Let's Roll Arrow and central hitting central heating there that was given 30 days to complete the job. 35 there stir not still not done. It has failed twice since they've. Try to put it I noticed the first time it failed. It looked like they tried to put up generic or compressor and there they only had to bowl to for multiple to down looked at it at 5, $0.08, copper tubing, which means that was less than a 3 and a half ton. We have a point time. The actual units report on. But anyway, besides that, I'm getting into the park where? One of the council members I can't remember who. Said that this guy wasn't a volatile situation and was apologizing to him you know, my brother was in the Marine Corps, but he didn't learn how to be a man. Pretty much in our system for the last 2 years. Trying to struggle with that. That kind of get my pts d going this morning. With my watch. That video. I have proof here and I if I can prove one thing that he said is a lie. Then everything he says compromise. And it's the letter he sent to the legal way to cease and desist order from time. But he says that Iran him in the specter off the job that never happened. And also originally, when he went into originally kick him off the job they We were Oregon had been arguing over $500 connect the to the unit they installed. Wouldn't you include that? The and then the guy shows up and says, I mean, tells employees I'm here to collect a check to make sure $500 check. Make sure don't bounce wautoma Sarah that I had $500 cash reward. There was no check. So I said what the you know, you know, and this is the work they were doing. So one plan on. Do I me $500 worth of. You're kidding me, right? And that's why they pulled off the job the first time I never said nothing. You know, bout of the sky. All trying to do is hold him accountable. Work of the shooting. And the last shall be first and the foundation of this country. The very first Civil Rights that was established was dating. 66 all of the lesson I'm teaching. 1964. Civil Rights Act came in place and this country. This state. The local government has been operating and meet the 1964 Civil Rights Act. And the concept Shelby First again. On this board and on these commish, specifically like this, those dot fall underneath the 18, 66 civil rights. That should be the number one class of people. The seats on these bull. Because we have the land And I knew the real white Americans, a real black Americans, stance We're going to have to come to get. Because up a of the immigrant class is destroying this country. And if we don't put things back in its proper place. We will continue to fall. Those that follow underneath the 1964 Civil Rights Act. You know, you're getting a don't buy your very all. You have got to give the pout back. And if that means, but American freely, Putin, real white Americans on these boards and these commissions to protect interest. So This is an up. Have Choctaw. Have black America. I have the most in this country just like real white Americans. And we're going to have to sit down and we're going have to execute a plan to actually get this country back in the old and it starts by reflecting restructuring boards and commissions like this, that support interests. So just kind of give the oversight of what we're going to be doing. First item will take is item on page for item number 6. >> 2026, 0, 5, 1, 7 and a motion on the bill. Got a motion a second on the bill, MR. Julio would you come on downs or and give us Dayton? Where things are at. >> You heard the public comment. So we just like to. Get all the details before the committee here. >> Good morning, everybody. 37 56 calling the call So yes, I heard the comments I just wanted to establish I the compressor was changed on the 29th. That system was running. Now we are having some issues. I don't know what the issues are, too yet. I do have matter of fact. This morning I have somebody on site. I getting cont. I got in contact with MISTER Robin, MISS Camille Caldwell. And those are the people that I much Ali working directly with. Do you, too. Let's just say it. Just to avoid any any other issues, any outside issues. I want to focus on what the problem is, which the units not working. I noticed the car was saying about copper lines are incorrectly size come compressor is incorrectly size. I just want to make make it clear that all the parts that we have gotten where warranty claims through the manufacturer and the manufacturer issues. There's plenty of paperwork displaying receipts and everything like that to demonstrate fact that we got we got all this parts from the actual manufacturer. And the promise and a commitment the call. Wells. Is to make sure that we keep going until this unit is suffice is not about the appointment. It's not by any of that stuff. It's just the fact that where Eddie putting has we're back in in this location. Thank you. Working on until we resolve the issue. So. Besides that, I just want to make sure I clarify everything. I know MR. Cowan was talking about a work and everything like that. This is this all was and warranty. Insurance companies, their party. We were 3rd party to them and we were contracted were contracted to install the unit. So we end up installing the unit. Yes, we had some issues along the way, especially with the compressor replacement. But I want to make sure that we are clear that I'm not trying deceive anybody. I'm just trying to be very clear. We're changing. We're replacing. We were doing what we need to be doing I'm gonna keep going. And Tyra Salvation. >> All right. I don't have been. Thank you, Have any speak. Council tomorrow. Thank you, MR. Chair. >> You said something that the parts that you've installed. They came directly from the manufacturer. >> I guess the positive warranty. Here's my question. They came directly from the manufacturer. But are they the correct? Yes, we actually had it come from when MISTER Robert Caldwell and, you know, making sure that because the claim, I understand that, you know, the family car having some internal issues and that is okay. I'm not trying to like put more, wouldn't us fire? All right. All I'm doing. I'm just trying to take care of just business. So MISTER Terry Call well the side and he brought up to their attention that this is this is this is a to two-time compressor, not And this is a four-time unit. I did call Lenox Lenox system manufacturer for this unit. And I put it on speakers MISTER. Robert Caldwell can go ahead and listen as well because they shared with me about that concern that MR. Terry had and then we were able to just confirmed that that is exactly what it's supposed to be in that unit. >> All right. Thank you. Let me go to doctor. Say 1, 0, I'm sorry. Just for clarity, sir. What is left to be done to provide air conditioning service in this household so that this can get behind you. Absolute why? I mean, you're trying to get appointed and this is significant stumbling block. I'll be I'll be honest with you. I mean, after justice process alone, whether the appointment, you know, whether you got to prove the point or not. >> That this this unit is at this issue is kind every soft, regardless now what what's left in this unit? I'll be honest with you. I don't know. I don't know what's wrong with it because once we install everything that we replaced, compressor, that current case heater as well the length of of copper that it was 5 ace. Now 7 eights. And there was a capacitor also replaced. Now we get a call from our message from as Camille Caldwell yesterday, letting us know that there was the unit was not working. And we need to, you know, to come out and take a look at it. We said there was no problem. Welcome. I would take a look at it. You know, as we were sitting there, I was listening to, you know, everybody, those coming through. I was taking a look at this pictures. Seems like all pressures and everything are correct. I don't know what is wrong with the unit yet. Once I'm on site will be able to diagnose it. Now, let's also and this and this. Mechanical Unfortunately, there could be other issues too. That could other issues that could be happening, that it's outside of the original scope. And that is ok, you know, because willing to to work with it and to figure it out what's wrong with it. But I couldn't tell you exactly