Community Redevelopment Agency Special Meeting

Monday, September 16, 2024 · Government meeting record

The 30-second read

Record incomplete

The Naples Community Redevelopment Agency (CRA) voted against reconsidering a previous decision to hire a consultant for a site analysis of city-owned property at 160-190 10th Street North. The agency will proceed with developing a request for proposals to explore affordable and workforce housing options for the site.

Why it matters

The CRA's decision allows the city to move forward with a $36,000 contract for consultant services to evaluate potential affordable housing development on city-owned land, a project that may involve increasing housing density on the site.

City Manager Jay Boodheshwar said that the CRA had had a substantive discussion about the future of the City’s property at 160-190 10th Street North at its August 23, 2024 Meeting. The CRA ultimately voted to direct City staff to work with CBRE, the City’s vendor, to develop a task order in an amount not-to-exceed $36,000 to prepare draft solicitation materials or a request for

Community Redevelopment Agency Special Meeting – September 16, 2024 – 8:30 a.m. 2 proposals (RFP) to determine what can be done with this site in a public/private partnership. He added that staff does not have the task order finalized to date. City Manager Boodheshwar then advised that Mayor Heitmann had provided him with a written request pursuant to the Rules of Procedure requesting a motion to reconsider this action whereupon Chair Christman authorized that day’s Special Meeting. City Attorney Matthew McConnell added that this was simply a reconsideration of the motion; if it passes, it will be added to a Regular Meeting for discussion and the CRA will reopen the matter. Mayor Heitmann said one of her concerns was the cost for CBRE’s consulting services which she reported was approximately $11,000 per month. She then said another concern was the larger vision of the direction the City was taking on affordable housing, noting that this is the City’s last truly affordable housing option. Mayor Heitmann added that she found the prospect of rezoning to be concerning, noting that it may give the impression that the Council will allow additional density or intensity within that area. In conclusion, she said this item requires additional time to be vetted before moving forward with the CBRE contract. In response to the CRA, City Manager Boodheshwar clarified that the retainer for CBRE would be $12,000 per month; noting his belief that the entire process to award a contract would take a year and would accrue to a cost of $144,000, he added. CRA Member Kramer said this matter has been fully vetted, and that the CRA should proceed to the next step as outlined. Vice Chair Penniman said the determination of how to move forward with this piece of property does deserve much more discussion. CRA Member Petrunoff said at a recent homeowner association meeting, residents had expressed objection to a possible intensification through allowing additional units to be built as well as the resultant loss of greenspace. Chair Christman pointed out that the consultant had suggested a Comprehensive Plan amendment to increase the density from 11 to 26 units on that parcel rather than a rezone. CRA Member Hutchison said the CRA would carefully review and discuss the merits of the draft RFP or market solicitation when it is ready, and the community would be able to provide input to the CRA at that time. Although reiterating her opposition to rezoning, Mayor Heitman affirmed that she did support finding a partner who would assist in creating affordable housing in that area. Chair Christman said the action taken at the August 23, 2024 meeting was very broad and flexible in that it allowed the expenditure of funds to allow staff and the consultant to return to the CRA with various options to consider. There is no commitment currently; however, the CRA does need additional information to be able to make an informed decision. Citing the history from when the City purchased the property, he asserted that there has been consistency in the preference expressed by the Council as well as the CRA to develop it for workforce housing if appropriate. Chair Christman therefore said he supported the motion the CRA approved at the last meeting and to continue in that manner. In conclusion, he expressed hope that the CRA would receive information at its November 4, 2024 meeting that would allow the CRA to move forward to the next level of decision-making. CRA Member Kramer said that although establishing workforce housing has been a priority for the community for many years, it would be difficult to do so without increasing density. Chair Christman said this issue would have to be addressed when the information is presented. Mayor Heitmann made a motion to not reconsider the RFP for CBRE. City Attorney McConnell however explained that by bringing this matter to the CRA at this special meeting, she has in effect already made a motion to reconsider, and that it needed to be voted upon. Vice Chair Penniman seconded the motion. MOTION by Heitmann to RECONSIDER the motion passed at the August 23, 2024 CRA Meeting regarding Item 6.B (Presentation and Discussion of a Site Analysis for Affordable/Workforce Housing for City Property Located at 160- 190 10th Street North) at a future meeting. This motion was seconded by Penniman and FAILED 1-6, all members present and voting (Barton-no,

Community Redevelopment Agency Special Meeting – September 16, 2024 – 8:30 a.m. 3 Heitmann-no, Hutchison-no, Kramer-no, Penniman-yes, Petrunoff-no, Christman-no).
