we will be respectful to one another. We will direct all comments to issues. Are there any changes to the order of the day? No, ma'am. The next item with the approval of the draft minutes. I have one make the motion first. yes. >> I make a motion to approve the minutes from Tuesday, July 14, 2026. Okay. >> Under discussions where we talked kumquat So the second line there, we talked to the minute states that the Apple Bill Appleby building with the original address, teachers, us Evan Bayh, storefront. I thought it was important to know that that's a replacement there. That's a good point. Okay. >> Thank you all. Make that amendment right. >> Was there a second for the mission? I'll second. Thank you. absorbing that Do we have consensus for acceptance of the minutes? very good. Thank you. >> OK, moving right along into our public hearing item. Which is 26 9, 4, 5, 2, 1, Bayshore road. The row House. Mister Cooper. Would you like to come up and have a seat? >> Mister that's there was no citizen input today. No, not for that topic. And I'll just remind the board that item came before you for discussion on March 10th of this year. >> And prior to that, I had there were some conversations regarding the potential desire to demolished or relocate the building. And so with that you will now have a architect on Cooper talking about his proposed changes. >> Very to talk out petition. Clients. The home, the contractor, your contracts. Happy with >> Mister Cooper, we make sure to speaking to Thank you like This OK, I. I know that the board has seen these documents, but so briefly through >> The really hot outside. He can't see that on his mind or monitors reflecting all speak to At But it's we've got a glitch in our system know that God, okay. So it's easiest to understand if we start with the elevation. So what you're seeing now is the existing house as it is. The middle portion and the 2 wings. On right that the second floor. That's in addition, that was. Added to the building and the 50's. So. We thought it was not original, but the bulk of it and so this is. Hour. Restoration and slight additions. We didn't add anything to the footprint. We have program that's an art studio and a little car port. And they are both separate for from the footprint of the addition. So you can see that on the left. We did a little. To the second floor with the parking and on the right. We second floor. To replace a 50's edition and we aligned with the far below and detail to it. The way the House has details. And this just shows level art studio that separate from the building. Then the buck. Remains essentially the same as well. There's the existing. You can see to the right there. So. Level that was an addition that where replacing the covered. So here is. This shows. A couple of things that are not touched. The the outdoor fireplace. And the car port. And then. So that car port on the left is just a freestanding little pavilion. So essentially the same. We're it. We programmatic play needed some doors. Flanking that. Fireplace. Then. That's the rest of the pack. Facing the water. That was. I window removed. I think they wanted a closet. So this is the few of the water from inside the House. And we change that that this. There's the part. Take a look that. So on top of the we put it and 2 parking lots. Then. Facing somewhat facing toward the street. This is the elevation and you can take the carport. And little second Floor edition. And then we. We tried to keep the symmetry and the a more appropriate for the house. So you can see on the ground floor. The repetition is a little bit. And we clean that up. And the take a look at the floor plans. This is the house. We didn't move the position of the house. We just wasted. So it still has the same. And then. This has a lot of put a new pool on a Rays terrace. Close to the elevation of the new elevation of the House. We raised up to the concrete porch. And we put it on a little wider platform. You can see the existing garage. Carriage house. So they said the plans. This is the ground floor. We kept the stair as it is. And then we rearranged. The interior. We updated the interior forth, lifestyle of today. We put the kitchen, you know, facing the water and family room and dining right behind it. And then. There's credit. But crews in the front. And this is the way the courtyard in the Relates the building. On the second floor. We rearranged. but the closet facing the the water for you. But now we have a path there. Is it working? Is your okay? Now? Okay. So the family that perfectly well and this existing house. So we just rearrange everything. My understanding as they will use that as a beach house for 10 years and took the the graduate it will be their permanent house. So they'll have memories for the next 10 years distant. Do I have? This is the microphone of arctic. Yes, it's just is on our side. >> One new thing about the garage and just cottage. We are going to restore the existing windows and doors. And stuff replace them. I was incorrect. When I wrote we were replacing these windows and our construction documents don't mention replacing these windows. The garage door itself cuts, replace, but the windows. Are restored and the doors. This is just a a remodel of the interior. And then we've come through these. These crimes. I wanted to pause here and see if you have any questions