what is from everything, everything that is supposed to be in place its in place. Everything that it was. It was when I left on Friday, how everything was working? Fine. Those nations, I'm sorry, the 29th which every day that was Thursday or Friday. >> All right. Let me go to doctor Sale. Thank you, chair Councilmember chair. You kind of led the charge on this. At the last time we heard this, this is outside of my scope of expertise to say the least. Are you satisfied today That you're prepared to move this forward? Answer question him to move forward. Want to move it forward. Meaning the bills in front of us. Correct? Right. So I'm not I'm not going to for we've had 30 days to see a resolution. On this. So that. I'm not sure what you want me to answer >> Well, I are you satisfied this gentlemen, he's done everything he can to to get this air conditioning working. So so that he could be placed on this board. Ok? So to answer answer that >> my concerns are 30 days to get get this resolved. We look at. >> They 28 29 to try to do a resolution got email from MISTER Dennis say and everything was resolved the same day I get e-mails from From the family saying that a two-time compressor been put in place before time, not working again. And so the just don't see that issue getting resolve as far as the the 30 day period that we say here and established for a resolution. So unfortunately, this committee is put in a position of being a construction trade, review board. And that's really not the posture we were looking at. The individual that can come in and be competent. That can sit in this position to govern. Contractors. And that's where this kind of puts a concerns on it for me. >> Would it be more appropriate? I'm throwing this out that he come back when this is totally resolved versus putting an artificial time point of 30 days. >> The and and I can let MISTER Then way own weigh in on that as well. That period of time it is to be determined if if that's that chosen maybe at some point in time the there are no issues and there's a little more seasoning that's taken place that he could possibly be put in capacity. But right now I'm comfortable and I will not be supporting him in this position. >> That continue yesterday the chair MR. Dennis I mean, I mean, this. This gentleman appears like he's working to resolve this for time to time. Mean, are we better off just deferring it until we are 100% convinced. The issue has been resolved that where we can bring back and voted, voted up. >> Through the chair t COUNCILMAN Salem on Thursday or Friday. He sent an email with the resolution of the equipment and his customer now today, you know, he's saying that he got a call from the customers saying that their issues, one of the things that that we notice in his letter to us last week is that and then the he has gone through a lot reputation damaging of his business. And, you know, to keep coming up here and and back and forth with the customer son. You know, I do think is probably appropriate to not move forward with And I him too, to fix the issue. And when everything is resolved and not, you Missus, the reputation of his of his company through this We haven't had opportunity because again, as of Friday, everything was fixed. But, you would like you all to ask the nominee doesn't want to, you know, continue through the ministrations very comfortable with not for with this because his company's reputation, which he stated it in this e-mail on Friday. So hope that answers answers. Your question. >> Go. Go ahead. Doctor Salem. Like to move in. Indefinite deferral. Until the issue was completely resolved and then he can come back where he's not coming back. Every 30 days or something. I think that's to his tried to help him. Absolutely. And so that you're not coming back. >> And you have ample time to resolve it. And so when you do come back, it's hopefully it's a a fairly to be a slam dunk. I hope when you do come back. It's their first or second we've got a motion and a second >> Deferral of Michelle >> you can you make sure we're in the right right posture on this. >> Sure. The motion on the table is to defer it. It will appear it will continue to appear in your committee agenda. Is tougher and each committee cycle, you'll have to announce that it's being deferred but that's ready to voting. >> All right. Thank you. Let go through the queue here on Councilmember Bull in on a deferral. Thank you, MR. I think served on the rules Committee. >> Perhaps all years I've been on the council number one. So we had a situation where an incident. Was put in place. The whole focus is on the qualifications and the ability of this person to serve in this position. His tenacity in this process tells me that he is and given his background you hope that we learn didn't notice meeting, he does qualify the serve on this board. >> So I I will support the deferral. I hope we don't create this is a habit or is a practice that look at given situation is making a determination of whether or not an individual. >> qualified to serve on a board. Thank you, MR. All right. Let me go to council PRESIDENT Helena. >> Thank you, MR. Chair. I'm just I'm intrigued to know if you're going to support the deferral down as chair because minute ago you said you'd rather go up and down some simply because this construction trades qualifying board is up your alley. You're intimately familiar. The situation. So want to do see your thoughts. >> Right. Thank you, So you know, open and listen to what the desire the committee is, but also want to poise. The question is what MR. Dennis said mentioned about the of ongoing, I guess, scrutiny of of of hit of the business to where if it's deferral and it keeps staying on the agenda that it's still going to be lingering where if it's just done as a withdrawal and then come back at another point in time to re to reintroduce, I think that would probably a cleaner. Halfway. So your thoughts on that, MISTER, MR. Dennis. >> Through the chair to the committee again, you know, one of the things that are appointee, our nominee expresses the reputation that this process is has done to his business, which I totally agree because in your notice meeting it was asked if he had any other issues. There are no other issues. Your other colleague council Carlucci, Matt Carlucci said, you know, if you're in business, you're going to have one customer that she no matter what you do, you not going to be to satisfy the administration. You know, we support our But again, you know, it's a decision win. And I had had opportunity to to talk to to our nominee, to see if if you want to if he wants move forward with with the issues that last night. So through the chair, I would like if it's someone that would ask him, how does he feel about move for? But we support and we support him. You know, when we introduced the bill for his for his placement on the construction trade qualify board. >> All right. Thank you. Let Michel Roux going. >> And one other to the chair to the Another thing you MAY wish to consider is potentially withdrawing this bill and allowing the administration some time too. Work with the appointee. And when they feel it's ready to to bring it forward again in another An option. >> All right. Thank you. Let me go to MISS Court Murray for the first time. >> Thank you, chair and good morning again to everyone. So I'm going to echo the sentiments of Councilmember Boylan. Is that a goal? Here is to look at the qualifications looking at the board qualifications. I'm assuming that 3 journeyman, grassman or master city because what you already have and that you're feeling a particular role on the board and that you have been engaged in that we need for at least a period not less than 3 consecutive years. So that's that's the qualifications. And once again, council member Carlucci Matt carlucci made appointments statement. The last time we met is that when you're business, you're going to have someone who's not satisfied. But clearly this gentleman is doing his very best to satisfy the customer. Additionally, my question to the chair to MISTER Dennis's. If we differ with job, this particular appointment candidate. Will it interfere with the business of the board? >> Through the charity COUNCILMAN Court Murray will not interfere with the business of the board. Thank