Mister Chair members of Council. Food insecurity has always been an issue. Not only in our city but the country. But in in The challenges related to food insecurity have been really heightened. As we've been battling through this pandemic organizations like this one really address that issue in particular serve the kids here in Petersburg and Pinellas County really provide such an invaluable My honor to read this proclamation this afternoon. Public And the importance of public service can't really be understated we talk about having an impact on our community and making a difference in the lives of our community. So much of it is by organizations that are engaged in and have a mission. Around public service. In this case public service that specifically aimed and African American young men and women. And you know for those who do public service and engage in it it does it's simply impact the people that they're serving often times those who engage in public service find themselves to be impacted by performance of the Mike my honor and pleasure to read this proclamation and if there are members of the Delta Sigma Theta sorority who are here with us today if you'll join me up here playing very well here. Including our very own making. Whereas Delta Sigma Theta sorority incorporated founded in 1913 by 22 women on the campus of Howard University in Washington dc is an organization of college educated women committed to the constructed development of its members and to public service with a primary focus and the black community and whereas in 2/19/1961 20 dedicated women chartered the St. Petersburg alumni chapter forced back and faithfully committed to Delta Sigma. Theta is mission by implementing initiatives through its 5 point program attic thrust of economic development educational development international awareness, physical and mental health and political awareness and involvement. And whereas locally. Hundreds of women have been initiated through spec who epitomized the essence of their founders through their roles as educators, advocates and activists, both professionally and voluntarily. Endeavor to improve the quality of life and overall well-being of their community and whereas Delta Sigma Theta sorority has grown over the years to become the largest African American Greek letter sorority, globally with nearly 1000 collegiate and alumni chapters and the organizations public service programs benefit the community through activities such as providing educational scholarships for high school students. Now therefore I Rick Rice, the mayor the city of St. Petersburg do hereby proclaim May 23th of 2021 to be St. Petersburg alumni chapter of Delta Sigma, Theta sorority in St. Petersburg and I urge all citizens to join me and thanking them for their support. Dedication and contributions and wishing them continued growth and success. >> Good afternoon. Doctor Jones the current chapter President. The St. Petersburg Island meet at the Delta Sigma, Theta sorority and we thank you all. So much for acknowledging our organization on this milestone the Kazan. We stand on the shoulders of Giants and organization whereas one of our Turner members. 3rd our cities seabed when the haha so we have a long history of dynamic women in the organization and we appreciate you for acknowledging us today. Thank you. >> And obviously we are blessed as a city to have 2 outstanding folks who are. For us and with us were members of the sorority and Nikki Gaston caperton Jenny Williams. Before. Thank you Mister Chair members of Council. I think we are incredibly fortunate. To have. Not only in a nationally accredited the fire rescue But I think we have the best fire rescue department in the state of Florida and certainly one of the best in the nation. And so today. We're going to recognize emergency medical services week. Whereas emergency medical services is a vital public service and whereas the members of St. Petersburg fire rescue are ready to provide lifesaving care to those in need 24 hours a day 7 days a week. And whereas access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury. And whereas emergency medical services have grown to fill a gap by providing important out of hospital care, including preventative medicine, follow-up care and access to telemedicine and whereas the emergency medical services system consists of first responders emergency medical technicians paramedics emergency medical dispatchers firefighters police officers, educators, administrators pre hospital nurses emergency nurses, emergency physicians and others. And whereas the members of emergency medical services teams engage in thousands of hours of specialized training and continuing education to enhance their life say saving skills and whereas it is appropriate to recognize the value in the accomplishments. Emergency medical services providers by designating emerges emergency medical services week. Now therefore I Rick Reisman mayor the city of St. Petersburg do hereby proclaim week of May 16th through the 22th of 2021 to the emergency medical services week in St. Petersburg and I encourage the community to observe this week with appropriate programs. Ceremonies and activities chief. >> Thank you thank you mayor, thank you chair members of Council. Just want to take the opportunity to share a couple things with you about your m s service here so ems has always had a core mission of caring for the community and national theme for ems week this year's caring for the community we are in a mess. I think what we've just come through in this last 12 months amplifies that mission more so than ever before. You guys are familiar with the work we do on a daily basis, but I'm so proud of the organization in the system that we're part of the people that make the system go around for taking on extra missions, extra duties that they never thought they would be doing our personnel around thousands and thousands of pandemic calls. They performed thousands of daily phone calls to nursing homes, long-term care facilities to make sure they have what they needed. We did hundreds and hundreds of visits and inspections to long-term care facilities teaching them how to avoid infection. Spread. Train the person on the proper use of ppe our paramedics participated in long distance out of town transports for critically ill covid patients they had to go to specially facilities that involve them being in a full respirator full ppe stuffed in the back of an ambulance with a sick patient for hours on end as we've been all over the state. Those