file:///C/Users/jjohnson/Desktop/21-11-08-Commission-LongboatKey.txt[11/8/2021 4:31:17 PM] 01:43:05 COMMISSIONER AHEARN-KOCH. 01:43:06 >>Jen Ahearn-Koch: YES, COULD YOU EXPLAIN FOR ME THE PROS 01:43:09 AND CONS, THE COMPLICATIONS OF THE TWO SPAN BRIDGES VERSUS 01:43:13 THE ONE? 01:43:16 WHAT DO YOU WEIGH WHEN YOU MAKE THAT DECISION? 01:43:18 >> AS FAR AS THE SINGLE SPAN OR THE DOUBLE SPAN, THE SINGLE 01:43:23 SPAN IS A LITTLE BIT EASIER TO CONSTRUCT BECAUSE YOU CAN 01:43:26 THEORETICALLY GET IT WITHIN -- START IT WITHIN THE FOOTPRINT 01:43:29 IN BETWEEN THE TWO EXISTING BRIDGES AND THEN BE ABLE TO WORK 01:43:32 FROM THE OUTSIDE WHILE STILL MAINTAINING EITHER THE 01:43:35 WESTBOUND OR EASTBOUND SIDE. 01:43:38 THAT IS A VERY BIG ADVANTAGE. 01:43:40 IT ALSO HELPS WITH THE ALIGNMENTS COMING UP. 01:43:42 AGAIN, IN PRESERVING THE TRAFFIC AND TRYING TO MAINTAIN 01:43:45 TRAFFIC, YOU WOULD HAVE TO SWING FURTHER OUT DEPENDING ON 01:43:47 THE TWO SPAN. 01:43:49 THERE'S A LITTLE BIT OF A POTENTIAL COST SAVING WITH THE TWO 01:43:53 SPAN, BUT WE HAVE TO WEIGH, AGAIN, LIKE I SAID, THE 01:43:56 CONVENIENCE, EASE OF CONSTRUCTION, DELAYS TO THE PUBLIC AND 01:43:59 BEING ABLE TO IMPLEMENT IT. 01:44:01 >>Jen Ahearn-Koch: IS PERMITTING -- IS THAT SOMETHING THAT 01:44:03 WILL BE PROBLEMATIC OR IS THAT SOMETHING THAT IS SORT OF 01:44:06 SMOOTH AT THIS POINT IN TIME AS FAR AS, YOU KNOW, 01:44:09 PERMITTING? 01:44:09 BECAUSE YOU'RE IN THE WATER AND SO ON AND SO FORTH. 01:44:12 >> WELL, THERE IS ONE THING WE HAVE TO LOOK AT. 01:44:14 THERE ARE SEA GRASSES WE HAVE TO BE VERY CAREFUL FOR. 01:44:17 THAT WILL HAVE AN IMPACT ON IT. 01:44:19 WE DO HAVE A DEFINED SEA GRASS CORRIDOR IN THERE THAT DOES 01:44:23 GO OUTSIDE THE BORDERS OF THE EXISTING BRIDGES, BUT WE WILL 01:44:26 HAVE TO BE MINDFUL OF THAT ALSO AND THAT WILL BE ANOTHER 01:44:29 FACTOR THAT PLAYS IN AS FAR AS THE SELECTION TIME. 01:44:31 >>Jen Ahearn-Koch: COULD THAT POTENTIALLY DELAY IT? 01:44:34 >> NO, IT SHOULDN'T. 01:44:36 WE WORK WITH THE REGULATORY AGENCIES. 01:44:39 IT'S BASICALLY STANDARD PROTOCOLS AND WE WORK IT THROUGH. 01:44:44 >>Mayor Arroyo: COMMISSIONER BISHOP, YOU HAD YOUR HAND UP. 01:44:48 >>B.J. Bishop: OJ, THANK YOU. 01:44:49 OBVIOUSLY, ONE OF OUR CHIEF CONCERNS IS THE IMPACT ON 01:44:54 TRAFFIC. 01:44:54 WE SUFFERED THROUGH THE NIGHTMARE OF THE CIRCLE IN THE FIRST 01:44:58 PHASE, AND WE'D LIKE TO KNOW HOW YOU'RE GOING TO ENSURE THAT 01:45:02 WE HAVE TWO LANES COMING ON AND OFF ST. ARMANDS THROUGHOUT 01:45:06 THIS PROJECT. 01:45:07 >> CORRECT. 01:45:08 AGAIN, I ALLUDED TO IT BRIEFLY IN MY RESPONSE AS FAR AS THE 01:45:12 DISADVANTAGES, BOTH OF THEM YOU CAN WORK IN A MAINTENANCE OF 01:45:15 TRAFFIC SCHEME. 01:45:17 WHETHER IT'S SINGLE OR TWO SPANS. 01:45:19 THE ONE STARTING THE SINGLE SPAN IS A LITTLE BIT EASIER 01:45:24 BECAUSE YOU CAN ACTUALLY BE CONSTRUCTING AS YOU ARE WORKING 01:45:27 ON IT.

