What This Bill Would Do
The Missouri General Assembly creates the State of Missouri Seal of Civic Recognition program to honor graduating high school seniors for civic instruction, community engagement, and a commitment to post-graduation service. Graduating seniors from public, private, parochial, or home schools who complete designated coursework, participate in civic activities, and commit to at least one year of community or military service are eligible to receive Bronze, Silver, or Gold seals alongside their high school diplomas.
Qualifying graduating seniors receive a formal distinction accompanying their high school diplomas, alongside an encouraged framework for nominating entities to provide scholarships, apprenticeships, or internships. Recipients who commit to military service or ROTC additionally receive a signed letter of commendation from top state officials.
- Concurrent resolutions in Missouri express the joint intent of both legislative chambers and do not require the signature of the governor to take effect in the same manner as statutory bills, though this measure requests executive review. context
