AGENDA ITEM 5B. Approve a Resolution Calling for the Holding of a November 3, 2026, General Municipal Election, Requesting the County of Monterey Board of Supervisors to Consolidate the General Municipal Election, and Requesting the County of Monterey Elections Department to Conduct the Election 11

City of Sand City STAFF REPORT TO: Honorable Mayor and City Council FROM: Kerry Lindstrom, City Clerk SUBJECT: Calling for November 3, 2026, General Municipal Election, Requesting the County Elections Department to Conduct the Election, and Requesting Consolidation of the Election DATE: June 2, 2026 _______________________________________________________________________ BACKGROUND/DISCUSSION: Section 6 of the Sand City Charter establishes November of even-numbered years as the General Municipal Election date for the election of the Mayor and two Councilmembers in Sand City. The resolution calling for the election and requesting consolidation allows the City to combine its election with the statewide election and avoid duplication of printing and mailing of sample ballots, computer tabulation, precinct workers, and canvassing results. The City may, by resolution, request that the Board of Supervisors of the County request that the County Elections Department conduct and consolidate the elections on behalf of the City. (See Cal. Elections Code section 10001). It has been a standard procedure for the City of Sand City to consolidate the general municipal elections with the Monterey County Elections Department for the ease and convenience to the City’s registered voters and to minimize election costs. The City has also historically paid for the cost of the candidate’s statements. In accordance with Elections Code Section 10403, it is necessary for the City Council to adopt a Resolution calling and giving notice of the holding of a general municipal election in the City of Sand City on November 3, 2026, and requesting the Board of Supervisors of the County of Monterey consolidate the general municipal election with the statewide general election. CEQA: This action does not constitute a "project" as defined by the California Environmental Quality Act (CEQA) guidelines section 15378. FISCAL IMPACT: The estimated cost per registered voter is $6 to $10 for the November 3, 2026, General Election. An allocation of $3500.00 has been incorporated into the Proposed Fiscal Year 2026-2027 City Budget. The cost of the 200-word limit candidate statement for both Mayoral and Councilmember candidates is unknown at this time. For reference, the cost in 2024 was $94.00 per candidate. The number of candidates is not known at this time. 12

RECOMMENDATION: Staff recommends the Council approve a resolution calling for a November 3, 2026, General Municipal Election, requesting the County Elections Department to conduct the election, and requesting the consolidation of the election. ATTACHMENTS: 1. Resolution 2. Agreement 13
