If you also introduce yourself for the record, please. >> Yes, sure. On Corbett addresses actually on file on the ceo of the Jacksonville Housing Authority. >> And just I just seriously just want to say thank you all. Thank you. CHAIRMAN Miller, Vice Chair Clark Murray, the entire committee to as well for allowing Jacksonville Housing Authority look at a day just to kind of give you an overview a one year in review. What we basically done at the agency on behalf of our Board of Commissioners are CHAIRWOMAN Horvitz to swell, which is present here today and our entire board. Just thank you just for everything and what you do in supporting the Jacksonville Housing Authority. So we're just going to give a brief update. And so we've really establish new organizational mission's objectives. And we're going to be launching a new strategic plan. It's going to come out this year. But the overhaul of our website too. And so what you can see right now is our new mission for the j. J were truly focus on to building preserving affordable housing, ensuring that is sustainable and that most importantly, we're managing our public resources. We most definitely understand the importance of accountability. And so you're going to see Stephen going forward at the agency, our vision for the j j because we're up against a total of 3300 public housing authorities throughout the U.S. Our vision is ensure that while we're in Jacksonville that we lead in housing, excellence by maximizing public private resources. An innovative policies that truly elevate the standard of living for all. And so we're dedicated to that and that some of those some of the new things you're going to see, we actually have 4 new core values that we've rolled out. And if you want this information can also provide this to you, too, as Core value number one is service first. The second court value is transparency. The 3rd is efficiency and collaboration. And this is where you almost definitely come into play with this again with our continue public-private partnerships to be able to house those that are in need here in Jacksonville. Who do we serve? So we get these questions all the time. You know whose art you demographic here. And so you think about public housing or public housing for consist of over 2300 public housing units and those hit of households. On average, the average incomes about $15,208 annually. In addition to that, we normally find on average at individuals that reside within our public housing development state, anywhere from 5 and a half years and sometimes a little less than that. He was well, we've also identified that within those household makes up individual someone under 2 individuals within those household. Our current occupancy rate is at 95%. And that's huge within our traditional public housing for full is going to continue to increase, especially if we can have additional funding, which is limited right about now. We think about our housing choice voucher program. That's one of the largest programs within the Jacksonville Housing Authority. We're at 90% occupancy. In addition to that, our portfolios over 8,000 units and which we have throughout the city. We anticipate that individuals on average stay within those. The housing choice voucher per fully anywhere from 6 years and more. All right. And it's about 2 and a half individuals that reside within that house. Also, what you're seeing is more and is and housing choice voucher that makes up more of a family composition dynamic. We love to talk about our economic impact. And so we've actually maximize many of our studies. And so what you're seeing right now is that a long you think about our subsidy, what we do in a city of Jacksonville it's over 100 million dollars. And so that's important of having the presence of Jacksonville housing authority here within this local municipality. We've also broken down. If you take a look at veterans from bottom up, we've actually shelled out anywhere from OCTOBER 2025. Into PRESIDENT Over 5 million dollars for a bash programs. Tenant protection vouchers. 1.3 million. But I love to talk about emergency housing vouchers, the first one at the top because that's a program that ended for subsidy as of JUNE by Hood. And so that wasn't very important program as it related to homelessness and helping individuals. The second is a family unification program. That's critical because you think about children that go into foster care, Department of Children, Family Services, the such, you know, we have to have a program that's in place to unify them back with their parents and grandparents. And so we put 1.6 million dollars in net and that subsidy again, they were paying out throughout our entire program per fully on the housing choice voucher program is another home ownership. Is that $187,000? Someone have added things within us lives on today because we really have to have more of an emphasis on homeownership. What's new for Jacksonville housing authority? It has not been done historically in the past. You know, we recently launched a public policy that's aimed at increasing, I should say, reducing homelessness here within the city of Jacksonville. Our new policy is now within our a cop program and then also our administrative program. That's one of our policies. And so we have 3 new tears that we've introduced. 