The 30-second read

Recorded outcome

The board removed nine properties along Ali Baba Avenue from the historic downtown district to let a car dealership expand under its existing commercial zoning.

The Opa-locka Planning and Zoning Board voted unanimously to remove nine properties from the Historic Downtown Opa-locka District to allow a car dealership expansion and approved rezoning two City-owned properties to Park districts to match their current recreational use. The board acted during its September 22, 2026 meeting following staff recommendations and public comment.

Why it matters

Property owners along Ali Baba Avenue gain the ability to expand commercial operations under underlying B-2 zoning, while neighborhood residents secure formal park status for recreational spaces including the Prayer Garden Butterfly Park and Timothy Holmes Park.

City of Opa-locka, Florida Planning and Zoning Board September 22, 2026 Page 2 City Attorney Booker read the Ordinance into the record. Zoning Official Lee presented the item, explaining that the Historic Downtown Opa-locka District (HDOD) covers the City's downtown core between the connector and NW 27th Avenue. He stated a car dealership at the corner of Ali Baba Avenue and NW 27th Avenue sought to expand westward, but the HDOD's permitted uses would not allow it. He explained staff proposed removing nine properties along the south side of Ali Baba Avenue from the HDOD so the underlying B-2 commercial zoning, which predated the HDOD, would again apply, preserving the district's mixed-use intent elsewhere. Zoning Official Lee stated staff recommended approval. In response to Acting Chair Dominguez’ questions, Zoning Official Lee confirmed the change affected only the parcels shown on the map and would not otherwise alter the HDOD. Planning and Community Development Director Gay added the affected parcels would revert to B-2 zoning and confirmed the expansion would remain part of a single dealership operation. Acting Chair Dominguez opened public comment. Sherelean Bass,1251 Peri Street, questioned what the expanded dealership would look like along a key entry corridor into downtown and asked whether the City had more than verbal assurances. Planning and Community Development Director Gay responded that the property owners described plans to redevelop and modernize the dealership, comparable to other established dealership brands, and that future site plan approvals would return to the Board and the City Commission. Board Member Hibbert-Smith asked what the City would prefer for the site if not a dealership. Planning and Community Development Director Gay stated the area falls within the Community Redevelopment Agency's mixed-use vision for downtown, but that the dealership use is grandfathered under the existing zoning regardless of the Board's action. Motion made by Board Member Mata, seconded by Board Member Mangham, to approve the Ordinance. In a roll call vote, the motion passed unanimously (5-0). 2. AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, CONSIDERING THE REZONING REQUEST FROM THE

City of Opa-locka, Florida Planning and Zoning Board September 22, 2026 Page 3 CURRENT SINGLE-FAMILY RESIDENTIAL (R-1) ZONING DISTRICT TO THE PARK (P) ZONING DISTRICT FOR AN APPROXIMATELY 10,742 SQUARE FEET OF LAND, LOCATED AT THE INTERSECTION OF SHARAZAD BOULEVARD, AND CODADAD STREET AND IDENTIFIED BY FOLIO 08-2121-002-5210 TO AMEND THE ZONING MAP TO MAKE IT CONSISTENT WITH THE COMPREHENSIVE MASTER PLAN; PROVIDING FOR AN EFFECTIVE DATE City Attorney Booker read the title of the Ordinance into the record. Planning and Community Development Director Gay introduced this item together with the companion rezoning for the Timothy Holmes Park property as City-initiated actions to align the zoning map with land already functioning as parks. Zoning Official Lee reviewed the rezoning review criteria required under the City's land development regulations, stating the analysis applied to both park properties and that each criterion supported the requested change, including consistency with the surrounding land use pattern and the Comprehensive Plan, no spot zoning, and no adverse effect on traffic, public facilities, drainage, or property values. He identified this property as the Prayer Garden Butterfly Park, noting it has functioned as a recreational space for a number of years and was recently rededicated and renamed. Board Member Mangham briefly left the dais. Zoning Official Lee stated staff recommended approval of both items. Acting Chair Dominquez opened public comment. Sherelean Bass,1251 Peri Street, asked whether the companion Timothy Holmes Park property was located within the adjacent Glorietta development. Planning and Community Development Director Gay clarified it is City-owned property just north of, and outside, Glorietta, though Glorietta residents have access to the adjoining community center. Board Member Mangham returned to the dais. Ms. Bass recommended approval, citing the value of a safe recreational space for neighborhood children. Motion made by Acting Chair Dominguez, seconded by Board Member Mata, to approve the Ordinance. In a roll call vote, the motion passed unanimously (5-0).
