation of African American history and promoting social justice and community healing here in Saint Pete investing in a cultural and historical treasure like the Carter is one way the city of St. Petersburg can contribute to their Stuart of process needed in a community still feeling the impacts of racial injustice. The League of Women voters will be celebrating its 100 year anniversary next year. We recognize the importance of understanding history and what we can learn from it. And reflecting on our Centennial were acknowledging both our proud history of advocating for all citizens. And our absence in advocating. I'm sorry in advocating for voter rights and our absence and advocating for all citizens and at times intentional or a share of the contributions of women of color in securing the same civil rights. While this history is painful and uncomfortable to accept its necessary in shaping the next 100 years as we work to enshrine equity and inclusion and into our identity. In the words of our current national President. We are not only striving for better. We will do better supporting the Carter g Woodson in securing funds for development as well as partnering with this invaluable organization dedicated to remembering the rich history of our African American community is a small yet necessary step in doing better. Please join us in doing better. And support funding the development of the courage you what's in museum. Thank you. >> Good afternoon. I apologize because I'm from Gulfport so I don't think I didn't realize. I couldn't speak. I signed up before I realize that but I'm here to support the card with some news him. Thank you. Mason more fit. >> ok you last speaker is Tony. Martin j lo. >> my name is Tony Maren Jello and I'm a resident of St. Petersburg and I'm here to support. The funding of the Woodson and I thank you for letting me say that. Mister Mayor. Thank you Mister Appreciate the opportunity to is the say a few words. And 35. The city of St. The ministrations and this Council together. Took a stand and made a very loud and strong with a very loud and strong voice and said that it. The woods and Museum is very important to the city of St. Petersburg and did so by making sure that that Woodson can continue by purchasing the land which that Woodson currently sets. I just wanted everyone to know that our commitment. And our recognition of the importance of the woods and hasn't diminished. We still feel the same way. Well I I May not be mayor at the time. That it happens. I do look forward to the day when I will still be able to attend. The ribbon cutting as the doors of the new Woodson. As is reflected in the beautifully drawn. Renderings of what it could be comes to fruition. So. Thank you Mister Church or thank you. >> We have a newly elected City Council member that came in. Well people are speaking Denver, big Sanders at you. >> Got to get me in trouble We just certified the election Your fischel. Ok we're going to move on to a worse and presentations of the first one we have is a St. Petersburg trail. Thank you. Mister Chair members of of counsel. First off with us today is a Andrew city, no. Helps put on the transgender day of remembrance in. Andrea if you would would mine coming forward as I read this. And before read the I think it's important to recognize that. It's a it's unfortunate that I am having to say this but the transgender community is a community which in particular suffers from Axa prejudice and violence and in particular. It is black transgendered women who. Suffer the most from acts of violence and a I certainly look forward to the day when. I'm not having to make a statement like that. And I'm incredibly proud to live in a city. That recognizes. It celebrates everyone in this community, including our transgender community. Like to read this proclamation. Whereas transgender day of remembrance will be observed on Nov. 20 at the 2019 to honor the memory of those whose lives were lost in acts of anti-transgender violence and whereas a day of remembrance as an annual event that began in 1998 with a vigil to honor the memory of Rita Hester a transgender woman who was killed and which now honors all transgender people lost to violence. And whereas a formal vigil honoring those who were lost and the loved ones they left behind will be hosted. By the transgender day of remembrance vigil Committee on Nov. 20th at 6.30 to 08:00pm beginning with the processional at the sunshine senior center in ending with a vigil at St. Petersburg City Hall. And whereas our entire community is diminished when we lose the talents and contributions of any member of our community prematurely whether due to direct anti-transgender violence or due to suicide or other health effects resulting from trauma or discrimination. And where St. Petersburg honors, the bravery and resilience of the thousands of transgendered individuals who live work or play in our city and they're authentic gender. And although we are proud of the existing protections we have in place for transgendered individuals to live their lives and St. Petersburg and Pinellas County. We reaffirm a commitment to ongoing efforts to promote full inclusion of transgendered individuals in the city. Now therefore I Rick Rice been mayor of the city of St. Petersburg do hereby proclaim Nov. 20th 2019 to be transgender day of remembrance at St. Petersburg and I encourage all citizens to treat each other with dignity