2 number one, we found that in order to get individuals house quickly, if we do a cross reference of homeless or to come continued of care. The main thing is that one the rule we have in place is that if an individual's actually residing in Jacksonville, a Duval County, they have number one priority to house on our waitlist. In addition to that, 2 number 2 is surrounding counties and cities within Florida. And so that's important because we're also finding that we get a lot of individuals that are looking to porting in from other states. And so they actually filed in the 3rd category. So what jj has done is put a preference in place to ensure that those that are local here in Jacksonville in Duval County have a right to be on our waitlist at the top in partnership with a continued care. In addition, we have those added, You know, preferences to we're going to continue to have veterans. Those that are elderly, those that are just able working families in the end, violence against Women Act It's key and critical to as well. And so those are part of our preferences going forward. So it wasn't in place before. But this is new within one year. Expanding affordable housing. So you MAY have read many articles about Franklin Arms, which is now known as downtown East, which is located 8, 8, 8, 8, 8 Franklin Street right now. The structure is 100% vacant. It was built in the 1970's. It comprised of a total of 98 units anywhere from studio or one-bedroom apartments. And so now what's being proposed? We've already went in partnership with the Co developer, which is Soho paces. We recently and thanks to many of you to as well had a demolition bill that went through through City Council. And our goal now is to be the create new senior affordable housing there. So this is going to be a new target population, new construction for target population, individuals, ages 55 and older. Our goal is to provide safe, modern, affordable housing for seniors here in Jacksonville. Instead of those 90 units were looking to increase ocean is up to 130 units. And that's going to be a set aside for individuals anywhere from 30 to 70% of the area's median income. So this is pretty much a schematic, a rendering as the what this could look like. The future of formally known as Franklin Arms. In addition to that, we anticipate it's going to be about a 50 million dollar total development cost. That's including demolition and also the redevelopment. So where basically taking this older structure down. You know, that Senator Block and we will be bringing back the highest quality that you're going to see as affordable housing. As a matter of fact, this will be the best looking thing. What I can sit on the block and see going to be really surprised the future for 2 as well. Our goal is to submit a 4% tax credits order to help us to fund development structure. It's going to be new and innovative and we want to be aligned to more markets standards to and so going to a fitness center in every poll proposing to have a movie theater, sunroom green space for the residents and which will reside their business center and also a seating area. And so you can see that and more than you, mark. Great developments. And this is a breakdown and we can provide this to you, too, as well with the 130 unit, you can anticipate 110 of the units will be one-bedroom units and the remaining 20 will be set aside for to bear from to And this is that breakdown regards to percentage from 30 to 50 to 60, 70% of the area's median income. So just to be 100% affordable development for those ages. 55 and older. This is innovative, too, as well. The Jacksonville Housing Authority does not currently have within his portfolio development for those that are 55 and older that's affordable. You like this. I also want to thank you all. Because last year I will actually be approaching the year as of SEPTEMBER. 30th, you all provided us with 1 million dollars for emergency rental assistance program funds. We're at and we were able to Bill 5 single-family rental homes total of 98 days. Thanks to you. These homes action, the affordable, they're sustainable and it's hard individuals that are 50% of the area's median income. So just want to give you a quick example today of what happens when you have a family to move, install the homes are fully occupied and just want to show you this brief clip. And so I'll let you play the clip. >> You know, the saying there's no place like home for chair on the sauna. Our new home just what she dreamed. It would be. >> It was so It was like. I can do like I can not only. Coming to home is the inner winter and his brand new. In a game even more hope to say, you know what, you can actually become homeowners. >> On a moved in today. See homes, a disorder, Kingsville community this year. This was infill development of 5 single-family rental homes with 3 bedrooms, 2 baths owned by jj Jacksonville Housing, Authority and funded in partnership with the city of Jacksonville. >> On a sauna once unhoused currently works as a clerk register typist. >> She received her bachelor's in business administration in 2020 and is now working on her master's in counseling in on us on a spare time. >> She enjoys cooking. >> And decorating her new Daisy home. So this gives or a sense of security and stability. >> In so many different ways, I am a mother that. Craze and ozone stability for my children going on the program of subsidized housing living on the east side in moving from that section 8 into a home having my own yard because that was something that I always will want for them to be able hail a single mom such as myself 3 key is now on the year. Is like a movie is like a stepping for you to get to the next level goals. She says she has achieved. >> Thanks to the Jacksonville Housing Authority. I'm very honored to be where I am right now. Was all because she aj help >> Where is Even play? >> I went from. Living in hotel. >> have nowhere to go. Have. That's I would say I had like $300 less my pocket. No. And let man my kids be able to. >> You know, has to be forced out on street. >> gave me the opportunity. >> been a blessing from renting this affordable single story home to home ownership. >> That's on as next step. And of course. >> j j. We'll continue to be that bridge promoting self-sufficiency. >> So thank you all everything that you've done again. If it wasn't for you all, we would not have had this million dollars in order to be able to help families. And so we hear so many stories over and over there. Just so many of our families are excited just to be able to call for pizza, have a delivery person, even approach their steps, right? You know, and so things that sometimes we take for granted, just having a day to day shelter, a family should we do appreciate it. So once again, thank you. And I'll go to the next slide. 