PCA25-0003/PZM25-0003 – City of Crystal River – Future Land Use and Zoning Amendments This request is being made in an effort to unify the property’s Future Land Use categories and Zoning designations. The subject property is currently made up of three (3) Future Land Use categories and five (5) Zoning designations. Staff is requesting that the entire property be designated the Civic Future Land Use category and Zoning designation. ANALYSIS: This is a joint application to amend the Future Land Use Map (FLUM) and Official Zoning Map for the City of Crystal River. The analysis for the proposed amendments provides for the legal status of the Comprehensive Plan and Future Land Use Map, and that the land development regulations and proposed Zoning Map Amendment are consistent with and implement the adopted Comprehensive Plan. Comprehensive Plan – Future Land Use Map Amendment – The proposed FLUM amendment will change the Future Land Use category from Urban Center and Urban Neighborhood to Civic. The following comparison table is provided: Comprehensive Plan FLUM Category: From Existing: Urban Center From Existing: Urban Neighborhood To Proposed: Civic Category Description: Traditional activity centers used as residential, retail, professional offices, financial institutions, lodging, restaurants, and other retail uses. Mixed-use, residential, and customary residential accessory uses incidental to the residential and non- residential uses on site. Small-scale neighborhood centers. INFRASTRUCTURE: Transportation (Ingress/Egress) – The subject property is located on the corner of NE Crystal Street, a City-maintained 2-lane local collector roadway, and NE 1 st Avenue, a City-maintained local roadway. Any modifications to existing driveway connections will require a City of Crystal River right-of-way utilization permit. Water/Sewer – The City currently supplies water and sewer service to this property and has adequate capacity to serve future development. Extension of utility lines, if necessary, constructed within the public roadway, will require right-of-way utilization permits from the City of Crystal River. Stormwater Management – Stormwater management requirements must be approved as established by the Southwest Florida Water Management District (SWFWMD) for any intended commercial project. All stormwater treatment systems shall meet the latest SWFWMD and State standards for water quality and peak discharge.