and respect without exception. >> And one of the organizers of the others are my wife Sasha interest in Burns and sadly they couldn't be here today, so you got me. Transgender day of remembrance is an annual observance on Nov. 20th that honors the memory of the transgender people whose lives were lost in acts of anti-transgender violence. This year marks our teeth The this group of court Nader's putting on the vigil. And we tried really hard to keep our names on it. Well it's I appreciate this so much I appreciate him there I appreciate or city. And it's kind of hard to take credit for but the sort of thing but I do appreciate it, thank you very much. I did want to read a quote by Gwendolyn was the founder of transgender day of remembrance transgender day of remembrance seeks to highlight the losses we face due to anti-transgender bigotry and violence. I am no stranger to the need to fight for our rights. And the right to simply exist is first and foremost. With so many seeking to erase transgender people sometimes in the most brutal ways possible. It is vitally important that those we lose remembered. And that we continue to fight for our justice. Correct the mayor but the venue didn't change this The so this year to be Wed. Nov. 20th and it's going to be at the Metro lgbtq welcome Center at 20 to 27 Central Avenue. Feel the need to say Along with anti transgender. Violence and bigotry come a lot of bathroom bills. In these bathroom bills generally say I don't want men. In the women with my daughters and my wife. So I think that thinking is kind of strange because if that were to go through. If those bills were to be passed guess what I would be the one in the bathroom with your daughters and your wife because I was of assigned female at birth and I'm an out and proud transgender man and I belong in men's room, sorry, I make a lot of you uncomfortable if I walked in so I felt really really need to say that and thank you again. Thank you hope to see you all their financial. >> Thank you all and say thank you to the Mir. I think it's probably safe to say you're likely the first mayor that the room a chance and a proclamation that Council and I appreciate that very much I think it means a lot on to say thank you to Andrew and to everybody out there. Take responsibility from being a better human being. You know if I should like a video of the Nazis denouncing transgender people are a bit of snow. That's terrible. Okay, but you know what I find a room full of people who can't get jobs who are homeless because their they want nobody will employed on. I've sat and heard all these horrible stories of discrimination. And that's all of us nice people doing that. So no it's not ok. You are responsible. If you say love and there are times a person or oh my God they go to the I mean I've never seen people be so obsessed about something that affects them so little. It's So it's easy to say those real hateful people though are not like them though, because we just heard polite about others come in a son and just Just like with our African American population is not an African American person's responsibility to teach you about discrimination against African American people. Educate yourself on transgender issues because it's not their responsibility to educate you either thank goodness we have some wonderful people who will do that and keep in mind that Wed. Is about people dying. Because of violence. And I'm sorry if you think that's ok. You really go home and look in the mirror and really search or so but the real nasty hateful people tend to get weeded out I don't think we have a problem with them being the majority in this country. But it's all the nice polite people who just let things go who are the problem and and I will be quiet about any you know anybody who knows me knows I'm not going to be quiet about any discrimination against anybody and the people who are most discriminated and most vilified are the ones who need it the most and transgender people are dying. And if you're quiet. Not that you're a nice person. And I want to think about that and look all talk and come together and support every member of our community but nobody should be homeless. Because they can't get a job because nobody will employed on that is disgusting nobody should die. Because it because of who they are that is unacceptable in the United States of America and certainly in St. Petersburg thank you Mister Chair. Next up is a Saint Peter's Episcopal cathedral proclamation mayor, their President. Thank you Mister Chair members of Council. Sure the If they've heard me speak before is heard me say that. When it comes to dealing with some of the challenges we have in our community government can nor should it try and solve all the commute all those problems on their own that it takes great partners and that includes the faith based community. And it certainly includes Saint Peters who's been such a great partner to the city of St. Petersburg and so many different ways in addition to being neighbors. And it is an honor for me to read this proclamation. Whereas the merits of any church can best be measured by the extent to which it endures throughout the years. It provides to its parishioners, a loving and accepting environment and which to receive spiritual education and guidance and whereas the Church of the Holy spirit was originally founded in St. Petersburg Florida in 1889 at bomb Avenue and 11th Street