School Board members discussed increasing high school athletic funding to $43,000 and middle school funding to $1,500 per school. They also proposed a 'Para-to-Pro' program, funded by a $100,000 Bishop Parker Foundation grant, to help paraprofessionals earn teaching degrees in exchange for a three-year district commitment. Additionally, members debated revising the proclamation policy to establish a list of historical annual proclamations.

Why it matters

>> a >> Good morning, everyone. Welcome to our JULY 14th 2026. School board Manatee County Workshop. 10:00am hope. Everybody had a good break over the 4th of JULY holiday. I know I enjoy family time. I'm sure everyone else that. So we are on 2 amendments. It re the chair found cause to amend agenda include all items listed under the agenda Amendment on JULY 14th and updated again it was updated on JULY chances. Well, and posted to the district I do not have knowledge of any wrongdoing. Public comments. So we will move on item number. 0. One at lot mileage presentation by. The superintendent, MISTER Good Morning. And MISS Carver, director of Good Morning. Thank you. Spray board members front-end Breslin. It's nice to be with you here this morning. >> I'm just here to introduce Dr Truck friendlies or executive director of Middle schools in the Sharon Scarborough, our executive director of high schools. They're here to share with you. Some exciting work we're doing expanding access to an opportunities with sports. As you know, when our voters reauthorized the referendum supporting our school programming. That included some additional language that included safety and security early learning and literacy as well athletics. And just like we did with stem just like we did with the arts, this additional funding is provided increased opportunities for schools and students. And after one year of we're here to share some of those updates with you. So without further ado, all that DR. Bradley MISS Carver. A takeaway. Thank you, MR. Jensen, good Morning. Good morning. MADAM Chair board members, Dr Rosen, thank you for having us this morning. >> They're excited to talk about athletics and the athletic millage. It really was a game changer. Do a little bit a MISS Her son's puns for all of schools. In our sports teams and what they were able to do this year and having that additional funds. Thank you to our voters. I want to go through how we use this money in this first year. The plan was developed with in concert with our athletic directors and principles for what they felt would be most likable this year. We've reviewed it throughout the year. What we needed. So where to go through with you, how we used it and give an overview. So first of all, this was the first year that we had lot mileage. So prior to that through the dollars are given to the district. Money was a lot of 2 are different schools for sporting for athletes, which is extracurricular, which is beyond the classroom. High school athletics traditionally got about $30,000 for your per school. So that was the amount they would get in the middle schools received about receive $500 for their middle school sports. And then beyond that, it would do any fundraising or ticket sales to that augment whatever else they MAY need for athletics. So when getting the allocation for the mileage this past year, the strategic way we use that was giving baseline funding to each of go to the next page was baseline funding to each of the campuses directly. This is how much money you have autonomy at those schools to spend that money for what they MAY need at that time, whether it be uniforms, equipment, transportation, they had that all time for that. They did give a plan for how they're going to use those dollars. So then we would be able to say this is how it was allocated a big part of that was student athlete safety with some of our monitoring and security that we did. And then some program excellence in operations. So wanted to give you the basic 3 things that we did. So I'll go through to the next slide. So traditionally, as I said in the first slide, the school's each got about 30,000. Each. That was increased to 43,000. So it took a big chunk of that and divide it up. By 7 and got it was a little over $300,000. So it's $43,000 Asian from there. They each were able to determine again with a plan that they would submit for how they wanted to spend it spend it on buying uniforms, upgrading their football helmets or the conditioning. That is a huge cost for transportation. So they chose which ways to use that those dollars. And in some cases, some sports got uniforms who hadn't received. And there's many sports that are non-revenue generating, for example, cross country. Nobody pays to go see that. But they do that. So they were able to buy new cross country and forms or by new tracking firm. So dependent on which school in the athletic directors then bought new equipment for those sports depending on the need. So they know going next year that could then planned. This is what they will affect moving forward. But I will tell you out of all 7, I think every single one of them used money towards Hellman's as well. Making sure that they're all to date with safety. And that is a huge dollar expense. So that's where some of the 43,000 each went to again, the autonomy to use that directly. The one thing that we also did in addition to that individual money was paying for officials. So the cost of officials is a huge cost that goes goes into what we spend it for. So the plan originally, I thought with that charges will pay for all your officials to fall and then you all can pick up the officials as the year goes on. But as we budgeted Henry, we looked at everything as we spent dollars we were able to pay for officials for every sport for every school the entire year. So nobody had to sit there and go, you know, I had 5 people at a basketball game have to pay. However, much for the officials. They could then generate whatever their gate receipts were towards that sport or towards their overall for their sporting. And that