or comments about. About that design. And our approach to it. >> I have to make a comment that looking at all of the before and after pictures. And I think your balance just makes a lot more sense. I know it's a historic housing. Those sometimes changes aren't supposed to be making. I live in historic But the houses I think pretty here. And that's coming from my interviews. background. So we took the approach. >> That we have hired the original architect to update the House. The House 2. The way people like to live today and correct some of the things that have happened to house over the So I think test for. If you did a good job. >> John, are you going to show that section that was in the going to talk about that? Because I think a lot questions are, you know, probably the answer from that section. So I won't ask them now if you're going to show that sections, don't talk about it. I. I'm not sure how reach it. ? can you walk us what's existing and what's new? Yes. just briefly. >> One thing I need to let you know, as we were surprised that we had to have construction documents. we didn't realize that top. Put the cap that these construction documents and 2 days. The ground floor. Is going to be all existing, except you can see that we have changed some windows on. So the ground floor is existing. The second floor is new and aligns the ground floor. The detail lying. We're going to some more so that we can. Replace required, you know. And duplicate. If we we're going to keep all of the we can and restore and then we well. We will use the same sort of For the second floor wing. We thought it would be. A bad idea to try to contrast. Anything because we are so. This is not a winning like we're not adding wing and there's no need to have anything contrast. We're building on the footprint. So we're going to. Study the details to make sure we're detailing. Correctly. And all of the information is on the House. We don't have to anything. That will require another trip. There and are we meant we have the measured. But they didn't really do a good job of. Measuring the tiny details that Cohen House that are going to make it important. >> Sure. honestly, I don't think that those those details are as critical. I'm actually looking for in the large other historic materials in the house that you're saving versus, you know, removing and replacing like the main body of the house, not those that those wing pieces but is that, you know, is the existing citing staying as existing brick staying? Do you know the existing windows, all of those sorts of things because part of that compatibility is if there are historic materials there that can be saved. You know, the goal would be to save them feeling that you're doing. But want to hear you say can you know so on the front. >> We're saving the windows shutters. Where we have Windows. But stayed on the back. We have a couple of doors where. Replacing one door with a window. So there's some adjustment. To the puck and we're using the. I'm trying to think of the when Kobe. The historic brand of Kobe, what windows? They have good finish on It's a I can pick to win. Painted finish. So it's what inside and out. >> Are they true? Divided lights? Yes, well, they are. Are possibly simulated the project. Lights. But what the profiles? I could give you. The and you can look them up. I've seen your lane but they're commonly used on historic buildings. Because they're so accurate and they last a while. So we're not using like aluminum plant can do this. >> And the mountains on the outside of the glass, not in inside. They're out. Inside and outside. But not within thickness of that I think they have a spacer and there. Lining up with the pardons. I can piggyback on that question. So our windows that our original are they remaining? That's correct. And have they been replaced over time? I mean, with the more storm. On the main body of the on the front. They look, they appear to be existing Windows says, and you know, yes, I believe there are regional for the main Yes, and I listed all recorded changes as we know them in the staff report. That right. >> The question and how high you raising the house? It looks like in that detail again, they couldn't read the number look like about 2 and a half feet. I believe it's 2 feet. Okay. The house did fly during the take offense. So that's a call for a get out of. Other >> No, so it was just one could quickly I begin work on that. relocation the company that's going to be. Raising the building. Have they also have they given a report or their expectations of how the floor? System? Can handle the? movement, the raising of going something that's new foundation's new. Stem walls and all of those we to hold very old system. I know that. There was a price care fund on for racing and moving. >> And putting had a new foundation. From I from a company that does that. I don't doubt that we're going to use that company. There was no feedback and the you That they couldn't accomplish this. They were bait well aware that this historic building. Don't mess about this. >> You. portion of the main house. You know how about long those constructed? >> It's what frame it's oak. And it's a. Break from there. Originally it was. A natural prek. And now it's painted white. helped make it easier for us to much. >> Any idea how the connection is between the brain and the