North meeting the spiritual needs of residents and with winter visitors alike and was subsequently established as Saint Peter's Episcopal Church. Whereas in 1899, a sanctuary for Saint Peter's was constructed in Saint Petersburg's newly developing downtown at Second Avenue and 4th Street North. And whereas on net 11/18/1969. The newly formed at this couple Diocese of Southwest, Florida named Saint Peter's as its cathedral church and where s Saint Peter's now celebrates the 100 30th anniversary of their founding. The 100 and 20th anniversary of the construction of their sanctuary and the 50th anniversary their designation as the Cathedral of the Episcopal Diocese of Southwest, Florida. And they now do reaffirmed to area. Residents and visitors. It continued interested in ministering to the spiritual growth and well-being of all members of the community. Now therefore ira kriseman near the city of St. Petersburg do hereby proclaim 11/18/2019 to be Saint Peter's up Issa come up this couple cathedral day in St. Petersburg and urge all area residents and visitors to join me in extending congratulations to Saint Peter's cathedral for the dedicated manner in which its clergy and parishioners have successfully minister to the spiritual needs of the community for more than a century. >> I still have filled the Are also welcome. I'm here representing the church with Katie churchwell and yeah attention other yeah. Collins future President Of the United States probably our Chairman Of our board we call a chapter. We have a couple other chapter members in the back. We thank you so much for the proclamation and the recognition we're going to be celebrating on Sun.. On something that re is calling the thinks a brunch. And we're going to be talking about the history of the cut the of the church and the cathedral, so this is a very important day for us as we appreciate the opportunity that we were given us too. You have brought the nation to graduate and we're looking for to doing another 100 thank you so much. Thank you. The international pressure week proclamation. Thank you Mister We talk a lot about. St. Petersburg being a city of opportunity where the sun shines on all. And when we talk about apprenticeships. We're talking about opportunity and we're talking about giving people an opportunity to have a career to earn a good living wage. Chooses to take the to go to a four-year University. But everyone deserves an opportunity in apprenticeships give an opportunity for real career so as an honoree this proclamation. Whereas the city of St. Petersburg the fines apprentice as any person who is enrolled in participating in an apprenticeship program for an apprentice a pre a principal occupation registered with the state of Florida Department of Education as the registered agent for the United States Department of Labor. And where apprenticeship programs provide residents with a lifetime career skills and the opportunity for apprentices to earn while they learn. And whereas many of the skilled trades that rely on apprenticeship programs are welders plumbers insulators machinists electricians mechanics equipment operators painters I workers labors, no rights truck drivers and many many more all vital to our workforce. And our city's success and whereas there is a nationally recognized shortage of skilled craft workers and the need for ongoing educational components provided by apprenticeship programs which when combined with high-paying on the job technical and career training. We hope those in our community develop a lasting career skills that will enable them to enjoy a fulfilling life through sustainable jobs. And whereas national apprenticeship week established by the United States Department of Labor celebrates apprenticeship and honors, the proven method of classroom learning combined with on the job instruction resulting in the crafting of the highly skilled safe and diversified workforce which provides businesses and residents in our community, a unique path to grow together without regard to ethnicity or gender. The Florida Gulf Coast building and construction trades Council representing thousands of skilled construction crafts tradesmen and trades women in Florida's Gulf Coast and representing the next generation of skilled crafts workers and rolled in the council's various state registered apprenticeship programs and recognition of national apprenticeship week is committed to partnering with the city of St. Petersburg and it's dedication to enhancing the career development of its residents. Now therefore I request the mayor of the city of St. Petersburg do hereby proclaim Nov. 11th through the 17th 2019 as a national apprenticeship week in the city of St. Petersburg and I urge all citizens to join me and recognizing the importance of apprenticeship programs and the contributions made by those who provide the skilled services then enhanced the quality of life for communities across the United States and I know we have some representatives they're here with us to. >> Good evening. Thank you mayor and thank you Council and residents of Petersburg money's Jensen echo but the operating engineers, Florida Gulf Coast. But in the construction trades many of our computer a community partners are here and up we noticed it's a St. Petersburg took a leadership role in training and investing in our next generation we have the same that the oppression ordinance for the city of St. Petersburg where 