2. >> You know the saying their son. >> In addition to that, our agency we're short on time to was will I make it quick as working on capital planning initiatives throughout the city of Jacksonville and many of our existing assets. And so this is an example what we've done it. One of our recent senior, one of our historic senior sites, which is and Brent would our face building. We've been we've totally remodeled you can see before and after pictures, the sites. And so that would bring in our standards up to much higher level. And so that's also part of that that economic impact that we provide to the city as it relates to construction initiatives to as well. And so you're going to see many of our assets most definitely modernize. We want to be a line to market and want to continue to keep our occupancy rates up to. We've done many partnerships throughout the city. Food drives as well. Recent back-to-school drive we partnered with jso see Kohl's magnitude vendors careersource for job training opportunities and just being brief. So once again, if you need to contact me, I'm sure Ron Corbett, you can reach out to info and jj ha dot org. And we're also hiring. You can also scan our Facebook. Follow on Facebook, Instagram and LinkedIn because we need more followers. So we figured would be a great opportunity to do this year. So thank you. >> Thank you, MR. Corbett. We have Councilmember Blue. So you're recognized. Thank you, chair. Thank you for coming here. Trying to re. Appreciate Very pretty great for your leadership over at the Housing authority. So the emergency housing voucher that's gone. That's gone as of this year. >> Yes or okay. So that ended that ended in JUNE. And so those are those federal funds from hood. And so we're seeing a decline and that federal subsidy. But what we're doing our on our and is making sure we engage even more for public. Private partnerships are really gonna developer fees too. So that's why Franklin arms so critical and in how we reposition our other assets for the future, too. And how we do more partnerships with the city as well, because there's a lot of local municipal for double housing funds that we can help to utilize to for our families. Honest to happen How much of of. >> The budget to you guys have every year basically is from putter from federal resources. Like how much is just you guys getting from from rental fees. Everything So thank you. >> So a great example. We look at it more of like what we're paying out and are hap subsidy to write. And so I gave an example of one year time frame. I can. But you last is about 154 Million. And so you can see this is over 100 million dollars that's just tied to subsea along the deals with the Section 8 program right? And so over over 80% of our budget is really subsidize from hood. But we're going to still continue work again. You know, going 5 for Donna, my leadership. We have our board of commissioners to as well. Just really 44, to create opportunities for non-federal funds, less dependency on federal funding. We will accept federal funds. Of course, but there's things that we can do for more of investment standpoint being financially responsible. No, I think it's very wise grateful to hear that you mentioned before you're going to using the 4% to help with the the new senior living project down the East side. Very excited about that. I think a lot of people are ready to see that. That building up the Maulers to thank you for that. And thanks for. >> For going with my levels that you're looking at as well for for a 4%. Do housing authority's get like and use your preference to get those pretty quickly or still to go through Jay Jeff and all that jazz. I'm so glad you said that, right? And so, you >> 9% is very competitive right here in the state of Florida. And so we're working on the foreperson bonds. However, it would be really advantageous if there was a policy proposal that will give house and authorities top PRESIDENT's because what we're finding for competing for those 9%. What we're finding is that we're competing in Mons, private sector developers right? And sometimes, you know, we have a critical need. We have a critical demand. We have the population that's in need of this. Housing were hit a preserve, affordable housing expand affordable housing. But we have to take 4% bonds, right? And so that means that we're going to have to do when we're going to continue to do as much as we can over the years. But there really has to be a policy in place so that we can further advance the mission of the Jacksonville Housing Authority at 9% starter. But you have to go through that Jay, to get those 4% article. Thought maybe you can go straight to the >> And then you mentioned am I what my based on is that the 3 counties, Nassau. So so this area median income is based upon a census tract there, right? So what we're also finding. >> And as he signed, when you drill down to particular on census track blocks to as well. But they're also much lower rents rights, although we might be creating a new development. We're working on 4% were doing so much subsea layering, too, as well to make sure this deal can be a total success. The So is it that census tracks am Thursday? So high that the area, the area of Census tract, the area, median income, if you give me whatever that number is about 40,030 1000, as might never be easy because I thought that ours was was proved a diehard group to us. >> With like Nassau and Saint Johns County, which made our am. I like 85,000 which is certainly not what we're seeing just in Duval >> Yes, oh, yeah. When we when we drill down to this particular area, the rents a much lower, but I can provide out provide all I want to make sure that's what I would hope. So it will make sure. Thank you chair. No prior. Good. Next to Vice Chair Clark Mary, you're recognized. Thank you, chair. Good afternoon. Is Corbett. Thank you so much for your presentation was very informative and I appreciate the fact >> you know, changing Franklin on they changed. The name has been changed to. I don't know why we put arms on many of the public housing complexes like Cleveland on some kind real wood