AGENDA ITEM NO. 6.A Item Cover Page DATE: August 20, 2026 SUBMITTED BY: Braydon Evans, Community Development ITEM TYPE: Presentations AGENDA SECTION: PRESENTATION OF ITEMS SUBJECT: Review of Ordinance 2026-16 – Establishing Chapter 61, Procedures BACKGROUND: As part of the City's comprehensive Land Development Regulations update, a new Procedures chapter has been created to consolidate the administrative, legislative, and quasi-judicial land development review procedures that were previously dispersed throughout the Land Development Regulations. This restructuring is intended to increase brevity, reduce redundancy, and improve the public's and applicants' understanding of how development applications are processed by the City. The creation of a standalone Procedures chapter further supports consistency with the Comprehensive Plan by establishing clear, uniform application, review, and approval procedures that align with the standards contained throughout the Land Development Regulations. This new chapter additionally addresses procedural conflicts and discrepancies identified by City staff, providing a single, centralized reference for development review procedures applicable across all chapters of the Land Development Regulations. POLICY/PURPOSE: This ordinance establishes a dedicated chapter for procedures associated with the Land Development Regulations by consolidating procedural requirements from throughout the Land Development Regulations into a single chapter. Adoption LOCAL PLANNING AGENCY AGENDA ITEM REPORT 3

of this ordinance improves the transparency, consistency, and administration of the City's development review process. STRATEGIC PLAN RELEVANCE: Bold Action 1: Perform a review of local ordinances and Land Development Regulations Bold Action 2: Update the City's Comprehensive Plan, Local Ordinances and Land Development Regulations ANALYSIS/DISCUSSION: The proposed amendments included in this ordinance were developed over an approximately 24-month timeline through contracted services with Kimley-Horn as the City's land use planning consultant. The project extended beyond the initially anticipated schedule due to staffing impacts resulting from the 2024 hurricane season. This effort has culminated in four proposed amendments to the Land Development Regulations. The creation of this chapter consolidates procedures previously dispersed throughout the Land Development Regulations. This ordinance establishes a single, consistent procedural framework governing how land development applications are submitted, reviewed, and approved. FUNDING: No further funding is required for this phase of the project. MOTION: I move to approve Resolution 2026-04 recommending approval of Ordinance 2026-16 to the City Commission.