10% of our work hours are city funded projects are done by state registered of apprentices and we're just proud to be partners with the city want to let everyone know that we're committed to investing our next generation not everyone's going go to a four-year college. They can come out of the building trade apprenticeship in and May $7500,000 a great career and have pension and Healthcare and all this is a this is about is partnering with our with our residents and providing everybody great career opportunity so proud of the great work that we're doing here in St. Petersburg thank you mayor and thank you to the City Council, thanks very much. House members are school. Thank you chair and thank you mayor kriseman for. Expressing our city's values so eloquently in this proclamation and thank you to those of you from the trades who are here today. Too except this. I am I have so much admiration for what you do in helping people find great career paths through your programs apprenticeship programs. They provide a solid path to a real career. Head at a time when a lot of people are trying to find jobs that pay the bills and there aren't enough of them. This is where you can find that and it's because of the work that you do that so many people in our city are successfully finding those paths. It's what we want for our residents when we're talking about workforce development. It's extremely important. And I'm I'm very proud to serve in a city where those values that we have and those desires that we have for our community are reflected in the policies that we make here. So thank you. Yeah, I like to say. >> In minus to Algeria as December approaches. The apprenticeship ordinance and her relationship with the building trades is something that I'm going to always remember as one of the most positive outcomes of my time in elected office. A big a big part of which are the reasons that councilmember Driscoll just talking. Values of future. Having the dignity of a of a job that full bills you getting up every morning going I can't wait to go to what it is I'm going to do that is I mean that's a priceless feeling. And I'm so great all you all are out there providing but there's another big part of o why I'm going to look back on this with I'm just really strong positive feelings. This was. At least in my time in public office this was one of those undertakings. Where the city of St. Petersburg and its leaders and I'm talking about its elected leaders and its administrators and a legal and people who we leaned on. Not too many folks had gone down this path. There were legal obstacles there were practical things that we had to deal with. We had to educate and talk to stakeholders and there was compromise there was changing and we worked through and we asked something and you know what has it started working. We had to compromise and change and move around a little bit more. And I think today as we sit here were actually are and in a ration. The improvement of this ordinance and it just goes to show you that. Don't let perfect stand in the way of better. Don't let her pick stand in the way of something that is good and better for all of us and trust that once you establish the good. You can always work on an unclean in mold and do things you know the apprenticeship world is going to change 2 years from now 5 years from now and there's going to be new things and other things and to me it was just the first best example of how we all work together to find a way to an outcome that reflected the city's values. That's where we wanted to go and and I'm I'm just really pleased about all that and you're to be bank your partnership on your participation the mayor's office League all the stakeholders the people who pushed back. The people he said you know no don't do this or if you do it do it that way. They were listened to some of that was included some of it wasn't but that's the way. Good government happens right. Try and find the commonalities work with that go from there and then make it the best you can make it and this this to me is really really kind of a shining example of that so thank you very much. Thank you mayor. Mister Karr the one authorizing restrictions contained and public transit Grant agreements for improvements to the airport property. The one. The motion to approve or deny he too was unanimous. If you Miss Court he 3 an ordinance concerning various city code provisions related to the municipal pier district. >> e 3 an ordinance concerning various city code provisions related to the municipal pier district making findings regarding the need to amend those provisions to reflect the scope and lay out of the municipal pier district amending city code provisions related to the following matters for the perfect for that purpose. Definitions Ickes tending to cause congregation of animals, sleeping lying or reclining in certain areas during daylight hours sleeping and are on the right away panhandling and La parking and providing an effective date the public hearing for this item is Dec. 5th and we have no cards. The move provoked. Thank you. The program motion a second on a 3. As members of your votes on first reading for the 3. Reporting that all council members voted if you please. The 3 passes unanimously. Thank you Mister Kirk eat for an ordinance concerning the regulation of alcoholic beverages in orders concerning the regulation of alcoholic beverages clarifying existing city code