arms means that kids because you have a development out out East. Are you is jj eligible that happen to any of those outings funds the cba dollars? Okay. So have a plan for that? Yeah, we actually did. >> So we're in partnership with article developer. Soho Pace is right. And so we've already made contact Henry Garza, those applicable funds. And so even if it's another round, we've we've been in contact with everyone to as well. But we're going to find that we're going to be up against a funding gap. And again, we're working on us too, as well. They can be anywhere from 3 to 4 million dollars. And so our goal is to continue to reduce that because we seen again, it's lower rents within the area, even if we're bringing in, you know, new affordable housing. That's why we're really leaning in on a many private public partnerships to was well to reduce fun. So, yes, we are in contact with the side community, too. Thank you for that. >> No one else nicu. Thank you very much scoring. Ate you come in today and also what you and your team do every day. I really enjoyed seeing what's coming next for the Franklin arms area and that development redevelopment and that it starts at 30%. Am I-30 to 70% which you don't see very often. So thank you for that. And thanks again for being here today. >> Thank you for having me. Thanks again, everyone. Thank you. >> going to go into our agenda. But before we do that, we have council vice PRESIDENT Carlucci here. So we're going to take up 2 of the 2 bills. That he has on the agenda to allow him to move on. Then we'll go to the start of the agenda. So if everyone will turn to page number 9. We'll go to item number 15. 0st. And that is 2026, 0, 6, 3, 3, We motion second on the bill. Questions only. No one in the queue. Please open the ballot and recorded vote. >> 16 yeas, 0 nays. >> My reaction you're approved 2026, 0, 6, 3, 3, the other bill is item number. 23. So if if would turn to page believe it's 14. Page 14 and number. 23, 2026, 0, 6, 4, 5, MAY have a motion on the Rules Amendment. Have a motion and a second on the Rules Amendment Israel, would you please explain that amendment? >> Sure. Through the chair to the committee, the Rules Amendment will remove Section one, 18, 107, waiver in the affidavit, which was exhibit one. It's going to add Weaver for permitting requirements. With in Chapter 2.50, part 5 in Chapter 6.67 And then at a waiver of the liquor distance, an exception requirements in Chapter 6.56 Part We'll place a revised contract on file to reflect that Exhibit c which is divi eyes proposed budget and any changes would require city council approval. They would need to come back. We're going correct reporting frequency to quarterly reflect that tbi is responsible for mowing clarify alcohol sales and service language. Correct? The budget submission, submission date to FEBRUARY. First include revenue within accounting and reporting language and then update insurance language that's pertaining to workers compensation and excess liability limit. Ok, thank you. >> During the q, all those in favor of the Rules Amendment, please signify by saying Aye. Those opposed no the amendment passes. And motion second on the bill as amended. No one in the queue to please open the ballot record your vote. >> 6 yeas, 0 nays. >> Direction. You approved 2026, 0, 6, 4, 5 as amended, MR. Vice-PRESIDENT, please. >> All right. Now, as you say, thank you, MR. Chair, appreciate taking those up and that's all I have. Thank you. Appreciate it. Okay. Full. Go to top of the agenda and before we hit item one, I just want to remind everyone. >> I know we're on brawl on at least 2 committees, I've requested that. Everyone give 24 hours written notice if you know you're not going to be here. If you please do that, we have one today by past PRESIDENT Carrico. I believe by a current rules that wouldn't be considered unexcused absence. There are emergency allowances, but this particular one I don't believe falls in that category. I haven't. I haven't actually received the final on that. But I'm I'm just at this point that looks like it's a not an excused absence for and with an exception for emergency that's allowed. So I just want to revisit the policy, please when, you know, I know sometimes you can. And we just take that as it comes. But if you give me 24 hours written notice that would be appreciated when you can okay item number one. Is 2024, 0, 9, 6, 6 being deferred to request of Councilmember Carrico and to try in 25, 0, 3, 6, 1, is being deferred to request of COUNCILMAN White Item 3, 2026 or 2 to 7 deferred to request a Councilmember Diamond item for 2026. '03, to 0 is deferred at the request of Council member right White item 5, 2026, 0, 3, 7, 7 is different. The request of council member Johnson item 6, 2026 0, 5, 4, 1, the for at the request of the downtown Investment Authority item 7, 2026 or 5, 7, 0, different request of council member Boylan item 8, 2026. Oh, 5.88 Deferred to request of the developer for that item. Item. Number 9, 2026 year. 5, 9, 0, I have a motion and we have a second on the Rules Amendment. We have motion second on the Rules Amendment Ms River. Please explain the amendment. >> The rules amendment through the chair to the committee will strike some additional language within a code section and then also insert with another code section or she after he when referencing the mayor. Ok, thank you. >> New in the queue. All those in favor of Rules Amendment. Please signify by saying Aye. I was opposed. No, the amendment passes. We have a motion second on the bill as amended councilmember Blue. So you're recognized. >> Thank you. Chair to chair 2 populous or any of attorneys. I understand why bill us. Can we kind of I have with council PRESIDENT Said it seemed like its concern of a lawsuit from a Second Amendment group. Selleck, a real concern or is that just being overly zealous? >> Threw the chair to councilmember Palou. So on granite is also here. Deputy employment and generally the gist of it is there's a number of areas specifically with respect to firearms and and various regulations that can be