He provided an example for one employee who will receive an increase of $379 a month which, when calculated retroactively dating back to January 1, 2020 (28 months), will mean a retroactive check will be made out for that one employee in the amount of $10,612. He asked how many night custodians could have been helped with that money if the money been distributed more equally. He said that while he understands that the Job Study has been ratified he urged the Board to hold the funding and postpone the decision in order to ask for more detail as to how this will encroach on the General Fund and how it affects the District’s funding for building maintenance. Superintendent Hill confirmed that the cost of the Job Study has been built into the District’s budget and Assistant Superintendent Debbie Kukta provided the set-aside figures for three fiscal years. REQUESTS TO ADDRESS THE BOARD 10.a Public Communications on Agenda Items Katherine Fagnani, Monterey High School student, spoke about her disappointment in the proposed changes to the Monterey High School schedule and expressed how damaging she feels these changes will be to the academic success and emotional health of the students at MHS. Ixchel Sanchez Jimenez, Monterey High School student, also expressed her dismay in the proposed changes to the MHS schedule and believes that this change will be detrimental to the students of MHS. Nadra Ostrom, parent, cofounder of the Destiny Education Project, and member of the Diversity, Equity, and Inclusion (DEI) Committee, joined the meeting virtually via Zoom and spoke about the importance of continuing the District’s DEI program. She spoke in support of continuing to fund the DEI consultant position (a role currently held by Stefani McCoy) despite the fiscal challenges the District is facing. She suggested that should SB 830 pass, there is funding in the bill to address truancy and chronic absenteeism and she feels that if these problems are looked at through a DEI lens that incoming funds from SB 830 could be utilized to pay for ongoing DEI work. She advocated for Ms. McCoy’s credentials in leading this work such as her ability to work with students. She cited the example wherein Ms. McCoy brought two students together who had differing views regarding the pause of certain books in the core curriculum. Ms. Ostrom cited a policy study from UCLA that stated that Black students are 40% more likely to be chronically absent. She said she feels that given more time, Ms. McCoy could get to some of these root issues. President Tabet then moved to items 9a-9c, the Public Hearings, before moving back to continue with Public Communications. Megan Barfian, BHS student, spoke about her disappointment that there would not be a stage (risers) erected for their graduation ceremony this year. She said she realized the stage would cost approximately $5,000 and provided some ideas for how the District could pay this extra cost.

Board of Education 265 Regular Meeting – May 5, 2022 Rachel Tomasek, BHS student and ASB co-president, also spoke on behalf of the entire 2022 Burbank High School graduating class, regarding her belief that the reasons given for not erecting a stage for the BHS graduation are not valid. She expressed her feelings about how important it is for them to be seen at their graduation. She held a sheaf of papers which she said was a petition signed by all 500+ members of the BHS senior class asking for this to be rectified. Superintendent Hill addressed the students’ concerns with regard to the lack of a stage rather than waiting until the end of Public Comments. John Paramo, Assistant Superintendent of Educational Services and Acting Interim Principal at Burbank High School, explained the reasons why erecting a stage for the BHS would present a challenge as it the structure has to be moved from MHS to BHS during a very brief window of time, but said he would work on it. 10.b Staff Responses Superintendent Hill explained the process regarding the schedule changes at Monterey High School. He thanked Ms. Ostrom for her advocacy, but said that the Board would not be voting on a contract for Ms. McCoy this evening. 10.c Board Members’ Responses Member Aghakhanian said that he was very proud of the students who spoke from Burbank High School about graduation. He reported out on some of the community events he attended and participated in, including the Eco Council’s “Trashion Show” and said he was the keynote speaker at a recent JSA event. Member Frintner said the Board was open to discussion on the issue with the risers at the BHS graduation. He thanked the two students who spoke about the schedule change at Monterey High School and he agreed with them that MHS is a jewel in the District. He spoke about some of the events he has recently attended including his participation in the PTA Honorary Service Awards held at John Muir School to honor PTA HSA recipients from the past three years as the event could not be held due to COVID-19, the Care Walk fundraiser for the Family Service Agency of Burbank, and the Chamber of Commerce event recently held at Pickwick Gardens. Clerk Weisberg reminded the audience that she types throughout meetings because she takes notes, not because she is not paying attention. She announced that she and Vice President Ferguson would be holding an EdWalk this Saturday, May 7, at 9am at Chandler and Mariposa. She reminded District students that they do not have to wait for a Board Meeting to bring up issues and, instead, encouraged students to contact Board Members directly via email, telephone, etc., and that Board Members would be willing to meet with them. She thanked Ms. Ostrom for speaking about DEI so eloquently. She thanked our teachers for their service in acknowledgment of Teacher Appreciation Week. Vice President Ferguson thanked all of the speakers and thanked all of the District’s employees for their hard work this year to get things wrapped up as part of another very challenging year. He said that staff would continue to work through the concerns brought forward by the students with regard to the proposed schedule changes at MHS, but referenced state laws that frequently tie the District’s hands. He spoke about some of the community events he attended, including the PTA HSA awards and the recent Armenian genocide remembrance event held at City Hall.