provisions concerning the consumption of alcoholic beverages good provisions regarding as is its district specialty center. Adding a new city code provision creating they stabbed us creating an establishing portions of the municipal your district as a specialty center amending section, 21 bass 3, 8, The city co concerning alcoholic beverages and providing an effective date public and for this item is also on Dec. 5th and we do not have any cards. The proof. Second. Just had a question on that. And it's fun of somebody get back with me. I just want to and can because it appears very family friendly. >> So my understanding of this proposal is that it would not allow alcohol all the time that would allow all like on special events like the district. >> Councilman That's not corrected. It will allow all in portions of the pier district. Provided it's in it in approve essel so if the alcohol is served and dispense but it says and approve essel it will be permitted on the pier district and those portions that are set forth in that map and the ordinance okay and we're happy to get with you and discuss yeah all I was like on the boat, you can drink. Yeah and. The right that's what being a you cannot thank I have a little bit of luck and others and yeah, I think you know you can stir. From the truck we have a motion in second. Yes we do. Council members present your vote on before. Mr. Clarke seeing that all council members have voted to police telling them out to vote. >> Sure the motion to prove that provision at before. And this thing. Thank you Mister Court. And that reports at one Petersburg college bachelor's degree and human Services council members also. >> There are reports that I do not have a report I'm going to turn it over to some folks from Saint Pete college to present but and this was brought someone on their advisory Council that's a young professional with the chamber product that Saint Pete college wanted to pursue a bachelor's degree in human services, it felt like something this body would be interested in hearing find out how we're preparing people to serve those in our community and they a wide breadth of support in the community in order to make that ask and so I thought they could present to us and we can decide where to go from there. Thank you. Welcome good afternoon. To the council. Thank you so very much for allowing us to be in your presence today. What you know that with thankful for this brief opportunity. My name is Joseph Smiley on the dean of social science and human Services at St. Petersburg college. What crowd is pcr worked at St. Louis because now for 38 years and I enjoyed every day of it started when you were 5 come before you doctor sure Kerr is the program director of the human services program. So just a few moments with your day with awful just he'll to forward of support. This batches of science and human Services programs designed to prepare students for. Korea in a wide variety of helping programs for St. Petersburg that is so vitally important. The professions in public and private agencies providing for those in organizations and businesses as well. So we believe now is we're prepared the application with the state to be able to offer that's degree and human Services right here in St. Petersburg to me to the workforce needs of this area. Council if you will allow us please we we think it's vitally important to note that the 3 pieces all of the community that will benefit from being in a position to help especially degree to for you. We believe our current students who able to earn the 2 year degree in human services here to be able to earn that already at Saint Peter's precaution. We do it well. We want to be in a position to allow them the opportunity to move on at St. Petersburg College and also earned a bachelor's degree. That's what this is about. In addition to that we believe this particular degree will appeal to new students as well as also current a working you know helping professions now to be able to go on to expand their education, equally as well and of course in addition to that we believe would also put many of those in Petersburg in a position where they can appear. You can move forward graduate work if they choose to do so. We believe at this point it's vitally important for us to note then but dispatches degree will help us to serve and provide even better services for those who happened to be in homeless shelters d-san transitional housing. Those are all for mental health agency type services, those in community health centers. All of these types of helping petitions other patients that week. We believe will be able to benefit and these ages is in these places where this type of work can take place we're excited about it and being able to provide this opportunity. We've examined the data very carefully and with examine it. A number of times and each of these type of fishes we see the outlook for positions is very very very good. Look at the various occupations are listed for eu Council you can see they were projecting state is projected growth in these areas in double digit numbers as we move forward, so we believe that by having inspectors degree will be or provide for meet the needs of a growing a set of labor in this particular area. Also looking at the data frost 8% perspective. The previous data was about St. Petersburg about Pinellas County with a double digit number the growth has been projected before the state