you so much for Thank you, Thank you. Let me go to MISS Pittman for the first time. >> and thank you for addressing those questions because that's what >> I was going to ask. But I'd like to know from you at this point in time. I know you came here hoping that you we will vote on this today, either up and down being that we've had that discussion. How do you feel at this point going forward? Do you want to go forward or would you like for us to withdraw >> I'll be very honest with you. I think this process has been brutal overall. >> I mean, I think there's a lot of time spent. I understand, like known all custom. So going to be happy. This particular one is definitely not happy. I am working with the rest of the family to make them happy. Maybe like not the full family will be happy, but at least some of them will My sentiments they're not very encouraging just because this this process of pulling tearing positioned to serve the city has been mayor Like I said, I used to be in the Navy. I stood in a lot of front of a lot of people in Kenya that you know, it's just it's just the nature of the business. But this thing has hit a little bit different just because I don't just look out for myself. But course, they have a business to look out for. You know, this is bringing a lot of negative feedback a lot of constructive to. That's not just take everything. You let's take the positive that comes out of everything. So, you know, the constructive things like, you know, obviously making sure that maybe they have legal. Thanks in place. I'm able to help my business or protect my business. You know, I do want to make sure also the U.S. Understand. I know that there's a lot of accusations that come up saying that I have done some things are not done some things. And, you know, there's There's a story every side and, you know, second, perhaps I'm not spending minutes or hours or I do have something trying out 2% to you to to excuse myself for some of those things. Please know that that just because I don't to us because I want to keep things professional. Focus on what the problem is, which the units not working and we need to fix it. >> I would just like to say, you know, it's very hard to find individuals who want to give back and the service if we're looking just at the qualifications, I think we should look. At the qualification. We all have people who don't like even as council members, you know, but that didn't stop us from serving the community. And I just would hate setting up residents when people and our community would like to serve our community and we send them through so much scrutiny that they decided they don't want to do it. I don't know all the circumstances of your situation. People deserve a chance if they want to serve. And so unfortunately, I'm sorry that you had to go through all of this and I wish it was a little bit different. But I think when we're doing the background and on an individual's we need to find maybe just did a little bit deeper. And, you know, he came here for one thing and it ended up being something else. So I'm saying is going forward either. We look at the credentials. And as if there's other things and we need to put that in writing before individuals. Are interested in serving. Thank you. >> COUNCILMAN Tomorrow. >> Thank you. MISTER Chair. Want to speak to the deferral for. 10 seconds. Basically, as I sit here, my interpretation of the motion is not necessarily a negative position against the applicant, but more or less to say maybe he is a good applicant and maybe we need time to resolve whatever issues the are. There are. The issue of qualifications is fine. But the reality is that someone serving in that capacity must also meet a threshold of ethics. And if you're going into the position with a cloud over your head, there's a question. So the intangible part is the ethics of the individual. And that's what we're talking about here. If this one issue questions, the ethics then is that person prepared to serve? >> I don't about you all. I believe a good name is better than precious ointment. And I believe that when it comes to your name, you do everything to protect your name. You do everything to clear your name. And I think that's what the for does. It doesn't harm the applicant. It doesn't age of the process. It just takes it to next level that doesn't fit into the definition of qualifications. And that is the ethics of the individual. Ok? So no other. >> Speakers in the queue on the motion forward. The for ul. We've got a motion a second. So all in favor of the for ul say Aye. Oppose. So we'll go ahead. For this until a resolution is potentially reached against MR. Dennis, a, you know. Reach reach back out to us and hopefully we can get get something resolution on this to get it put the I would just like to add, you know, this. This. Position is actually a governor inning position. Were you or approving license holders. And so there there's a a point of life safety. There's a point of of governments that we've got to have individuals that are are beyond any kind of any kind of approach. And so this normally applicant, I wouldn't question it. But this applicant started receiving informations about concerns from. Code enforcement and different things. So and that's what this committee's about. We've got to do the deed, bin to make sure we get the right people in the right place. And and I'll just leave that they're so item. Number 2026, 0 5, 1, 7 is preferred. Thank Marler. Thank you being here. All right. The next item, 17 on Page 11. 2026, 0, 7, 2, 5, motion on the bill the Senate. I've got a motion a second on the bill, MR. Leroy, see Kelly come on down and if you would, to just give a little your heart's desire to certain on a member of the taxation revenue and utilization expenditures. The truth Commission. >> My name is the Rice. He can lead a full 43 French Avenue East Texan of 3, 2, to one man. >> Go ahead and give us a little bit your desire. Okay. >> I'm a part of the cpac committee this 5 and have I Previous appointee had a tech term limits as colder to be to have to come off the board, the truth Commission. And as a result, the boat, it mean to become a part of that commission. This is my second go-around. I served on it in the pay is. And come back to serve once more again. >> All right. Thank you. Description of your desire to serve on the Council of Elder Affairs. >> Good Morning, CHAIRMAN Members of the Rules Committee. Thank you for the out for tuna speak with you today. My name is Jeanette Hernandez and I'm seeking appointment with the Council Elder Affairs because I believe Jacksonville, seniors deserve clear communication response of support and strong advocacy for those who serve them. My commitment to this work comes from years of hands-on experience supporting elderly veterans, older adult in crisis. CHAIRMAN Of the Veterans Council of Duval County and a former state commander of the Veterans of Foreign Wars. I've seen firsthand how easily seniors can become isolated by transportation barriers, food insecurity, unsafe housing, our systems that are too complex to navigate alone. Those experiences shaped my belief that compassion must be paired with action in my professional role as a credentialing specialist, I contract conventional old, multiple physicians, nurse practitioners and physicians, assistants across 11 local hospitals work that required organization attention to detail and the ability to move through complex process is without losing sight of the people who depend on them. I bring those same skills to my advocacy, listening carefully, engaging stakeholders directly and following through until the problem is solved. Morrison, more importantly, I believe a servant bring a servant leadership approach. I've sat with seniors who felt forgotten and I have worked until they receive the help they needed. If appointed, I will meet Jackson. Build elderly where they are and sure their concerns are heard and help strengthen the communication and outreach that connects them to vital resources. I am ready to collaborate with this council support the city's priorities and help ensure that no senior and Jackson field Bill Fields invisible are unsupported. Thank you for your time and consideration. >> All right. Thank you. Let me go to council PRESIDENT >> Thank you, MR. Chair