is something we'll do next year. Is Al officiating for the high schools as as it was a huge threat. You know thing for non revenue sports. So is just over $200,000 for shuttle's. I do want to mention to just to the public knows that that's a required thing for high school sport to have to maintain whole different attitude to come in and do that for us. So it's not something that it's a choice to have to to have a sport program. So, yes, we appreciate that. That parents. Give us that gift we have. And the quality of officials is something that we work towards. But there also is the amount that is saying that is determined by the fha say working with the officials Association of how much to charge him. So it's not like one can come in and say, oh, you can only pass this mountain West. There is set requirement for some of those officials and then that's again, how you get the people in there to be high-quality officials. I know we all could have our own, you know, calling from the stands. But it is a tough job to be an official. And so you think those those people that are in the sports and officiate are different events. Another thing that we used was the enhanced security at our athletic events. As you've seen at our football games over multiple times, we always have evolved in Havre guardians. However, we were able to give the school's a bit more money allocated in addition to that and they could choose which events they MAY want to have evolve that or guardians and that way they were able to they would no like tonight seems like an in county rivalry. Let's have additional security there. Some nights it might be. That's not a while traveling team. I don't think we need to have all of that. They're so they were they were able to react and we work very well with our security department and securing guardians. And we would need that a week day a tournament event. And that was something that was determinant by the schools. But we spent a little over 100,000 that includes all the home football games going into postseason. But then other athletic events, basketball games are pretty popular to have as well. Those can be a really he ever been inside a gym when it's really going that surf. That's a much more enclosed space with a lot of people in their. So so that's part of what we did some of the athletic dollar. In addition, we also this is a technology that was used at the school separately. They bought it known as huddle. So if you know anything about huddle, it is a video taping system that's not only in football stadiums. It's also in our gymnasiums and be at other stadiums. And the video tape gives taping for practices for games, but also for individualized for athletes. The College Scouts and recruiting groups can then access. So that is murdered in the schools all purchased separately. But we were able to leverage a district contract. They gave every school the same amount of huddle coverage for a less cost than what be individually and some schools. It purchased the whole package because they were restrained by revenue. But in this range, all of our schools are able to have access to a district-wide huddle contract. And so I can say some of the things that's really Keon, that is a lot of post-secondary for our athletes move on. So we had we at 88 students sign to play at the next level from our high schools made a few more that MAY signed in the summer because or some late signing. So to leverage that for athletes to have scholarship dollars or the opportunity play and the indifferent collagen post-secondary is a great opportunity for our students and helps in the as well. Many times those recruits aren't necessarily on your side lines anymore. They're tapping into our public house. So we're leveraging that technology to support our athletes. I think we spoke about this before when we did it. We done this earlier this year. The Perry weather system that we had added to all of our high schools and it's in concert with some other school areas, a location. So all of our athletic directors are administrators and many of our coaches specifically band directors as well out to sea. They have access to this, which gives you known indicators of heat alerts. If you have whether it's been going off everything single day with the wet bulb alert and that then indicates when we have to have water breaks when we have to remove off the field lightning delays. We used it for graduation over as looking like a very whether we're get ready for graduation. We knew whether we could go or not. And and then if our students are traveling somewhere else, you have an on call. Meteorologist so they can call if they're traveling to Gainesville. Other traveling on the other coast today can call a meteorologist and anticipate what the weather is like. So they know before they're going if there's something they need to look at for times. So we have it on our apps and then we were able to leverage some more applications for some of the coach is not the main administrator that myself and several others have. But we have that other version. And I know I've been other places and I looked and I have a Perry weather in the area from another state because it is something that isn't. And throughout the United States. So when we have that application, it gives us that assistance. So that's that does. And that helps us even with our elementary schools, middle school have to delay dismissal of. There's going to be a storm's coming. We're going to rain works everywhere. Likely Com has one due to Bray has once were from those different areas. We can leverage the closest tower to that. And when you pull it up, you can actually see a view of the area. And, you know, specifically where that weather is coming. Is that a national program or is it just a localized? I think I think it's throughout the Naomi Parry weather does cover a lot of different areas. Like I said, I've been other places and I pulled up my and I'm like, oh, I can see this in Orem at. So I know there are a lot of other different areas throughout Florida and other states as