imposed on firearms where we are completely preempted by the state of Florida and that arena. And therefore, in response to a letter that was received, but also to become compliant with that preemption. We're recommending that we strike those regulations out of Arco recognizing they fully are within the arena of the state to address. >> Through I think I think one of our colleagues counselor ball and brought it up earlier today, just like the state keeps coming down on these counties, municipalities heart. I just don't understand this. I don't I'm not I'm not fine with voting on this bill. Certainly not as chair. Okay. We've got go next to past presidents you're recognized. Thank you, chair through the Miss Mary. >> It is it the city's position too. >> Always try to bring our regulations in compliance with state law, irrespective of what it is because it seems like. We're doing more of this recently in the last year to than we did before. Or is it just new laws that are passed and Tallahassee that we try to get in line with you? Can you enlighten me? >> Threw the chair to Councilmember Salem. I might defer that question to MR. Granted because he can give you specifics with respect to this legislation. But in certain era, you you are correct. There's been a lot of activity in this regard and where this state takes a position that are wholly preempts. The city. There are certain instances this being one of them where to even have a regulation on the books is problematic from a legal perspective or a legal standpoint. In other instances, we MAY not recommend that we strike everything out of the code but be in a position to not enforce it depending on the nature of the matter and what the state's position is on it. But in this case, it's it's inappropriate to even have it on the books, but also allow MISTER Granted to Greenwood, you come forward, please. >> Please, Dr Stanley something else before that. Well, yet through the chair. Well, let me hear from him first. Sean granted with the office General Counsel. >> I agree with everything the midst plus in this case, particularly there's a state statute preempts all regulations of firearms. We were contacted by an organization that and forces individual firearms rights really given warning. They they pointed out to us a lot of parts of statutes that we want to strike a very old, I assume some of those were put into place before the state's preemption came into place. And this group gave us a warning and ask us to work. Well, not us, but they they suggested that the code be changed to comply with state law to avoid a lawsuit. Through that continue through the chair. MISTER Grant is for somebody in your office that is monitoring. >> New state law. How are pertains to ordinance code to make sure that we're not stricter than state law. >> As you're probably aware, there's lot of new laws that come out every year. Sure, we do our best to inform our clients of changes to the law. One more aware of that. We do our best to to inform you of that. And then. >> And then change our law to make sure it's not stricter than then state law. >> Well, to make sure that, well, it would be up to you all and change the law. But we would recommend that we at least comply with state law in this particular instance, state law has said that local governments MAY not regulate the area's of firearms. And there's very strict severe penalties, including sometimes removal from office of elected officials and very steep monetary fines for non-compliance. With that. So it was very important that we brought this to attention. Thank you, chair. Thank you. Will go next to pass PRESIDENT Carlucci. You're recognized. >> Thank And you MAY whether you're a member or not, but long time ago when my father served in the Senate. Before guns. At completely gone nuts. My father passed legislation. And it had not quite made it all the way through before he passed away and they named the farm's for my father to Joe Carlucci State. Uniform Firearms Act. And what that act was supposed to do. Was to make. All firearm. Laws. The same throughout all counties in the state of Florida. The idea was. One county could have a set laws and another have county have a set laws and then another county have another set laws. And so somebody from one county could go to another county that had maybe more liberal settle laws and their county go grab some guns and come over this county and up. So the idea was to make all the laws uniform across the state, Florida uniform with each other so if so, there has been attempts over the years under Cook, former Council member here Cook tried to change some gun laws and Jack's a one-time and he ran into a a problem because of the Uniform Firearms Act. I think. Issue probably falls into that. And that's probably and it might be. Some of the reason that if our laws, if it this bill is trying to make us in compliance with state laws, that might be the reason. Could that be possible, chair. Well, it >> The state law certainly has the effect of doing that, MR. Carlucci making uniform firearms laws so that there's clarity and what people's rights are throughout the state for sure. Well, nice to do the statute number, years ago by and 7, 90.3, 3 was 7, 90.0, 3, 3, 7, 90.0, 3, 3, So if you look in there, I think you find my dear old dad's name next to that law he wasn't around to see it named after him, but it was sub 7, 9, 0, What was it? 7, 90.0 3, 3, Okay. I think that might have something to do with this. This that's my guess because run into this since that statute was instituted back in 1986, and then I came on the council. In 1987 and there were several attempts to change our. Firearm laws to different types laws in. We always ran into that problem. So I guess just might be trying to bring us into compliance with state statute. So there you have it. Thank you. Go back to council member Blue. So you're recognized. >> Thank you. Chair to chair from You see. So is it really necessary to remove things from the code? Is it possible that the mayor's office can just say this is not enforceable. Is it possible that our general