file:///C/Users/jjohnson/Desktop/21-11-08-Commission-LongboatKey.txt[11/8/2021 4:31:17 PM] 01:45:28 AS FAR AS IN THE MIDDLE. 01:45:30 AND THEN EITHER SIDE, EITHER THE EASTBOUND OR WESTBOUND SIDE 01:45:34 IT BE DEMOLISHED BUT STILL LEAVING ANOTHER SIDE SO YOU 01:45:38 MAINTAIN TWO LANES IN EACH DIRECTION. 01:45:40 THE OTHER ALTERNATIVE, WHERE IT'S TWO SPANS, YOU WOULD BUILD 01:45:43 A SINGLE SPAN TO THE OUTSIDE AND THEN HAVE TO COME BACK, 01:45:47 OBLITERATE ONE, REBUILD, A FEW MORE STEPS INVOLVED. 01:45:51 BUT THEY ARE BOTH EQUALLY OBTAINABLE TO MAKE SURE WE 01:45:54 MAINTAIN FOUR LANES OF TRAFFIC -- OR TWO LANES IN EACH 01:45:57 DIRECTION. 01:45:57 >>B.J. Bishop: THANK YOU. 01:45:59 >>Mayor Arroyo: VICE MAYOR HAYCOCK, YOU HAD SOME CONCERNS. 01:46:02 >>Vice-Mayor Haycock: ONE WAS BJ'S. 01:46:04 THANKS FOR ASKING THAT QUESTION. 01:46:06 THE SECOND ONE IS WE'RE ALWAYS SENSITIVE TO THE INCREASED 01:46:11 TRAFFIC FLOW DURING THE SEASON. 01:46:13 IS THIS A PROJECT THAT IS MULTI-YEARS? 01:46:15 WHAT IS YOUR EXPECTATION HOW QUICKLY YOU CAN GET IT DONE AND 01:46:18 HOW YOU WOULD AVOID AS MANY OF THE SEASON ISSUES AS WE HAVE? 01:46:22 >> DEFINITELY OUR GOAL WOULD BE TO EXPEDITE AS QUICKLY AS 01:46:25 POSSIBLE. 01:46:26 IT PROBABLY WILL TAKE SEVERAL SEASONS. 01:46:28 AGAIN, THAT'S WHERE MAINTENANCE OF TRAFFIC WILL BE A VERY 01:46:30 KEY ISSUE, AND IT WILL COME INTO PLAY AS FAR AS THE 01:46:33 SIMPLICITY AND THE ABILITY TO PUT EACH ONE. 01:46:37 DEPENDING ON, AGAIN, THE RESILIENT THING IS A LITTLE BIT 01:46:41 NEW. 01:46:42 WE'RE HAVING TO LOOK AT POSSIBLY RAISING, INCREASING THE 01:46:45 PROFILE. 01:46:46 AS WE GAIN MORE INFORMATION, THE TYPE WILL BECOME MORE 01:46:52 READILY APPARENT. 01:46:54 I WISH I COULD ANSWER MORE BUT WE'RE STILL EARLY INTO IT. 01:46:57 >>Mayor Arroyo: EXCELLENT. 01:46:58 THANK YOU. 01:46:58 MOVING ON. 01:47:01 ITEM 3 OUT OF 10. 01:47:02 IT WILL BE AN UPDATE ON THE FUTURE MICROMOBILITY SYSTEM IN 01:47:05 THE CITY OF SARASOTA, INCLUDING OPEN AIR TROLLEY, ELECTRIC 01:47:09 SCOOTER AND BICYCLES AND WATER TAXI. 01:47:21 >>Steven Cover: HI. 01:47:21 MY NAME IS STEVE COVER, PLANNING DIRECTOR HERE AT THE CITY 01:47:24 OF SARASOTA. 01:47:25 AS PART OF OUR TRANSPORTATION MASTER PLAN, WHICH WAS CALLED 01:47:29 SARASOTA IN MOTION, THERE WERE A NUMBER OF INITIATIVES THAT 01:47:32 CAME OUT OF THAT. 01:47:33 AND THREE OF THOSE WERE CONSIDERED MICROMOBILITY 01:47:36 INITIATIVES. 01:47:38 THREE OF THEM BEING THE TROLLEY SYSTEM, A WATER TAXI AND 01:47:41 THEN ALSO A BIKE SHARE, SCOOTER SHARE PROGRAM. 01:47:45 AND SO WE'VE TAKEN THOSE RECOMMENDATIONS AND WE'VE MOVED 01:47:49 FORWARD WITH THOSE, AND I WOULD LIKE TO PASS THE BATON TO 01:47:52 MARK LYONS, WHO IS GENERAL MANAGER FOR PARKING, WHO IS