year. The brick veneer being brick for being to make it look like brick veneer. Which is not true, correct. know you're with that. So to Facebook from December to me like half with. Is that you? Well, I know. Yeah. I know the size of a break right now. And and you're wondering about that. >> The prek ties that tie it to the face. So it is unusual. My understanding is much of the interior. Will have to be finishes will have to be. Don't have to be holes that at the very To find out what's going on. We don't know. Exactly how the break as health and health to the shooting. have to investigate that. The contractor well. When we if we kept to the U.S.. Again, my heroes, the House bill. 27 for the main house. Once that I've encountered, you know. This construction high. The with friends, interior. Well. >> And then they have a metal time that to break. And some of them had. 15 pound paper. Between the 2. I haven't seen one that. Has she been? If it has she's achieving. That would be great. >> Most of the time the those ties. >> At the rest of the way, if the waterproofing wasn't maintained on the outside of break. And then the wall becomes unstable. So I think it's a great project to attempt to do that. But just imparting to you. What I've found and how get those wells can be. One more time as I just wanted to impart to you. What I with similar structures of. Yeah, we're similar age, similar construction tie and the tradition of the walls that I found. you can just that for whatever you want. >> I think careful was appreciate that. And more experience. And that's something type in this location. And we so. There is a contractor onboard Cross Belt. So. As I think they should start their investigation right away. And and we'll figure out. Okay. Engineering solution for >> I just wanted to speak to some of the changes that you're proposing for the front facade of the structure. I mean, I think we can to bring up the fact that you're adding some windows to that front elevation and as preservation as we all know, that. Yeah, that's that's that front facade is the most important. certainly heard what you said about the idea that. These are not additions to the structure that, of course, this design and this style is all about symmetry and balance. I'm listening to your description of how the new windows will be, you indoors. It seems apparent to me if I'm not mistaken, you'll be able to discern the new material differentiated, if you will, from the old material because closer inspection windows are that are 100 years old, better existing. And when you're putting in today, although year, making of a good effort towards matching it in terms of scale and materials. It will be a product its own time, which is a the key. The key language that we look at here and I would have to concur with you that, you know, in terms of enjoying the House and appreciating its location and I can see we're adding some like there will probably really be a positive change. for those reasons, I don't have a concern with that. But I just wanted to kind of put out there so people could understand at least my thinking on the matter, you know, you could point so. It's really an amazing project. This is something that I think a lot of people will take quite a lot of interest in. I was also appreciative that you brought to our attention. The secretary standards and the revisions that have been made to address, you know, changes in flood prone area that there's a slightly different standard of review because we're recognizing the challenges that you face in that location, right in talking about that for 2 years now, ever since are terrible year 3 storms and how do we approach this and I think this is the first really good example of how to do this properly. Yeah, it will be. It will be interesting documented. I mean, you know, tell that story. There's that opportunity somewhere along the line. Yeah. That will find a few in turns it >> Any questions or comments for Mister Cooper before we? Close the public hearing. So Mister Cooper, you can have a seat back in the audience. Susan, do you want to do the staff report? I mean, the staff recommendation. Yes, just on the whole was a really excellent submission. I just want to put that on the record in terms of its cohesiveness. Comprehensive, and the community can Haitian from the architect. >> Again, they did come to these for preservation Port March towns, which I thought was very fruitful discussion ultimately avoiding any demolition relocation by raising it. I think reflects very good commit men. I liked how as Mister Cooper said, treat you this. If original architect would propose these changes. I also think it's interesting that on the on me. Story on Page 5 of 48. The bottom photo just to give more context to yourselves into the public. That is really the face that anyone would experience of this property. So the commitment to retain integrity in trying to evolve the house and wonderful way. Ease is, you know, even more of a dedicated effort because the rip there aren't a lot of eyes on it right now at this moment. And a mile to a recommendation was to this certificate of appropriateness. change. I wanted to reiterate that Mister Cooper said is that regional? proposal and in the summary, you can see on and listed on Page 2 under the second permit. The description the Seaway request that originally they had indicated they would be replacement of all doors and windows on the garage. Last guest south slash carriage house, per Mister Cooper's presentation, they would only replace the garage doors, the the other windows and doors be restored. So I think that's a nice change. And I would reflect that Missy away language. Okay. Just a reminder, everybody. The recommendation is on Page 14 of the packet. Would anyone like to make a motion? I'd recommend a motion to find certificate of appropriateness. 