are just a handful of examples of the tremendous work that our people have done. I think one of the things I'm most proud of and our members are most proud of is you messes role in vaccine. Deployment. We started planning those operations back in November. And since then the ems system has administered more than 400,000 doses of vaccine. The site the Saint Pete fire rescue to responsible for the Center for Health equity has done nearly 50,000 doses of vaccine administration. It was a great opportunity if I do something proactive you know in the midst of all this. But as we talk about when when the mayor mentioned in the proclamation filling the gap you mess has become so much more than emergency responses anymore. And we're really only able to do that because of the people that deliver that service daily so it's a nice opportunity to introduce to you guys a special treat have got paramedic David Walker with me as a as a wonderful representation of that. He was just awarded as the paramedic of the year for the Pinellas County system which means he's been selected as one out of a 1000 paramedics in the system to carry that mantle as the paramedic of the year for 2021. So we're very. Come on come on come on. >> large chief chief Mack thank you for coming in and talking about to emergency medical services and I know. This department has done some really heavy lifting here over the past year I can just imagine some of the stories some of the personnel have had to deal with as we you know we just didn't know it especially early on with this pandemic it had to be a very scary time. For 4 people responding to these calls we appreciate everything that that you do a chief large that your department does we I also want to congratulate the paramedic walk walk walk or 4. Getting your award. Thank you for going above and beyond the call of duty. Thank you. And thank you for recognizing mayor kriseman. We'll go next to the 5. Thank you Mister Chair members accounts or last proclamation for today. Is if you need a Westmoreland Manor if you both are here on up and join me we are entering the summer This proclamation and what it represents are probably more important than their than they ever are at any other time of the year and although it's always important to know how to prevent drownings and to learn how to swim. Summertime is is always that time of the year when we see the increase and so the importance of raising awareness. Every year this time of year is is heightened. Whereas unintentional drowning is still the leading cause of death and children ages one through 4. And whereas one 3rd of these drownings occur in pools at home and at pools of friends neighbors or relatives. Whereas basic water safety tips, including constant adult supervision around all types of water formal swimming lessons, safety barriers installed such as safety fences indoor door alarms and caregivers and parents should learn cpr and whereas through public education formal swimming lessons, constant supervision as well as learning cpr we can continue to eliminate these deaths and whereas through public awareness and learning to swim programs and education, the city of St. Petersburg seeks to eliminate the devastating effects of drowning. Now therefore ira kriseman mayor the city of St. Petersburg do hereby proclaim the month of May 2021 as drowning awareness month in St. Petersburg and I urge all citizens to join me in actively protecting our children by promoting learned to swim programs and parental and caregiver awareness in the city of St. Petersburg. Hello everyone. As you know with covid 19 public education we were faced with many challenges I we had to get creative and we've really wanted to make sure that the community received information on water safety. Especially with our children. Sadly during quarantine last year there was a very large increase in drownings for children and it was mainly at residential pools. We knew we had to do something so we created we actually played a few drive-thru lifejacket giveaways so since May of 2020 a year from today actually this I think Mark's today we've given up over 700 life jackets, the children in need we've done this local. Then also at the city of St. Petersburg municipal Beach, these life jackets are provided free of charge through Pinellas County ems he also created a video for all students in Pinellas County enrolled in kindergarten to 5th grade. This video will be shown to over 43,000 students. We do have the video today I believe are going to show it. >> My name is Kyle and I will water safety super here. I'm a certified lifeguard and my number one goal. >> And if you want to talk about ok. We're use the technical difficulties over the year last year so we will just go on with them, but this video you it does not work it is going to be posted on our facebook page as well as parks and Recreation facebook page as well, but again it's going to be shown to 43,000 students enrolled in kindergarten to 5th grade both brick and mortar in virtual school so we're really proud about that. Last but not least we have created teacher kids for every single preschool in the city of St. Petersburg that has information which includes a lesson plan a thumb drive with resources. And then also teach parents also gets to take home the water safety camp which talks about spend lessons which the media has over here where to get free swim lessons as well we want to make sure every child that wants to learn how to spend it has the ability to do so we're surrounded by water in the state of Florida and where we live. My name is Kyle and I will water safety superhero. I'm a certified lifeguard and my number one goal is keeping people safe in around that the water. Whether you already know how to swim are still learning. Action is going to happen to anyone and they could have been any body of water. 