file:///C/Users/jjohnson/Desktop/21-11-08-Commission-LongboatKey.txt[11/8/2021 4:31:17 PM] 01:47:54 MANAGING EACH OF THESE PROJECTS. 01:47:56 >>Mark Lyons: COMMISSIONERS, MAYOR, GOOD TO SEE YOU. 01:47:59 THANK YOU FOR THIS TIME. 01:48:01 LET ME START WITH THE TROLLEY PROGRAM. 01:48:03 THE PROGRAM WILL BE NAMED THE BAY RUNNER. 01:48:05 MANY OF YOU MAY ALREADY BE FAMILIAR WITH IT. 01:48:08 THE CITY SOLICITED REQUESTS FOR PROPOSALS AND SECURED AN 01:48:12 OPERATOR. 01:48:13 IT'S THE SAME OPERATOR THAT ACTUALLY PERFORMS THE TROLLEY 01:48:16 SERVICE OVER IN SIESTA. 01:48:19 SO THEY ARE VERY FAMILIAR WITH THE TYPE OF OPERATION THAT'S 01:48:21 REQUIRED. 01:48:23 THE GOAL OF THE SERVICE, OF COURSE, IS TO MITIGATE THE USE 01:48:25 OF CARS THROUGH THE ROUNDABOUT CONSTRUCTION PROJECT, AND TO 01:48:29 REDUCE TRAFFIC OVER TO THE BARRIER ISLAND. 01:48:31 IN ADDITION, WE'RE VERY HOPEFUL THAT IT WILL STIMULATE 01:48:37 DISTRICT BUSINESS ACTIVITY BETWEEN DOWNTOWN AND THE 01:48:40 ST. ARMANDS AREA. 01:48:41 THE SERVICES, AT PRESENT, PLAN TO OPERATE FROM 8 A.M. UNTIL 01:48:47 MIDNIGHT. 01:48:48 THERE WILL BE SOME VARIATIONS TO THAT SERVICE SCHEDULE. 01:48:52 WE ANTICIPATE DURING THE PEAK PERIODS IT WILL OPERATE AT 01:48:54 20-MINUTE HEADWAYS. 01:48:56 IT IS PLANNED TO BE A VERY FLEXIBLE PROGRAM WHERE MANAGEMENT 01:49:00 WILL REVIEW THE METRICS, THE OPERATING STATISTICS, THAT IS, 01:49:04 AND REDUCE THE SCHEDULE OR INCREASE THE SCHEDULE AS NEEDED 01:49:07 TO MEET OUR DEMAND. 01:49:08 STOPS WILL BEGIN AT MAIN STREET ALL THE WAY AT THE END OF 01:49:13 MAIN STREET AND SCHOOL AVENUE AND GO ALL THE WAY DOWN TO 01:49:16 U.S. 41 AND THEN PROCEED OVER THE BRIDGE WITH LIMITED STOPS 01:49:21 ACROSS THE CAUSEWAY AND THEN INTO THE CIRCLE OVER TO THE 01:49:26 BEACH, THE PAVILION AS WELL AND SOUTH LIDO BEACH. 01:49:29 SO THAT IS THE GIST OF HOW THAT PROGRAM IS GOING TO OPERATE. 01:49:34 WE CAN TELL YOU MORE IF YOU HAVE QUESTIONS. 01:49:36 LET ME SHARE WITH YOU OUR MICROMOBILITY PLAN WHICH STEVE HAS 01:49:39 ALREADY MENTIONED. 01:49:40 IT INCLUDES SCOOTERS, BIKES, ELECTRIC BIKES, AND WE'RE VERY 01:49:46 EXCITED ABOUT THAT. 01:49:47 WE ARE CURRENTLY IN THE PROCESS OF NEGOTIATING A CONTRACT 01:49:50 WITH A VENDOR. 