well. Ok? So, Imagine we come used to that that. >> Major League Baseball, it be probably want to be on the same thing. My sumption would be Okay. That's a great question. >> The kind already talked about this, but the postseason excellence, sometimes the cost of going to the state competitions beyond are very expensive. For example, parish had a Gulf state champion, but that's one person you have to travel there. You have to a hotel if you those kind of things we don't want a barrier of cost to keep that keep an athlete from getting the best success that can. So each school had an allocation for postseason play. And then if we had a special situation, I was had a little bit of of dollars kept back for special projects and some of that would be. Can you help offset the transportation for this year? Can you help offset one of the hotel pa so they could go? As for that in addition to so again, reacting to things that occur. If you just allocated everybody at this huge amount maybe they didn't have a postseason. But this other one did that way. We could leverage it to support the schools where they were able to go. So we really some great postseason success. We quick question. >> With regards to the sro's and such for the Security is said that they can kind of pick and choose where they need it. Besides football. Correct? That right. Having been in the gym for. Basketball games at Southeast, which is very competitive there. Yeah, I can see the need for that. That's really awesome. Does that also tying for middle school sports as well? >> Yes, they did have some dollar amounts that they wanted to have security at an event. We did have that allocated for And sometimes it did have an event that a middle school want that. So yes, we leverage that. Also. Thank you. >> Next, in terms talking about middle schools and pretty soon, I'm gonna but Dr Friendly takeover on In the past, there been a straight $500 per school given to to the schools for allocating again. They have for sports right now. Last year we were able to triple that each one of them were allocated 1500. If they had an additional requests, they could also put in additional request mind and you can do those kind of things you needed and we would pay for their soccer officials and then the schools from their gates would pay for some other officials. Next year. We plan to pay for all the officials not only for high school but all middle school athletics as well to free up some more ticket amounts for our middle schools and give them some more leverage. And with with with overhead, right? What what sports to mills with Well, I'm all eyes are going to talk about on the next slide. Okay. So thank And that was my slide. But you did it with eyes open to So thank you very Deferred only here for 2 slides. So good morning, everyone morning. You know, one of the things that they want to talk about this $1500 from the $500. It's >> just the mileage and the support for these extra additional School sports are so important. Just not the opportunities to play its reasons to come to school. And this is really, really awesome school administrators are they know that it's all about attendance? Kids don't come to school. We can teach them. This is one of the reasons they come. So ask, answer your next question. So we're looking at expanding this year with golf and tennis and possibly pickleball soon. That's going to be a sanctioned high school sport. So we have it on the docket here. It's not necessarily happening quite yet, but these conversations have started most of our middle schools do and actually track as well, which was offered in our district, but hasn't been for a few years now. I don't know exactly how long but our sport that we do offer cross country. We have girls volleyball. We have boys and girls. Soccer. We have boys, basketball, world's best and girls, basketball and girls volleyball. And then we have our son sports because we used will be flexible. >> the boys like football, yes, ma'm. So when dish and then we would be looking at offering tennis and golf, which are both the good things about tennis and golf with our k eights. It's 6 grade. They don't compete with the other middle schools. Just not safe. So with 6 grade that as a possible place that they could compete against other most schools. And the pink ball, like I said, the most from those schools do have tennis courts and most have fields. But we will. We will make it work to to have a season and so they can compete with each other. But we're very excited to to add additional opportunities for middle schoolers. >> just want mention that. There are grants available with the usda. Many saying, ok, reach out to us ga, they will help fund middle school tennis programs. I'm talking racquets tennis balls, maybe even some kind of tennis clinics. I know I spoke to leak on Notley com img. And they're willing to help comment and create the tennis program, you know, chest of my passion. You know, some like football over here, but tennis and tennis is a good sport kids to learn. As well known and we have, course, not being used. I've been to Johnson and Jordan School and there's read all around the corner meant it. It's heartbreaking because my husband, myself use the main thing, the tennis courts in our high schools where I'm from, I'm saying even painting the back more measuring the net before tournaments and stuff like that. So I think we need to do a better job with the maintenance of those courts. But they'll even resurface courts. If they're in disarray, they will. They will pay to resurface courts. Thank you. And I think that's something we need to tap into. I'm grateful for the mileage. But if we can use funding sources that will help kick off these programs. I mean, even with goal, you know, give us our golf association never know because we need to just like, you know, careers we need to build up the pipeline for our sporting absolute athletics and they start from the middle school. Kids going to high school and they've never played. Sport is going to be hard. Just light band. There's no band program