Everybody is asleep or rushed. What is going on? Good morning. >> good morning. >> all right. I want to make sure people are awake and here. I'll tell you right now. We have the best of the best here today. We're very proud and several different levels. So with that, I want to make sure that we get things going. I'mi'm trying to get everybody out of here sooner than later. If not, sally will kill me. With that, my colleagues, if you could start making your way down. There's an important presentation and sally and I have worked hard. This is part a. We have part b next meeting. But we have a lot of great people today to recognize. I'm very proud to do that today. It's such a beautiful day outside, isn't it? Yeah. So sally, are you ready? All right. Why don't you take over here. [Cell phone] Not mine. >> that is unacceptable. We need to bring those canines front and center. Come on over. We saved the front row for you all. Ladies and gentlemen, while we're limited for who is near our chambers this morning, we have a tremendous media outreach. I need to say hi to all the can a nines. Hi, guys. Hi! Yes. All right. We have tremendous edium outreach to our community and beyond. I don't think there's anybody who is not reminded of the significance of JUNE 24th and what it is. It wasn't far beyond the structure of champlain towers, far beyond the city of surfside. To tell you the truth, to speak about it still brings tears to my eyes and it truly is with a heavy heart. I'm aware of what impact it had to the people who were there but only slightly as an observer. Come down here please. Honoring those people who worked it tirelessly and made a commitment like most over force responders. -- first responders when there's a problem people react in different ways but the one thing that is consistent is getting to it. They go to the worst of a situation. Sometimes to determine exactly what it is but always prepared to work it not knowing what is going to prevail as they do I have a couple shots. I'll give it out. I don't know how close you can grasp this. I think this is one of our first ones over here. This is early on. They nick named it the pile. These are some of the pictures that captured my attention, waiting, watching, praying, hoping with everybody else. It shows what they had to confront going into the pile with hopes every day all the time that it still was going to be a search for rescue, not recovery at first. With that I would like to read the proclamation. I think once before I read an entire proclamation. >> this is a first. >> I think so. >> I'll hold it for you. >> you really need to understand the magnitude of what this day was and is for our community and how special these people are en bloc to this community. As we've seen in disasters and deaf devastation not only around the country but around the world how important and significant they are to all of us. Miami-dade mayor and board of county commissioners whereas on JUNE 24, 2021, during the early morning hours a section of shame plain towers -- champlain towers south condominium which housed 81 units fell unexpectedly as hundreds of residents slept and within minutes the first emergency responders arrived on the scene to report a complete collapse of a major portion of the building leaving scores of occupants trapped, injured and missing. The miami-dade fire rescue, urban search and rescue team, florida task force ne who we'll be recognizing today amongst others deployed 101 ighly trained search and rescue personnel, search canines, cache -- that's the right ord, I hope -- of specialized tools and equipment for breaking and breaching reinforced concrete. Search cameras specialized listening equipment to locate persons buried deep within the rubble and specialty trained canine search teams that can detect ther search of persons when they cannot be seen and heard. Within the first hour following this catastrophe, florida task force 1 as assisting first responders with initial structural assessments of the remaining portion of the building. Our canine searches for trapped victims stabilizing unsafe structural members and coordinating heavy equipment needed to augment the rescue effort. For 30 days, members of this task force, florida task force one worked around the clock, digging by hand, eating and sleeping in tents on site and ignoring great personal risk such as the pending collapse of the remaining structure, fires, a parking garage flood, biohazard waste, torrential rains from tropical storm elsea and as the team was laser focused on locating every person lost in this tragedy and committed -- committed -- to giving victims' families the closure they needed. I must tell you, being there with some of my colleagues in addition to trying to bring closure every day was a little bit of hope for the people who they saw the rescue teams out there. It is oarchlit is only fitting that the member of the search and rescue team, florida task force one, be applauded for their valiant courage and efforts going above and beyond to preserve life and bring closure as much s possible to the families who lost loved ones in surf side. Ladies and gentlemen, this is a proclamation to memorialize what efforts they did. It only begins to capture in an abridged style how significant their efforts have been for everybody. To everybody who suffered a loss, for everybody indirectly who suffered a loss, too, we know how special this team is but for some of us who got to see them in action, including a lot of the victims' families that were welcomed to witness what was going on, it was so, to heartwarming to see all these people literally risk their own lives trying desperately to find somebody. With that, MR. Chair? >> Chair: let me tell you, this group of individuals that we're talking about is so special that we got called in that day, first thing in the media, morning, the media came down just like everybody looking at the devastation. It was so great, so devastating, so sad. The mayor and I aced the media. The whole world was watching and we said what is happening? The one thing GOD has blessed us, we have the best of the best locally here that has responded already and is already working