01:49:52 WE HAD 8 NATIONAL COMPANIES INTERESTED IN THIS CITY AND 01:49:57 PUTTING SCOOTERS AND BIKE SHARES OUT IN OUR AREA, SO WE'RE 01:50:02 LOOKING FORWARD TO THAT. 01:50:03 IT WILL BE SORT OF -- WE'LL BE CAREFUL TO RESTRICT THE USE 01:50:08 OF THESE AREAS WHERE THEY CAN BE SO THAT THEY ARE GEOFENCED 01:50:12 AND CONTROLLED. 01:50:12 THE HOURS OF OPERATION WE ANTICIPATE TO BE SOMEWHERE BETWEEN 01:50:14 6 A.M. AND 10 P.M. 01:50:16 THAT NEGOTIATION IS MOVING ALONG. 01:50:20 I HOPE TO BRING IT BACK TO OUR COMMISSION WITHIN THE NEXT 01:50:23 FEW WEEKS. 01:50:23 LASTLY, I'LL SHARE WITH YOU THAT THE WATER TAXI FEASIBILITY

file:///C/Users/jjohnson/Desktop/21-11-08-Commission-LongboatKey.txt[11/8/2021 4:31:17 PM] 01:50:27 STUDY HAD BEEN COMPLETED BY THE CITY. 01:50:30 AFTER MANY YEARS OF TRYING TO ENCOURAGE WATER TAXI 01:50:33 OPERATIONS IN THE BAY AND AROUND OUR AREA, WE REALIZED THAT 01:50:37 THERE WAS NO REAL INFRASTRUCTURE TO PROVIDE THAT SUPPORT. 01:50:41 SO THE EFFORT WAS TO TROY AND UNDERSTAND THROUGH A 01:50:44 FEASIBILITY STUDY HOW THAT COULD BE ACCOMPLISHED SO IT MIGHT 01:50:49 ENCOURAGE AND SPUR THAT KIND OF SERVICE ON. 01:50:52 THAT HAS BEEN COMPLETED. 01:50:53 THERE ARE A NUMBER OF THINGS TO TALK THROUGH IN TERMS OF HOW 01:50:56 IT'S ACCESSIBLE, HOW WE MAKE IT A VERY SERVICE ORIENTED TYPE 01:51:00 OF SERVICE. 01:51:01 PARKING IS ALWAYS IMPORTANT WHERE A WATER TAXI OPERATE FROM 01:51:07 WOULD NEED TO HAVE THAT ACCESSIBILITY. 01:51:08 WE CERTAINLY SEE IT OPERATING THROUGH KEN THOMPSON PARK, THE 01:51:14 BAYFRONT PARK, ST. ARMANDS, AND THE BAY PROJECT AS WELL AS 01:51:18 CERTAINLY ONE OF THE LANDING POINTS THAT WE ANTICIPATE IN 01:51:21 THE FUTURE THAT IT WOULD BE OPERATING. 01:51:23 THIS IS STILL, AGAIN, SORT OF IN THE PLANNING STAGES, BUT 01:51:27 WE'RE VERY ENCOURAGED WITH THE INFORMATION WE HAVE SO FAR 01:51:30 AND IT'S BECOME ONE OF OUR STRATEGIC PROJECTS. 01:51:33 >>Mayor Arroyo: THANK YOU. 01:51:34 COMMISSIONERS, ANY QUICK QUESTIONS OR COMMENTS? 01:51:36 MAYOR. 01:51:43 >>Mayor Schneier: TWO OF YOUR ISSUES, FIRST ON THE WATER 01:51:45 TAXI, WE'RE INTERESTED IN STAYING INVOLVED WITH YOU AND 01:51:48 UNDERSTANDING WHAT YOUR RESEARCH IS SHOWING TO THE EXTENT 01:51:50 THAT LONGBOAT KEY MIGHT BE ABLE TO BE A PARTICIPANT, MAYBE 01:51:54 EVEN A LANDING POINT. 01:51:55 WE WOULD LIKE TO WORK ON THAT AS YOU WORK ON IT. 01:51:58 SIMILARLY, WITH THE E-BIKES AND THE SCOOTERS, WE'VE BEEN 01:52:01 CONTACTED BY A NUMBER OF PROVIDERS ON THAT AND ARE VERY 01:52:05 INTERESTED IN WHAT YOUR REACTION IS. 01:52:08 POSSIBLY THERE'S AN OPPORTUNITY TO EXTEND WHA