Danny Hernandez is a good friend. She's a veteran advocate for veterans all across northeast Florida and she's a recent nominee to the Florida Veterans Hall of Fame. Dani Hernandez cares about our community and she has my full endorsement. Thank you, sir. All right. Thank you. Let me go to councilmember tomorrow. >> Thank you, MR. Chair the PRESIDENT Took the words that I'm not as she is. Thank you for putting yourself forward from what I've seen in my short encounter with use that you truly have a servant's heart for service and it's well known within the veterans community. And I'm pretty sure you'll serve with the elderly community 100%. So thank you. All right. Thank >> Thank you, please. I me as a co-sponsor and again, nothing new for me. I just going to say, feel like whatever I get to a veterans event chances Artemis Hernandez says they're supporting our veterans community. So looking forward to her serving in this role as well see this morning. >> All right. Thank Please me as a co-sponsor as well. No other speakers in the Queue Open about quarter of >> 8 yeas, 0 nays. >> By your action approved 2026, 0, 7, 2, 6, council PRESIDENT. Thank you, MR. >> Thank you for letting me speak real quick. It's not about Danny or the next recommendation. About item number. 47. Unfortunately, I have to leave item number. 47 is the emergency. I I'm not asking to take out. Now the nominees have a preference. But if I can, if it's proper process, just like to say a few things that lead when you do end up taking Okay. It's the jta bill. Jta asked me about 3 weeks ago if we could do an emergency in and out of this bill on budget night and because that would have been a long discussion and it was budget night. I asked him if we could please just do a one cycle emergency. They agreed and we put it through all 4 committees to make sure that everyone got a chance to see this bill and vote on it today because it will if it passes, will go into effect at the full Council vote on the 13th one thing that they also brought this bill through the administration who did something very prudent and I agreed with him that went from just being able to open up Elegy t to help pay off their line of credit to making it a loan so they can pay off their line of credit and then get a no interest loan and they pay back. So it's not like we're using. The gt taxpayer bailout. Instead, jta will have to refill that loan. So or that lgt so can be used for completion projects and mobility and transit projects as planned. So all of that came into play. One thing I asked him, you'll see today neighborhoods will see You'll see it in financial. See is they're going to present about short 15 minute overview of the forecast for how they got to the fiscal year. 25 26 number, which just finished as we all know last week and the budget that we approve. 26 27, how they're going to achieve it. So I imagine Cleveland and Randall will come up and ensure that detail all be watching from afar. But I will be here. So I just want to give that background. I'm really pleased with jta that they were amenable to doing a one cycle instead of in and out. And I'm really happy that they're going to present the date on the forecast for current year just passed and the data on the budget for the year. We just entered here before you get to thank you. All right. Thank you. All right. Like to. >> And to Hernandez Tuesday night, we will read your name that out after the vote and recognize you. So if you would like to be plea, please come in touch and we appreciate your service. All right. The next item will be item number. 21, 2026, 0, 7, 2, 9, I've got a motion and second on the bill is MISS Is Liz McDonald All right. Give us a little your desire to serve on the Cultural Council of Greater Jacksonville. >> Good Morning Council and thank you so much, MR. Chair. And it is my pleasure to stand before you and ask for this appointment for the Cultural Council of Greater Jacksonville Board before I manage James Weldon Johnson Park as the executive director of Friends of James Weldon Johnson Park. I was a theatrical producer in New York City. And I produce such shows as Jekyll and Hyde of and worked on shows such Seussical the musical and Rent and those shows not only performed in New York City but also toured throughout the country, including Radio City Music Hall, Red Rocks, amphitheater and including Jacksonville Performing Arts center. And after about 2 decades of producing theatre in New York City, I thought, you know, the daily grind here in New York is getting pretty rough. I want to go to a place where I know I can enjoy and that was Jacksonville. I called up my friends that were managing smg and said, hey, can I move here? And they first point appointed me, the director of the Jacksonville Performing Arts Center and the Ritz Theater Museum. So I've been here in Jacksonville since 2013. And working alongside the local arts community. And I really appreciate this place. And this town and given the fact that I have a commercial background in theater production, I do think that I've come from a unique perspective of arts as an economic driver. And that's what I hope to impart as a board member of the Cultural Council of Greater Jacksonville. Just how important it is for arts and culture scene in Jacksonville to grow and Thrive. Thank you so much. >> If you would give your name and address for the record, I am Liz McDonald, 15, 20 Alford Place apartment to 16, 3 to 2 of 7. Think you let me go to Councilmember Bowl. Thank you, chair cherry Ms MacDonald. What's your familiarity with the Cultural Council? It's and in that role and have you had interface MISS Donovan at all as as part your nomination? >> I sure have. So in my time at the Jackson, a performing arts center, I started out with Bob White who, of course, was the original director of the Cultural Council and have worked with every single executive director since. >> I them Diana Donovan has been on the board of the Friends of James Weldon Johnson Park. So she and I are very close and we we, of course, work together. I was also one of the I helped the grants that were for the individual artist grants. And I was one of the coaches for that event. So I deeply involved in that process. And I was also recognized by Diana Donovan and the Cultural Council during 2021. For all of the efforts that I had at James Weldon Johnson Park, where we employ about 700 local creatives every year and privately fund about $100,000 to local artists every year. >> All right. Thank you. Let me go to Councilmember Pittman. >> Good morning. Glenn is first of all, am so excited for. >> You to even consider ban on the Cultural council. >> I would tell you all I have what list over the years put different events together and probably most of they're entertainers that have come through the James Weldon Johnson Park also probably recipients of the Cultural Council and the group has been very diverse over the years. She is a hard worker. She's going to make sure from the beginning to the end that is going to be done right. So I think she would definitely the fresh of breath air as well to the Cultural Council because of her background and what she brings. So I would ask you all to consider supporting her as well. >> Thank you. MISS Court Murray did. You good? Okay. No other speakers and accused U.S. Open about record your vote. Want to vote again. But net next Tuesday at the council meeting. Thank you. Councilmember All right. So that takes us to. The item. 47, I'm not going to move it Will jta come up to do their 15 minute presentation and then will take action on the bill. Thank you, MISTER CHAIRMAN, members of committee, Cleveland, Ferguson jta just want to reiterate what the council PRESIDENT Articulated just before he left our board endorsed this bill. I think on behalf of the board and the staff of the jta, the mayor and the city Council for considering this opportunity. These are funds that we have collected since 2021. In partnership with the city of Jacksonville in the context of the ltte too legislation, an intergovernmental agreement. And as this team continues to stabilize today to restore tomorrow, this is a key piece of our ability to start. >> Fy 27 closer to where we need to be in order to meet the responsibilities of the budget. So without further ado, I'm going to bring up our cfo Randall Barnes, who will take you through the presentation. >> Good morning. Randall Barnes, chief financial officer for the jta. Thank you for the opportunity to over this presentation with you and want to give a a little overview of what happened in fiscal year. 26. And the generation of the fiscal year, 27 budget. Just talk about some of the details of that. So in the jta board approved its fiscal year, 26 budget back in MAY of 2025. Fiscal year in. 25 results show tax sales. Tax revenues were down about 8.3 million under budget. Continuing a trend from the prior and we had a total shortfall of 19 million in fiscal year. 25. Even with the smaller budget and fiscal year, 26. 