this disaftder. That was very -- disaster. That was very important. I've been with you guys. I've seen your work. I've been with you from haiti and the earthquake to the bahamas to panhandles, to hearing hurricanes. I've seen you and slept out there with you guys a couple of times, I will tell you that I'm extremely proud, extremely proud, of the team we have. You are second to none in the world and that's important to all of us. We continue to say it that you are the very best. Not so much for what you do and work and what you believe in. Your diversity, your caring. I've seen you in a disaster many times. And I've the seen careness that you provide and going beyond -- way beyond your job you want to bring them up at one time? I just want to make sure that you give it to the chief first. You re in charge. You tell me. >> I yield to the mayor. >> mayor: I'm so, so proud to be here today with these incredible men and women and the dogs who have made us really the focal point of the world during that tragedy, that unthinkable tragedy. Commissioner heyman has said beautifully how we all feel and the chair. I want to add my personal reflection. From the moment I arrived n the scene, I knew, I knew that we were in good hands. I saw your passion. I saw your determination each and every day. It just gives me chills to think about it and know that that was the backbone of our operation. I said then and I say now, you - live to save lives. It's not a job. It's a calling. It's really beyond words. I want to especially call out the chief, and I'll yield to him in a moment, who never trained to run this operation but stepped up ably from the first minute. To our chief brendan webb who leads our usar team and has the courage of the world to do so. Thank you. To chief grch gidala and maggie castro who were the linchpin with our families communicating with them each and every day and creating that confidence and just being there for real with them that was a hallmark as well. It was the work that we were doing on the pile and it was the communication with those who are waiting for the news. So twice daily standing up to the media in that month and then endless other occasions always, always knowing that everything, everything that could be done was being done, nothing was spared. I just -- ratitude of a lifetime. Thank you. Chief? >> good morning, everyone. First I just wanted to say we are who we are because of the support f you MADAM Mayor. Without you we couldn't have the amazing florida task force one. It starts there. Thank you. These brave men and women serve every day. That's what is so special. We get deployed all over the country and sometimes all the world. It's amazing to know that all these individuals that get deployed and do these amazing efforts are here within our community every day serving us. That's what I don't want us ever to forget is the importance of our work and what we do. And unfortunately, sometimes what we see. But it's what we're ere for. You know, it's a service. That's why we get into the fire service ands and it's an amazing line of work. I couldn't be prouder of what we do every day and in particular this incident and ow we were able to manage going through. Come in guys and take a knee with the canines so we can get the next picture. >> there we go. >> too low? >> hang on. >> individual certificates for each of these men and women and their canine companions will be presented by the chief at the fire rescue facility. In the upcoming-in the upcoming commission meetings we will be recognizing other first responders , our police department, and other police departments that work safety, security, the perimeter, our me's office and others who participated working with the people on the pile. With that MR. Terry. >> thank you, great job sally, thank you guys once again. GOD bless. >> (Applause). Director I know you are here today, but you will b here at next meeting two. You have a double hit. With that commissioner regalado, let's move in and move out, but you guys know that well. Commissioner raquel regalado. >> that is a tough act to follow, but I want to think everyone for coming down. The next presentation for those who are in the audience that notice there are a bunch of red jackets so we are going to ask them to come on down, but the next presentation is for the miami alumnae chapter of kappa alpha psi fraternity. So we aren't naming it miami of kappa alpha psi incorporated day. The PRESIDENT Will tell us about why today is such an important day and I want to thank you all so much for coming on down today. >> my name is kyle harrison, the marketing -- and we were chartered in 1946 and it NOVEMBER 23 and with all of these gentlemen and a lot of them that came before them exhibit achievement and leadership with our chapter and our fraternity, with our internal programs and service to our community for 75 years and for 75 more years. >> MR. Munro? >> the story of the life well lived dserves to be told, and today we have some gentlemen, members of our kappa alpha psi fraternity and they are here. We are giving reference and preference as well, and going through the commemoration celebration, of our fraternity pretty somewhere up here is a gentleman by the name of-well before I give you the name- hillary clinton and dan quayle visited his school as principal. Doctor fred morley come forward and show your hand. >> (Applause). >> I was there when they came. I was a student at the tme. Your boy was there. I have the pictures to prove it. >> (Applause). >> an architectural egineer, ronald fraser where are you? >> (Applause). >> understanding educator, retired principal doctor anthony saunders where are you? >> (Applause). >> of course when we come to date county, when we come to miami we know of doing night. We have doing night the third here. Where are you duy? >> fractions division, MR. Brennan donald is here and by the way when we talk about hurricanes and when we talk about what has happened here in dade county, during hurricane andrew's we had our-many of our kappa brothers work with that and made it to restoration of andrew. We are indeed proud and privileged to be here in your presence this morning as