3 pools lakes or at the beach. >> That's why I invited my friends to join me to teach you the water safety rules. And make you all water safe for heroes like me. >> Rule number one. >> Some alone. >> Never ever go into the water with no adult is around. Always ask for permission and have a grown-up watch you when you are swimming. Even if there's a lifeguard nearby. Rule number 2. Never go through 4 games when they're close. Fences and Gates around pools to keep kids like you safe and away from the water. Rule number 3. If a friend is having trouble in the water never jump in to help find something that floats nearby like a life jacket raf 4 full mobile and throw to the person in trouble. Yell for a girl to help and make sure someone calls 911. Number 4. Just like your classroom tools have rules too. Walk don't run around the pool. Keep your hands to yourself never pushed or jump on others in or around the water. Don't play breath holding games. And stay away from pool drains. Always listen to the grown up watching you and the lifeguard if there is one. Rule number 5. >> Know how deep the waters. >> You know how deep or shallow the water us. And always going feet first. If you're still learning to swim stay in the show apart and wear a life jacket. Even superheroes can get tired of playing in big waves of the beach. Remember to get out of the water and take a break. Rule number 6. School clothes or for the classroom and swimsuits are for the water. Loose baggy clothes will make it hard for you to swim and to get stuck in pool drains. No superhero capes allowed the water. >> So put on your sunscreen. Keep yourself hydrated. And always make sure grown-up is watching whatever you're in the water. Follow these rules nba waters of the superhero like me. >> Everyone and I just want to end with. Today in 2021 there has been 27 child fatality drownings in the state of Florida. Not one has occurred in Pinellas County we really hope to keep it that way. So thank you very much. Thank you. >> Thank thank you for for the presentation and the cute video with very cute kids. >> They all look like a. There's a star. Welcome to this city Council. Turning a little red. Welcome thank you thank you again. Air d 2 is up next. Thank you. Mister Chairman and members of City Council. It was it was 10 years ago. John Collins first came to St. Petersburg by way of Boca Raton where he was President And ceo of their Center for the Arts. John has a long history with the arts from I'm at first night in Boston. To receiving his master's in theater from Emerson College. John first came to St. Petersburg is an arts consultant. But he has been so much more than simply a consultant. There is leadership and guidance of the Saint Pete arts alliance. John is not only helped put St. Petersburg its museums galleries and artists on the map. But he has guided and mentored countless local artists. I'm not only their craft. But on the business of art. When the city said we wanted to do a street mural festival John stepped up to the table and agreed to be the fiscal agent and is now producing what I believe is one of the best if not the best Street mural festivals in the country. The shine mural festival. He has taken the ace program ertz for a complete education successfully under his wing. He has served on my citizens advisory committee to help restart St. Petersburg providing me with the arts communities perspective on the pandemic he has overseen the highly successful second Sat. Or walk which under his leadership added trolleys and during this pandemic he stepped up to assist the city and providing city funded individual artists grants. He has served on so many boards and committees that there isn't a way to count them all. But I will mention the grow smarter initiative and he most recently partnered with the downtown partnership to explore pathways for the Arts as an economic generator. In a study that will be forthcoming. He has made the arts alliance, a shining example of how public dollars can be stretched efficiently to do great things and make a city a better place by strategically leveraging those pry those public dollars with private match money in just about everything that he did. That John has recently retired. It is finally being able to enjoy his newly found free time. Pulling out his guitar and the supply of Scotch along with spending time with his wife Mariel and we're so glad they're staying here in St. Petersburg their retirement. I wish I want to wish John and Mary Ellen all the best and thank him for his tireless service to the city of St. Petersburg over this past challenging decade. And in doing so. It is my honor and privilege to present the the highest to where we can present to a citizen, a key to the city of St. Petersburg to John pounds with all of us. So honored to receive this award. >> I accept on behalf of all the artists the musicians, the dancers, the actors, the creative businesses, the cultural organizations in the staffs that worked for them, they're the ones making St. Petersburg a dynamic pulsing city of the arts. But creativity needs organization to succeed, and I could not have been successful supporting them without my incredible board of directors board chairs And also my 3 part-time teammates. Mandy less it was here with us today preview this with us and Tracy canard is watching on zoom from Chicago where she's going to a wedding. That together with of ours are credible volunteers their commitment particularly our staff a part-time staff people come in and go this is all you are. But this is all we are that's a much more. I think Mary Ellen has been my greatest support from the day I quit everything to start your joints I thank you City Council for supporting the idea of creating the arts alliance. 10 plus years ago. And thank you mayor and Wayne inland. For all of your support as we've built this collaboration through the years. What our city has very good municipal services. Incredible you've heard what these people have done for us here. We have great parks. We have wonderful higher education, if terrific health care. It's our arts and culture that make us vibrant and the exciting place that we live in and brag about all the time. So I'm fortunate to be a big part of all of it retired now but not going away we turn back to a volunteer from 20 years ago when I hear here and I'm fortunate to to accept this award on behalf of everybody humbled and thank you so much. >> You can if you stay at the John police. Vice chair Driscoll. >> Thank you chair and thank you mayor kriseman for. >> Offering this this great honor to such a great man. John it's been such a pleasure working with you and over the last several years. I have admired you for so long and I'm so proud to call you my friend. It's hard. To see 7 down from the arts alliance, but I know that it is in good hands. And I know that you are not going anywhere you are still quite involved. And the the success of our city as we move forward. One of the things that I love most about you is that you have helped so many people understand that in the city of St. Petersburg the arts is a true business. It's not just something that people do on the side. This is a part of our economy and it is really one of the