1st quarter of fiscal year, 20 states showed a continued softening of sales tax revenues. In addition, there were continued cost pressures. Connection. Plus, costs were not budgeted due to expected service cuts. Those those cuts did not ultimately take place. And also we had cost for nabbing Skyway that were higher than expected. So after the in FEBRUARY of this clear 26th staff recommended amending the budget within with the jta board to address the projected revenue shortfall. This slide gives a quick overview of the fiscal year 26 budget amendment that the board approved in FEBRUARY. The drivers were lower expectations for sales tax revenues and interest earnings as well as passenger fares. Making a total shortfall of about 14.2 million dollars. So in order to balance the budget at that operating expense cuts were focused on staffing costs and services. So there were reductions in force employee furloughs were planned. And also there are professional service contracts that were planned to be cut. So ultimately the Budget Amendment address, the expected revenue shortfall. That was not sufficient to address the full costs, provide services. This slide shows an overview of the reporting that took place during fiscal year 26 at the top of the page were reports that we provided to the city of Jacksonville. Those record early reports that we provide. And then below that are the reports to the jta Board of directors. In q one q two reports to see a j jta reported year-to-date but staff project to in the year flat. Fiscal year-end projections in q one can be challenging, no matter, no matter where you are. But there should have been more informed U.S. Projections made it q 2. Ultimately the projections to city Council flat. I think that was a result of expectation that the amendment that was put in place is going to take care of the the issues. But that ultimately did not happen. Q 3 projections painted a more realistic picture. So we should we shared a projection of. 32.8 million by fiscal year with the with the Council auditors and the city to the board prior that we shared up. Actual results of 25.2 million. We don't typically or historically haven't provided projections to the board. That's something that will change here saying, there's a discrepancy there. The council auditors actually pointed out to us that that we have been characterizing the by mistake. The local option, gas tax. Reporting. So we had budgeted on a net basis and where showing in our reports to the in our reports to the board, a gross actuals they didn't take into account expected that service. So we made that correction in. Our JULY and more reports and obviously it's corrected in the JUNE 2026. Quarterly report to the city. Currently, we're still projecting a shortfall for fiscal Erie, Erie and 20 6 of about 39 Million. So we will need to make an amendment to the 26 You know, what's the what's the numbers are all in and when we and come through the council to do that. So overall fiscal year, 26. The budget was was ultimately flawed. There are optimistic revenue projections and and supported cost, provide service levels. Budget amendment. And 26 FEBRUARY. Fix the revenue shortfall that cost productions were insufficient. Staff recommend in the Joint jta Board approve route changes in fair modifications during the year. Those are planned to be in or plan to be implemented in fiscal year. 27. And are being implemented. There were various financial reporting issues, errors, lack of rigour and variance analysis and fiscal year and projections knows helpful, helpful for and the forming decision makers. So most staff and the board. Insufficient revenues led to the depletion of reserves balances in a significant buildup of payables. And then a lot of credit was authorized provide liquidity support, which was used to cover past to the invoices and give jta time to make necessary adjustments. MISS Leadership changes deliberate action was taking a SEPTEMBER 2026. To insure costs were supported by available revenues in the new fiscal year and restore jta financial health. The fiscal year, 27 budget was approved by the board earlier this Earlier this year. It was approved at a 139.2 million dollars and ultimately approved by the City Council last month. During the budget hearing process. The County Council auditors office indicated the revenue assumption, same reasonable but had a large number of comments about the expense options. We as staff performed a comprehensive review of existing cost commitments and confirmed that the ability to proceed without a implementing significant cost-cutting measures was impossible. So the actions that we took over the last few weeks were specifically designed to ensure to stay within the 139.0, 2 million dollar budget and that includes allowance for the debt service of approximately one and a half million per year on the line of credit. And very small contingency to allow for unexpected costs are lower than expected revenues. Any surplus and 27 will be used to reduce the lot of credit or rebuild reserve levels. So what actions did we take we are cutting professional service contracts and making plans service changes worth about. 24.9 million this fiscal year. This fiscal year, 27. We have put in place for directions in force of approximately 200 employees through NOVEMBER. 1st. Are meant the departure of 33 administrative folks? And 26 operators. Skyway past year Service Inc, NOVEMBER first and that the runs through DECEMBER 31st. We are pausing service, not a banning the assets and our team will keep maintaining them. And we will begin running a modified Saturday schedule beginning NOVEMBER 2nd and paratransit service will not change. So there you know, as with any budget, some if they're lower than expected revenues, that something we would have to deal with. We actually believe that the tax revenue assumptions are conservative. So we don't think that's a large risk. There There is a risk of that past year fare revenue maybe be impacted due to the service changes, but they should be somewhat offset by the planned fare increase in JANUARY, which wasn't considered in in the original fit fiscal year, 27 budget. Also, there could be higher than expected expenditures. We believe the recent actions were sufficient to stay under the budget for fiscal year. 27. We have placed systematic budget controls starting OCTOBER. 1st. To ensure spending cannot happen without available budget. That's something that we did not have last year. We are also implementing a business services unit reporting to me and that will control and coordinate all financial related activities within each division. So that includes contracting payments. Budget tracking variance, analysis and reporting. So management and jta board will have the accurate and timely financial information necessary to take swift action to mitigate the risk of missing the to the 27 budget. And this bill provides additional headway to help mitigate risk. So just quickly want to go over this bill. What it does do is allow jta to borrow up to 30 million Avila gt 2 funds to pay down the line of credit. Currently, 25 million or for other eligible expenditures. The current balance of the funds is approximately 47 million and the funds are currently restricted to the loads t 2 projects. Jta will pay back the balance of the amount borrowed without interest by SEPTEMBER. 