our brother said and we have certainly remembered that there's plenty of work to be done for us to continue here in dade county. Thank you so very much. >> thank you. >> (Applause). >> so really quickly going to read this off. I also want to say a few words. So as a former school board member it's always exciting when you have the school board intersect with the county and as you heard from some of the members, some gave decades to miami-dade county public schools and when we talk about 75 years of service at miami-dade public schools I think we need to mention how difficult it was to do that work, 30, 40, 50 years ago and how important that work was and remains. So thank you for your service and also for your service to miami-dade county. So we heard a little bit about the founding so I will not go through that, but during its 75 year anniversary miami-dade county is provided to highlight the local leaders that have joined the brotherhood of miami alumnae chapter of kappa alpha psi fraternity incorporated and honor each member past and present for the lifetime legacy that they have created and continue to create for generations to come. Be it resolved that danielle living,, chair josc and the board of county commissioners on behalf of miami-dade county in this community designate NOVEMBER 23, 2021, miami alumnae chapter of kappa alpha psi fraternity incorporated data. So think you gentlemen and thank you for your service to our community. >> MADAME At mayor. >> it is noted that I am dressed in fraternity colors here today, but I know another color is coming down in a minute so I apologize to the purple brothers. Okay, alright. I just want to know is it (Name?) Month? This just a happy coincidence. So I want to acknowledge the incredible leadership-I want to acknowledge the leadership. >> I'm stuck in the middle of this. >> the leadership of this group. I am privileged to know very personally quite a few of the members and no other good work day in and day out in the fact that this fraternity dedicates so much of its energy to the young people of our community to making sure that they can achieve and succeed. That is truly truly admirable and truly in impact that you have had. Oh, hey! Right here. The mentees and the mentors. I guess you're in the mentor class now. You see, growing leadership. I'm so proud to stand with all of you. What a great privilege that you serve. Thank you. >> (Applause). >> thank you britta. We have a great group, we all know that and I know most of you for a very long time and mayor I concur with you as (Word?). I will tell you that this is an incredible group of men that have proven themselves beyond the cause. Thank you for what you've done for a community. With that, do you want to say couple of words? That would be nice, be nice. >> I am always nice. I would just like to thank the men of kappa alpha psi for coming out and thank you for your service to the community. I appreciate your service. I will leave it right there. >> there you go! Raquel? Do you want to say anything? This is an issue between the greeks. >> mine are betterr. >> out! I need the microphone back. Picture time! All right senator suoto where are you? Here he comes! Okay thank you guys. Front and center, sir. >> well good morning to all of you. Good morning, good morning. It is a great day, wonderful day with some of the best of the best, right? Starting with the fire rescue and following with all of the rest. Now we are going to present a proclamation to an institution of our community that . >> ladies and gentlemen I would ask you, sergeant and arms start moving people or they can sit. I want you to be quiet so we cannot respect other people's presentation. Thank you. >> an institution of this community that has left a tremendous imprint in our community and continues to do so every day, every minute, every second of the day because it impacts the families, it impacts the very very core of what miami-dade county is . I am talking about the libraries. I don't want to belabor the point because I could be here hours talking about the libraries. You know me, I am a big library fan. I'm a protector of the libraries. I remember some days in the past for which I had to stand here, really tough in front of many of my colleagues and others defending te power of the books versus the power of the computers and we went into a call for a press conference, remember that? And that was a big thing here sme years ago in which some people here said, maybe we should throw all of the books away, right? We should live with the computers all of the way and they said it, no way josc right? Didn't I? So we stood there with all of the respect to everybody. We are all friends after all and their views and their views. There is nothing lke the books my friends. With all due respect to the computers, they are tools, tools that we use. Some are better than others, but with books, how many years since the printing press was developed? They got into being and how many millions of people and all knds of people in the world. What are you going to tell me about computers when you are in the middle of a jungle my friend that you and I know a thing or two about that and you have no electricity, and you have no batteries, you have no service, but you have a couple of books in your knapsack, right? (Speaking spanish), right? What do you do with that? My friends, books are books good libraries are libraries and there is nothing like libraries and some people have burned books and some people have done a bunch of things in the history of the world, but libraries are libraries and books are books, and we have to keep library strong, and books strong, and help with all of the computers and the apples, and the things, you know? The iphones and the so on and so on, but libraries are libraries. All due respect to the libraries and all due respect to our great libraries of miami-dade county, and here is the king of the miami-dade libraries here next to me and I'm going to leave this to him because he is the king of the libraries here! >> (Applause). >> thank you senator suoto and good morning everyone, and senator suoto for your many layers of leading the parks and