music in middle not going the bill, the programs and the high school. So I think the U.S. To a great asset. Thank you very much from this going. You have to tell and MADAM Chair, if I the addition of the sports and as Dr probably pointed out, will just increase student involved involvement in what's going on on their campuses. I the 6th grader last year and there was no chance he was at a group, a school that competitive for soccer. In fact, football at the middle school brackets. >> And your 6th graders didn't make the team that that wasn't likely for 6 grader to be to be placed on those teams. And so this would have enough to nutty for students to be able to participate and sports on their school campuses in an individual basis. And you can have a much larger tennis and you can have a larger. Golf team and get students ready for high school. I had a son that played high school Goff and it's very hard competing against other districts that do offer the sport and our middle schools. We haven't been preparing our students from 6th grade on. I'm so I'm thrilled. And I think the team for listening to our community respond that we need more middle school sports. And so we're bringing them. >> Absolutely, as want you know, and I've also found that that. When kids are engaged in sports, just like when they're engaged other extracurriculars. Not only do they show up, they also work on their graves because they will have to make their they have to make the team they have to make grades otherwise they can't play so to be able offer this at a middle school. Having taught middle school Yeah, it was the kids who play flag football. The kids who play volleyball. They were there all the time and they were so engaged. You know, I'm gonna get my work done. MISS Cause. I want to play, you know, and and I I love the idea of bringing in more sports because gives them the opportunity when they can't make those other teams like rest things south. That's really awesome. >> Yes, it's a positive way to fill their time on the rise another way to fill their time. >> MR. Kennedy, thank you for your denim. 700. Okay. I have to kind of separate things I do. Hope will take too long. Think they will. Chuck, if you could, Bradley, if you could, could you just give the board in kind of community are fresh from the title 9 compliance requirements? My last. Knowledge of them that we had of a balance between the number of female athletes in the number of male athletes week. Sure, that's not quite the complete story. Some school picking up and we just did a compliant. But for a title 9, we just completed its at the high school level. So we have It's not. It's not in those school can sanction their their what we have created. >> That's a high school. We just did our compliance report of title 9 in sports. We offer we don't have any at this time after we've finish their report right now to the end of the month, actually did it with 80's. Finished it up for us yesterday. And we are in compliance with a number of things we offer both male and female and we do we have to write in there what we're doing to continue that kind of equity, how we promote the sports and what things that we offer and movement as a compliance that we do have to turn in for title 9. Yes, sir. And moving for sports that we are adding are going to be for boys and girls. >> Ghosh as well. But just to be clear, because I guess I had it wrong. So it's about the sports offered up a number of correct students competing. >> it's yes. And the it can be those competing. But it is the number of sports offered as well. You've got to have show how many things that you are offering. So we have done a really great job in our high schools the last several years as we do that compliance report each year showing what we offer in the number of athletes that we have. We have expanded and to some of the areas in the jb sports where they don't or where we can offer enough on the roster for the sport. >> Okay. Thank you. Thank you correction. Separate topic but relevant to us and appreciate the superintendent's update yesterday we had a community request about rowing. And so as a district sorting out how we're going how handles requests than how we deal with it. And so one of the slides talk about pending pickleball is pending. H I have to do that a very slowly like can we just caught fish or something and make it easy. But f h approval. So I'm just curious like roughly how long if we if we know maybe a changes, but how long does it take for for application for a sport and then to work its way through the state's sports bureaucracy. >> That's a fantastic question. I can find out for you, but I do not know how long. I think they look at the interest of different things in the area and what they're going to bring in a sports. But I can find out, let you know, because honestly, don't. >> Okay. Thank Chris and MADAM Chair, I >> So we had a committee member requests that we take a look at rowing and we're looking to say to see it, in the pipeline and all to be sanctions. I was able to speak to some board members about that yesterday. Tatum, a spray. On the list for today. When we came, we meet that that that was the request of the public knows this that we're just like to see what the timeline is. Is it a possibility isn't already being discussed as a possibility for our state? Okay. This jump just real quick to what MR. Kenny has. I know that just for a timeline. I know there's actually time the research on from what I know. Hockey is tried to be a sport we've had like what? Between the Panthers and lightning? The one like 4 Stanley Cup the last like 6 years like a hockey hockey rink and pretty know. >> So it's a club. Anyway, so I don't know at the time. I think it's a lot about Like how many a statewide are going to be playing and whatever what the interest is. But >> so I don't know. There's 2 time I've interesting to know when I was going to mention about middle school sports is when you look at some of our private schools and offer, you know, we all know that middle schools will be your t