26 9. >> Consistent with Section 4 Dash 8, 1, 8, 8, of the zoning code and approve the proposed couple fork subject to the following. Conditions. Construction plans for the proposed scopes will be in compliance with those received with permits 2026 Dash '01, 0, 7, 1, 2, and 2026 Dash '01, 0, 8, 6, 2, by the building division on July. 21. 2020. 26 and all final construction plans should be subject to a full review for compliance with all other applicable codes by historic preservation staff and the director of Development Services Department. >> And then the second condition being. Saving of the doors and windows on the garage. >> I think I can just revise the so that that is what is being proposed. Okay. Things. I second the motion. Roll Call. Miss Hart. Yes. >> Sorry. started the other Mister Gonzalez. Yes, Mister Frangie for >> Ms Muldowney this. And this year's motion passes 5, 0, for the Thank you. >> All right. The topics by board and we're going to start We have speaker, those roads. We come down, please. Mister Cooper, your glasses >> Everyone knows that throws hand the city resident and happy to be back here for session. Number 4, since I have to give you my information in 3 And thank you for looking out for me. Is timing out into that? Wasn't there >> I want to say first of all, that Priya process was very beneficial. Your outcome of this button killer scenario was really good because they were asking too, the That is a really good story to tell to the community when it when it comes to fruition. So I want to comment on annual report to the city commission. And when I look at the purpose of the board, you have 5 items. Numbers, 4, 5. I thought Warren did a little bit of a deep dive. And before is to promote public awareness of historic. An architect historic and archaeological preservation and number 5 is to review and recommend regulatory changes. So it's not just a history of what we did last year, which is very Thoreau. It's also an opportunity to talk to the commission about what you're seeing. And and Commissioner always talks to the board presentations and says what are you seeing? What's happening on a regular basis? What you need? What can we do? So I'm hoping you expound on just. We came. This is what happened this month and say here's what we're hearing from the from the community. Since I'm the community today and citizen input isn't in your minutes. I want to kind of review the things that I kind of brought to you and hope that if you add all have consensus that, yes, this is a good move for us to be pursuing that you incorporate my comments. I plan on talking to the commission myself, but I feel like advisory board. If you all aren't supported that it would be it would go along with the commission. I can so course my number one thing is that a property owner should agree to designation right now the zoning code says the historic preservation work and pursue designation unless a property owner objects. I think the description be flipped. I gave you some comments from other municipalities. And interestingly, the city of Winter Park is having a a car workshops work. Sessions and there's Stark Preservation Board is meeting tomorrow morning and one of the things that I a couple of things that they have that are coming up is potentially working with the property appraiser to add a field on me. So the property she that's that designates potential designation or maybe it's historically, does it mean great resource for anyone can go on click and OK, yes, this is designated ports, potentially. Public information campaign to survey residents. Why haven't you placed your home on the historic designation list? What could the that would motivate you to place your home on the registry? You may recall. They increased. They doubled their designations after a public outreach campaign of just direct mail to and old houses that dot maybe could be eligible. They went from 6 designations to 12. So, you know, and all fashion put it in the mail. See what happens expedited permitting for historic properties. I think that might actually motivate me to designate. As well as a reduction of permit fees, which I'm not sure it's legal, but potential. Adding 5% floor area ratio bonus. So let's say they want to remodel their house. Give them a little bit extra lot coverage because a lot of 20's around small lot. So. Just another great idea. Create a list of insurance companies that provide policies. 