recreation committee that is over the libraries. For your wisdom and thank you to our mayor and all of our county commissioners that are appear today. We are very lucky in miami-dade county to have elected officials that support libraries, that nurture them, that stand behind us and this particular group of elected officials has grown this library system into one of the largest public library systems of the united states. So we are very lucky here to have a system like this so hands-off to all of them. >> (Applause). >> while he is talking, everybody in the library system come on up. Come undone. >> you might regret that. >> oh! >> while they are coming up I invited a couple of special guests to be a part of this library system go every day. We have members of our library advisory board, including our CHAIRWOMAN Barbara herskovitz peter robert Mcgee and roger (Name?), and we also have the CHAIRMAN Of the friends of the library, MR. Chad distefano, who will be done here in a moment, as well as one of our board members jason (Name?). >> skeleton crew. >> is there anybody in the libraries? yes I will invite him up. I'm going to get him, I'm going to get in, I am going to get him! I asked one of our former leaders here today, I am kind of a blip on the screen. I have been doing this for only five years MR. Director, but a gentleman that really helped grow the system and making it is what it is today, he served as library director from 1998 to 2014 and he still talked about throughout the entire country and I'm honored that he came today. MR. Raymond santiago. >> (Applause). Would like to say thank you to the hundreds of thousands of patrons who use our libraries every day and we are here to serve you, here to me all of your needs and I think the people behind me do an amazing job of the and the men and women behind the come of the 700 and and women of the miami-dade public library system are the engine of this library system. They consistently step up, they consistently take on new challenge and they adapt and evolve. They were on the front lines through all of covid-19 doing an amazing job in connecting people with all kinds of services that we nver thought that we would need to connect people to. So the real leaders of this organization are the 700 women and men, most of them are behind me right now by the way, but thank you to our library employees. Thank you. >> (Applause). > the mayor and my colleagues if you want to say something. >> thank you so much. i just got to know the library system intimately under the leadership of this raymond and I fought for the library. Some of you remember that when there were cuts to the libraries. Long before elected office was in my thoughts or prayers I fought for the library and I am so so happy that the next rae has carried that torch and helped us to move to be one of the most, if not the most innovative library system in this country. Truly the things that are going on in that library, you need to check it out ladies and gentlemen because the most recent addition, social workers. Small business assistance. Home delivery, okay? It just-the list goes on and on. Techno-mobile. Check it out. At the library is not the library of yesterday. It is the library of the future and we are really paving the way. Congratulations so much to our beautiful libraries. >> (Applause). >> thank you MR. CHAIRMAN and thank you all for your service. I want to reflect back because during covid you were not just a library either. You were a group of people and in places that provided information for a community that was just trying to make it through. You stepped up in ways that people don't think about when people think of librarians because you're not my brains, your public servants. My mom was a librarian and date public schools for a while so I spent a good portion of my life in libraries reading. That helped me immensely, but what you do right now today for this community makes you leaders and makes you servants. Thank you for y'all's service. >> (Applause). >> thank you and on behalf of south dade and coral gables, dade library is an exceptional library where you can even go and record a podcast. Most people don't think of our library system as having these advancements and subscriptions to all of our major newspapers and magazines all for the value of a library card. It is no longer a card that just gives you access to physical books. Gives you access to an entire world of technology so definitely check out our library system. Thank you all for the wonderful work you do and congratulations on the 50 wonderful years. >> amenn! >> (Applause). >> thank you. I too grew up in the miami-dade county library system and loved it, but as a parent of neurodivergent children it is very difficult to take a neurodivergent child to a library and it is one of the public spaces that our kids do not get to enjoy most parents if you mentioned taking an autistic child or an epileptic child, or a child with adhd to a library that sounds like the third ring of hell. So when I became a county commissioner one of the first things I did was talk to rae about working with a mac, and I have to say everyone, everyone in this department was excited. We have never had a reception like this. It was truly exceptional. They had so many wonderful things to share and one of the things I requested and some. Partnership and I believe the greatest library model for neurodivergent in the united states, no library has ever done with this ivory system has done. It's been an amazing experience and now parents, you know, cannot read a social story, take their child to their local library and really enjoy this public space and share it with a group of children that normally wouldn't have felt normal or welcome there. Thank you for your leadership ad your amazing work. Everyone was so excited. Even (Name?) Said that they never dealt with such amazing people so thank you for everything that you have done in the past few months and making this a reality. >> two raymond let me just start by saying thank you very much for the work you have done and the work you continuously do, but I'm going to put in a personal plug here because inside of the library