things that has set us apart as a city and has continued to make a successful. Economically as well as drawing people from around the world really engage and enjoy our scene. You've supported so many artists along the way a different stages of their careers and helped them to be successful with in their own businesses and I appreciate that so much and I hope that you will and continue to serve as a as a mentor. As you move forward, and wow taking some time to just enjoy life. So I thank you for everything that you have done for our city and thank you for just being you because you're a big part of of who we are here in Saint Pete. Thank you. My pleasure, thank you councilmember race. >> Yes, thank you mayor kriseman for giving this highest honor of the city to John The key really symbolizes the opening of the gate, the symbol of trust and honor that you can come and go anytime you want and I can't think of few people who really deserved the sun for all you've done to advance the arts and as well as advancing the art of the possible and you have worked so hard your so thoughtful and you've always put the city. The arts cultural commerce, the artist and the people of Saint Pete number one and I think your work really reflects that. A few years ago it's been since I was on Council I remember just having really learning a lot from interacting with you and some of our artists but something happened one time where there someone who vandalized some of the first murals and I wanted to jump in right away and you know you know put out an award to find this person and you know raise money to. Fix the murals and. You are like wait, wait, wait, wait wait really you know the muralist. You kind of got their start out of that graffiti movement and that graffiti and even if it's called vandalism sometimes is also part of the art form and don't criminalize it don't criminalize the person. >> Let's talk to them, let's work it out we want then to be with us not against us and that really taught me something I have always carried that lesson with me and I just it's always good to slow down and see things differently and I thought it was just a beautiful way to really recognize and appreciate how important the mural arts program is to the city. And that's just one of the things you do but eat I'm just so pleased that you're receiving the key to the city today. I certainly you enjoy get to enjoy your retirement you and Mary Allen and thank you for being such a great servant to the city. A good friend and neighbor we love you. Thank you. >> John I also wanted to congratulate you on on receiving a key to the city and Mayor kriseman thank you for recognizing. John. I've gotten to know you over the years I just want to tell people that you know we're known as a city of the arts now, but it just didn't happen. I mean it. It took of work from from people like you. And. You have to be dedicated at your craft and you're dedicated. And it took them. It took a long time to kind of build us up to where we are now and we need to keep working on it the the art search is one of the many things that we have in our city that make our city such a special place to live. It's such an attractive place to live. In it. It draws a creative class to to our our city and makes our city even more special. So congratulations again I also want to thank Mary Ellen for sharing John with us. I'm sure he was distracted with a lot of projects >> from time to time. You you letting him do what he does best. So thank you very much and congratulations again John. >> If I could just share one quick brief story with you that that I forgot to say the beginning. So a couple weeks my family by life I my daughter in Austin Texas. Searching for an apartment for my daughter for for college. And while we were around the we have 100 to go to the store and outside the store there was a female artist to his painting a mural on the side of the building. So of course I had to go up to her and talk to her and and I said to her are you familiar with the shine Arafat she said in St. You that I am a fact I have been dying to do a mural is part of shine. So the word about Petersburg and the impact this man has had is really this tremendous absolutely good story to share. >> Thank you thank you all for for coming in joining joining us today. Council members will move on to new ordinances and take up he won. Let me let me go and just talk about how we've got to ordinance that are. Ordinances that are related. I'm going to have the clerk read the title of both ordinances. We have 2 ordinances but we have one presentation. So if we can have the titled red of he wanted me to please. The one proposed ordinance for 59 dash h an ordinance concerning the name of the Tilton lawn on the municipal pier approach making findings regarding that name establishing bayfront health, tilted lawn as the name of the tilted lawn during the term of an agreement between the city and bayfront health Petersburg approving that agreement subject to certain conditions. Ending city code to reflect that name, providing for removal of that name and the minute of city code upon the expiration or termination of that agreement and providing an effective date. The proposed ordinance for 60 dash h in ordinance concerning the name of tram system serving the midst of a pier distric making findings regarding that name establishing Johns Hopkins all Children's Hospital tram as the name of the tram system do the terms of an agreement between the city and John Hopkins all Children's Hospital look approving that agreement subject to certain conditions, ending city code to reflect that name providing for removal removal of that name an amendment of city code upon the expiration or termination of that agreement and providing an effective date. I have no cause for this item in the public hearing date is May 20. Thank you, thank you Madam Clerk. >> Pleased to introduce or downtown enterprise facilities director Mr. Crisp Lester. Thank you Mister Chair members of Council. And deputy mayor for the time today to take a quick stroll through the naming rights update process that we're utilizing so as you've just heard before you have to naming ordinances in front of you one for bayfront health and one for Johns Hopkins all Children's Hospital. We wanted to share. More than just a couple of images of what what that looks like but more importantly the process established moving forward. We all. Again went through the very first the naming process last summer. There's a little consternation regarding that