Town Council Minutes Page 2 May 20, 2025 PRESENTATION 2. Jupiter Fire Rescue Department Update. Mayor Kuretski thanked Chief Donatto for the update. He stated it had always been the Council’s and the Town’s expectation to continue their partnership with PBC. He hoped that every official at a local level would know that it was their responsibility to inter-governmentally coordinate to deliver services collectively at the lowest cost possible to the public. He said likewise, he would expect every public safety professional would realize that it was not in the public’s best interest to do it at a flip of a switch. He expected elected officials, PBC Commissioners and Town Council would want to do the interlocal agreement, and was confident it would happen. Mayor Kuretski stated from day one he reached out to then County Commissioner, now Mayor Marino, about the Burt Reynold’s Park station and offered to acquire the station, but was told the Town Could not. He noted it would be a tragic situation for PBC to maintain a station across the street from the Town’s new station. He explained this was a great example of when inter-governmental partnership could be used. He stated he appreciated the entire team moving ahead with enthusiasm. Councilor Sundstrom recalled the interlocal agreement with PBC was extended from twelve months to three years and asked what was PBC’s reasoning. Fire Chief Donatto stated he would defer to the Town Manager because he was not here at the time and was not part of those discussions. Mr. Kitzerow said in the initial discussions with Chief Kennedy and Chief Duren when they were finalizing the agreement, the Town had asked for 12 months to exit contract, and they had relayed they would like 36 months. He noted it would take 36 months for PBC to reassign staff and make a plan, which the Town agreed. He stated Chief Kennedy asked Mr. Kitzerow directly to have the 36 months included in the agreement. Councilor Sundstrom said three years was the right choice as it was a major undertaking and seemed like a complicated effort. She asked if Fire Chief Donatto had been able to meet with Mayor Marino and had he been having conversations with PBC. Fire Chief Donatto noted he had met with PBC Commissioners who were understanding, and had no negative issues. He stated he had attempted to meet with Mayor Marino and received an email stating she would not like to meet at this time. Vice-Mayor Delaney asked if historically, there was a protocol for when towns break off from larger organizations.

Town Council Minutes Page 3 May 20, 2025 PRESENTATION 2. Jupiter Fire Rescue Department Update. Fire Chief Donatto stated this was not something which happened very often and was only aware of three in the country. He believed there was not a real protocol or approach to it, but common sense should prevail. He noted it made sense to carefully, thoughtfully and cooperatively transition services. He anticipated in October or November 2026, after the Town had taken over services, that we would work together with PBC. Vice-Mayor Delaney said it all came down to public safety, and we needed to work together. Councilor Choy asked Fire Chief Donatto if he was comfortable working 60 days in parallel with PBC. Fire Chief Donatto said it would be a great opportunity for the Town to work together. Mayor Kuretski asked about the mutual aid agreement with Palm Beach Gardens (PBG). Fire Chief Donatto noted the Town currently had a mutual aid agreement with PBG to provide assistance and service. He said Staff would seek one with Tequesta, and they hoped to have one with PBC as well. Mayor Kuretski on behalf of the Council expressed gratitude for the 20 applicants who applied for the Council vacancy. He explained there were 10-months remaining of the vacant seat, set to expire March 2026. Mayor Kuretski noted his nomination for the vacancy was someone who could step right in with the lowest learning curve and suggested each Council member say who they would like to nominate and then discuss and vote. Vice-Mayor Delaney said he thought Council could come up with a short list and then decide at the next meeting. Mayor Kuretski noted a Councilmember was going to be absent at the next meeting. Councilor Sundstrom expressed how grateful she was that 20 applicants applied for the vacancy. She noted the criteria that the applicants needed were to be familiar with the Town and Town Code, from District 1 and have a public service and growth management mindset. Councilor Sundstrom said with the criteria in mind she nominated Mr. Daniel Guisinger who currently served on the Planning and Zoning Commission (PZC) and had familiarity with the Town and reviewed numerous technical and difficult Town projects. Mayor Kuretski noted Mr. Guisinger was his PZC appointee for two terms and noted his practice was to review PZC minutes as a starting point for future Council meetings. He noted the March 11th PZC meeting minutes where Mr. Guisinger was very thorough and helpful in the overall decision process and nominated him too. Vice-Mayor Delaney agreed and appreciated the effort residents put in. He said his nominations were for Mr. James Davis who served on the Jupiter Inlet District and Mr. Guisinger who served on PZC.

She said with more visitation to our area the County was looking to add sand volleyball courts at Carlin Park, but were also looking at potentially charging parking fees. Town Council Minutes Page 9 May 20, 2025 TOWN COUNCIL – LIAISON REPORTS AND COMMENTS – MAYOR KURETSKI • Budget – Mayor Kuretski said the Town had been good fiscal stewards over the years and responded to investments and upgrades the Town and residents wanted which was the role of local government. He was deeply concerned about state level changes that potentially would propose mandates to consider reducing municipal ad-valorem taxes and believed this would cause him to take a more conservative approach to discretionary capital spending. Mayor Kuretski said they had a five-year plan where a percentage was earmarked with ad-valorem taxes towards capital improvements and needed to be transparent that years three, four, and five may need to be adjusted due to circumstances out of Council’s control. VICE-MAYOR DELANEY • Jupiter Inlet District – Vice-Mayor Delaney noted Jupiter Inlet District (JID) sent a hydrographic survey of the inlet and asked if it was on the Town’s website. Mr. Kitzerow said he forwarded to Council this afternoon and would get it onto the website. Vice-Mayor Delaney said it was very informative for boaters and asked if there was any talk of dredging out there. Mr. Kitzerow said he was not aware and would look into it. COUNCILOR CHOY • Budget – Councilor Choy agreed with the previous comments about the budget and noted at the State level the budget was not done yet and everyone needed to get involved. ADJOURNMENT – 8:29 P.M. ______________________________________ Stephanie Proffer, Acting Town Clerk