counsel can remember saying this is not enforceable? Why are we changing our code? It's possible. That is things it's not possible to guarantee that. >> Some city employee wouldn't enforce one of those provisions because it is on the books. And it's our recommendation that that we change it, particularly in this case because of the severe penalties. >> The >> love to elected officials as well as >> the city in this case threw the chair. Can you explain the elected officials? Peace? There's penalties here. If. And elected official to find a specific provision. But if elected official knowingly and willfully violates the provision of the statute that preempts it allows for removal from office. It's grounds for removal from office, another fines and penalties understood to the body. Gun violence has ravaged the city and this county for years last week. We were literally many of us. We're in college gardens. Mass shooting that occurred in the city. I just I cannot in good conscience vote against something that even if it is, you know, to do with state law preempts. So be it. I'm voting no on this. I'm not I'm I'm sick of a Tallahassee does time and again, I think there's methods to make sure that we are within compliance. People can sue us. So be it. I'm not putting my name on something that reduces or allows for more guns to be allowed in the city anywhere. I'm voting no. All right. Thank you. We're going next. MISTER Delaney been on cue here. Thank you. >> Thank you. Chair of chair to the body just wanted to make clear administration has every intention of following the state laws that come to us. There are a couple of cases in this bill that would present some challenges, not necessarily with. From an administration standpoint, but in the cases that are affecting zoning in. You know, and those kind of laws that if they're still on the books saying one thing and people go out there interpret it that way and, you know, plan their developments and then come to find out that that part is unenforceable or or or whatever it is. But our intention is always to follow the state law. You know that. No one can agree or disagree with laws that they're putting in place. Clearly they don't have any problem. Stepping local toes as far as telling us what we can do. But that's their prerogative. And that's our position. >> Thank you. Appreciate The next to pass PRESIDENT Carlucci, you're recognized. >> Back back when the Uniform Firearms Act was. >> Enacted. Actually was supported by local government. And all local governments because of the. The different last county per county so forth. And by the way, my father also passed law that required gun safety, of course, is be taken by any body or too engage and hunting. They had. They had to take gun safety. Course, but some not my concern. And I will support this because if there's I'm really studied the bill. But but I her council PRESIDENT Say something the other day and that makes you think that if there's something in our ordinance code that might be interpreted by a department head or somebody within our government that feels like they should. And for something that actually should not be enforced because it would not be in compliance with the state. Then they could be the law of unintended consequences. Could. Could cost them a problem with their job. And I don't see that happen. So I don't see anything wrong with bringing our orders code into compliance with state law. But as it is today, the legislature surely does try to stick their nose in our business. Every chance they get. But what happened back in 86 was actually as hard as it is to blame. Now, was quite the opposite. They wanted the state to make the laws uniform crossed the line because of the differences from county to county and it was causing problems with shootings and so on so forth. So I just gave you that 4 institutional knowledge, little background and history. And I think if we have anything in our orders, code that might lead an elected official or a department head or somebody in our local government that would tried to him for something that, in fact, would put them in jeopardy. Unknowingly. I I don't see that happen. And I think we should be in compliance with the state law. That's one of the very few times you'll the talk about wanting to be in compliance with the state law. But this was a different time. This was the time of the legislature that actually believed an ethics they believe and a home rule. And they had local. They have senators and legislators who came up the ranks from local government and they fought for it. Unlike today. I think the way it is today. We got people over there who served as counsel presence, support an amendment. 3. Well, it didn't pass today. Back in those days, the men that went over there and win in the win over there. >> They believe in home rule they stuck up fort and it didn't follow ranking file like Hawks led to the slaughter. They were men who do and women who knew how to say no, no, had to be said. And the rain reason being a little bit Can tankers here. As I know, my dear old dad next up with a people that fall in line just to be in good stead with leadership or parties because that wasn't him. In an 8 me. In a dam. Sure. Better not be Bob Boy. So that's almost like. >> All right. Thank you. See new want to ask I just said. >> I think that was a good that was a good discussion. I appreciate everyone getting their input from my perspective, we certainly want to be consistent. We don't want any confusion to exist and leave an opening for as a couple of you have said for any of our city employees anyone associated with the city maybe be putting in a bat. Put them in a bad position. And so from my perspective, this adds that consistency and that predictability and and projects. Where 1, 1, thing on the city books MAY not be in sync with the state books. And I certainly will be supporting this. And with that, please open about and record your vote. >> 5 yeas, one nay. >> Fire action 2026, 0, 5, 9, 0 as amended. The Committed various offenses, but they go through the program where they help