and we provided a new alternative I think very clear Chris and. Easy moving forward for naming rights that come before this body. So with grated them uniform, palate I'll show you an image of that in a moment for naming rights across the pier districts to maintain consistency throughout. For historical context, the naming rights program was approved by Council in 38. And that was consistent with the branding guidelines which reports put forth in January of 37. Projects like this not only reflect reflect a strong interest in this project but multiyear commitments to help offset operating costs which is very important. Really walk through that first light in my opening go right into what we're talking about so in order to maintain consistency. This image which he should have before you if it's you need to see a closer but it reflects a pallet of both vertical and horizontal potential signs. With again the size is dependent on the sponsorship commitment. And the size in colors are all uniform on these. So as opposed to an entity coming to us and saying we'd like to put our name out here would like to put our logo at center et cetera. These are the choices generally that you have if you are interested in participating in the naming rights program at the St. Petersburg pier. Is with bayfront health. It's a very relatively straightforward its 5 year $750,000 value spread throughout 5 years on our $50,000 a year. The funds will help offset the pier operating costs and the signage for this is that the north end of the tilted lawn so that tilted long will be named for the Senate the you know provide a few slides to give you a better better image of that so scale is very important the peer we all have seen up close after looking at plans and computer images for years on this project it open and everybody I think recognizes the massive scale the size of this project. So. Interestingly a lot of the signage we had 4th before wound up looking a little bit small based on how big the scale the project was. But this The uniform the sizes that have been set. A again a throughout so there's not a variety signage alternatives. Throughout the pier and as we move a little closer and the sign. This would be again representing bayfront health commitment representing that as a sponsor. And then one final version from the north looking South. That is the biggest alternative available and that is an 8 foot sign. Splash pad on the right you're looking south from the north end. With It's important to recognize the scale the when you're standing on the other side of the tilted line this does not jump out at you this size as you walk up to it and again that would be the appropriate and that fits within our guidelines scheme. The ordinance before you today is regarding the naming rights for a tram system which is to be sponsored by Johns Hopkins all Children's Hospital. Again the deal itself is straightforward relative to cost us a 5 year deal with a value of $250,000 total for $50,000 per year. Again those go directly to help offset the piers operating costs. They would be upon sponsor of the pier tram system and their name would be on the trams as well as on the tram stops. So this provides 2 things that number one calls out clearly I think 3 of the tram stops. There's a 4th tram stop if you recall at the Tampa Bay watch location. But that facade of that building actually has a major sponsor for them on it and we're not going to confuse these 2 so the beginning middle and end of the pier would have that the 3 stops. Additionally the other circles you see on this diagram represent other opportunities that are out there. So moving along this is an example of the. Proposed site again you'll note that there is not a Johns Hopkins all children's logo, it effectively their name. That is the tram where we currently have a tram stop location sign. And then on the vehicle itself. There's not a lot of room for signage and frankly we've taken most of it up saying Saint Pete pier throughout here there's an opportunity along the edge to reflect the name. So with that in summary. We listen very What we all went through last summer with our first signage project and we again took into consideration, everything from that discussion and wanted to make every adjustment that we could and turn the page and move forward with a simple consistent process. For the future of naming rights at the pier. The 200's of ordinances before you have a total value of a million dollars over 5 years. These investments, our coming from 2 of our largest employers in Saint Pete. Bayfront health and Johns Hopkins all Children's Hospital who have been long-term community partners. With us in Saint Pete. So with that I'm happy to answer any questions that you May have on first reading administration recommends approval of the first reading to advance these ordinances to a public hearing on May 20th. Thank you. Thank you Chris for the presentation I I just have a. And I know his first rie Matt I just have just a couple of questions on the tram. And I know you that picture that you just to show the name's going to be across the top of it. But there would be room for other names on the tram that are we going to limit the tram to just one. One name it's not to look like a nascar cars, you know know this would be towards this one naming rights sponsor. Okay, and then the. The signs on the tram stops is it just one sign per Trent for like you're just showing in the picture just shows that there's one. Yes, so it's a great question at that central tram stop theirs. It's a long bench with 2 edges. There there should be a sign on each side. But at either end, it's likely one sign at the end of the pier building. There's an existing single tram stop. A pendant basically hanging off the building. So it would the overlay of it would be with John talking so be a single sign there I believe it's the same over on the other end which just west of the Museum of history. Okay, all right. Very good and I May have more more questions when get tough final passage, but I'll leave it right there. Seeing no further request to speak we have any cards in this item. And anybody in general. Is that approval of. We need to take to vote so on the 1, 1, of the time one at a time, okay move approval of. Item you one for Bay front. Every motion to have a second. We have a motion a second on the floor for first reading of the one signal for the request to speak with the clerk please open machine for voting. Council members please cast your vote. Council members voted with the