What This Bill Would Do
Vehicle owners in Utah can now electronically cancel vehicle registrations for light vehicles of 14,000 pounds or less and receive refunds on unused registration fees and uniform fees, provided the combined refund exceeds $40. Operating a vehicle with a canceled registration is classified as an infraction subject to an additional $100 fine and disqualifies the owner from standard citation grace periods. The Motor Vehicle Division must report on refund data to the Transportation Interim Committee in 2027 and 2028 before that reporting requirement expires on January 1, 2029.
Vehicle owners who take vehicles off the road can recover unused registration fees and uniform property taxes, while those caught driving deregistered vehicles face an extra $100 penalty and lose citation dismissal protections.