them to understand what the court system is like and so that they won't, it would be just offenses. It's something that comes before several years. I definitely want to be a co-sponsor. Thank you, Chair. Okay. Thank you. No one else in the queue. Please open. The ballot include >> 16 yeas, 0 nays. Ok, thank you. >> Councilmember So you're recognized. All those in favor of amendment. Please signify by saying Aye. Those opposed no. The amendment passes. Motion is second on the bill as amended So you're recognized. >> Thank you, chair. I too. Nothing is in the audience or someone from works $500,000 for 12 signs. Just want to verify that. That's somebody else asked the question at MISS Eclairs coming forward here. But it be that the signs went up to dance. >> Good afternoon in a of public works. That is correct. $500,000 is being added to the project and the scope of work is to complete this 12 signs. >> So some of the money is not for more sidewalk. It's just for the signs. >> It is for the signed program. Yes. I mean. What are the signs? It's a welcome addition to the project. It's a the signs will be installed on a percent complete basis centrally in so once we've completed the signs, the $500,000 will be paid to the city as part of that project. >> All right. I mean, yeah. The fact that it's from the state great, obviously all support it. I mean, it's awesome. I what I would love to see what the signs look like because that is. Some of that money could be used on the sidewalk. Super impressed with that. >> Ok, go next to Vice Chair Clark, where you're recognized. Thank thank you, chair sir. For Sickler anything else. No, no, not from the Sigler. The our health department is. >> Taking a a proactive and broader look at how they define health. And so within communities, sidewalks, building sidewalks constructing sidewalks. >> And adding to those aspects that help to make healthier communities which makes so I was helped to make communities walkable. And so that has to overall health. And so the county health department is looking into helping to invest in communities through this type of initiative. I'm a firm supporter. Thank you. Over next 2 past on you're recognized. Sickler. Could you please come back? Sorry about that. You can your steps prevent that through that. I tried to all are. But I you didn't hear me. While you're coming up. >> So we are putting up the signs. And then we will get $500,000 from the state irrespective of the costs of took us to put up the signs that would understand you. >> Threw the chair to councilmember That is correct. >> So if it takes less than 500,000 the city stands to make some money off this. >> The funds will be available for the project for the for the themselves. That is correct. Okay. That makes sense. Thank you. >> I like I like the sounds of that will go over the next 2 councilmember or you're recognized. Microphone. >> Just a point of clarification here where it says that any signage that is damage will be replaced by the city. Do we know the cost per se of? Replacing damaged signs with that come from the $500,000 in pot that's left over, Howie budgeting for that. Threw the chair to council woman Holder >> we don't know the cost of signs yet. The the sign designs are being prepared pie by the Department of Health. And so once we know what they will look like, we'll have a better understanding of the fabrication costs and then we'll know what it might be too, to maintain them. >> Thank you. Go next to Councilmember Blue. So you're recognized. Thank you, chair. Last question. So assuming the signs center, 80 grand, the rest of the money can be used to put in more sidewalks, potentially. >> The city will reimbursed for those signs. And that's that those dollar amounts will go towards the product that Cip project. The rest of the project understood. I like to be less is co-sponsor. Thank you. All right. Thank you. Next to pass PRESIDENT Carlucci, you're recognized. >> Thank you, MR. Chair. So the $500,000 is that for? The signs and installing the signs. The chair to COUNCILMAN Carlucci. That is correct. Okay. Is fabrication and installation and are these like wooden signs of be put up with 4 by 4 post post hole digger czar? >> Are they what kind of what's the look of the signs? How big are they do you know, chance? >> I do not know yet. We expect the is the sign schematics to be provided to us any day. Now and we can provide that information to the committee once that's available to us. >> I really don't You know, it doesn't matter to me. I just get I mean, that seems like an exorbitant amount and I wanted to be real political I think I'd go have a press conference in Tallahassee and have him be on behalf of the car Lucido committee and talk about how much money we're spending over the state spending on that sign and form of a grant. And I make a bunch of political hullabaloo over it and I pack up and leave like they do with us. Not looking at use expect up. I'm saying that to you get some trying to make a little point because I'd get tired of Tallahassee coming over here. Tell him hundreds of millions of dollars that we're wasting. And the only thing they do is 0.2, the way that we create people to our airport. On a $60,000 project and I see this kind of stuff come through like what the heck? And it's just the hypocrisy of it. All. But just Bucs the heck out of me. And that's why I think they need to stick to their knitting and let us stick to our knitting. And be done >> Thank you. We'll Lasko to Vice Chair Clark Mary. You're recognized. >> Thank you, chair. And if I'm not mistaken, this particular area is one area off of Avenue where you presently don't have sidewalks. So you don't the area. It's a rural community. It if they don't have access in terms walking, they have they must walk in the road in order to get to the main to get to the store. That's on Dunn's Avenue. So we want to support this. We don't want to belabor it. We don't we won't even pick with it. Just take this one. Think. Thank you, chair. >> Thank you. Vice chair and and I will. Coming she just said I've been couple their