2 historic homes. We keep hearing insurance is hard to get a very expensive to get. And also contractors that are skilled in working on properties are getting harder and harder find. So I think that's all I have to. Thank you very much. Thank you. it says. And I know >> A Downey wanted speak to this item. I I just wanted to give a couple pieces of information because it is very helpful. >> adding of the field to the property Appraiser's website. The indicators of needed is something that we're looking at and the other seal G's in the state have done a study to see who's doing that. Which property prices doing it and a big handful of them are. And it's very straightforward process. But there's also a requirement in the property appraisal process. Re looking at the highest and best use for person when you coming up for the price. And one of the things the property appraiser's space to take into account. Are there any restrictive ordinances on the property? The keeps it from eating. highest and best use which in this case would be a historic designation ordinance. So it really serves to fold. One is to lure the property appraiser that there is a historic designation ordinance on that property. And the second is to inform the public and it is fairly straightforward change to make. Just want to let you know that's in the works. list of insurance companies and the list contractors. He's part of a larger effort for what we call a I forgot what Alexander's calling it. It's not resources. It's something else yes, it's essentially a composite like a compendium of all of the people you need to know to do these things. However, that's something the city for still takes a lot of time and effort to kind of keep that up to date. But it's something where the city doesn't want to endorse parties. So I've spoken managing director of the Alliance for Strict Preservation about potentially working with on partnership to you kind of formalize all of that information, specifically. insurance issue is something that we're continuing to delve into trying to talk to as many homeowners as possible about their experiences. But just want to let you know, that's also very much on the radar. So and in full agreement with everything. Mister Espada. >> We love those got recorded in there in the minutes. >> what Miss Rose brought salute. That sounds like a great idea. Yes. But as a point of clarification, I think Missus Rose was talking not just about noting. >> The structures historically designated, but noting those that are potentially eligible for Yes, and that I don't think we have. You can them. the Florida master site found. >> I mean, heard so many people come in and say we didn't even know this isn't a Florida master site Well, I I can see the pros and cons of it. Actually, my concerns with doing that would be that. >> History changes every Right? So you know what wasn't significant month ago like the significant now because France, as we get a lot of land to feed the front fulsome Smith and we understand is that I'm intent on the building. And so I think it can give people a false sense it's not on the list. I mean, I heard that 1000 times in my in my years. So I get it. But yes, I think you have to sort rights so that people understood that it was not an exhaustive comprehensive, always up-to-date list. and I this is probably not the time for this discussion, but just to let everyone what the thinking would be on that. >> And this is definitely not the time I know it's a larger discussion, but I just feel that we have these structures. So it's not an unlimited number. It's finite. The ability to take that list and transform it into some sort of directors list is the county has is very much a direction of like to go in now. And I think that that might be more meaningful than the check box of eligible ineligible. And then you can get it more Ford facing a more proactive. We're getting this rose talked about direct contact with those parties. That's also something I've spoken about with the director of the alliance, that that would be a dove tail if we're able to get the crafted a list of these are the ones we strongly like to encourage and begin that proactive contact for, says the on our back foot. There's a change coming when she liked to designate to just see. No, that's also very much kind of in there playbook that kind of trying to put together right now that I will be coming back to you want to talk much more about that? I think There. You know, one Who will present the report to the commission on the 7th. >> That's mister Yes. >> Remember, we did talk with them. Congratulations. Thank Said yes that puzzle topics by staff. >> Account trying very quickly to be. So we do not have any proposals for September. 26 meeting. So we would hold a historic preservation board meeting in September, which means >> With item C. >> Appointment of the new board member Doctor Wilson. He would be joining us at the first meeting and the first meeting of all of us together on October 13th. I wanted to request some directions. Lash clarification from the board regarding something understanding that like for like replacement are. It to be able to be administratively approved? There is a property that historically does needed. And on the national registry, it hasn't ever received any incentives for designation financial incentives. But when it was going through a massive restoration effort in the mid to I'm served in 2002 and then ultimately carried out in 2007, >> applicant, the owner came to the board and as part of the restoration effort, I'm committed to replacing 71 windows and what had transpired the origin of the building was the original, a cast iron true divided windows had all kind of systematically been replaced with aluminum, jealousy, windows and has