it is equally strong in this area. Equal as well what you're talking about a substance abuse and behavior does for counselor. The best that would support that person double digit double digit growth of growth numbers are projected for of that particular area. So we believe that by having this degree right here in St. Petersburg we can meet the needs of the growing demand workers in that particular area. And so we say to you that we know then we all are mindful of the fact that there's an aging us population without question the data clearly supports that and we hope to be in a position to be able to provide the mission or support for that beheading skeel and train workers that will be able to meet the needs of those about to support this need and that growing area and sadly to say that we must see it in the area of substance abuse and the need for counseling in that particular area and other abuse areas, the reality is we want to be in a position about a serve of I-four the label to a position to support and that area equally as well. So we a comparable that there's a growing demand in this area. And we believe that we can help by having a bachelor's degree right here in St. Petersburg and so the clothes will say this to you we have outstanding support so far as the commune people appealed for your support is the word of support from you. We've got a very powerful advisory board. Doctor Diane clock it operation Park is the chair of our board and as a powerful job in helping to lead us in the work that we do. So you as you can see we've got a range of those who are supporting us calling for have to agree to the offer right here. Of the county, so we appeal to you for your support. We believe the St. Petersburg college is good good at doing the work it does it doesn't outstanding way I'm sure as you very well know, and we seek to that even more so by having the bachelor degree in human services right here in St. Petersburg and we appeal to you. But just a word of support as we move the application for with the state. >> For sharing this information with us and for sticking to the time limit I know there's a lot of him from his second you could share with us. But but you did a great job of really hitting on the high points. The specially the outlook by occupation and the need for folks are trained. In this industry so I would move approval of a resolution to support. Your application to the state we can get some more specific language on that and bring that back to the body at a later date for a. Look when we have something drafted again. >> So who's the approving body who with the resolution go to. You can make that you can make a resolution to Petersburg College in support what we're doing okay and then we have to provide that information to state is a part of the application. The motion is to provide a resolution of support is being used for college where their application for them in service specials. I think gives campus were just anywhere in Sun.. Anywhere. They were college. Yes. I think it's a job now. 6. The tarpon Springs, there was Park in North St. Petersburg so we've got Some of the West and we have got of course downtown midtown East. Mister Graham motion a second. Miserable time he Mister Kirk single council members have voted if you please tally the announce the vote. Sure the motion in support of a ton and a half one. The resolution for St. Petersburg the green human Services has regulations and thank you for everything you're doing is thinking so much. To Thomas signed for wayfinding components. Another signage for the new safety pier. The changes to bluster Mister Pray men. Mister Prime minister the last time. I get a council. After that. Thanks for your time today, I'm just wanted to. She touched the us This is the time to sign regarding the we finding as well as other signage compliments for the pair. It will cover the pair that the approach the buildings within the entire district as well as the gateway section. So as I quickly go through this. I'm just to summarize the steps that went ahead. So we went through a multi-step process. So once we selected the one she has her daughter of q. And I and petition for better was the process consistent with a procurement court re safe 6 responses. We value to this response s and the prices that made them provided a baseline criteria, pricing to each one of the contract is so that we will have consistent means and methods full as to meeting. I can pause for meant so you she continue Osman on this bus. So pick up with that that fire right now and. Nothing really has changed and the general context of the we finding while this presentation is going to cover more than the we finance also in the cover the regulatory the business The signs within the building that is actually quite fussy or set of it sort of get of occupancy for the site's the building. It will also cover emergency in gress egress parking eta parking signs but I just wanted to take that first step I did get one question and I wanted to touch base on the actual we find incompetence of this overall package so again de the intent of the look has not changed. It's still the general layout of what you're looking at right now those are the mean features within we find a package you're going to have the district id maka that will be in store at one central location. And then again. The next will be the e 2, but as the secondary market that will be installed it and