system it's a found a book called a mirror I can as an american and as many of you know I am the author. So when you get a chance and you are heading to the library please check out that book, that memoir, the codebook, a strong book. Allow your children to read it because in there I give the ingredients on how to overcome your struggles and tap into this thing called a success within the society. You very much and keep up the good work. >> look for the book, he is writing another one that is going to be in the libraries. Today is not to talk about how much you have done in our district, how many libraries you have remodeled, how many libraries you have opened, how many times your there. Libraries are not only for children and I am a teacher, and I have been a teacher all my life, and I thank you for everything that you provide for them, but also for those seniors who go to the libraries and that they are able to have a computer, and to learn how to use it. You play an important role in keeping them excited, energetic, and in connection with the world. So thank you, not only from the bottom of my heart, but I think that on behalf of all of the residents of district 6, GOD bless you always and keep up the good work because libraries make a difference in everybody's life. >> thank you! The job that you guys have done is second to none. We are very proud of all of you. Thank you for what you do, not jst what you've dne, but what you continue to do every day that's coming from a guy that got kicked out of several libraries. Okay? So-yes sometimes we are a little loud and we got kicked out, but nowadays libraries are very different and they are very friendly to everybody. I am very proud of that because everything from music, to art, to all kinds of talent. Everything it is in the library. You can have an experience and spend time with your family there that is thanks to great leadership all the way around. All. With that picture time! Okay as we keep this going-is . >> if we can let's clear the front-commissioner mcghee? I need to look at the book man. >> I know you're going to love it. >> so do I get an autograph version of it? >> I have one for everybody. >> there we go, all right. Commissioner mcghee. >> thank you to the CHAIRMAN, to the mayor, and our colleagues here, give me one second. Can I have all the brothers of omega psi phi join us up here. >> you mean sisters? >> hold on greta okay. Alright I'm going to set some rules of engagement among the greeks. >> thank you MR. CHAIRMAN, MR. CHAIRMAN as these great brothers join here this morning we're talking about a day of NOVEMBER 17, 1911, friday evening at howell university. Three undergraduates with the assistance of a faculty advisor come together to create one of the best, one of the best, if the best fraternity in all of america, but it didn't stop there because these brothers then turned this great fraternity into an international fraternity, whereby since then we have honored those four cardinal principles. Manhood, scholarship, perseverance, and uplift. Since then omega has birthed thousands of great men of outstanding character. Whether we are talking about school teachers, police officers, elected officials, business owners. We're talking a great men who help walk the great walk on behalf of omega and with that said MR. CHAIRMAN I'm going to pass his microphone over to our dear friend and our vice chair, oliver gilbert. >> good morning everyone and good morning pack. This is-we are omega. We are military, armed forces, first respondents, elected leaders, we are teachers. Some of us are your library and spread manhood comes closer, perseverance, and uplift. It is not something that we say. It is something that we live. So 1911 when GOD endowed omega psi phi incorporated he did something special because he put in place an organization that would continuously move forward to transform the world. We are omega and that is what we do. Thank you. >> MR. CHAIRMAN now I would like to bring frth the 82nd boss of sigma alpha, mr. colleague (Name?), also along with our 24th (Name?) Of fine new jeffrey king for words. >> front and center sir. >> good morning on behalf of- josh came forth and work towards a mentorship program that started in 1995, which has led us to go forth in the community and they are our future leaders of tomorrow. >> who else? >> good morning my name is jeffrey king and I'm the PRESIDENT Of the pi new chapter of omega psi phi incorporated pretty we were founded on a wednesday, FEBRUARY 17 1971 as he realized the dream of 15 omega men that wanted to provide services in the south dade area. Snce then, actually as recently as this weekend we celebrated our dear marc. Pi new is the member of many social events and the programs we implement, but mostly proud of our academy of scholars program where we award scholarships to youth on their way to college. Our first word was in 1974 in the amount of $500 that went to one recipient. In 2020, even through covid we awarded six recipients more than $20,000. Over the 50 years, pi new has provided more than 1/4 million dollars in scholarships and we are so excited to be here today. Thank you. >> MADAME Mayor go ahead. >> while it is certainly great to be here with men that haven't fulfilled leadership roles throughout our community and are using this as a platform to give back and it to lift others up through mentorship and that scholarship. So we think you, we think you and hopefully many many more will be filling your ranks as you continue to do GOD's work. I think you could excuse me, I know you're partnered with this commissioner to do some really awesome things so let's keep that up. >> alright. Anybody else? Any of the commissioners? Okay we are good. Let's get a picture. How about that? Before closing words. >> we have to do a presentation. >> we have a big check. >> we come bearing gifts. >> didn't know that was coming. >> can we have our 82nd and 24 also lists sigma alpha. >> let's step bck a little bit if we can. Little bit, little bit, little bit. Went make sure that we get everyone in the picture. >> everybody's good? >> thank you, GOD bless. >> okay last one, sosa. >> okay commissioner sosa. >> you see the