Board of Education 266 Regular Meeting – May 5, 2022 President Tabet thanked all of her colleagues for their kind and thoughtful comments. She thanked all of the speakers, spoke of her appreciation for Monterey High School, and thanked the District’s teachers. Board of Education 273 Regular Meeting – May 5, 2022 Member Frintner asked to have item 13a., Approval of Minutes of the April 21, 2022 Board of Education Meeting, pulled for separate consideration as he was not present for that meeting. It was moved by Steve Ferguson, and seconded by Armond Aghakhanian, that the Board of Education approve items 13b-13q, as recommended. The motion carried unanimously. It was moved by Steve Ferguson, and seconded by Emily Weisberg, that the Board of Education approve item 13a., as recommended. The motion carried 4-0-1 with the following roll-call vote: AYES: Aghakhanian, Weisberg, Ferguson, and Tabet. ABSTAIN: Frintner. President Tabet read out the retirements, thanked the employees for their service, and wished them happiness in their retirement. 14. REQUESTS TO ADDRESS THE BOARD 14.a Public Communications on a Subject Within the Jurisdiction of the School Board Carrie Herran, parent, spoke about the disappointment of students and families that parents cannot attend the Spring Dance in which their children will be participating. She said she does not understand why some events (indoors and outdoors) are still being held with guests in attendance, but for this event the parents are forbidden from attending. She asks that the Board and staff reconsider this decision. Nicole Drabecki, teacher, spoke about the renewal of Superintendent Hill’s contract. She questioned why it was being brought forward on tonight’s agenda when it has not even expired and questioned his credentials and suitability for the role at the time he was hired. She expressed her disappointment in what she feels is his lack of leadership and lack of involvement with the Measure I campaign. She also pointed out what she considered his lack of leadership regarding the return to school in January 2022 after Winter Break before the District could establish a COVID-19 testing system. She questioned the amount of Superintendent Hill’s pay, which she pointed out is higher than that of the Governor of California, something she finds especially troubling when the District cannot even fund elementary P.E. teachers. Diana Abasta, President of the Burbank Teachers Association, said she was speaking on behalf of the Burbank Teachers Association’s Executive Board. She said that public educators are under unprecedented attack from natural events and political discord, creating a grave crisis as evidenced by the fact that teacher preparation programs are currently unable to fill seats because the teaching profession has become so undesirable. She suggested that there was no time to lose in the development of a proactive, pro- education and pro-educator plan to come out of this crisis stronger and more unified than ever. BTA envisions a plan for 2022-23 that addresses the needs of the students and supports District employees to foster healthy school cultures where all students and adults on campus are treated with civility, empathy, and integrity. The first goal she suggests is to look at how discipline is implemented at BUSD to target the behaviors that require intensive resources and alternative placements and pathways for students who are unable to adhere to set policies and procedures that make it safe for all students to learn. She said these policies should be implemented with fidelity and that no one entity should be able to circumvent the accountability that goes with holding parents and students responsible for the roles they play in ensuring that the learning expectations are met for all. Goals 2 must address the classroom and learning and learning services environments. There needs to be clear guidelines of what an appropriate and rigorous curriculum looks like that honors state standards and secures the collective support of educators who are providing all students with a more just, equitable, and democratic learning environment. Goal 3 must be the unequivocal support of classroom teachers, counselors, speech and language pathologists, and nurses to include increased salary and benefits that are above average and to support teachers on issues of