30th 2037. This helps jta avoid approximately 3 million interest expense over the next 2 years or more j needs are in line when it expires in 2 years for a longer period of time. This gives jta more time to pay back the amount borrowed and provides more flexibility into the lot of credit to manage cash flows. What it does not do is change or delay existing projects or inhibit future discussions about the lgt to revenues or project plans that concludes our presentation. We're happy to take any questions you might have. All right. Thank you. Let me go to Councilmember >> Thank chair and threw term MR. Barnes, I think for the presentation. Thank you for the honesty because a lot of the words we saw him. There were things that we've been saying up here for a while. >> In fact, I pulled it up. I asked my first question about j t s finances on JANUARY 5th. It is because of our council auditors who've been pointing out for months now out their exact wording was the financial report of the jta, the financial report that actual transportation authority for the 12 months ending SEPTEMBER 30th 2025 indicates budgetary stress for jta. So that's what kind of got a lot of our questions going very early on in the year. And I said that my my biggest concern just the I think there's just bad budgeting is a bad bunch of put together. Kind surprises me that your board does not get projections because projections are way more important than actual is from those corporations are surprised to see that. And that's a good practice going forward. But as far as where we're at now, one question I have for you through the term, MR. Barnes, if I follow the presentation correctly, you are now with the changes you've made your at a balanced budget. Other words, the chances of having a slight surplus are the same as having a slight deficit by the end of the year. Is that correct? >> Through the chair to Councilmember Land? That's correct. We have we have taken action to get us in a posture to where we should have a balanced budget. >> chair, thanks for that, MR. Barnes that gives me comfort and that you won't be coming back and asking for another 30 m

When to start with public comment and then we're going to move to bills. But before we do that will then have after public comment jta Prote presentation and then jta bill number. 31 Page 19 and then jso number 14, Page 10. So. >> And that'll be the order at the front of the meeting and then we'll and goes through the normal agenda. So we have 4 public comment Cards. Colonel Oliver Jim, Emory, who does not wish to speak, but questions only then we have Eric Adler. And also Keith Brown. So MR. Oliver, please State your name and address for the record and the time is yours. >> Yes, my name is car. Now. Oliver addresses on file dealing with 0, 7.80 I just want to say this is a heightened level of accountability that have they have never seen in my life dealing with consolidated government. It's like every piece on the board is fall. And right now seeing another peas come in before this council asking for 10 at taxpayer dollars. And for me, I want to say this institution cause it provides many services. It provides services to everybody still in the predominately real black American communities. But if we gone to give them money, that's got to be greater level of accountability for those dollars. The employee's day on the verge of being fired. I want to see if they can work. What Florida delegation. And members of Congress to pass clarify 18, 66 civil rights that you want to know why I'm raising that awareness. It's because down more black people losing their jobs left and right and only protections that I have. I have to bring in the White Americans doubt were here with me. And what my ancestors and the very beginning. And on the way that we're going to be able to fight this foolishness is that we got to have the same protections as the Native Americans. That's one of my king plus. And I've submitted affirmation to this committee also will not read along with the Select Committee. My second point is this. I want to see what Joe can work guys in condition where the mayor's 3 c's of appointments to the jta board on that date by the people. That's another piece of the negotiation. Too much consolidated power in the city has not gone checked. Everything is on fire. Jso was catching him. Jay, a call him jta as catch and who else is going cage. The building up because we never address consolidation. And where to point, not it. We all have no other choice. Is that we address these problems now? We allow the continued buildup. Now you have all my time. Thank you, MR. Oliver next is Eric Adler. >> Good afternoon, Everybody. My name is Eric Adler addresses on file. I'm the owner of The Raven, a 13 key, but you could tell. >> In downtown Jacksonville, specifically the La Villa neighborhood. When I bought the Raven in 2021, the building had been vacant. For a number of years and was not living up to its full use. But the nat's next several years restoring it ultimately reopened it as a and apart hotel in Lavilla. We are one of the first properties of not the first 2. Start with the resurgence. That area. We made that investment because we believe in downtown Jacksonville and specifically in the future, a la villa in the surrounding neighborhoods. However, for Jacksonville to really thrive and habits downtown thrive. It needs to have the basic amenities the people expect in a neighborhood, a full service, grocery and pharmacy is pretty close to the top of that list. I see this from 2 perspectives. First as a business owner, we have gas coming into downtown every week having a Publix within walking distance makes downtown more attractive and more convenient for those visitors. More importantly, though, it matters to the people who actually live and work downtown like I live in Springfield and I have I would love to have a Publix within a five-minute drive in me. If we want thousands more people living downtown, we need the infrastructure that makes everyday life possible places to buy groceries, pick up a prescription, grab a pub sub for dinner and take care of the normal things people shouldn't have to get in a car leave downtown to do. Projects like Pearl Square, create confidence for small investors like me when someone deciding whether to restore an old building up in a restaurant. We're starting other small business downtown, seeing major private investment happening around them makes it much easier to make that decision. The rave in my property is one small piece of downtown's redevelopment. That's project is obviously a much bigger one but were part of the same effort. Putting buildings downtown back into productive use, bringing folks downtown to live shop, eat and play and creating a neighborhood where people actually want to spend their time right now downtown Jacksonville is not that neighborhood. I live in Springfield. I've been there on and off for 20 years. We're not there yet. We need your support. To make it happen. Thank you so much and have a great afternoon. Thank you. >> Gun next to Keith Brown. Your name and address first, please. Name is Keith Brown addresses on Thank you. >> I feel like city a lot more done, especially in our downtown areas. We have every where you look, we have abandoned infrastructures or I mean everything. Everything is terrible. We have homeless people in every street. The government isn't doing anything about it. We need help. And nobody's openness. So nervous. So Americans is okay time. All Hold it. Hold it. I'm there for a second for me. Please. Thanks. So sorry. Right. Take your time. All right. No, you're good. You're good area by saying nothing to worry about her. All right. Let's go again. My name is Keith Brown had his own file. Our downtown area needs. So we have abandoned building. There we Infrastructure, terrible, homeless people in every street. And government isn't doing anything about it. How can we get help if the government doesn't help the people in Jacksonville? I mean, we're struggling downtown. We need more shopping centers and more things for tourist attractions, but only thing that we're we're constantly building is how people can't afford. How do we expect people to come? I mean, come to Jacksonville. How do we expect people to live in Jacksonville if Al if all we're building is apartments that nobody can afford. One bear when go for enough, $1500. It wasn't like that. Spoke to a sheriff's officer. He said he's struggling. He has 4 kids soon. He he works 40, 50 hours. Plus the extra 70. He's