clerk please tally announce the vote. Thank you letters and emotion on me too. The parable of the 2. Do we have a second. We have a motion a second for first reading of you too seeing no further requests to speak with the clerk please open machine from voting. Council members please cast your vote. Saying all council members voted with the clerk please tally announce the vote. Thank you. Mister Clerk, thank you Chris, thank you very much move reports and take up f one. Police quarterly update. Afternoon chief Holloway President Jair council members. >> The quarterly report for them becoming from January one to Mar. 31th also on the council be aware that on Mar. 18th is when started to heal see for covid so that some are numbers going to be off compared to last year. Remember Mar. 18th is when we declare emergency for covid. For the homicide through his period of time we had 12 and have been close thanks to good investigative work friends. It can also help from the community. Other crimes in this where you're going to see the difference last year you saw reporting crimes to call you she our uniform crime reporting. The federal government has no change the way that we do reporting is call fibers which stands for Florida incident based reporting and neighbors. National incident based reporting. So what does this mean we used to categorize kleinbard a high level but example is someone broke into a home. It only the content of the burglary. On a new report system know is every crime that happens up to 10. So someone breaks into a home movie of burglary, someone take something out of a home because the The someone vandalized something and health are also be of mental isn't so the state is seeing one incident. They could be up to 10 incident or is it happened at a home. So we cannot compare last year staff to dish years stat because again it's not comparing apples to apples apples to orange. So what we're doing right now we're just calculating each month in next year will be able to calculate exactly of compare them. Also during this period of from January to Mar. First we start looking at how many guns were taken out of a la carte we had 76 guns, they were taken out of a lot cars. We also had our impact team that we put together to do operation. It is 17 operations. The meat 88 a rose. They recovered 26 stolen cars, 22 far arms. It's East over seas 3 cars. Our whole program stills effect of what we're monitoring juveniles that are on the board and we need to make sure we take care of. Our second chance program again that's a program to get him or when a child commits a crime everyone makes a mistake. They have a record they complete this program. Our path to assist our past teams. You can see they're still making a lot of contact with our homeless population. We also This month we will have a nurse assigned to us what our path teen. So we can also address those issues. Our heat team continues to work as you can those 18 arrests. Those are prostitution an adult daughter in gauging to meet juvenile for. In our news to the basement, the increases there is a illegal activity at nightclubs of convenience stores documentary would drug a drug deal. And some homes that were involved in shootings. And drug sales also. We have one pursuit this quarter. That has changed also when you see that big number from 66 to 88. We've changed it and at least and it was Commission of accreditation for law enforcement. We want to be more transparent used to be her events of and also use force it would only count as one. Now whatever type of 40 also uses counts of and also use a take down take the person down to the ground. That's one of the here she used their tasers desta as one event but to use force twice of going to be counted as twice or if there's 2 also as President. You can go up to 4. So those numbers every time to use force is not calculated. Or can place for this quarter we really have one complaint in that department complaint and that discourtesy. We still receive information from our community to help with reduce crime and keep our community safe. Park walk and talk program. We have started off now else's are being vaccinated we're going to start making more contact and as you can see about a dollars where we're doing a park walk and talk. We still are meeting our goals response times. A traffic stop happened crease of a little. We still are meeting our goals and objectives as far as making sure that we. We understand as far affirmative action. Off-duty you can see we're still operating in the black, but we're probably going to look at it come October one. We're probably going to change that due to the officers raises and other things. Beginning that out to the vendors if we see a need to increased charging the vendors on off-duty work. Over time that over time you see is a 143,000 bills that come from the officers working the vaccination centers and also the covid centers. Hopefully will be reimbursed by the federal government. People can also are asking for more active shooter, caring so we're presenting that. In the last lot of have for you. Is this morning. We did our of look back on our program call call. And if you don't regret that is commune assistant life liaison. We're fully staff as of April that well you certainly never games. We have. They have responded to more than 1100 calls. Wife and also follow. They've also engaged in over a 170 Jaime you lose a shoe and as we talked about earlier sold those people have been calling us over and over again. No call of hail and also his freedom but also so they can do. Police work. They've also inside the operation, the also every for more than 280 cases to the call team so they can follow up on those and this is the most important stat that I think that we should talk about is also call has handled over 730 calls over the fall for 24 hours a day 7 days a week. So if someone is calling on the phone and it does need help. Instead of sitting and also out there kind of dispatch they can call this number directly I'll give you 2 cases that their work is really worth with respect with worth noting. The first case is that we had an african-american male that was threatening suicide and his family just call team was able to go out there. We were able to they were able to assist this young man. What about him being Baker act the last one we talked about this morning was that there was an incident at a gas station Fire Department there police officer there and the dispersant we're just going to a mental crisis. And you are sure going to do we're sure