chair gave me the mic at 9:31 am tellingly, hurry up because the meeting has to start at 9:30 A.M., but you know what it is a very special day where we have been able to join forces and recognizing so many wonderful causes. So today is another day. Give miami britta the give miami-dade is one of the most admirable giving events in south florida and let me tell you that last year along the online given date it raised $18 million for this non-for profit. Today we are becoming rebecca fishman lampley, PRESIDENT And ceo of the miami foundation who will speak to us very fast about giving miami because now is the time to give miami and then my mayor joined and MR. Chair because not only is it important what they do every day because the way they give, the different institutions, the way they treat the necessities of this county had to be recognized. So for everything you do it is fitting and it is a need to recognize you publicly and to invite everyone to join give miami, which is so important for everyone today and that is why on behalf of our mayor, daniella levine cava, are chair josc colleagues, but forget about us. We are not the ones that are doing this for you. It is the community that gives us the pride to elect each and every one of you. All of us that we join forces with that special community proclaiming thursday, NOVEMBER 18 the year 2021 as it give mami day and miami-dade county and when by all of you. There is an important thing that I used to teach my students when they were little in the classroom. The more you give, the more you get. There is always a two way street and when your heart is open and you have compassion, and you sacrifice, even when you don't have enough to help others is when you will recognize you through life in the best way. So for that it is a pleasure to present to you and MR. Chair, MR. Chair? Do you want to say anything? >> MADAME Mayor, give it one minute and you will get the microphone, trust me. Just give it a minute, but anyways I also want to think you as my colleagues together I want to thank you for all of the hard work that you do for all of us so thank you. MADAME Mayor the microphone. There you go. >> I know you are trying to get this meeting started on time, but we have been here doing wonderful proclamations since 830 A.M. And also well deserved, but as we talked about our surfside operation and the ucar team, give my meat was there to help with family relief. The library, miami foundation has been tere and friends of the library is one of the places that you can donate on give miami day . Yeah. Our parks foundation, you can give on it give miami day and as so many others and we will put a list together of all of the 900 incredible organizations. So I have been there from the beginning and you know we will be there and will get that $20 million, right? Okay so thank you for your leadership, your vision, you are essential. >> thank you so much, thank you so much. Such an honor first of all to be here today as you are honoring our first responders and our labors, and people of service. What an honor to be here with you today and I know this past year as our community faced the greatest social and health, and economic crisis of our lifetimes our nonprofit sector stepped up for our community. 900 organizations in each one of your districts that stretched for our community and this is the week where we step up for them. And hundred organizations that are bringing food to people in need and housing, and job opportunities, and mental health resources, and education, and mentorship, and this is our we. On give miami-dade you can go to give miami-dade.Org and give everybody who lives here in miami and to our commissioners and mayor I thank you for recognizing us and rallying everybody in miami to get paid I have with me at two incredible organizations, you cn multiply in your minds up to 900 organizations doing work like this, but I want to recommend to you and think you and if you would share how much it means when everybody in miami gives this week. >> to whom much is given much is required. When we give miami-dade it gives residents the opportunity to leverage, to recruit new owners, and expand the awareness of our -- grew up, losses that due to gun violence. his mom reached out to us. The little boy grew up, played -- two national champions at the university miami and it went on to win two super bowl trophies in the national football league britta little brother darren smith pretty little sister lashawn. He has a big sister, gave her a book, thank you library. Give her a book to read on an ongoing basis, now doctor (Name?) Dailey from coconut grove. Little sister lashawn is a pofessor and a doctor now. Give miami is giving humanity and it allows us-I still think you miami for being so generous and loving for the kids in our community. >> (Applause). >> hi good morning I am natalia (Name?) From the wild center and we serve adults with disabilities after they graduate high school and will of the individuals we serve and we love miami so we are passionate about making miami more inclusive they think on give miami day it gives you an opportunity to accelerate that vision and I think what is special about give miami day it is not one vision. You see the collective effort pray that you can see how everyone can feel like they play a part in making their community better. So I encourage everyone, no donation is too small. That's what I say. Sometimes we feel overwhelmed or intimidated to give, but on that day every donation counts and makes such a big difference so we are grateful to be here. We are thankful for you guys to give us a platform so that together we can make our community better and I know that's why we are all here today. So thank you. >> thank you. >> okay rebecca to close it out. >> let me tell you, give miami please. They make a difference. Thank you. Let's take a picture. >> okay. Commissioner sosa, once again. By the way you know that big brother over there? Where is joe vaughn? >> ready MR. Chair when you finish. >> today is an incredible special day for miami-dade county. We have people here that have been so important and talking throughout the years. Looking into