town hall meetings in that area. They were excited about this project. I know, you know you what was unable to be here today, the council member, Junior is very excited about this project. It will enhance the mobility of that area quite a bit. I wanted to just have a chance to say this. Hear have a little sun shining in here and we have our new councilmember on SEPTEMBER 4th at one, 30 tentative, but we're trying to lock it down. I want to have a notice. Have been a chambers on the Affordable housing and want to have discussion with any councilmembers that would like to attend. An amendment to the budget. To place back in the Affordable housing proposal that the mayor had. and I know that is very reporting issue, too. Councilmember Holder and I I would invite you, of course, naturally to be there. And I would also invites you if we have that discussion and we decide to perhaps to move forward with that for the budget, if you would like to. Co introduce Ed long when they we can do it together. I'd be happy to do that. And I think this gives a good platform for you. 2. And Vance, the things that you were talking about in your campaign and it's something I've been trying to advance for a long time appeared is my last shot. And and so so I just wanted to the share that and I would also like to share that any councilmembers that can come, whether you're inclined to support are not inclined to. To come and with an open mind and list. Listen to exactly what this proposal does. Been said that it can't solve. It is only a drop in the bucket. About a drop in the bucket. I'll tell you what it It's about 800 to 1000 families that might find a home. And that's that's a lot different than a drop. And, you know, but back years ago, we had the the Duval County. Housing Authority. And that was actually a creature of the city Council. And they crest stolen Brody and others were on that commission and the executive director. And they put they help place so many young people, couples in houses. And it was a great opportunity that's kind of what we're doing here in a way. Can't let the the perfect get in the way of the good. And so I would like to see Take a look at that. He got cut from the budget and I finance did at they had the votes it was fairly discussed. I have a problem with the way that that the CHAIRMAN Addressed anything finance. I think he did a fine job and I I'm on record as saying such. But this is my last shot at at a budget. And I've tried hard to get money through only to have it. You know, disappear and I got 900,000 last year. It produced about 50 homes are so out of Mayport, Village and you want to feel good about that. 50 homes. For people that otherwise did have a home and how they do. So I would like to invite council member Holder's she can come especially and I think she might want to say a word or 2. Thank you, MR. CHAIRMAN, I just want to make that announcement and and that'll be this Friday, SEPTEMBER 4th at one, 30 unless we find out for some reason, date doesn't work is tentative. We'll we'll follow up with another time. Thank you. Okay. Thanks. Will go next to pass PRESIDENT Soon. You're recognized. Thank you, chair to to my colleague Councilmember Ecology. I know recently there was an announcement of the 20 million >> dollars by the Community Foundation and others. And I know what one point they were looking for us. The city to make a contribution. It it sounds like they have gotten private sector dollars to get their 20 man. I have set up a meeting with that group. So I understand what they're doing and how that might impact what we're trying to do through our budget. So there I have a meeting set up in the next 2 or 3 days. I believe that 900,000 that you're referencing was for down payment assistance. If I recall correctly, which I've always supportive of them, believe if I were ever going to support something in terms of affordable housing that's the quickest easiest way to get somebody into a home. That's my own personal opinion. I know this 4 million were talking about only a portion of that. I think it's less than a million is towards down payment assistance. So I welcome that. I don't know. We're all be Friday afternoon, but I welcome that discussion and how it would. Potentially relate to the 20 million dollars that has been put together by this other group. Thank you, chair. And they replied, MR. Chair says he's speaking make go ahead. So so that that was available to Customs Salemann thrilled to hear your your you're working with them. I I had brought that and put it before the council a few years ago. And somehow a council member, talked about some experience they had with. That foundation and it just and everybody. So no, we don't want to do that because who was 3 times the amount of money that we're putting in. And we're going to put in about. >> I think 3 million dollars in what turned it into 12 million dollars and we talk about looking a gift horse in the mouth and I just per life can understand what why this, why we can never seem to get affordable housing across community at like to hear from this holder months. Whatever else he wants to say, you know what she's heard from the community. I know what I'm hearing relinquish my time. Thank you. >> Thank you. She's she's been in the queue here. So we'll we'll Mexico Councilmember Holder. You're recognized. >> Thank you. Chair to pass PRESIDENT Carla just wanted to confirmed that. I would definitely like to partner with you in that. But this weekend's he appoint up with the community is saying they just affordable housing is not funded enough here in the city doesn't mention of families and it's not a will staff to the problem. So both with down payment assistance, which is something that is great. But making sure we're not out pricing. Folks in in the grander scheme is something that we really need to look into and invest in. So again, would be honored to partner with you in trying to solve. Anything else. Anyone else? >> Thank you all very much for productive meeting with that.

>> My reaction you're approved 2026, 0, 6, 3, 3, the other bill is item number