still struggling. >> And only thing we're doing is is is building more apartments and housing and people can't even afford them. Every single day are homeless. Are homeless population. It grows. Because we're knocking down trees and wood line just a more house and the more apartment there are more people can afford. We need help. Thank you. Thanks for coming. Appreciate it. >> And the last card, as I mentioned early earlier is Jim Emory questions only and that was reporter that is for the volunteer lifesaving Gore bill. When it comes up. Okay, we'll will now go to jta presentation MR. Ferguson and his team. Thank you, MR. CHAIRMAN, Good afternoon, Sir. Cleveland Ferguson jta. Just before Randall, our cfo comes up. We just want to >> acknowledge of the partnership with the administration and the City Council in taking a look at what our board authorized in terms of us having this conversation related to the local option, gas tax to we've been collecting those funds since 2021. And this would give us an opportunity as we go into Fy 27 to get as close to 0. That is to that one. 39.2 million budget start as we move forward. And so like to introduce Randall Barnes, our cfo, who will take you through the points that the council PRESIDENT Articulated earlier with respect to our financial update, Randall. >> Good Randall Bar. She financial officer for Keiki a a chair to the committee. Thank you for having us. Here to go over the financial condition of jta. I thought I would give a quick overview of fiscal year 26 and what happened. Also the budget for fiscal year, 27 and then a little discussion about the bill. The jta board approved this fiscal year, 26 budget back in MAY 2025. The fiscal year ended 2025 showed sales tax revenues were 8.3 million under budget. Continue that ran from the prior year with a total shortfall of 19 Million. Even with a smaller budget. 1st quarter of fiscal year, 26 showed a continued softening of sales tax revenues. And additionally continued to have cost pressures connection. Plus, costs were not budgeted due to expected service cuts and costs for nabbing Skyway were also higher than expected. So all of that led jta staff recommend amending the fiscal year 26 budget in FEBRUARY to address the revenue shortfall. So this law gives you an overview of the fiscal year, 26 budget amendment that was done in February. The drivers were lower expectations for sales tax receipts, interest earnings and passenger fares. What cut to balance that budget was operating expense cuts focused on staffing costs and services. So there were reductions in force. Plant employee furloughs and professional services contracts that were cut. Unfortunately. And in hindsight, the budget in an address to expect a short revenue shortfalls. But the plan, the plan to cut expenses was not sufficient to address the full cost, provide services. So throughout the course of fiscal year 26, there were reports made both to the city of Jacksonville and to the jta board of directors. Here I have the quarterly reports that were made to the city of Jacksonville as well as the quarterly reports, the a MAY 2 jta plus the last 2 months of monthly reports. In q key to the reports the city of Jacksonville jta reported the year-to-date deficits but staff projected to in the year flat. Fiscal year. Projections in the 1st quarter can be challenging. Sometimes, but there should have been a better more informed projection in key too. Q 3, their projections painted a more realistic picture. Thank you to projected 32.8 million dollars shortfall. With a 34.2 million dollar shortfall as of JUNE 2026. At the same time we reported a deficit. At to the jta Board of 25.2 million dollars. So the j. The Council auditors office actually noticed in JUNE that we have been an air really in our in our financial reporting. So they'll agt tax was, but you didn't it. And added that service level that we were recording are reporting actual that did not take out the debt service. So essentially we were over reporting Actuals for the lgbt revenue. We did correct that in in JULY and AUGUST at the board level. And obviously they were corrected in the q 3 reported this to the council auditors into the city. Currently project about continue to protect about 39 million dollar deficit. Obviously because we're going MISS Our budget this year. We will need to I mean, the 2026 budget with the council. So that will be coming up and the next few months. So just in summary, the fiscal year, 26 budget was flawed. There were optimistic revenue projections and then supported costs, provide service levels that we had to prove. The budget amendment in 20 and FEBRUARY, fix the revenue shortfall. But but the cost reductions were insufficient to really cut. Correct. The issue. Staff did recommend the board approve route changes in fair modifications. Earlier this year. And those are planned to be intimate implemented in fiscal year. 27 throughout changes already. And and the the fair recommendation and JANUARY. There were various financial reporting issues that that I just went minute ago. So their heirs lack of rigor in their variance, analysis and fiscal year-end projections. These were helpful and informing the decision makers hope that the leadership team and the board level. Insufficient revenue ease led to the depletion of reserves balances and a significant buildup of our payables. We did get a not a lot of credit. Author us provide liquidity support and that was used to cover some past due invoices and give jta time to make the necessary adjustments. And then with leadership changes delivered, action was taken in SEPTEMBER. To insure costs for supported by available revenues and then a fiscal year and restore jta financial health. The fiscal year 27 budget was approved earlier this year by the jta board said it 139.2 million. And it was approved by the council just last month. During the budget hearing process. The council auditors office indicated that the revenue assumptions seemed reasonable that how large number of come comments about the expense adjustments. Assumptions. Sorry. Me. And my team performed a comprehensive review of existing cost commitments and confirmed. That the ability to proceed without implementing significant cost-cutting measures wasn't possible. So over the last few weeks. We did things that were specifically designed to ensure we are able to stay within the 139.2 million dollar budget. And that includes the ability for us to cover our 1.5, approximately 1.5 million dollar. That service on the lot of credit and a small contingency to allow us to for any unexpected costs that might occur throughout the year. Any surplus if we have one in 27 will be used to reduce a lot of credit or to rebuild reserve targets. So what did we do? Will we? Could cut a significant number of professional service contracts and made plans service changes that at up to about 24.9 million in fiscal year, 27. Today and over the next month, we will become a much smaller organization. Our election in force of approximately 200 employees continues through NOVEMBER. First, he's already meant that we have 33 administrative and 26 operators that are no longer with us. Skyway passenger service will end on NOVEMBER first and that he will run through the end of the year. We are pausing service, not a banding abandoning the assets and our team will keep maintaining them. And then we will begin running a modified Saturday schedule beginning NOVEMBER second and paratransit service will not change. So what are the risks to this year's budget was with with any budget lower than expected? Revenues is a risk that we think that our assumptions are very conservative and we should be. Okay on that front. Passenger at Fair Avenue. It MAY be impacted by the service changes. So we'll keep a close eye on. That should be somewhat offset by the fare increase that was already planned for JANUARY. Those more recently factored into the budget. Could be higher than expected expenditures that we believe that with the recent actions that we took, we should be able to stay within the Fy 27 budget. We have also placed systematic budget controls as of OCTOBER. 