put would I was stupefied. I didn't even know that that was the case. And so as part of the ultimately, the 2007 restoration, there is a major commitment and expense to I'm actually having steel, 2 divided light windows recreated and install. That they listed is 71. I think there's a 62 windows now as a result of different. See, always the change, the extra reform. The request is to replace 6 of those windows black painted Alumina m Non 2 divided like Windows. Now, I appreciate that. That would be replacing windows that aren't original because there are such a a big effort to make his best of a re creation is possible. And because I know that while the request is for 6 windows right now, but ultimately over time will be to replace all of them. I wanted to make sure that I would have to have more of awareness of what the board's concerns would be. They would modeling the exact dimensions and geometry of the windows. They would, however, go from many of them are case meant windows. Many of them would become fixed. Now, this case windows aren't generally operable are being used. That would necessarily be from the right of ways. The difference so visually from the right away, you may not notice that much different, but over time ultimately lead to be replacing the 2007 windows with a aluminum again painted black looking the same. Am I correct in thinking that that's something that can be done administratively or because of the, you know, significance in the effort of creating these divided light steel They were powder coated are in quite that shape. In many cases know. Is that perceptible enough that the board wants to weigh in on that decision? I'm a question House. It's a commercial It's the Yeah, I'm sorry. I should have said that. I apologize. Yes. Explains the quantity. >> Yeah. I should have started with that. I'm sorry. >> And the windows are on the front side. Excuse me on the sides and the back only that are being replaced >> which doesn't take it that far from the right of way. But just to give you some additional context. it's really only because of that effort to do that. 2007 re creation that I wanted to make sure I was correctly interpreting our rules of procedure that these could be approved administratively. >> So they're able to get the aluminum windows to be the same profile sickness, the mountains. That is a fit. >> Yes, from next she right. Steele has just been are fraying. Yes no. When you're placing cast window. That's going to go to steal. That's an excellent point. So I would really want to see those details. Let's you to before deciding, bring it here. Not okay. So they were on England. It was they made an effort to bring it back to its original Yes. Did you say on to win? Get Kaseman. Joe Yes, that's right. Yes, they are. this enormous yes, kind. Yes. Stepping back a little bit to more affordable replacement. Now, I did ask them >> company that would give them a price to recreate the steel. True divided light so that he has some apples and oranges. But I guess the profile is probably one of the most significant concerns. And if it were to really approximate with, there would be less concerns, then that would potentially be something administratively. Can you tell us what know? Of course, again, it's the Sarasota Times building at 12, 16 for Street. Previously said the chain. Now Sage. And again, it's 6 windows that they're looking to replace. But over time they will be continuous replacement. That does have lot of visibility site. That's you know, are the proposed when those impact trade, they are. >> And apparently that is one of the big factors because >> I, of course, did my traditional feel how many times have they been punctured? You know, these old windows still look great. And so on. But this is a case of insurance. that's one of the other things in the big insurance piece or trying to narrow down. So before made the effort to have that gentleman coming. Prepare whole presentation. I just wanted to see where we stood. >> Yeah, because I I've done replacements where they live in. A manufacturer tell you it's the same profile, right? But it turns out it's 2 and a half inches instead of an inch and a And that will make a huge difference. Visit >> Unless anyone else has anything, I actually think that gotten some clear direction. There. Thank Those are helpful to understand right eye and steel to the limit how that changes. Thank you. Okay. The next item kind of a good >> being in the midst of constant in this role. Still trying to get our ducks in a row. There are a couple big things that we're trying to move forward on. And I met with my director and manager and they've kind of restructured my my priorities so that I am really looking at 2 things very consistently, which is all of our forms that need to change that talked about. And then our code in general, a lot a lot of Iran. changes. But there are also some lack of clarity in the language that makes it hard properly carry everything out. So I'm doing a deep dive of what we have now, why each changes made and so on. So that's ongoing. The other big things that will make significant change deficiencies in program. Use our data management. Our records, which is something that renn our intern has been doing a lot of work on. So just to give you a sense of this, you know, since 1986, we have certificates, appropriateness that