going to Baker act. The Fire Department to do the call representative was able to come out. Talk to the gentleman talking doll and he transported general to mental health facility. So that's this 2 cases so that open up for questions. >> Go first to councilmember Foster. I wanted to just dig a little deeper on that call Okay here. This pair of him. I just wanted to dig a little bit deeper on the call program. It's it's then. Well received by the community. And there's been a lot of great press that really shows the city of Saint Pete a groundbreaker in this important work. One of the things I'm curious about though there was I don't remember. One of the news stations that kind of a longer segment on it. They talked about you know a certain citizen who is a high need to utilize or color. And now instead of calling the police is is calling the call program which is appropriate. My concern and what I'd like to see reported in future meetings is you know what's the outcome it doesn't serve our citizens in any way just to move. The football from the police officers to the social service organization right the in the intent of working with high need to utilize or is this too connect them to long-term services and get them the assistance they need and I know that's a part of this program but I think it's important that before we future contract we dig into those outcomes that are not just outputs of how many calls. They received in. You know what that long term. Being connected to a social worker means instead of a police officer. Because we're apologist that they have added that to the matrix of what service that they're singing so you'll be seeing that also ok thank you. That's a lie. I see we members of the public they want to speak. Are they and in zoom. Okay, I mean how many speakers man. One speaker. What what we hear from the public and will continue with City Council after route. Secure this actually have to know Mister Chair, okay because name is Maria Maria once you enter into the meeting space please unmute yourself and state your name and address for the record and you have 3 minutes to address City Council. Maria Kenya meet yourself. When the to the next speaker Mister Chair, okay. Next speaker is name is Ashley pool. Ashley what you're into the inner into the meeting space please state your name. An address for the record and you have 3 minutes to address City Council. >> Yes can you all hear me, yes we can. The app to know. My name is Ashley Poole my address is 2450 13th Avenue North St. Petersburg Florida. I'm calling on behalf of next that the Senate. I start out there as a volunteer in 2017. And then became the government should coordinator saw a lot about this organization and are up to police. Yeah are you speaking on the police quarterly report. Now I'm so sorry about that you're going to speak at an open forum for something of the top of this on on the agenda right now. Ok thank you. Want to try and bring Miss Croll to back games that year. Actually she's no longer has her hand raise so there are no other speakers. Ok good. Close the public comment and go to vice chair just come in. Thank you chair, thank you chief Holloway for the report. And for explaining. And why on the report some of these numbers don't they. It seemed to reflect increases when actually it's a change in the way that things are being reported. That is correct me right. One that I notice higher this year with the nuisance abatement update has the reporting change for that as well, I'm sorry I May have just missed if you mention that. No movement has not I think what everybody was inside last year when people started coming back outside we started receiving more complaints and I can give your breakdown 3 were nightclubs. 4 were convenience stores gas station people selling drugs. 2 were public storage were transit is and 8 were drugs sold in 2 drive-by shootings. >> I think you and. >> So far like for April are you seeing that tapering off his the phone calls I get have been tapering off. Those types incidents. I can get back what you might look at April's for today but I can call you tomorrow that yeah I think things are getting a little bit better and I I'd like to see the numbers. They go with my hunch on that. And traffic that's all I have thank you. I Also. You know earlier this week Leigh it raised the flag for national police week and I just want to take the moment to thank you for your service and for the service of everyone with the St. Petersburg Police Department. >> Thank u next accounts like you very much Just a question on the last slide. We're talking about call team was was fully staffed by him. Talking about moving to phase 2 with the navigators leading the cars months are we still partnering. All team members with officers, we were the starters that now morphed into just stand alone. Call team responses. We're still on a 5050 blend hopefully within the next couple of days, we'll be going to face 3 were to order call team will be going to the calls. We also know that there called teen people be there by themselves. And that's one of the travel in their own cars and they'll be on their own. This year they're traveling on calls right now they're being officers at the scene now will be billed as go to the sea wall and also there. >> The swimmer black funnel cake councilmember Rice. Thank you chair. High chief. So first. The new reporting system is the fiber system is replacing the uniform crime report. That's correct me and. When did which month to that started that start in January. Let's start in January of this year, okay. I'm just curious I meant to ask you this before I'm not trying to play gotcha but one of the things that always bothered me about the you see our report is because it's a federal report that we're kind of stuck with this man and there was there. You know it for rape. The term was forcible rape. As if there's a type of rate that's not forced. And I'm curious if fiber has some perhaps more enlightened definitions when it comes to the violence of rape. It has a broken down into 3 categories and I can send it to you. But there's of the abuse forcible rape and the other 2 out of him, but I get that to you. >> Good forceful rate meaning that it was like at the point of a gun from Mr. So on cow program. We have 16 employees at this point the pd 3 supervisors and 12 navigators yes, Sir and are we what's the timeline for bringing on more. That's it for now we've actually put her in our budget to be presented to the City Council member in Apollo program so we're