Hardee County Planning and Zoning Board April 9, 2026 Page 3 of 5 Todd Miller, Community Development Director, being sworn, answered questions. - Vice-Chair Bateman: Describe for all of us the desire and reasoning for increasing from 1,460 units to 7,602 units?  Elizabeth Rodriguez: The developer wanted to change the mix of land use, based upon what they thought the market would dictate, there’s a need for housing in the state. - Vice-Chair Bateman: Timeframe to build out to max would be?  Elizabeth Rodriguez: 30-year development plan. - Chairman Gullatt: Would this require a certain amount of fire stations? Hospital?  Elizabeth Rodriguez: We’re still working on the details on a developer’s agreement with all the developer’s details, when it comes to the fire/medical unit of stuff. - Board Member Bergens: For EMS who’s going to pay for these services? Will the county be responsible for paying/staffing or will y’all be?  Elizabeth Rodriguez: We’re still working on that, that is one of the very final things we’re getting done. - Board Member Burtch: Why did you choose so many for such a rural area?  Elizabeth Rodriguez: the developer makes that decision based on the market. - Chairman Gullatt: The goal is to keep the community centered and have everything that they need at this location?  Elizabeth Rodriguez: Yes, that is correct. - Board Member Cisneros: Could this project have been started with the current approval? Then build up?  Steven Southwell: The issue the developer ran into was the economic standing point was being able to commit the capital structure needs. - Vice-Chair Bateman: From a planning perspective what they are doing is clustering the idea is to help preserve the rest of farm areas in the county, how many acres would they take for this project?  Todd Miller: Most of it is A-1 agricultural 1 unit per 5 acres, it would be a long time and a lot to spread out before we could get to this number of dwelling units. - Chairman Gullatt: Do we have any similar development to this is sustainable and will it hold up?  Todd Miller: No not in Hardee County, but in surrounding counties. - Board Member Burtch: What about our people in this town when they put the businesses in town out of business, what will happen then?  Todd Mooney: It’s not going to happen; you have to get people to come to this place first. It will not affect any of the businesses here. 7

Hardee County Planning and Zoning Board April 9, 2026 Page 4 of 5 - Board Member Cisneros: How much of that cost is going to be on the county residency and on their taxes?  Todd Mooney: It shouldn’t affect the residents’ taxes.