Board of Education 274 Regular Meeting – May 5, 2022 academic freedom and instructional pedagogy in support of state education requirements. That means courageously standing behind teachers who are unfairly abused and vilified on social media in email communications. This kind of support requires unfailing leadership from the Superintendent, the School Board, and all District administrators. Anything less will contribute to the growing exodus from our profession. These three goals lay out the essential vision that Ms. Abasta says the District must have for our students and teachers going forward. Ms. Abasta said that BTA stands ready to negotiate the details of these goals in good faith and then vigorously implement them. In every crisis there is opportunity and Ms. Abasta suggested that the District should let this crisis enable the leaders of Burbank Unified to chart a course for excellence rather than mediocrity. She spoke about the impact of how Social Security is administered to teachers and she urged her members, especially new teachers, to begin saving and contributing to their retirement now rather than waiting until the last minute. Carmenita Helligar, Burbank resident and parent, said she feels that Burbank and BUSD’s racism is showing. She said after the recent Special Board Meeting on May 3, 2022, that she began wondering why there was so much dissent between our Board Members and senior administrative staff. She spoke about a blog [sic] she read online called myBurbank.com wherein a writer mentions the dissent and questions why the Board is not on the side of Superintendent Hill. The writer also mentioned the “banned book debacle.” Ms. Helligar brought up the example that the District pulled the Shakespeare play Romeo and Juliet because English teachers felt it glorified teen suicide. She questions why there was no outcry over that, but when other students came forward some years later to say that books with the “N” word in them were affecting their mental health, there was a storm. She questioned why the White students who were tragically taking their own lives were protected but the BIPOC students were not, and suggested that is an example of White supremacy culture. She said she believes that the reason the Board is not approving Superintendent Hill’s contract is because he has been proactive on pausing books containing the “N” word. She believes that because Superintendent Hill went up against this White supremacy culture, from that moment on he has had a target on his back because one thing you cannot do is challenge a system that says that Black and Brown children are not important. She asked if Vice President Ferguson and Member Frintner would allow a book that contains the “F” slur more than 200 times, while they are allowing that to occur for other students. She said that the minute Superintendent Hill started standing up for other children, everyone started attacking him. She questioned why the Board always renewed his contract in the past until he started helping Black and Brown children. She told the Board that they have to stop upholding White supremacy and stop communicating about these books because her family was threatened and every time she reads something it goes back to these books. Jane Zargaryan, BHS student, spoke about her disappointment in the decision to not erect a stage for the BHS graduation ceremony. She said she started the petition to have a stage and said she received 562 signatures. She described some of the upheaval that BHS students have been through this year and said that not having a stage for their graduation will only add to the heartache they have endured this year. 14.b Superintendent’s Comments and Responses Superintendent Hill thanked all of the speakers. He complimented Ms. Zargaryan on her passionate advocacy. He said that he understood Ms. Herran’s frustration about not being able to attend their child’s Spring Dance event. He explained how the principals discussed this at length and he supported their decision. He thanked Ms. Abasta for her input. He thanked both Ms. Drabecki and Ms. Helligar for expressing their differing opinions about his competency and leadership. He said that he did knock on doors and did phone banking to help get Measure I passed and that he visits schools all the time so he wanted to correct what Ms. Drabecki said on those aspects of his performance.

Board of Education 275 Regular Meeting – May 5, 2022 14.c Board Members’ Comments and Responses Member Frintner thanked all of the speakers. He said that he did not feel it was appropriate to comment on the Superintendent’s contract since they pulled the item and will be bringing it back in July. He explained some of the decision-making process with regard to excluding parent guests at the Spring Dance, but said that he understands the parents’ frustration. Member Aghakhanian asked if there was a remedy to the Spring Dance dilemma such as using parent volunteers to check vaccination status. Superintendent Hill explained that the elementary principals discussed this issue at length and made their decision based on their fact-finding and discussion. President Tabet said she understands parents’ frustration about not being able to attend the Spring Dance, but says she would find it difficult to go against the will of all 11 elementary principals. Clerk Weisberg said that while the inability to attend the Spring Dance is heartbreaking she does trust the guidance of the District’s elementary principals. 15. ADJOURNMENT The meeting was adjourned at 10:30 p.m. MINUTES APPROVED: ______________________________________ MATTHEW HILL, SUPERINTENDENT SECRETARY OF THE BOARD 6/2/2022 ________________ DATE _____________________________ EMILY WEISBERG, CLERK
