She explained that the engineering assessment recommended: complete replacement of Areas A and B within two years due to the extent of necessary repairs; moderate repairs for Area D, but could make minor repairs which would make the seawall and upland structures safer, with full replacement advised within five years; and minor repairs to Areas C and F were deemed sufficient to ensure structural safety for the next decade, with replacement recommended within ten years. She also noted that Area E was replaced in 2023 due to hurricane damage. Natural Resources Manager Hardman noted that Areas A and B are currently under design. She further stated that the City budgeted $4.5 million for seawall design and replacement, and a fifty percent cost-share grant through the State’s legislative appropriations will offset the budgeted amount by up to $3.75 million. Natural Resources Manager Hardman and Public Works Director Robert Middleton responded to various questions regarding design, funding, and the Florida Legislature’s grant application process. Construction Project Manager Brad Hefner provided details on the seawall design, noting that the City does not hold riparian rights to the waterway within the area of Venetian Way and, therefore, no riprap will be installed. He responded to various questions and/or offered additional information regarding possible water quality improvements, construction details, coordination with the Community Services Department regarding landscape improvements, impacts on dock access, the life span of seawalls, and hurricane contingency plans. Seawall Presentation 9) Lake Inflow Sampling Report 9.A) Lake Inflow Sampling Report Environmental Specialist Katie Laakkonen utilized an electronic presentation to provide details of the Lake Inflow Sampling Report, conducted by WSP, which included: an overview, sample sights, considerations for site selection, sampling methods, aerial imagery of sample locations, boxplots of Total Phosphorus (TP), Total Nitrogen (TN), and Copper Concentrations collected using passive samplers, and a Summary of results. She explained that the mean TP and TN concentrations for Lake Suzanne, Hidden Lake, and Devils Lake were generally consistent with single-family residential land use event mean concentrations and that mean copper concentrations at those locations were also similar to the event mean concentrations for single- family residential land use, but that some results for TN at Lake Suzanne and Copper at Devils Lake and Hidden Lake were elevated. She said the highest concentrations for TN, TP, and Copper were at the inflow to Lowdermilk Lake, noting possible sources could include reuse water, wildlife, fertilizer, and organic debris. She noted that the Report also included Best Management Practices (BMPs) that could be implemented to potentially reduce nutrient and copper inputs, such as re-collaborating irrigation heads in Lowdermilk Park to ensure that they are not spraying on permeable surfaces and inter-departmental coordination. Environmental Specialist Laakkonen added that it would be beneficial to share the results with the various consultants working on current water quality projects to implement BMPs into their practice. She responded to various questions and/or offered additional information regarding testing, inflow versus outflow data, tidal influence on lake nutrients, In response to Chair Broderick, Environmental Specialist Laakkonen stated that staff would strive to provide the recommended BMPs to implement at the Committee’s next meeting.

Lake Inflow Sampling Report Lake Inflow Sampling Presentation 10) Doctors Pass Update Environmental Specialist Katie Laakkonen provided an update on the Doctors Pass Dredging Project, noting that Collier County had begun hard bottom monitoring and that seagrass monitoring is expected to occur four to six weeks after its completion. She explained that once the Army Corps of Engineers approves the permit for Wiggins Pass, the County will issue a single bid for both projects to be dredged concurrently. Vice Chair Russell reported a white marker within Moorings Bay near her house. Environmental Specialist Laakkonen stated that staff would look for it the next time they are out on the water. 11) Upcoming Meeting Date October 21, 2025. 12) Member Comments Vice Chair Russell expressed concern regarding debris entering Moorings Bay through the stormwater system and stated her interest in exploring a permanent solution to help capture debris before it enters the waterway. She shared examples of debris she had personally collected near her dock and noted that she had observed that several stormwater drains were completely covered by leaves. She also cited construction sites as a significant contributor to the debris and recommended that Natural Resources staff coordinate with the Building Department to consider stricter regulations for construction site runoff and debris control. In response to Chair Broderick, Public Works Director Robert Middleton confirmed that the City is paying for the biological product application to Swan Lake through November. Chair Broderick stated that he would be taking a tour of Moorings Bay with Mayor Heitmann and City Manager Gary Young the following morning to discuss topics of interest to the Committee. 13) Adjourn 10:21 a.m. Minutes Approved: 10/21/2025.