history I found that there was a commissioner before me that tried to bring a resolution to the table about an analysis on the fcc I railroad from down there from dade land to the airport, but it was never approved, so it never happened. So then there was a group of wonderful people with wonderful minds that joined forces, and they started what is called the friends of genzyme neutral. All the friends and said, we need to make a difference here. I got involved and we started talking we realized that the (Word?) Allowed companies to come and do construction of houses right in that small piece, the houses they were going to be overcrowded in there. You would open your window and you would see the cement wall on the house. There was going to be nothing else, but their ideas were important . We were going to do meetings with the community. You remember that meetings with each one of the streets, and the people in that street would sit at that table and we told them, what is it that you want to see there? That is how ludlam trail idea came to a reality. Would you please come, all of you because a lot of people usually say, I did-I did. Nobody can say that because you never say I did because nobody can do anything on its own. Show me one building that you can build with one person. That's impossible it will fall. So it wasn't commissioner rebecca sosa. It was the community. It was all of the elected officials in tallahassee that we walked the walk. We knocked the doors. We started asking for funding, funding, money and then the idea became a reality. Then the administration was able to buy the land for miami-dade county after many years. What is holding us back, incredible, but at the beginning there was a study that I think it was 400,000 came from the federal government to analyze what could be done with the rails and that would take us to a delay because the regulations are different, but all of the money that came from the state after many years, we started knocking doors in 2013, 12? Yes. We were able to do it. Today ludlam trail, thank you MADAM Mayor it is going to become a reality and is going to be chaired by two commissioners because part of the ludlam is in commissioner regalado and part of it is in my district. We're happy to tell you, thank you for your hard work. Thank you for educating me. Thank you for making me bring the community together because this is not an eye project, this is a we project because all of the commissioners that are seated at the table voted in favor of ludlam and I think you on the bottom of my heart to all of you and when it becomes a reality I'm not going to be seated at that table anymore, but I'm going to know that a lot of children are going to be able to go to school, five different schools without having to walk in the streets. Going to be very happy that two buildings for seniors are already being built over there and when those seniors open those doors they are going to be able to walk the walk and exercise. The industrial and commercial areas we are going to have cafeterias, restaurants, and places for family enjoyment. You're going to be able to rde your bikes. You will be able to walk your dogs. You will be able to walk with your family and come back home. So thank you very much and I have for all of the other members of the friends of ludlam, but I want to present to each one that is present here today a little something of our appreciation and recognition for your incredible contributions as the friends of ludlam trail and for your great advocacy and support of the ludlam trail. Frankie reese, the first one is yours. I'm sorry that I made you go to tallahassee so many tmes with me and that diana (Name?), thank you diana. Thank you. I also have here eric katz, of course. Eric! What are you doing back there? We also hve here peter. What can I say? Thank you very much from the bottom of my heart and stuart grant. Stuart thank you for everything. You are special and I'm going to give you the others for the ones that could not be present today. So before they speak anybody that wnts to say anything? >> let's keep it short. >> I know it will be important. It will be very fast. No, it is true what commissioner sosa says that nobody can do it on their own and you all have been so involved, but I have to say if it wasn't for her tenacity this would not have happened. So thank you commissioner sosa because when people say no, especially in tallahassee she hears try again, and again, and again so thank you for your commitment to ludlam trail, to the neighbors, linear parks are the future and we are so happy to have this one become a reality and you MAY not be on this day is, but you will be there and you'll cut the ribbon, and he will be the first one to use ludlam trail or my name is not raquel regalado. >> where is parks department because nothing, and I will say whatever we have, the designs, maria, david, all of the ones from parks that have been working so hard with all of us, you are ludlam as well. Anyone else? >> I just want to say that you are a true community organizing her commissioner because you use inside and outside strategies. That's how you get things done. Thank you for making it a possible be for all of us to enjoy for centuries to come. >> now- >> I think every idea needs a champion and commissioner sosa was definitely the champion, but she understood the word "we" all along the way, even now and where still not there, bt we are almost getting there, but I want to think commissioner sosa and the rest of the public officials. I know commissioner deas you were there at one of the first meetings I sat with as well. Along the way-I think this was a good way to put it. And inside and outside poject. For sure I also want to recognize all of the rest of the friends of the ludlam trail that are not here today, but there's a group of about 15 to 20 still active in pushing this project through so thank you commissioner, thank you mayor. I'm going to introduce peter who has been behind the scenes pushing this whole thing as well. >> thank you. It really is such an exciting project, truly a grassroots effort by the community, by the neighbors and it's going to be a fantastic asset