hoping that this budget year that you'll prove it so we can move on to the next phase. And our navigators the ones who actually do the service calls Board of Supervisors to that also. The supervisor in all have been commissioned. Good afternoon Council. Yes, the clinical supervisors also go out in the field, especially in some areas where there is a Baker are needed. >> I think Pete really led on this or are there any other cities in Florida that are doing a similar program. There are municipalities that are and more in in-house internal We have you know move forward with partnering with behavior health leader to be able to do our response as well as we've expanded beyond just mental health, we also are responding to other calls for service involving neighborhood disputes disorderly juveniles as well as truancy so our can of frame of reference of calls is more expensive than other areas. Okay, okay, and. >> The category of the budget item for the cow program. Is considered part of funding for the Police Department correct, I'm very worried about the new state law that enables like one district attorney or one City Council member to basically veto our budget if they think that in any way. The Police Department's been defunded which we which we haven't done here in fact the cow program was put together with the administration. The Police Department the union and working with the public and Council so I think it's notable. Collaboration that and support behind this program. I'd be really disappointed if because of this state preemption law. If somehow this would categorize as a way of taking money away from the Police Department when actually we're just providing the type of service calls and responses that our residents really want. >> That's what I can tell you 3 off as Arizona this has nothing to would be would be funding really just a just a matter of fact this added to the budget. Okay of this cost. And it reflects a commitment to put the right resources in the right place at the right time but will remain a part of public safety budget going forward. Okay. I think you and you said what we've already done a 1100 calls to to say. Good is 1159 calls. >> The left since April. Yes, ma'am. Ok, thanks. A lot. Appreciate it. >> Good afternoon chief thank you for rep, the the update. Talked about on the on the call program. You talked about 3 phases. I believe we're in phase 2. It's actor and we're getting ready to go into phase. 3. Yes Sir can you can you give us a little more clarity on what's the difference between phase 2 and phase 3. They're so face to still be clued is still the Navigator and the officer on the scene phase 3 would just be to navigate it also will not be on the scene less than ever get calls for here she the system. What a criminal matter. >> Do you anticipate that as we get into phase 3 will the navigators be going being dispatched by themselves or will they go out in teams. They go out in team service will be to never Gators going to per call. Okay. Have started this program but has there been any sort identification of any. Equipment any other equipment because I I think I asked the question early when we're still forming the What sort of equipment will these navigators have. Has there been equipment needs identified for these navigators as of today, Sir, no equipment needed is functioning the way we thought it would function. Okay. All right have we had any situations where because of the response that there's been any sort of escalation. No Sir look a certain one khloe were there was already Fire Department there and officers there trying to talk to subject when the call person would never get a ride. He was able to help that person so we didn't have to use more he was able to talk to the person and transport the person in his own vehicle to facility. Okay. When we know call Navigator but when the navigators dispatched. Does does that go Dewar police officers like that are in the area or there are they aware a response to a call that May be somewhere around them. They should be aware because it because it is a dispatch call but only one navigators telling that call. If that vote does it like come up on a computer screen in their in their cruiser or something like that. It dispatched. And so it is through the cad system. Okay when we're in phase 3. The cats this summer, a fact that the call went to the cop program. Okay, all right. They're very good. >> That's all all the questions I I go next to councilmember fix. Sanders. Thank Chair and thank you chief, I appreciate the presentation. i think my questions maybe more for Gulf Coast in regards to the cop program is in one from Gulf Coast here today. They're not here. We are on that call this morning 11 we plan on doing another to the public. But I can have them follow what I'm requesting want the I would because that I have do have a question or 2 in my. A major concern was the composition of staff. Is it reflective of the community that we're actively serving in conversation with some of the contracted partners. One of the comments from one of the partners was that dated even though the program it started because nobody had reached out to them so I'm I'm trying to get a better understanding of the partners that were included in the initial I p requests how are they going to be utilized in one day going to have those conversations. And I can speak briefly that meme I can tell The advertising when in just about every paper possible that we could put it in all to every group that was possible in the city. So everybody was made aware of this program. >> Okay as I wait for that follow-up and I think that's more so for the funny thing is for you so I appreciate you trying to answer that but I just something with them then. >> Thank you councilmember fact, Sanders. We're going to take up. She to announce a new business item by councilmember black men on a potential city gun, but a buyback program and like the chief to be. In on this councilmember Blackmon thank you Been upgraded here to reports from new business but. To make a long story Starting early in the year. Council fig Sanders and Lisa with the Roman. Did enough is enough. Sine wave ins and walks and I attended a couple of those and spoke with with some of the the residents out in a couple of mention to me there used to be a gun buybacks it centers on another put on and I thought that would be a way to alleviate gun violence. Went to a couple the community conversations a few weeks ago also. Spearheaded largely by but those 2 council members and I hea
