SUBJECT: Soledad Youth Council Update and Introduction of 2025–26 Youth Commissioners TO: Honorable Mayor Velazquez and City Council FROM: Jessica Potts, Parks and Recreation Director MEETING DATE: August 6, 2025 CITY OF SOLEDAD STAFF REPORT THROUGH: Megan Hunter, City Manager AGENDA ITEM NO. 1. Recommendation Receive a presentation introducing the 2025–26 Youth Commissioners and providing an update on the City’s administration of the Soledad Youth Council program. Executive Summary Staff will introduce the appointed Youth Commissioners for the 2025–26 program year and provide an update on the City’s administration of the Soledad Youth Council and Youth Commissioner Program. The program will continue to support youth civic engagement and leadership development through a structured model operated by the Parks and Recreation Department. Commissioners will support City youth initiatives as paid student workers, while continuing to serve as volunteer members of the Youth Council outside of paid shifts Background The Soledad Youth Council was created to promote youth leadership, civic awareness, and community involvement among high school-aged residents. Each year, a small number of Youth Commissioners are appointed as paid City staff to support the program through structured shifts and department-led projects. The broader Youth Council remains a volunteer leadership body, meeting regularly to advise on youth-related issues and develop community initiatives. In previous years, the program was co-managed with the School District. The City Manager and Parks and Recreation Director contacted the Superintendent to discuss whether to continue working together on this effort. Unfortunately, the key organizer from the School District has not been available to meet. Recognizing the need to move forward as school is soon to begin, the Parks and Recreation Department decided to manage the program entirely in-house to provide better oversight, accountability, and alignment with City goals. If the School District decides to establish its own Youth Council later, the City will explore opportunities to collaborate. 9

Review & Analysis For the 2025–26 academic year, three Youth Commissioners have been appointed: Giovanni Bravo – Returning for a second year Marilyn Ramirez-Peña – First-year appointee Cindy Alcaraz – First-year appointee Commissioners will work 6–10 hours per week, supporting program planning, youth outreach, and departmental projects, including: Preparing materials and logistics for Youth Council meetings Assisting with youth surveys and community engagement efforts Participating in City Council and School Board presentations Supporting youth-focused City events, outreach, and promotions Commissioners are expected to act in a professional capacity while on the clock, and to participate as volunteer Council members during Youth Council meetings and activities. Planned initiatives for the upcoming year include: A rebranding of the Youth Council Continued distribution and analysis of the Youth Life Skills Survey for advocacy Increased youth participation in community planning and events Development of a youth-led civic or service project by spring 2026 Financial Considerations Youth Commissioners are compensated at a rate of $16.50 per hour, not to exceed 10 hours per week per commissioner. Funding is provided through the Parks and Recreation Department’s operational budget. Alternatives Receive presentation as recommended. Request modifications to the Youth Council program structure or staffing model. Decline to receive presentation. Planning/CEQA This item is not considered a project under the California Environmental Quality Act (CEQA). Public Notice Requirements None required. 10

LEE LAW Monterey County Soledad, CA 20

What is Lee Law?  The Lee Law requires off-sale alcohol retailers (liquor stores and grocery stores, but not bars or restaurants) to abide by a set of public health and safety standards to protect surrounding neighborhoods and communities from problems associated with alcohol sales.  Address two community problems:  Youth exposure to alcohol and tobacco advertising increases the risk of youth alcohol and tobacco consumption and problems associated with those risks.  Large numbers of window signs on liquor stores contributes to crime and violence, particularly they block a clear view into the stores. 21

How did you get the random sample to check the Type 20 and Type 21 stores?  South County- The STEPS Leadership Students and Prevention Staff selected 10 stores out of 25 in Soledad CA, by a spin wheel generator.  1st visit to stores selected, owners received informational flyer regarding Lee Law and pictures were taken of stores windows for analyzation by S.T.E.P.S.  2 nd visit to stores owners that complied received a certificate of appreciation and other stores received another informational flyer with the importance of complying  3 rd visit was to see if those out of compliance made any changes to their window space, which none of them did. Alcohol Beverage Control as type 20 (beer and wine). Type 21 (beer, wine and distilled spirits) license to legally sell alcohol on premises. https://www.abc.ca.gov/licensing/licensing-reports/adhoc- report/?LICENSETYPE=21&RPTTYPE=6&CITY=SOLEDAD 22