for this committee, connecting communities, safe routes for kids to get to school and really a destination, an iconic destination for our community to enjoy for many years and we just want to thank everybody, the commissioners, as well as really the community and the neighbors that had a vision and it's becoming a reality and standby is going to be fantastic. amen. thank you very much and now let's get ready for a picture. >> with that we have to get to the dais. MADAM Clerk please start calling the role. >> good morning. Commissioner cohen higgins. >> commissioner garcia. Commissioner hardemon. >> present. >> commissioner heyman. >> yes. >> commissioner higgins. >> good morning I am here. >> commissioner martinez. >> she is bothering me. >> commissioner mcghee. >> here. >> commissioner monestime. >> commissioner regalado. >> commissioner sosa. >> commissioner suoto. Here. >> vice CHAIRMAN Gilbert. >> I am here. >> CHAIRMAN Diaz. You have 12 members present and you have a quorum. >> I am here! Did you call me out? >> commissioner monestime? >> MADAM Clerk called he wrote one more time please. >> commissioner cohen higgins. >> present. >> commissioner garcia. >> commissioner hardemon. >>>> commissioner heyman. >> yes. >> commissioner higgins. >>>> I am here, I am here. >> commissioner martinez. >> still here. >> commissioner mcghee. >> here. >> commissioner monestime. >> here. >> commissioner regalado. >> present. >>> commissioner sosa. >> present. >> commissioner suoto. >>>> meister gilbert. >> here. >> CHAIRMAN Diaz. >> here. >> please everybody take your seats. Everybody around the dais, okay we have all of the commissioners. Vice CHAIRMAN. >> please rise for the prayer and pledge of allegiance. By your heads, GOD of all things everywhere all the time, and all people bless us and keep us, order our steps, make us wise in our leadership and stewardship of your people. Amen. Commissionerr sosa lead us in the pledge. >> thank you MR. Turk. I pledge allegiance to the flag of the united states of america and to the republic for which it stand, one nation, under GOD, indivisible, with liberty and justice for all. >> I want to tell everybody before we begin, my daughter last night spent pretty much the night baking something very special for all of you. Did you rceive them? It is important in a time like this to break bread and a family. It is good. So hopefully without you guys enjoy it. >> MR. Chair can we get a knife up here? >> MADAM And MR. Turney good morning how are you doing today? >> good morning. >> okay let me get situated here. We have citizens presentation at this time and at this time I know this is commissioner higgins and I am extremely supportive of this presentation, and I know that we have somebody that also sits on this dais that is incredibly also part of this great organization of incredible men so commissioner higgins please. >> yes MR. Chair thank you and to my colleagues. I note that we all have little gems of historical institutions, cultural institutions, arts, in our districts and I am lucky enough to be grazed with the beautiful place called the bay of pigs, the brigade at 2506, it's the museum and library. These gntlemen of course, they sacrificed their lives. They were willing to risk their lives and did not receive the support that they deserved. This week is extremely telling given what is going on in cuba, but we hear from them and not just honor them, but we have honored them recently on the 60th anniversary of the bay of pigs invasion, but this little gem of a place in district 5, if you haven't had the opportunity to visit, it is a place that has been built on sweat equity and the volunteers. It has never had a place in our county budget and it has never had support from our state budget. I am hoping to fix that for them in this coming year. So I am going to have the team give you a little update about some of the plans to make sure that a building and a place built on sweat equity by veterans becomes a lasting legacy in the united states to share the history of a time and place that we hope we never have to repeat again. Good morning, johnny. Will you introduce yourself to the team? Thanks. >> good morning. this is great to be here, especially when I see so many friendly faces. It is an honor to be here. Thank you for all of the things that you guys are doing, not only for miami city, but for the county. County Commission Rules - Rule 6.05 DECORUM

"Any person making impertinent or slanderous remarks or who becomes boisterous while addressing the commission, shall be barred from further audience before the commission by the presiding officer, unless permission to continue or again address the commission be granted by the majority vote of the commission members present. No clapping, applauding, heckling or verbal outbursts in support or opposition to a speaker or his or her remarks shall be permitted. No signs or placards shall be allowed in the commission chambers. Persons exiting the commission chamber shall do so quietly.

The use of cell phones in the commission chambers is not permitted. Ringers must be set to silent mode to avoid disruption of proceedings. Individuals, including those on the dais, must exit the chambers to answer incoming cell phone calls. County employees may not use cell phone cameras or take digital pictures from their positions on the dais.

Miami-Dade County provides equal access and equal opportunity and does not discriminate on the basis of disability in its programs or services. If you need a sign language interpreter or materials in accessible format for this event, please contact the Miami-Dade County Agenda Coordinators Office at 305-375-2035 or [email protected] at least five days in advance.

When a resolution or ordinance is placed on the agenda at the request of a commissioner, the commissioner who requested the preparation of the item shall be designated as the prime sponsor. Any other commissioner who wishes to sponsor the resolution or ordinance shall be designated as a co-sponsor.

Pursuant to Rule 5.06(h), where a commissioner is listed as a sponsor, the first named commissioner is the prime sponsor and all other named commissioners are co-sponsors."