1st to ensure that spending cannot happen without available budget. That's something that we did not have previously. And we are implementing a business services unit this reporting to me to control and financial related activities with each division. Includes contracting pain. Budget tracking variance, analysis and reporting. And we're going to make sure that the management team and the jta board have the accurate and timely financial information necessary to take swift action. Should we need to? And then finally, this bill provides some additional head way to mitigate either a risk of lower revenues are higher expenditures. So this bill, what it does do is it allows jta to borrow up to 30 million Avello gt 2 funds to pay down the line of credit which is currently 25 million or to be used for other eligible expenses, current balance of the fund says 47 million dollars and the funds are restricted out currently restricted only to lgt 2 projects. Jta will pay back the balance of the amount borrowed without interest by SEPTEMBER. 30th 2037. It will help us avoid approximately 3 million of interest expense over the next 2 years. Or more needed any line and when it expires in 2 years for a longer period of time. Gives jta more time to pay back the amount borrowed and provides more flexibility under the law on. And in order to manage cash flows, which is the typical purpose of the line of credit. And it's one that all of our sister agencies across the city actually have. What it doesn't do. That doesn't change or delay existing projects and it does not inhibit future discussions about the lgt to revenues or the project plans. So that's the end of my my comments here today. And we're happy to take any questions that you might have. Thank you, MR. Barnes. We have one person. Q and that's a that's present Carlucci. You're recognized. Thank you. MISTER Chair. I just want take a chance or have a chance to our Sta. >> Energex a month. My thoughts. I hope to be on the jta Select Committee are added to it. But that didn't work out on this committee. And this is my opportunity. Although I will try to be at the meeting. I think Friday or whenever it is. I mean, I get to speak for a while. As not being a member. Question is and was not intended to get the jta or the jta board Swain. The jta board should be up front Handling this as an independent authority and and not to count trying to to your budget. As a council member who supported. And will trail he worked hard to make the amendment new member back in those days of. Splitting the dollars that were going to the Skyway, the autonomous vehicles and having half of that go to. The Emerald Trail. Seems like often times. If there's ever an opportunity to try to. From the Emerald Trail. There's always a contingency that. Certain councilmembers who might think differently than I do, which is their right to take those dollars away or trim. They will trail down from its original version. Some of those. He says that they want to take out. Are very important because they go through some of the oldest areas of Jack Sulzer week or so with all that said, those capital dollars. I believe. We'd all looking at those dollars in order to and if you are, you know, I would look at that from point of view because this is the board's decisions. But which I'll be looking at that those dollars in terms of trying to that put a fix on the issues of the budget woes that you have these capital dollars towards the capital was that you have on. On the on the budget dt Yellen to speak that or is that something that you might be thinking about down the road? I just curious to no end and I'll turn it over to Thank you. >> Through the chair to Councilmember Carlucci, our desire at this juncture is to look at the 2021 collection of dollars that but we have collected since 2021. That is the 47 million dollars. Approximately that we have to be able to again, get as close to 0 for Fy 27. We believe that there is a try party conversation that should happen between the administration. The council and the jta. As we look to the future related to our funding of, you know, everything from my rights to school to door to store, too, you know, GameDay xpress. So many of the things that the jta does for this community and not having, you know, race pair since 2019 and before than since 2012. So I say that to say that there's a more holistic conversation that that we hope to engage in over the next year or so related to how we're funded and not necessarily specifically looking at the project that you articulated. >> Thank I don't see anyone else in the queue. And as was. As was mentioned. City Council, PRESIDENT Holland had. Directed that. We stand up the financial audit and Oversight Select Committee to look specifically at and jta. And I don't know if you. Yeah, saw the memo that one out MR. Barnes, are you familiar with that? Yes, sir. I did. >> I did say the memo that went out for the fla and it starts on. >> Friday, correct? Yes, Friday at 9.30 So just want to put that out there to make sure this is the start as as the designated chair. My my goal is to make sure that we focus on those things that the city council PRESIDENT Has laid out for us to look into, but also trying to be mindful as MR. Ferguson said working together. Not an adversarial relationship. Obviously, but but in an improper of spirit of trying to work together with the administration and with jta with MR. Ferguson and the rescue team. To just go through these areas and let's what we find suit. We learn. But my goal is also to be try to not step on each other's toes there. Other efforts going on, obviously state level now as well as things that the board as take a board has initiated audit wise. And so going to try to be mindful of that is as much as possible to to not. Step on each other's toes, like I said, our or you have to get a need into each other's business. But to just go through our our steps and a deliberate manner in a cooperative manner. So I I just want to that out there in general for everyone. That's the way I intend for for a committee to approach are responsibilities that we've been given from the PRESIDENT And we'll get into more of the details as we have each one of these meetings with Friday's meeting just being late being one where we lay out the basics, lay out the foundation for our focus areas and you look forward to other exchanges leading up to 20's meetings, Azure, available so that we can make sure we're in sync with each other. So would appreciate you and your teams. Availability, willingness to be able to work with us in the days leading up to each one of the meeting so we can make sure it's a productive session for for everyone. So there's no no other speakers in the queue. So unless you have something else to add, I think we'll leave it there for now and to the chair. I just will say we look forward to this process and look forward to coming to co-operative result. Thank you very Thank you very much. >> Okay, we have 31 2026, or 7, 8, 0, We have motion and second on the emergency. No in the queue. All those in favor the emergency. Please signify by saying Aye. Those opposed emergency passes. We have a motion on the amendment. MS. We have a motion Second all. MR. Pearson, would you descended doesn't do the chair to the community and it will fill in blanks in the ordinance and the amendment to the inner local agreement with the appropriate date and the ordinance number. It also clarified that gta operational funds will be referred to as non Elegy t 2 funds within the ordinance in agreement. Basically any other operational dollars available to jta and then lastly striking language regarding the expiration of the First Amendment as it will continue for a period of time beyond the Sunset date, which is the SEPTEMBER 30th of 2027. Ok? Thank you very much. New in the queue. All those in favor amendment. Please signify by saying Aye I was opposed nay. The amendment passes. Have a motion second on the bill as an emergency as amended no in the queue. Please open about record your vote. >> 7 yeas, 0 nays. >> My reaction, you're approved 2026, 0, 7, 8, 0, as an emergency as amended. Okay. We'll now go to page number 10 item number 14. And that is 2026, 0, 7, 0, 1, They have motion second on the bill. Theirs. There's a note here. So I want to I want to make sure. We get the orders opportunity to cover the note here. You prepared to do that? Yeah, if you would, MISTER Peterson and then we have pastors in sun in the