it was a quadrant and on for some feel as we went to the site I try to indicate where these will be installed. You have the district bana as well as the Anna and those are still within the context of the amount that we present a previously and we will have to find locations one tree crashed the have all the light boards installed. And then you see the 2 parking signs will be installed at the get real one and the middle of the parking id district entrance to indicate to us vehicles as to which parking lot was open which one can get into all even at the gateway to understand that the parking is full. So that we don't have people almost like a college scenario driving on a cop out but for what talk about a Christmas trying to find a parking spot. So as they continue on to the next slide. It does look at pretty busy in that and I will continue on to the next slide. After this really wanted to give you a good contacts because this is an engineering document as opposed to the original the one that you looked at which was a concept which had images logic contacts to call us. This isn't a design that was laid out an engineering files is actually much more to scale. Pull aside one particular section right now as an example just to give you the context of the signage within this small area and again if you look at the slide. The foreign flip back and forth you see how busy it is. But let's look at this one section right here within this area approximately 15 science. If I can break down the categories of those signs that stop signs out to the 15. Is one autistic sign there's a vehicle a directional sign. To district Mark id science one speed limit sign. Directional for pedestrians and one parking sign. So it looks like a lot. But in the context each of those signs are really regulatory ruled we signage that is required. Continue on. And again another busy section that was Sean overall site and really breaking this down again. Within this area, 15 signs of those 13 signs. 2 of them actually stop signs for them. The destrehan cross walk signs. And there is a regulatory science that we have for parking signs within that could either be with to actually pay for parking or I could actually be 88 parking signs itself and then you have to pedestrian want the dash and a actual I want to he could actual and that he can lead our action is going to tell you. This parking lot is empty. What it's full continue to the next. So in the context of again that mention all the signs. Now we continue on to how that really breaks down. So and the request that you have your seat individual prices as it breaks out. Now keep in mind that we did budget talks money some 100,000 for this and this is where we are right now so we did bring it in by about an inch night and bring in that and within the budget. So if I could too quick context. The branding and are we finding those type of signs that you would see well actually be the primary to secondary monuments. The parking directional vehicular directional the informational signage as well as the coastal think it. The building rooms those that do is type a typical signage to choose he would beat emergency in grass to eat grass so tough to mechanical room, each pc to that building addressed. Those are the type of signs you see in that grouping was at a smaller size that associated with the individual art installation, as well as one of his sign and solutions to what Saddam equity so those are the dedication plaque says whoa we leave them out. Parking signs again I'm pretty straightforward as funds. Those are the type of payment location motorcycle with a direct deliveries to went to this the what's the direction for them was the handicapped parking was the Marine and a tenant and also police parking. Now we continue on to the group of the regulatory and parking regulatory unruly punditry climate science and those which are uncover anything from his stop pedestrian cross walk splash pad rules and then they will percent and permit requirements as in any sort area that you're going to have fishing. You want to requirements for nor becoming a fish signage as well as your voting requirements. Those step aside to cover the inside of there. Then the last category and that is actually these antipathy of signing. We do have solar panels installed in there and you know ghosted into context a lot. This does not even cover all the technology or the innovation that we've actually put into the site it covers the big-picture items things that Tom people have more time to book can be can quickly associate too. So with that. The request of presenting to you as to move followed it to the request for the rise in us to move forward for the contract with them. Take any questions. Thank you. And thank you Mister Chair. Jess thank you for that report. I didn't want to just kind of check and see kind of where we were with with the signs up there. Uh I'm I'm here. My only question on the on the types of signs. Plant banners. What what are the odds. Plant that has been if not would you mentioned in your piece in They will Event that us that event. Yes. So those were and if. On that that slide. So you have to pay it district id and then you have any special about that. The question on the on the report. On the first page and. Where we had the bitters. The about the Thomas. On the back and he was. The little bit bitter at 200. 