run all the way to 2026, if I'm looking for a property to know what the sea always were, might be 125 pages of text. We have to read versus having those clear record so we can instantly be oriented. What changes were approved? I think that will save us a lot of time and give us a better reflection of things over time. So that's something runs making a lot of inroads on. And then this historic ownership guy that we talked about really available details about what it means to be historically designated as relates to the existing building code, the fire code, the federal rebates, the ad valorem program and a million other new one says an owner can use for reference without having to have a 3. Our conversation with each of them were might be missing something. We're telling them something slightly different, etcetera. So and I roped miss Rose in 2 helping us with some editorial review. But again, that will be coming to the board. And that's something Alexander and renovate doing an incredible job. And both of those subjects and to that and we've been able to extend their engagement. So they're going to with us for a couple extra months. So unbelievably excited. Couple quick things. the bay at recent meeting with the bay and we are still working to compile a cohesive accounting of all of the individual and local designations and the district designation for the entire property. And as you know, some of the designations include small side buildings or fountain or whatnot. So working with them to make sure we all have a very clear expectation of what reviews have to happen, part approvals and so on. That's ongoing. And you'll see that when it's finally done. The McAlpin shared with you that we're probably going to coming back quite shortly to look relocating it where you would potentially view relocated these into a historic district. So you are actually per 2 parts of your powers and duties required to review. This one is simply moving historic home. But the second is introducing a house to a historic district. So that will be coming in front of you. It will be much more comprehensive permitting process than it was previously. As we've hammered out. A lot of those details. The JB Turner, House relocation or discussion of its future is still in progress. And I know that we had someone come to the because for meetings ago to talk about the condition of the GB terminals, I hear that. I understand that it's part of our discussion going forward is how we're going to get that remedied. I had one clarification on that may be unnecessary when we discussed 9, wait for mellow and its eventual demolition. That was predicated on 2 things. The approval and payment for the historic marker which is in play. The second thing was you wanted to the conceptual plans reviewed and originally was proposed by staff at the conceptual plans are due by staff. And I incorrectly thought that what you would be reviewing them for was not level of completion, meaning there's a commitment to piece of architecture before the demolition happens. But I thought you were requesting related to style or form, which is why I defer to the board because I had just a very open mind when it comes to architecture. I I'm not sure I'll be able to mirror the the the expectations. Was I incorrect? Did you actually just want to confirm that they are committed to developing for architectural plans for the site before demolition. did you wanted to come before you see? Could really take a look at what was being proposed to replace. Well, my recollection is that the owners. >> Both in the right documentation and for us, I think twice said that they were interested in doing something that would be complementary. Yes, yes, sale. And so to me, that was that, you know, I wanted to see that, OK, but that's just >> Thank you. I just wanted to check in case I was giving them a longer timeline of having to come back in front of the board. And I misunderstood that. So okay. I think I understand. Thank you. And that's it. From each year. Okay. >> All right. Before we adjourned, I would just like to thank her verge of can solace for his years of And really appreciate all of your input. So always been very thoughtful. The time that I did hear some. >> it's been my pleasure. You'll see me in the all Thank you. With that are meeting is adjourned.

PUBLIC HEARING ITEMS

A.

26-COA-09 4521 Bay Shore Rd (“The Earle House”) Presenter: Don Cooper, Architect (representing owners Zach and Katie Johnson) The new owners of The Earle House (including the Main House (1927), and the Garage/multi-use structure (previously “Garage/Guest House” or “Servants Quarters”, (1925, relocated to current location 1927)) are seeking a Certificate of Appropriateness to make historically-appropriate changes that will extend the usefulness and sustainability of the structures. Proposed changes to the Main House include additions and other exterior changes, in addition to elevating the house to above base flood elevation. Proposed changes to the Garage/multi-use building will not alter the form of the building shell, but will include replacements of the exterior windows, doors, and roof. The Earle House structures were locally-historically designated in 1992 (92-HD-14, Ordinance #92-3629), and added to the National Register in 1993 (Ref #93000908).

we will be respectful to one another. Actually, my conc
