City of Bradenton Planning and Community Development Department City Council October 26, 2026 Staff Report Case Number: PLN-DVA-26-0003 – Resolution Applicant: Paige Estigarribia, ZNS Engineering Owner: Manatee County Government Address: 500 15TH St W, BRADENTON, FL 34205 Parcel ID No: 3354500109 Current Zoning: T-5 Urban Center Future Land Use: UC (Urban Core) Flood Zone: AE, X Surrounding Property - Zoning and Future Land Use: Current Zoning: North: Manatee Avenue West, T-5, T4-O (General Urban Open) South: 6 th Avenue West, T-5 East: 15 th Street West, T-5 West: Wares Creek Future Land Use: North: Manatee Avenue West, UCBD, RESHIGH South: 6 th Avenue West, UCBD East: 15 th Street West, Urban Core West: Wares Creek SUMMARY OF REQUEST Paige Estigarribia, ZNS Engineering, Agent for AMRES Investments LLC, requests a Height increase for the subject property consistent with Ordinance 4017. That Ordinance provides for City Council approval to allow for additional height for market rate housing and mixed use projects in a defined area, which includes the subject property. 16

Zoning Classification and Height Incentive The zoning classification of this property is T-5 which allows a base building height allowance of up to five stories with an additional four stories with LEED certification, an additional two stories for 25% square footage dedicated to workforce housing and one additional story in return for an increased public art contribution, for a total of 12 stories. The proposed building is to be seven stories but the developers are not interested in providing workforce housing or building to LEED standards. In 2023 City Council approved a building height incentive program that would allow additional height without adhering to the workforce housing requirements for certain properties in a specified area within the T5 and T6 zoning districts located west of 1 st Street East and east of 15 th Street West and properties north of 7 th Avenue West and south of Manatee Avenue West and, between Wares Creek and 15 th Street West. This area includes the subject property. The height incentive program allows for the two-story workforce housing bonus without providing workforce housing or contributing to the Workforce Housing Trust Fund. The additional two-story height allowance, in addition to the five stories allowed by right, would provide the seven stories requested by the applicant. The building height incentive program requires City Council approval before December 31, 2028, and commencement of development prior to December 31, 2033. Pursuant to Ordinance 4017, City Council approval of the height incentive is to be based on the criteria under Section 10.1.6.b of the Form Based Code which includes the following: i. Granting the Adjustment will promote the same general level of land use compatibility as the otherwise applicable standards; and ii. Granting the Adjustment will not materially affect adjacent land uses and the physical character of uses in the immediate vicinity of the proposed development because of inadequate buffering, screening, setback and other land use considerations; and iii. Granting the Adjustment will be generally consistent with the purpose and intent of the Form-Based Code and the existing LURs, where applicable. 17

Comprehensive Plan Urban Core Future Land Use Classification The subject property is located in the Urban Core future land use designation. The Comprehensive Plan describes the Urban Core classification as: “The Urban Core is located within the City of Bradenton’s Urban Central Business District and provides the hub for economic development and civic uses. Permitted Uses include: offices, personal and professional services, commercial, retail, public and semi-public facilities, educational, institutional, restaurants, parks, recreation, and entertainment venues, and medium to high density residential. To foster the City’s redevelopment efforts and enhancement of this mixed use center, densities and intensities are increased within the Urban Core from those allowed within the UCBD category.” City Council approved a Comprehensive Plan Amendment changing the future land use designation from Urban Central Business District to Urban Core. The Urban Core designation allows for an increase in density. The project was approved for up to 94 dwelling units per acre for a total of 345 units. The project depicted in the prior approvals showed a building height of seven stories, consistent with this request. ANALYSIS Under Ordinance 4017, the building height incentive program requires compliance with the following criteria: i. Granting the Adjustment will promote the same general level of land use compatibility as the otherwise applicable standards; and The proposed project will consist of seven stories on the south west corner of Manatee Avenue West and 15 th Street West. Were the project to meet the allowable incentives for workforce hou