48,315. $1000. Walk us through that the numbers haven't we get from from that to the 5 9761. Okay. So. I will go ahead and just quickly put back to the second slide if you want to just take a look at that. So Jonah invitation for that process what we did is we requested from these the first requests it's it's a multi-stage process who requested qualifications once we got the qualifications we value to to see who was actually capable to provide a capacity to let the capacity who could be discussion will and who had a good understanding of intent. Once we conducted that review, then we issued obese amount of quantities from method of comparison to all of the business or the bit as hat. It's not the final that we ended up with but they all had the same quantity is just an estimate quantity sheet. What we expect. The fee is where we are up to him on a science that we had. Detail design that they can start pricing. And again it's just a quantity that was provided to all of them for different types of signage so we can have a even and consistent method of come pass. So the pricing that was provided that was just meant for the intent of comparison of pricing with their qualifications then we selected was a Louis but most qualified. Contract that we Dennis you'd to $1500 to 5 ministry tough and this trip to the authorizing them to help us develop the shop trying so we could finalize the pricing and arrested assignment or love the complete package and that's what we're presenting to you know. $300,000 of. Of the funding came came out of the marketing department. It that kind of sounds like a capital costs. Signed it into the marketing. Budget. And you all remind Council of several months ago when we visited with each of you individually we kind of laid out we're all the resources we're coming from yeah, it is. So so the resources or partially in. The project itself somewhere and marketing some work transportation for the various. Because it touches those 2 departments in makes rational sense for those to be if the expenses to be recorded there. >> Thank you for joining me that means remember people ran through a lot of those all right, then that my last question is just on in the resolution when I add up the numbers. Comes up about $30,000 short. I do my math wrong. You know I get the same thing. And I I I see it 30,791 thousand nine. The 30,007 91. I came up with $560,000 in debt. Of the 10 in the detail of the resolution. If you look at page 3 of the resolution numbers there. I did 5.60. Well that will check with him, But that's all the questions I had somebody can work on that and you know we'll make sure in ok has been to school. Thank But my main question was. Basically the same as vice Chairman To nerys regarding the discrepancy between the 2. The 2 prices that were given by Thomas and just to clarify. We needed the ice. The face to the ice technical offers. Is it just a generic like these are. If we asked you for 2 of these a dozen of these for these how much would it cost. Yes, okay, and without having seen that. Was there anything when you when you do that and you present that example for them to price out for you. He said it was later on that you had the final. Of what kinds of signs was it was a didn't reflect. The types of signs that are used for the final. Yeah, so the effect of the type of signs, however you know we did do some modifications off to us just again to the value engineering process and also of the to the final quantities were good for them be spying quantities So as an example when we based on the final when foundations coming a little bit bigger. So that's going to push to size up of one sites. So those sort of that's when you actually get into the final to shop growing interviewing. So they did did that to pass the price the actual signs. We put in the foundation's a separate us in okay, don't those are not in the package of consideration because they don't have that information to the pricing on. So that has provided late on so at the baseline level. They can do a comparison apples to Initial cost of science. But this additional cost that's coming in because now we have to do the foundation associated with some of these right. >> I'm sure you can understand why we would have questioned or Molly, we know we want to ask for it so yeah, I just wanted to make sure that that I understand that anyone who is I'm looking at this material weight would understand you know why there's over $300,000 difference and again it's it's not the final quantities that were presented to them. It was an estimate but it's consistent for all of them so they all have the same be a slam for pricing. Thank you again. Thank you chair, that's no rush. If you are. To as that it looks like there's a sign that's on the breaking waves. Yes. I actually have that's I know it cites an example if it is the court is not big Asian sign. Yeah, so again those up regulatory signage. Have a right as well. There are requirements for those Both great weather center. It could be on a high. Yeah comes up out of the water. The vote has 8. On the other side you are to see docks and leave constructed a new Jedi. Going out to are we planning to have some of directional signs are not call signs for. Well Sir like at night. So those you know that there's a are impediment those will actually have tonight the couple can to see lights associated with them. Right so that's not a sign of considered part of this. >> And his mother has followed with one more thing that I see you'v
